1<strong>Speech</strong> <strong>of</strong> Hon’ble <strong>Minister</strong> <strong>of</strong> <strong>W<strong>at</strong>er</strong> <strong>Resources</strong><strong>Shri</strong> <strong>Harish</strong> <strong>Raw<strong>at</strong></strong>2nd Asia Pacific <strong>W<strong>at</strong>er</strong> Summit19-20 May, 2013 <strong>at</strong> Chiang Mai, ThailandHis Excellency, The Prime <strong>Minister</strong> <strong>of</strong> Thailand, Heads <strong>of</strong> the Governments <strong>of</strong> countries <strong>of</strong>Asia Pacific Region, President <strong>of</strong> Asian Development Bank, Distinguished Guests, Ladies &Gentlemen!It gives me immense pleasure to be here, during the 2 nd Asia Pacific <strong>W<strong>at</strong>er</strong> Summit,on the theme “<strong>W<strong>at</strong>er</strong> security and w<strong>at</strong>er rel<strong>at</strong>ed disasters Challenges: Leadership andcommitment”. It is my privilege to be amidst this august g<strong>at</strong>hering, comprising <strong>of</strong> theHeads <strong>of</strong> the Governments, policy makers, w<strong>at</strong>er pr<strong>of</strong>essionals, researchers, scientists,NGOs and entrepreneurs.I also express my sincere thanks to the Royal Thai Government, for hosting thisSummit, in associ<strong>at</strong>ion with Asia Pacific <strong>W<strong>at</strong>er</strong> Forum, and its intern<strong>at</strong>ional and regionalpartners.As we stand together, after first Asia Pacific <strong>W<strong>at</strong>er</strong> Summit held <strong>at</strong> Beppu, Japan inDecember 2007, we reiter<strong>at</strong>e our commitment to the message from Beppu, for providingclean and safe w<strong>at</strong>er, for drinking and sanit<strong>at</strong>ion, to prevent and reduce the risks <strong>of</strong> flood,drought and other w<strong>at</strong>er-rel<strong>at</strong>ed disasters, and to bring timely relief and assistance, etc.As we are well aware, a sizeable section <strong>of</strong> the world’s popul<strong>at</strong>ion does not haveaccess to safe drinking w<strong>at</strong>er. On the other hand, the requirement <strong>of</strong> w<strong>at</strong>er for all purposes,particularly irrig<strong>at</strong>ion, domestic and industrial uses, is bound to increase, in view <strong>of</strong> rapidpopul<strong>at</strong>ion growth & urbaniz<strong>at</strong>ion. We have to lay due emphasis, on addressing thedevelopmental concerns, eradic<strong>at</strong>ion <strong>of</strong> poverty, as also ensuring environmentalsustainability, while planning for future. Added to this, the adverse impact <strong>of</strong> clim<strong>at</strong>evariability, and clim<strong>at</strong>e change on w<strong>at</strong>er sector, are m<strong>at</strong>ter <strong>of</strong> concern, and it needs adedic<strong>at</strong>ed scientific approach.This Summit has the guiding theme <strong>of</strong> “<strong>W<strong>at</strong>er</strong> Security: Leadership and Commitment”with three policy priority areas, for commitment and change- Development, Shocks andResilience, and Wellbeing are quite relevant to us. These priority areas bring out the factth<strong>at</strong> w<strong>at</strong>er security, food security, and energy security are necessary for economic growthand social stability. These are highly inter-rel<strong>at</strong>ed: food production requires w<strong>at</strong>er andenergy; w<strong>at</strong>er extraction and distribution requires energy; and energy production requiresw<strong>at</strong>er. Food prices are also highly sensitive to the cost <strong>of</strong> energy inputs, through fertilizers,irrig<strong>at</strong>ion, transport and processing. Thus, w<strong>at</strong>er security is not merely a w<strong>at</strong>er sector issue,but also a multi-sectoral need. Sensitizing all the stakeholders, for the imper<strong>at</strong>ive need forw<strong>at</strong>er conserv<strong>at</strong>ion and its efficient use, and building consensus on the p<strong>at</strong>h to be followed,to achieve w<strong>at</strong>er security is an important challenge, th<strong>at</strong> would engage policy makers. Inthis regard, I am glad to share with you th<strong>at</strong>, the Government <strong>of</strong> India is celebr<strong>at</strong>ing 2013as ‘<strong>W<strong>at</strong>er</strong> Conserv<strong>at</strong>ion Year’, which put gre<strong>at</strong>er emphasis on cre<strong>at</strong>ing public awareness, forefficient use <strong>of</strong> w<strong>at</strong>er, and its conserv<strong>at</strong>ion.Another area <strong>of</strong> concern is increasing trend in w<strong>at</strong>er rel<strong>at</strong>ed disasters, such asimpacts <strong>of</strong> flood and drought. While every effort should be made to avert w<strong>at</strong>er rel<strong>at</strong>eddisasters, like floods and droughts, through structural and non-structural measures,emphasis should be on preparedness for flood / drought, with coping mechanisms as anoption. Gre<strong>at</strong>er emphasis should be placed on rehabilit<strong>at</strong>ion <strong>of</strong> n<strong>at</strong>ural drainage system, andimplement<strong>at</strong>ion <strong>of</strong> w<strong>at</strong>er security plans. The Government <strong>of</strong> India has brought in a paradigmshift, in the approach towards disaster management, from relief centric to a proactive


