DRAFT REGULAR MEETING MINUTES<br />

TUESDAY, MAY 15, 2012<br />

CALL TO ORDER: Chair Hanalei Aipoalani called the <strong>meeting</strong> to order at 7:04 p.m. A quorum was established<br />

with five (5) members present. Note – This nine (9) member Board requires five (5) members to establish quorum<br />

and to take official Board action.<br />

Board Members Present – Hanalei Aipoalani, James “Kimo” Kelii (Arrived at 7:12 p.m.), Richard Landford, Henry<br />

“Kaiawe” Makanani (Arrived at 7:41 p.m.), James Manaku, Cynthia Rezentes, and Patty Teruya.<br />

Board Members Absent – Dixie Kalamau and Gary Velleses.<br />

CITY MONTHLY REPORTS:<br />

Ho<strong>no</strong>lulu Fire Department (HFD) –FF3 Aina Watson reported the following;<br />

� April 2012 Statistics: Included 1 structure fire, 4 wild land fires, 2 rubbish fires, 2 vehicle fires, 101 medical<br />

emergencies, 3 search and rescues, and 8 miscellaneous calls for service.<br />

� Fire Tip: In 2010, there were 1,331,500 fires reported in the United States (U.S.). These fires caused 3,120<br />

civilian deaths, 17,720 civilian injuries, and $11.6 billion in property damage. Fire hydrants are the main<br />

source of water supply for fire apparatuses responding to fires. It is reminded that in accordance with the<br />

Fire Code of the City and County of Ho<strong>no</strong>lulu, obstructions shall <strong>no</strong>t be placed or kept near fire hydrants in<br />

a manner that would prevent the fire hydrants from being immediately visible and accessible. A minimum<br />

three-foot clearance shall be maintained around the circumference of fire hydrants. Additionally, the Traffic<br />

Code of the Revised Ordinances of Ho<strong>no</strong>lulu states that stopping, standing, or parking is prohibited within<br />

10 feet of a fire hydrant.<br />

Ho<strong>no</strong>lulu Police Department (HPD) –Lt. Steven Kitsu reported the following;<br />

� April 2012 Statistics: Included 1442 total calls for service, 616 total arrests, 445 adult arrests, and 171<br />

juvenile arrests.<br />

� Safety Tip: This month, there was an increase in auto thefts and unauthorized entry into a motor vehicle<br />

(UEMV) cases. Car thieves are <strong>no</strong> longer only targeting tourist cars. All motorists are encouraged to secure<br />

vehicles.<br />

Questions, comments, and concerns followed;<br />

1. Traffic Control: It was asked and clarified that construction crews are responsible for traffic control when<br />

performing road work. However, if traffic gets too congested, HPD may shut down the project to let traffic<br />

pass. It was <strong>no</strong>ted that HPD <strong>no</strong> longer has the ability to control traffic lights.<br />

2. Coordination: It was expressed that there needs to be a coordinated effort to guide traffic during<br />

emergencies.<br />

3. Transportation Meeting: It was suggested HPD attend the Board’s Transportation Committee <strong>meeting</strong>s.<br />

4. Curfew: It was asked and clarified that children 15 years old and younger have a curfew between 10:00<br />

p.m. and 4:00 a.m.<br />

5. Burglaries: It was suggested a letter be sent to area legislators regarding burglaries in Sea Country. It was<br />

expressed that legislation is <strong>no</strong>t strong e<strong>no</strong>ugh to keep offenders in prisons. It was <strong>no</strong>ted that many of the<br />

thieves are repeat offenders.<br />

6. Speeding: It was reported that many truckers are speeding on Farrington Highway.<br />

7. Curfew Regulation: It was suggested writing local legislators to regulate curfews. It was suggested<br />

implementing a siren system to warn underage adolescents of the curfew time.<br />

Mayor’s Representative –Chair Aipoalani reported the following;<br />

� Mailiili Stream: The City was fined $1.3 million for the clean up of Mailiili Stream. $1.2 million of the fine was<br />

allocated towards funding water quality improvements and storm water control.<br />

