IS IT HOT ENOuGH IN TEXAS FOR yOu? Ou? If not, not, just just stick stick around around a little little longer longer and and I know know things things will will<br />

get hotter . Already there are three digit temperatures around the state . Along with the heat, your<br />

association is heating up in how we take care <strong>of</strong> our members and the Texas Military Forces .<br />

<strong>Association</strong> membership has also reached two different three digit numbers, one hot but one cold . We<br />

have already had 101 new life members join this fiscal year — the most since 1995! This is a significant<br />

milestone, particularly since the great majority <strong>of</strong> new members are junior enlisted and junior <strong>of</strong>ficers .<br />

However, we remain mired in triple digit annual member numbers for the fiscal year as well, currently<br />

languishing at just under 600 . The only way to grow this number is for all our members to talk to their peers, subordinates,<br />

friends and colleagues about joining their OWN State <strong>Association</strong> . For Texas this is the <strong>Association</strong> <strong>of</strong> choice . Please consider<br />

this a HOT topic that is and will remain a priority for our association . As we grow in membership we are remembering the units<br />

that are deploying or deployed and will continue to <strong>of</strong>fer a discounted life membership rate to those unit members .<br />

Please take time to visit the association’s website and <strong>NGAT</strong> merchandise store . We are continually working to improve the<br />

products we <strong>of</strong>fer to our members . The website is an important part <strong>of</strong> how we communicate with our members . For those who<br />

haven’t visited the site lately, we have added a Retiree and Veteran’s link, <strong>NGAT</strong> store, and many updated other important topics<br />

for you to view . As always with anything we do as an <strong>Association</strong>, your feedback is always welcomed .<br />

For the members who are planning to attend the <strong>National</strong> <strong>Association</strong> Conferences, I know you’ll have a great time . The Enlisted<br />

members will be going to Savannah, Georgia, and the Officers will travel to Baltimore, Maryland . As I have stated in the past,<br />

these national organizations are very important to our current members and retirees who have worn the uniform . At the national<br />

level, they are the stronghold for working to improve <strong>National</strong> <strong>Guard</strong> personnel issues along with equipment funding, manning,<br />

and all retiree benefits .<br />

The most significant recent legislative success is the new and improved GI Bill . under the new GI Bill, payment rates will go up,<br />

and will be based on the college or university costs in the service member’s state <strong>of</strong> residence . Most importantly, some benefits<br />

are transferable — exactly what your <strong>Association</strong> has been lobbying for the last two years! The Veterans Administration (VA) now<br />

provides free medical care to combat veterans for most conditions for five years after separation from active duty . Finally, <strong>NGAT</strong><br />

lobbied hard for the successful passage <strong>of</strong> legislation stabilizing Medicare rates for doctors at current levels for the rest <strong>of</strong> <strong>2008</strong> .<br />

As I close, let me extend my deepest appreciation to each one <strong>of</strong> you for the individual contributions you make to this association .<br />

CPT (RET) ERWIN H . TEGGEMAN (Life Member #57) joined the Army <strong>National</strong> <strong>Guard</strong> in the summer <strong>of</strong> 1939 while a<br />

student at Sam Houston State university in Huntsville Texas . His unit (143rd Inf, 36th CPT (R<br />

student at Sam Houston State<br />

ID) was activated in November<br />

<strong>of</strong> 1941 1941.<br />

He participated in the invasion at Salerno on 9 Sep 1943, and was amoung the first troops on European<br />

Soil in WWII WWII.<br />

He was captured by Germans later that month and after a trip by foot, truck and train he arrived at<br />

Bruckenwald German Prison Camp Camp.<br />

He spent 19 months in the prison camp and just before the European surrender<br />

in 1945, he and two other buddies stole bicycles when they were sent out to pick up potatoes for the camp camp.<br />

using the<br />

bicycles they escaped and found their way to the American troops troops.<br />

They were then sent to England and flown home .<br />

After being out <strong>of</strong> the service for several years CPT Teggeman joined the Texas Army <strong>National</strong> <strong>Guard</strong> and served in<br />

Taylor, Texas Texas.<br />

In 1961 the unit was activated because <strong>of</strong> the Berlin Crisis . He was made a company commander and<br />

was sent to Ft Polk, Louisiana for training training.<br />

They trained at Ft Polk from Oct 61 to Aug 62 . After his return home he<br />

stayed in the guard for several more years and retired with 23 years <strong>of</strong> service service.<br />

ON MOTHER’S DAy, a little over a year ago, the Soldiers <strong>of</strong><br />