egime, th<strong>at</strong> lays gre<strong>at</strong>er emphasis on preparedness, prevention and mitig<strong>at</strong>ion. The newapproach proceeds from the conviction th<strong>at</strong> development cannot be sustainable, unlessdisaster mitig<strong>at</strong>ion is built into the development process, and made multi-disciplinary,spanning across all sectors <strong>of</strong> development. Institutional, legal, financial and coordin<strong>at</strong>ionmechanisms <strong>at</strong> the n<strong>at</strong>ional, st<strong>at</strong>e, district and local levels have been set up in the country,for holistic management <strong>of</strong> disasters, including w<strong>at</strong>er rel<strong>at</strong>ed disasters.The N<strong>at</strong>ional <strong>W<strong>at</strong>er</strong> Policy( 2012) <strong>of</strong> India, addresses the present challenges <strong>of</strong> thew<strong>at</strong>er resources sector. The Policy strongly recommends Integr<strong>at</strong>ed <strong>W<strong>at</strong>er</strong> <strong>Resources</strong>Management, taking river basin/ sub-basin as a unit. It also lays emphasis, on arrestingdeclining ground w<strong>at</strong>er levels in over-exploited areas, by introducing improved technologies<strong>of</strong> ground w<strong>at</strong>er recharge measures, and also encouraging community based management<strong>of</strong> aquifers. The policy further recommends, incentivizing efficient w<strong>at</strong>er use, recycle andre-use <strong>of</strong> w<strong>at</strong>er. The need for institutional reforms, such as setting up <strong>of</strong> <strong>W<strong>at</strong>er</strong> Regul<strong>at</strong>oryAuthorities, restructuring <strong>of</strong> St<strong>at</strong>e <strong>W<strong>at</strong>er</strong> <strong>Resources</strong> Departments etc., have also beenhighlighted in our N<strong>at</strong>ional <strong>W<strong>at</strong>er</strong> Policy. The commitments <strong>of</strong> our Government, to providesafe drinking w<strong>at</strong>er, adoption <strong>of</strong> clim<strong>at</strong>e change resilient technologies, dissemin<strong>at</strong>ion <strong>of</strong>w<strong>at</strong>er inform<strong>at</strong>ion among stakeholders, through Resource Inform<strong>at</strong>ion Systems, have alsobeen reiter<strong>at</strong>ed in our policy framework. Developing w<strong>at</strong>er efficient systems in varioussectors, particularly in agriculture, is another priority areas <strong>of</strong> w<strong>at</strong>er governance, and animportant goal in our N<strong>at</strong>ional <strong>W<strong>at</strong>er</strong> Mission.Effective transfer <strong>of</strong> technology & knowledge, and sharing <strong>of</strong> experiences, amongdeveloped and developing countries and their implement<strong>at</strong>ion, need to be promoted t<strong>of</strong>urther the cause <strong>of</strong> efficient w<strong>at</strong>er management, and <strong>at</strong>tainment <strong>of</strong> w<strong>at</strong>er security. I amsure, the deliber<strong>at</strong>ions <strong>of</strong> the Summit and the Technical Workshops, would facilit<strong>at</strong>e inevolving new ideas, and innov<strong>at</strong>ive thinking, as well as the best practicable solutions. I amalso confident th<strong>at</strong> the outcome <strong>of</strong> the Summit, would not be evolving the guidingprinciples, for all the particip<strong>at</strong>ing countries, for efficient w<strong>at</strong>er resource management, butalso would bring out a comprehensive road map, for intern<strong>at</strong>ional cooper<strong>at</strong>ion in w<strong>at</strong>ersector, in line with the objectives <strong>of</strong> ‘Intern<strong>at</strong>ional Year <strong>of</strong> <strong>W<strong>at</strong>er</strong> Cooper<strong>at</strong>ion’, 2013, asdeclared by the United N<strong>at</strong>ion.It is heartening to note th<strong>at</strong> the Summit has served as a land mark event, bringingtogether leaders from the Asia-Pacific region, to showcase their leadership in decisionmaking,as well as excellence in practice and innov<strong>at</strong>ion; to discuss concrete results, th<strong>at</strong>have had substantial impacts, spanning from policy down to the grass root level; and toagree on joint priorities, and define their commitments, in prepar<strong>at</strong>ion for futurecollabor<strong>at</strong>ive activities.Thank you.2