� Compost: The City entered into a contract with Hawaiian Earth Recycling to compost green waste, food<br />

waste, and sewage sludge at a new facility in Waialua. The facility should begin operations in mid-2013.<br />

Once in operation, the facility will compost green waste, food waste, and up to 20,000 tons of sewage<br />

sludge from the landfill to be converted into compost. The final Environmental Impact Statement (EIS) can<br />

be viewed at http://oegc.doh.hawaii.gov%20 documents/ea.<br />

� Green Homes: A consultant to the Green Homes project evaluated the concern regarding sight distance.<br />

The developer has agreed to move approximately 16 feet to a 45-degree angle to the property line. The<br />

adjusted fence will be treated as a field change by the contractor. The project has <strong>no</strong>t been suspended.<br />

Councilmember Tom Berg –Creighton Po<strong>no</strong> Higa reported the following;<br />

� Resolution 12-59: Resolution 12-59 was denied by the City Council. The resolution proposed that a<br />

question be placed on the 2012 general election ballot requesting the Revised City Charter be amended to<br />

repeal the Ho<strong>no</strong>lulu Authority for Rapid Transit (HART).<br />

� Roadside Memorials: Councilmember Berg has introduced a bill that would regulate roadside memorials.<br />

� Resolution 12-57: Resolution 12-57 was passed by the City Council. The resolution urges the United States<br />

food and drug administration to require labeling of genetically engineered food.<br />

� Summer Fun Fees: Summer Fun fees have been increased from $25 to $75. Councilmember Berg and<br />

Council Chair Martin opposed fee increases.<br />

Questions, comments, and concerns followed;<br />

1. Keawe Tree Removal: It was reported that the City dug out the keawe trees as part of the Keaau Beach<br />

Park clean up. It was asked if the City plans to replace the trees in the area.<br />

2. Tires: It was suggested a letter be written to the Concerned Elders of Waianae for gathering money to<br />

transport tires for disposal.

3. Landfills: It was asked if Councilmember Berg would take a firm stance against any additional landfills in<br />

the area.<br />

4. Resolution 12-57: It was asked and clarified that the passage of Resolution 12-57 advises the Federal<br />

Department of Agriculture to require labeling of all genetically modified foods. It was <strong>no</strong>ted that Hawaii is<br />

the first state to pass such a measure.<br />

Makanani arrived at 7:41p.m.; seven (7) members present.<br />

Board of Water Supply (BWS) –Sandy Nahoopii-Soong reported the following;<br />

� Main Breaks: An 8-inch cast iron main break occurred on April 9, 2012, on Heleuma Street. An 8-inch cast<br />

iron main break occurred on April 26, 2012, on Kulaaupuni Street.<br />

� BWS Impersonation: BWS would like to alert the public about reports of individuals claiming to be BWS<br />

employees in order to gin access to private property. The individuals are reportedly wearing green t-shirts<br />

that resemble employee attire and have been asking residents to allow them in their homes. BWS would<br />

like to inform the public that all personnel involved in official BWS activities will be properly credentialed,<br />

wearing official BWS attire with the BWS logo, driving BWS labeled vehicles, and carrying an official City<br />

and County of Ho<strong>no</strong>lulu badge with the agency identified as BWS. Residents are encouraged to call 911 if<br />

they observe any suspicious activity. The community may also call BWS at 748-5041.<br />

� Summer Water Conservation: The hot summer months are right around the corner. Home water<br />

consumption typically rises during the summer, so BWs would like to remind all residents to be vigilant and<br />

avoid wasting water. There are a few simple things you can do to save water.<br />

o Check for property leaks.<br />

o Avoid watering lawns between 9:00 a.m. and 5:00 p.m.<br />

o Turn off the tap while brushing teeth or shaving.<br />

� Water System Improvement Project: Paving has been completed in Phase B from Waimanalo Gulch<br />

towards Black Rock. Striping should be competed May 15, 2012. Phase A paving is scheduled for May 21,<br />

2012 with striping to follow in a few days. This work is scheduled to be performed between 8:30 a.m. to<br />

3:00 p.m. There are a few items that still need to be completed in Phase B during the night shift between<br />

