<strong>Hello</strong>.<strong>We</strong> <strong>have</strong> <strong>been</strong> <strong>in</strong> <strong>the</strong> build<strong>in</strong>g/<strong>renovation</strong> <strong>in</strong>dustry <strong>for</strong> <strong>38</strong> <strong>years</strong>I would like to make submissions as follows, regard<strong>in</strong>g proposed changes to <strong>the</strong> above<strong>in</strong>surance.1. Bathroom kitchen and laundry and toilet <strong>renovation</strong>s are not build<strong>in</strong>g work andshould not require home <strong>in</strong>demnity warranty <strong>in</strong>surance. These types of <strong>renovation</strong>scerta<strong>in</strong>ly <strong>have</strong> noth<strong>in</strong>g to do with build<strong>in</strong>g of a house. These <strong>renovation</strong>s which consist ofsome til<strong>in</strong>g, waterproof<strong>in</strong>g, plumb<strong>in</strong>g and fitt<strong>in</strong>g of <strong>in</strong>ternal fixtures, such as shower bases,vanity units, cupboards, replacement tap ware, should not be treated <strong>the</strong> same as build<strong>in</strong>ga house.[The 6.5% deposits are m<strong>in</strong>iscule (average $1255), compared to <strong>the</strong> build<strong>in</strong>g of a house(around $25,000) and can easily be refunded on <strong>the</strong> death of <strong>the</strong> build<strong>in</strong>g/renovat<strong>in</strong>gcontractor. Builders already <strong>have</strong> to prove that <strong>the</strong>y are <strong>in</strong> a good f<strong>in</strong>ancial situationat registration renewal every year. <strong>We</strong> had a case recently where a couple changed <strong>the</strong>irm<strong>in</strong>d after sign<strong>in</strong>g a bathroom <strong>renovation</strong> contract. <strong>We</strong> gave <strong>the</strong>m a full refund of <strong>the</strong>irdeposit].2 There should be no extra <strong>in</strong>surance <strong>for</strong> bathroom, toilet laundry kitchen <strong>renovation</strong>s.But he contractor must be able to show his professional <strong>in</strong>demnity <strong>in</strong>surance to <strong>the</strong>householder quot<strong>in</strong>g <strong>in</strong>surer, policy number, currency dates and what is covered.Renovations such as outl<strong>in</strong>ed above should be treated as a separate category. <strong>We</strong> are alreadypay<strong>in</strong>g our professional <strong>in</strong>demnity <strong>in</strong>surances. This should cover non completion or<strong>in</strong>solvency and sickness and death. On a average $10,000 bathroom<strong>renovation</strong> <strong>the</strong> percentage <strong>in</strong>surance factored <strong>in</strong>to <strong>the</strong> cost could be five times what it is <strong>for</strong>a new dwell<strong>in</strong>g. It is unfair to <strong>the</strong> householder.3. Home warranty and builders <strong>in</strong>surance should NOT be separated. The HIH builders<strong>in</strong>demnity/warranty <strong>in</strong>surance scheme <strong>in</strong> NSW collapsed as you may know and couldn't payclaims. There were various reasons. No money was <strong>the</strong> ma<strong>in</strong> one. There<strong>for</strong>e, is it a good ideato separate <strong>the</strong> two types, Home warranty and builders <strong>in</strong>demnity. The <strong>in</strong>surers <strong>have</strong> torema<strong>in</strong> viable, profitable. Because most of <strong>the</strong> huge claims come from <strong>the</strong> home warrantysector. You would be hand<strong>in</strong>g <strong>the</strong> "cream" to <strong>the</strong> <strong>in</strong>surance <strong>in</strong>dustry while <strong>the</strong> build<strong>in</strong>g<strong>in</strong>dustry has to deal with <strong>the</strong> huge claims on <strong>the</strong> warranty <strong>in</strong>surance. They will go broke too.Or <strong>the</strong> premiums will be exorbitant. All houses move and settle <strong>in</strong> after construction.Subsidence should be not <strong>in</strong>cluded, but <strong>the</strong>re should be strict guidel<strong>in</strong>es regard<strong>in</strong>g stormwater runoff and evaporative air conditioner water discharge. <strong>We</strong> <strong>have</strong> <strong>in</strong>spected thousandsof completed homes and <strong>the</strong> above is <strong>the</strong> ma<strong>in</strong> reason <strong>for</strong> subsidence even <strong>in</strong> sandyfoundations. A pamphlet from <strong>the</strong> <strong>in</strong>surer out l<strong>in</strong><strong>in</strong>g what is and is not covered by home<strong>in</strong>demnity/warranty <strong>in</strong>surance should be given to every new home owner. No gardens anduntreated chip bark next to or near <strong>the</strong> house. Concrete footpath, not pavers <strong>in</strong> exposed areasslop<strong>in</strong>g away from from foot<strong>in</strong>gs. Downpipe sizes and number of, matched to <strong>the</strong> M2 roofarea. Down pipes plumbed <strong>in</strong> to soak wells. Air con. discharge water plumbed <strong>in</strong> or broadcast5m away from <strong>the</strong> house.