3-144th Inf “4th Texas” deployed to Iraq . While in Iraq, the<br />

Battalion <strong>of</strong> 814 Soldiers patrolled over 100 square miles<br />

daily . Due to the Soldiers pr<strong>of</strong>essional and careful execution<br />

<strong>of</strong> patrols, the battalion apprehended over 50 suspected<br />

criminals trying to gain entry on the base by illegal means<br />

within the first 60 days in country . This is just one <strong>of</strong> the many<br />

accomplishments <strong>of</strong> the battalion . Family and friends greeted<br />

members <strong>of</strong> Task Force Panther as they arrived home in Fort<br />

Worth, Texas, for their Welcome Home Ceremony . H<br />

2-149th Aviation Brigade Prepare to Deploy to Iraq<br />

A DEPARTuRE CEREMONy WAS HELD in June at Warrior Coliseum at<br />

South Grand Prairie High School where family and friends gathered<br />

for a day <strong>of</strong> fun, music, and food to honor the Soldiers <strong>of</strong> 2-149th<br />

Aviation Brigade .<br />

These Soldiers are headed to Fort Sill, Oklahoma, where they will<br />

complete their mobilization training before deploying to Iraq . The<br />

2-149th Aviation Brigade will combine with units from Minnesota,<br />

Oklahoma and South Carolina . Their mission will be to fly air assault,<br />

VIP transportation, heavy lifting, and general air support missions in<br />

support <strong>of</strong> Operation Iraqi Freedom .<br />

Featured speaker at the ceremony was columnist and radio personality,<br />

Mark Davis who spoke to the Soldiers thanking them and their families<br />

for their sacrifices . He also reminded everyone <strong>of</strong> their responsibility to<br />

support our troops both at home and abroad .<br />

HHTexas Air <strong>National</strong> <strong>Guard</strong> H H<br />

147th Fighter Wing Redesignated As The 147th Reconnaissance Wing<br />

HuNDREDS TuRNED OuT AT ELLINGTON FIELD to bid adieu to the F-16 Fighting<br />

Falcons <strong>of</strong> the 147th Fighter Wing . The squadron <strong>of</strong> jet fighters flew their last<br />

mission in June after 50 years <strong>of</strong> protecting the Texas Gulf Coast to make<br />

room for the MQ-1 Predator as the Air <strong>National</strong> <strong>Guard</strong> unit became the 147th<br />

Reconnaissance Wing .<br />

Formed in 1917 as the 111th Aero Squadron, the unit became the 111th Tactical<br />

Reconnaissance Squadron during World War II and it patrolled the Gulf Coast<br />

for German submarines, and flew 3,840 combat missions .<br />

In 1950 the unit served in the Korean War, flying close air support and<br />

interdiction missions destroying 3,000 targets, including two MIG-15 fighters,<br />

the first Air <strong>National</strong> <strong>Guard</strong> unit to do so .<br />

In 1956 the Ace-In-the-Hole Squadron, as the unit is affectionately called,<br />

moved to Ellington Field, and in 1958 the 147th Fighter Interceptor Squadron<br />

was formed and almost immediately placed on 24-hour alert guarding<br />

America’s skies .<br />

From 1968 through 1970, the unit served in Vietnam and Thailand, and in 1968<br />

started training Air <strong>National</strong> <strong>Guard</strong> F-102 pilots . One <strong>of</strong> those pilots, <strong>of</strong> course,<br />

became president <strong>of</strong> the united States, then Lt George W . Bush .<br />

In September 2000 the first Air Expeditionary Forces deployed to Prince Sultan<br />

Air Base, Saudi Arabia, during Operations Southern Watch . On September<br />

11, a day no one will ever foget, four 111th Fighter Squadron aircraft escorted<br />

In August 2005 members <strong>of</strong> the<br />

unit deployed to Balad Air Base,<br />

Iraq, in support <strong>of</strong> Operation<br />

Iraqi Freedom . During repeated<br />

deployments since then, the unit<br />

has remained on 24-hour alert and<br />

passed every inspection .<br />

During 90 years <strong>of</strong> flying history,<br />

the unit has flown the Curtiss<br />

Thunderjet, F-51 Mustang, T-6 Texan,<br />

F-80, T-33, F-86, F-102, F101, F-4 Phantom, C-26 Merlin, F-16A and C and now<br />

the MQ-1 Predator unmanned Aerial System (uAS) .<br />

The Predators at Ellington Field are expected to enhance u .S . military<br />

capabilities worldwide and to aid in Homeland Security missions aimed at<br />

preventing terrorist attacks at home .<br />

With its wingspan <strong>of</strong> 48 feet and a length <strong>of</strong> 26 feet, the Predator operates<br />

between 15,000 and 25,000 feet and has a 600-mile range, 20-hour mission<br />

time . The unmanned aircraft carries three sensor systems — television,<br />

infrared and radar sensors — for reconnaissance and surveillance missions .<br />