7:00 p.m. to 3:30 a.m. The State is also performing paving work by Kahe at night.<br />

Questions, comments, and concerns followed;<br />

1. Traffic Control: It was asked and clarified that BWS personnel are guiding traffic around the project.<br />

2. Paving /Striping: It was suggested performing all paving and striping activities at night. It was asked and<br />

clarified that it takes one (1) day for paving and a few hours for striping.<br />

3. Earth Day: It was <strong>no</strong>ted that June 16 is Earth Day. It was suggested Okada Trucking utilize the day to<br />

perform beautification of their staging area.<br />

4. Claim Settlements: It was reported that community members are <strong>no</strong>t satisfied with claim settlements issued<br />

by Okada Trucking. It was <strong>no</strong>ted that though Okada Trucking handles claim settlements, BWS can<strong>no</strong>t<br />

officially close the project until all claims are settled.<br />

5. Contra Flow: It was suggested BWS contra flow traffic when closing roads.<br />

Military Representative –Maj. Gabe Zimmy reported the following;<br />

� Living History Day: The Army will celebrate Living History Day at the Army Museum at Fort Derussy on May<br />

19, 2012.<br />

� Polo: The public is invited to view the Army vs. Navy polo match on May 27, 2012, at 11:00 a.m., at the<br />

Hawaii Polo Club.

� Nanakuli High School Bleachers: Soldiers participated in a project to restore the Nanakuli High School<br />

bleachers.<br />

� Training Facility Materials: The Army always uses the highest quality materials in the construction of their<br />

training facilities and always looks for the best prices.<br />

Questions, comments, and concerns followed;<br />

1. Thank You: Soldiers were thanked for working with the community on the restoration of the bleachers. It<br />

was <strong>no</strong>ted that State Department of Hawaiian Homelands (DHHL) representative saw the bleachers.<br />

2. Flag Patch: It was asked why the flag is positioned the way it is on soldiers’ uniforms. An explanation was<br />

given.<br />

RESIDENTS’/COMMUITY CONCERNS: Chair Aipoalani quoted the Neighborhood Plan and encouraged those<br />

present to abide by the provisions set forth in the sections 2-14-117 and 2-14-118.<br />

� Complaints: A Board member referenced section 2-18-101 regarding complaints and expressed that<br />

individuals with issues against Board members should file a complaint with the Neighborhood Commission<br />

Office instead of publicizing the complaint on camera.<br />

� Moderation: The Chair apologized for past events and <strong>no</strong>ted that he would do a better job of moderating<br />

the <strong>meeting</strong> in the future.<br />

� Nanakuli Girls Basketball: The Nanakuli High School girls basketball team was recognized for being the<br />

2012 State Champions.<br />

� Education Committee Minutes: It was expressed that it was unfair to circulate the Education Committee<br />

minutes without the opportunity to make amendments. It was reported that comments contained in the<br />

minutes put someone’s job in jeopardy. The Education Committee Chair <strong>no</strong>ted that the language in<br />

question was stricken at the last Education Committee <strong>meeting</strong>. However, the committee chair confirmed<br />

the validity of the stricken language.<br />

� Residency: Concern was raised regarding the residency of current Board members. The Chair advised the<br />

individual to file a complaint with the Neighborhood Commission.<br />

� Bus Pick Up: Concern was raised of the proximity of current school bus pick up spots. It was <strong>no</strong>ted that<br />

some of the areas are close to Farrington Highway.<br />

� Tropic Lands LLC.: Concern was raised of Board members <strong>meeting</strong> outside of the <strong>regular</strong> <strong>meeting</strong> to<br />

discuss Tropic Lands LLC.<br />

� Unity: It was expressed that the Nanakuli-Maili and Waianae Coast Neighborhood Boards need to focus on<br />

the healing process and unify once again. Concern was expressed regarding negative emails going back<br />

and forth between the Boards.<br />

� Separation: It was expressed that the Waianae Coast and Nanakuli-Maili Neighborhood Boards needed to<br />

be separated because Nanakuli was always left with <strong>no</strong>thing.<br />

� Representation: It was <strong>no</strong>ted that having two (2) separate Boards provides more representation for the<br />

entire leeward coast.<br />

� Focus: Community members were encouraged to file a complaint and start an investigation if they have a<br />

problem with the Board. It was expressed that the Board should be focusing on improving the community<br />

instead of fighting each other.<br />

Verbal sparring ensued. The Chair reminded those present to keep order and decorum.

� Community Issues: It was <strong>no</strong>ted that community members should <strong>no</strong>t be afraid of engaging in community<br />

issues.<br />

� Accountability: Elected leaders in the community were reminded of their accountability to the community. It<br />

was suggested the Tropic Lands LLC. be placed on the agenda under unfinished business.<br />

� Graduates: Community members were encouraged to support graduates from both Nanakuli and Waianae<br />

High School and to set a good example for the next generation.<br />

APPROVAL OF MINUTES/AGENDA:<br />

April 17, 2012 Regular Meeting Minutes –Manaku moved, and Rezentes seconded to adopt the April 17, 2012<br />

<strong>regular</strong> <strong>meeting</strong> minutes as amended. The April 17, 2012 <strong>regular</strong> <strong>meeting</strong> minutes were UNANIMOUSLY<br />

ADOPTED AS AMENDED, 7-0-0 (AYE: Aipoalani, Kelii, Landford, Makanani, Manaku, Rezentes, and Teruya).<br />

Corrections included;<br />

� Page 4 – Under Maili Stream should have stricken…how much it tax money…<br />

May 15, 2012 Regular Meeting Agenda –Makanani moved, and Manaku seconded to accept the <strong>regular</strong> May<br />

15, 2012 <strong>regular</strong> <strong>meeting</strong> agenda.<br />

Discussion continued;<br />

1. Omission: Kelii <strong>no</strong>ted that the following recommendations were omitted from the <strong>regular</strong> <strong>meeting</strong> agenda:<br />

a. The Parks and Recreation Committee would like to recommend that the Nanakuli Neighborhood<br />

Board No. <strong>36</strong> write a letter of support to City Department of Parks and Recreation (DPR) Director<br />

Gary Cabato; Leeward District Manager Dexter Liu, and Waianae District Park Director Jackie<br />

Spencer requesting their approval of the following logistical items necessary for a successful<br />

Leeward Kai Ca<strong>no</strong>e Club Annual Father’s Day Regatta scheduled for the weekend of June 15-17,<br />

2012, at Nanakuli and Zablan beach parks:<br />

i. Request access and usage of the bridge on Saturday and Sunday (June 16 & 17, 2012) to<br />

provide for a safe traffic environment in the community specifically addressing the trafficflow<br />

management program in and out of Zablan and the NBP areas as well as maintaining<br />

the parking control elements for the different ca<strong>no</strong>e club vehicles and ca<strong>no</strong>e trailers that<br />

will be involved with this major event.<br />

ii. Request that all camping permits for the NBP Campsite area be suspended during this<br />

particular weekend (June 14 thru June 19, 2012) for the primary purposes of assuring<br />

safety regarding crowd control as well as accessibility for all Emergency vehicles that may<br />

be needed before, during or after this major event.<br />

iii. Request that the two (2) picnic permits for the Zablan (Forac) park area be issued on<br />

Sunday, June 17, 2012, to the Lualualei Lions Club and to the Leeward Kai Ca<strong>no</strong>e Club<br />

entities.<br />

b. Standing Committee Guidelines<br />

2. Reason: It was asked why the agenda items were omitted from the agenda. The Neighborhood Assistant<br />

<strong>no</strong>ted that many of the agendas and recommendations were <strong>no</strong>t received until the last minute. Kelii <strong>no</strong>ted<br />

that he is aware of submittal guidelines; however, Kelii also <strong>no</strong>ted that he chairs multiple committees and<br />

expressed that leeway should be given to allow him to submit his agenda items. Chair Aipoalani<br />

encouraged Board members to submit agenda items the Chair eight (8) days prior to the <strong>regular</strong> <strong>meeting</strong><br />

each month to avoid last minute omissions.<br />

Kelii moved, Rezentes seconded to amend the agenda to include the The Parks and Recreation Committee<br />

recommendation. The motion was UNANIMOUSLY ADOPTED, 7-0-0 (AYE: Aipoalani, Kelii, Landford,<br />