It can also carry Hellfire missiles and can be used for interdiction . A basic<br />

crew consisting <strong>of</strong> a pilot and two sensor operators operate the Predator from<br />

the ground .<br />

“A chapter <strong>of</strong> 147th Fighter Wing was closed and a new chapter for the 147th<br />

Reconnaissance Wing was opened,” said Brig . Gen . Donald Harvel, the Texas<br />

Air <strong>National</strong> <strong>Guard</strong> Deputy Commander . “I am very proud <strong>of</strong> the men and<br />

women <strong>of</strong> the 147th Reconnaissance Wing for their tremendous service and<br />

hard work to transform into a wing and mission that will serve our state and<br />

nation for many years to come .” H<br />

THE TXMF HALL OF HONOR was created as a permanent tribute to recognize<br />

members <strong>of</strong> the Texas Military Forces who have made lasting contributions <strong>of</strong><br />

an outstanding nature to the Texas <strong>National</strong> <strong>Guard</strong> . Induction into the Hall <strong>of</strong><br />

Honor is the highest form <strong>of</strong> recognition the Texas <strong>National</strong> <strong>Guard</strong> can bestow<br />

on an individual and is widely recognized as the crowning achievement <strong>of</strong> a<br />

distinguished career .<br />

Since the program was started in 1980, more than 95 members <strong>of</strong> the State<br />

Military Forces <strong>of</strong> Texas have been inducted . Their pictures, along with the<br />

narrative explaining their services and deeds, hang proudly in the conference<br />

room <strong>of</strong> the Brigadier General John C . L . Scribner, Texas Military Forces Museum<br />

Texans Win the NGAUS Charles Dick Medal <strong>of</strong> Merit<br />

THE CHARLES DICK MEDAL OF MERIT was established in 1988<br />

to recognize the contributions to the <strong>National</strong> <strong>Guard</strong> by elected<br />

representatives <strong>of</strong> legislative bodies at the state and national<br />

levels . The medal is named in honor <strong>of</strong> Major General Charles<br />

Dick, President <strong>of</strong> the <strong>National</strong> <strong>Guard</strong> <strong>Association</strong> <strong>of</strong> the united<br />

States (NGAuS) from 1902 to 1909, a major general in the Ohio<br />

<strong>National</strong> <strong>Guard</strong>, a Congressman and later a Senator . Dick was<br />

responsible for the passage <strong>of</strong> the Dick Acts <strong>of</strong> 1903 and 1908<br />

that established the foundation <strong>of</strong> the modern <strong>National</strong> <strong>Guard</strong> .<br />

<strong>NGAT</strong> is proud to announce Governor Rick Perry, Senator John<br />

Cornyn, and u .S . Representative Henry Cuellar have been<br />

selected to receive the NGAuS Charles Dick Medal <strong>of</strong> Merit .<br />

These individuals have distinguished themselves over many<br />

A friend <strong>of</strong> the Texas Military Forces (TXMF)<br />

Museum living in France, Mr. Gerome Villain,<br />

found two <strong>of</strong> the many belly tanks dropped to<br />

succor the “Lost Battalion.” With permission <strong>of</strong><br />

French <strong>of</strong>ficials he recovered them on behalf <strong>of</strong> the<br />

TXMF Museum. This past January, FedEx donated<br />

$10,000 in services to return these historic<br />

materials to Texas where they were recently<br />

unveiled during the Lost Battalion Symposium.<br />

The celebration included a ceremony to induct the<br />

commander <strong>of</strong> the “Lost Battalion,” then Lt Marty<br />

Higgins, into the Hall <strong>of</strong> Honor and featured Franz<br />

Steidl, author <strong>of</strong> Lost Battalions, and speakers<br />

from the “Lost Battalion.”<br />

DOD TO PHASE OUT FULL SOCIAL SECURITY #s ON IDs<br />

AS A MEANS OF COMBATING IDENTITy THEFT, the Defense Department<br />

will issue identification cards without full Social Security numbers printed<br />

onto them . Plans are to remove the Social Security number from identification<br />

cards issued to military family members by the end <strong>of</strong> the year, but<br />

those cards will still display the sponsors’ SSN, for now . Between 2009<br />

and 2010, all department-issued identification cards will feature only the<br />

last four digits <strong>of</strong> a holder’s Social Security number . New identification<br />

cards will be issues as they reach their expiration dates . H<br />