Makanani, Manaku, Rezentes, and Teruya).<br />

The motion to accept the May 15, 2012 <strong>regular</strong> <strong>meeting</strong> agenda was UNANIMOUSLY ADOPTED, 7-0-0 (AYE:<br />

Aipoalani, Kelii, Landford, Makanani, Manaku, Rezentes, and Teruya).<br />

COMMITTEE REPORTS:

Transportation/Oahu Metropolitan Planning Organization (OMPO) –Landford reported the next Transportation<br />

Committee <strong>meeting</strong> is scheduled for May 17, 2012, at Maili Elementary School, at 4:00 p.m. The committee is<br />

trying to coordinate efforts with the Waianae Coast Neighborhood Board Transportation Committee.<br />

Education Committee – Kelii reported the next Education Committee is scheduled for June 6, 2012. It was <strong>no</strong>ted<br />

that names were stricken from the minutes. However, it was <strong>no</strong>ted that the events described in the minutes actually<br />

occurred. Nanakuli High School graduation is scheduled for May 19, 2012. Waianae High School graduation is<br />

scheduled for May 18, 2012. Summer school is being offered at Nanakuli High School. Online course are being<br />

offered for English, math, science, and social studies. An anti-bullying campaign has also been started. A <strong>meeting</strong><br />

is scheduled for May 16, 2012 at the Nanakuli Learning Center to discuss the findings of the Kapua <strong>meeting</strong>s.<br />

Planning and Zoning/Health and Safety –No Report.<br />

Parks and Recreation –Kelii reported that it appears that landfill contracts will be extended an additional 15 years.<br />

Community members were encouraged to provide testimony on Bill 14 relating to the proposed 2012 executive<br />

operating budget. Councilmember Gabbard is attempting to implement wavers and exemptions to expedite the<br />

community benefits funding process.<br />

Housing –Rezentes reported that the next Housing Committee <strong>meeting</strong> is scheduled for May 31, 2012. It was<br />

<strong>no</strong>ted that social service providers attended the clean up of Keaau and Waikomo; however, <strong>no</strong>t all individuals<br />

affected by the cleanup wished to transition into housing or shelters. It was <strong>no</strong>ted that some individuals went onto<br />

private property and could <strong>no</strong>t be contacted. DHHL has also been <strong>no</strong>tified of individuals moving into Waianae<br />

Valley. Service providers are still seeking out homeless individuals to offer social services.<br />

Questions, comments, and concerns followed;<br />

Child Abuse: It was <strong>no</strong>ted that some children were sunburned during the cleanups. Concern was raised that the<br />

sunburned children would qualify as child abuse.<br />

Agriculture –Makanani reported the next Agriculture Committee <strong>meeting</strong> is scheduled for June 6, 2012, at 5:00<br />

p.m., at the Nanakuli Beach Park Arts and Crafts Room. It was <strong>no</strong>ted that funding is provided for teachers<br />

interested in planting gardens in an effort to promote sustainability. It was also reported that funding for flooding at<br />

Paakea was <strong>no</strong>t made available. Community members were encouraged to attend the next committee <strong>meeting</strong> to<br />

further discuss the issue.<br />

BOARD BUSINESS:<br />

Kalaeloa Advisory Team –Kelii reported the advisory team will reconvene when <strong>draft</strong> rules have been reviewed.<br />

The rules are anticipated to be adopted by fall 2012.<br />

Treasurer’s Report –Kelii reported expenditures totaling $1,178.43 for printing and postage of Board agendas and<br />

minutes, facility rental, and video taping. A remaining balance of $2,419.88 was reported. It was suggested<br />

purchasing a Board banner with remaining monies.<br />

Committee Designations and Assignments – Chair Aipoalani <strong>no</strong>ted that discussion regarding committee<br />

assignments was supposed to take place at the previous <strong>regular</strong> <strong>meeting</strong>. Kelii suggested deferring the item.<br />

Questions, comments, and concerns followed;<br />

1. Transportation Committee: Board member Manaku raised concern regarding his removal as Transportation<br />

Committee Chair. Manaku <strong>no</strong>ted that during his tenure as committee chair, he was assigned a co-chair,<br />

and eventually removed as chair altogether. Kelii member clarified that a co-chair was assigned due to<br />

Manaku <strong>no</strong>t holding committee <strong>meeting</strong>s and <strong>no</strong>t attending OMPO <strong>meeting</strong>s. Manaku reported that a lack<br />

of quorum contributed to committee <strong>meeting</strong>s <strong>no</strong>t being scheduled. Manaku also <strong>no</strong>ted a conflict in<br />

personal schedule which prevented him from attending OMPO <strong>meeting</strong>s. Concern was raised that the<br />

Board would lose its OMPO representation; however, it was agreed that Landford would attend the OMPO<br />

<strong>meeting</strong>s due to Manaku’s conflict in schedule. Landford <strong>no</strong>ted that he was <strong>no</strong>t registered to represent the<br />

Board at OMPO <strong>meeting</strong>s; however, Landford attended OMPO <strong>meeting</strong>s over the last six (6) months. It<br />

was <strong>no</strong>ted that at the March 2012 Transportation Committee <strong>meeting</strong>, Manaku was removed as Committee<br />

Chair 2-0-1.

2. Committee Rules: Chair Aipoalani reported that committees are comprised of both Board and community<br />

members. It was <strong>no</strong>ted that at the first <strong>meeting</strong> of each committee, three (3) Board members must be<br />

present to establish a quorum; however, after committee members are selected, the committee need only<br />

establish a quorum thereafter. It was <strong>no</strong>ted that <strong>no</strong> more than four (4) Board members are allowed to<br />

attend a committee <strong>meeting</strong> at the same time. It was further <strong>no</strong>ted that committee members need <strong>no</strong>t<br />

reside within Board boundaries. Chair Aipoalani cautioned Board members from removing other Board<br />

members from committees. Chair Aipoalani suggested waiting until July to reorganize committee<br />

assignments.<br />

3. Draft Proposal: It was expressed that committee policies need to be updated. A <strong>draft</strong> of proposed policies<br />

was submitted to the Board.<br />

Three (3) Absence: Chair Aipoalani reported that Board member Velleses has accrued four (4) absences as of May<br />

15, 2012 and <strong>no</strong>ted that the Neighborhood Plan mandates that the Board discuss whether to retain or vacate the<br />

Board member’s seat. Chair opened the floor for discussion and action.<br />

Questions, comments, and concerns followed;<br />

Commitment: It was <strong>no</strong>ted that there are many other community members who are willing to take responsibility<br />

and fill the Board seat. It was suggested the seat held by Velleses be vacated and filled by someone who will<br />

commit time and energy to the Board.<br />

Kelii moved, and Makanani seconded to vacate the seat held by Gary Velleses. The motion was ADOPTED,<br />

6-0-1 (AYE: Aipoalani, Kelii, Landford, Makanani, Rezentes, and Teruya ABSTAIN: Manaku).<br />

Permitted Interaction Group (PIG) Neighborhood Plan Amendment Recommendation: Chair Aipoalani reported that<br />

a PIG was formed in February 2012 to review proposed Neighborhood Plan amendments and provide testimony to<br />

the Neighborhood Commission. PIG members included Board members Aipoalani, Kelii, Rezentes, and Velleses. A<br />

copy of the PIG’s findings and recommendations was circulated at the March 2012 <strong>meeting</strong>.<br />

Kelii moved, and Makanani seconded to approve the PIG’s findings and recommendations on the<br />

Neighborhood Plan amendments. The motion was UNANIMOUSLY ADOPTED, 7-0-0 (AYE: Aipoalani, Kelii,<br />

Landford, Makanani, Manaku, Rezentes, and Teruya).<br />

Agricultural Committee Recommendation on Resolution 12-74 –Makanani reported that Resolution 12-74, CD1<br />

regarding an amendment to the Revised Ordinances of Ho<strong>no</strong>lulu (ROH) 1990 to allow temporary structures on<br />

agriculture zoned lands was deferred to the City Department of Planning and Permitting (DPP). Makanani<br />

suggested deferring Board action at this time.<br />

Parks and Recreation Recommendation on Community Benefits Advisory Council (CBAC) Fund Guidelines –Kelii<br />

introduced the Parks and Recreation Committee recommendation that the Nanakuli Neighborhood Board No. <strong>36</strong><br />

support and approved the Parks and Recreation Committee’s guidelines for CBAC Funding Requests and<br />

for the Parks and Recreation Committee CBAC Timeline & Criteria for the four (4) Park user entities. Kelii<br />

<strong>no</strong>ted that due to complicated City procurement guidelines, DPR Director Gary Cabato was <strong>no</strong>t able to allocate<br />

funds to where the community had recommended. The four (4) entities who had applied for CBAC funding were the<br />

Nanakuli Hawks Pop Warner football team, the Leeward Kai Ca<strong>no</strong>e Club, The West Side Warriors Football team,<br />

and the Maili Warriors Football Team. Each organization was awarded $14,000.<br />

Questions, comments, and concerns followed;<br />

1. High School: It was suggested allocating funds to high school athletics to subsidize the cost of uniforms<br />

and equipment.<br />

2. Community Beautification: It was recommended that organizations who receive funding provide some type<br />

of community beautification project in return for the funding. It was <strong>no</strong>ted that all athletic organizations were<br />

<strong>no</strong>tified of available funding; however, only four (4) completed the process. It was expressed that more<br />

organizations should get involved and use the funding.

Parks and Recreation Committee Recommendation on Leeward Kai Ca<strong>no</strong>e Club Annual Father’s Day Regatta –<br />

Kelii introduced the Parks and Recreation Committee’s recommendation that the Nanakuli Neighborhood Board<br />

No. <strong>36</strong> write a letter of support to City Department of Parks and Recreation (DPR) Director Gary Cabato;<br />

Leeward District Manager Dexter Liu, and Waianae District Park Director Jackie Spencer requesting their<br />

approval of the following logistical items necessary for a successful Leeward Kai Ca<strong>no</strong>e Club Annual<br />

Father’s Day Regatta scheduled for the weekend of June 15-17, 2012, at Nanakuli and Zablan beach parks:<br />

a. Request access and usage of the bridge on Saturday and Sunday (June 16 & 17, 2012) to provide<br />

for a safe traffic environment in the community specifically addressing the traffic-flow management<br />

program in and out of Zablan and the NBP areas as well as maintaining the parking control<br />

elements for the different ca<strong>no</strong>e club vehicles and ca<strong>no</strong>e trailers that will be involved with this<br />

major event.<br />

b. Request that all camping permits for the NBP Campsite area be suspended during this particular<br />

weekend (June 14 thru June 19, 2012) for the primary purposes of assuring safety regarding crowd<br />

control as well as accessibility for all Emergency vehicles that may be needed before, during or<br />

after this major event.<br />

c. Request that the two (2) picnic permits for the Zablan (Forac) park area be issued on Sunday, June<br />

17, 2012, to the Lualualei Lions Club and to the Leeward Kai Ca<strong>no</strong>e Club entities.<br />

The recommendation was UNANIMOUSLY ADOPTED 7-0-0 (AYE: Aipoalani, Kelii, Landford, Makanani,<br />

Manaku, Rezentes, and Teruya).<br />

Gover<strong>no</strong>r’s Representative – A representative was <strong>no</strong>t present; a report was <strong>no</strong>t made available.<br />

Senator Maile Shimabukuro –Sandie Morimoto-Ching circulated a newsletter and reported that the next edition of<br />

Westside Stories will include a list of Bills that were passed and signed into law by the Gover<strong>no</strong>r. It was <strong>no</strong>ted that<br />

information regarding Senate Bill 2588/Act 68 relating to child sex abuse is included in the newsletter.<br />

Questions, comments, and concerns followed;<br />

1. Thank You: Gratitude was expressed for Senators Shimabukuro’s hard work during the last legislative<br />

session.<br />

2. Agriculture Lands: It was asked if Senator Shimabukuro would be holding <strong>meeting</strong>s to discuss legislature<br />

regarding agriculture lots in Waianae. Community members were advised to visit the Senator’s website.<br />

Representative Karen Awana –Representative Awana circulated a newsletter and reported the following;<br />

� Board of Education (BOE) Meeting: Representative Awana attended the BOE <strong>meeting</strong> on April 24, 2012, at<br />

Kapolei High School. Attendees included BOE Chair Don Horner, BOE members, complex<br />

superintendents, school administrators, teachers, and community members. Leeward district updates were<br />

provided.<br />

� “Move Over” Bill: Representative Awana introduced the “Move Over” bill which requires motorists to move<br />

over when passing a stationary emergency vehicle on a highway. It also requires motorists to slow down to<br />

a reasonable and prudent speed that is safe for the circumstances.<br />

� Homelessness: House Resolution 57 was introduced to support the efforts by <strong>no</strong>n-government<br />

organizations that assist in finding opportunities and solutions to address homelessness in Hawaii. The<br />

measure was passed unanimously by the House. Senator Suzanne Chun-Oakland passed the companion<br />

resolution out of the Committee on Human Services.<br />

� David Teixera: Congratulations to David Teixera who was awarded the 2012 Youth of the Year Award by<br />

Boys and Girls club of Hawaii. Representative Awana was asked to provide opening remarks at a<br />

ceremony recognizing the club and accomplishments of future leaders.

� Leeward Community College: Representative Awana attended a groundbreaking for Leeward Community<br />

College in Pearl City. A teacher shortage exists through the State; however, this ceremony reflects a<br />

commitment by the University of Hawaii and the State legislature to meet the needs of Hawaii’s growing<br />

population while investing in future leaders.<br />

� State Culture and Arts Building: representative Awana attended the groundbreaking ceremony of the State<br />

Culture and Arts Building. The kingdom of Morocco is donating a fountain as a gesture of goodwill to the<br />

people of Hawaii. The Friends of Morocco will maintain the fountain. A Sister State Signing Ceremony was<br />

held on April 2, 2012 to establish a relationship with Rabat Sale Zenmour Zaer in Morocco. Later this year,<br />

weeklong events will feature the Moroccan culture with Hawaii.<br />

� Hawaiian Language Immersion: Discussion on a Hawaiian immersion school continues in the Waianae<br />

Coast. On April 28, 2012, a gathering was held at Hale Ola on Nanakuli Avenue to discuss the next steps<br />

for this community initiative.<br />

� Waianae Coast Comprehensive Health Center: The Waianae Coast Comprehensive Health Center held a<br />

community town <strong>meeting</strong> on April 16, 2012 to discuss Medicaid QUEST coverage, the center’s Health Care<br />

Home Model, and updates on construction projects. The legislature has appropriated $2 million to assist<br />

with the expansion of the emergency center. The health center provides services throughout the Leeward<br />

coast.<br />

� House Bill 1943: House Bill 1943 passed this past session. The Bill provides funding for detector dogs and<br />

handlers. Detector dogs help protect Hawaii’s ecosystem by detecting snakes, flora, or aquatic animals at<br />

baggage areas.<br />

� Graduation: Waianae High School commencement ceremonies are scheduled for May 18, 2012. Nanakuli<br />

High School commencement ceremonies are scheduled for May 19, 2012. Congratulations to all<br />

graduates.<br />

Questions, comments, and concerns followed;<br />

1. Environmental Justice: It was asked what is being done about environmental justice regarding the multiple<br />

waste facilities and power plant located in and near Waianae Coast communities.<br />

2. Hawaiian Recognition: It was reported that the Gover<strong>no</strong>r introduced a tribal recognition bill. It was <strong>no</strong>ted<br />

that Hawaiians need to first be recognized as an indige<strong>no</strong>us group to qualify certain funding. Tribal<br />

recognition may affect Hawaiian Homelands.<br />

3. Maili Stream Cleanup: Concern was raised as to why the State did <strong>no</strong>t mandate that the City clean the<br />

ocean as part of the Maili Stream cleanup.<br />
