In today’s global knowledge society, education,
training and lifelong learning have become strategic
success factors for individual careers, the competitiveness
of enterprises as well as the economic
growth and social stability of a country. However,
many countries are already facing severe skills
shortages. Therefore, the demand for efficient
and market-oriented education and training,
especially technical and vocational education
and training (TVET), is growing significantly
all over the world.
“Training – Made in Germany”stands for the
internationally recognised quality of the German
initial and continuing vocational training system.
It is based on long experience and characterised
by practice-orientation and a strong responsiveness
to the demands of the labour market. Having
one of the most efficient training systems in the
world, we like to share our experience with partners
around the globe, but we also want to learn
from them. The Federal Ministry of Education
and Research is looking forward to foster international
cooperation in the field of TVET. The Kingdom
of Saudi Arabia and the Sultanate of Oman
are part of the most dynamic regions in the world.
It is our aim to intensify the fruitful relations
between our countries by strengthening bilateral

cooperation on government level as well as
through partnerships and business relations
between educational institutions, training
providers and enterprises.
Therefore, it is my pleasure to visit the Kingdom
of Saudi Arabia and the Sultanate of Oman
together with a delegation of education and
training experts from my ministry, the Federal
Institute for Vocational Education and Training
(BIBB) as well as training providers belonging to
the iMOVE network. iMOVE is an initiative of
the Federal Ministry of Education and Research
for international cooperation in vocational and
professional training representing a network of
hundreds of German training providers.
I am looking forward to many interesting meetings,
and I hope that during this week we will be
able to start as many joint activities as possible.
They will all contribute to a successful cooperation
between our countries in the field of TVET,
an area of strategic importance for the future
employability of our people and the competitiveness
of our economies.

Today, we at the Federal Ministry of Education
and Research are promoting investments in the
future and are thus helping to determine our life
of tomorrow. Research ranging from outer space
to the deepest oceans and involving large facilities
or the smallest nanostructures; the establishment
of new training occupations and support for
young scientists – all these areas come under the
remit of the Ministry.
The tasks of the BMBF
The BMBF has many different tasks at national
level within the framework of its responsibilities
under the Basic Law. These include:

non-school initial and continuing vocational

■ Support for gifted school students, apprentices
and students, as well as the fostering of
young scientific talent.

education sector.
■ Educational planning and the promotion of
research (in cooperation with the Länder).
■ Funding basic research and the respective
organizations working in this field (in cooperation
with the Länder).
■ The promotion of key technologies, particularly
in the fields of health research, biotechnology,
information technology, ecological
research, research and development for innovative
work, transport and aerospace research
and marine technology.
■ Support for state preventive research in the
fields of the environment, climate, ecology
and health, the promotion of marine and
polar research, research into education and
training, and research in the field of
the humanities and the social sciences.

They attended a total of 1,500 seminars

in co-operation with national and international
partner organisations. The European Commission,
the World Bank and national development

We, Eckert Schools AG in Regenstauf, are on the
one hand one of the largest vocational training
schools for adults in Germany and on the other

Hamburg’s labour market in the field of training,
development of personal competencies and
employment.
A few examples show the great range of target

The European Business Competence* Licence, EBC*L
is a Europe-wide established business qualification
certificate that demonstrates business management
expertise on an internationally recognized level.
The EBC*L is currently established in 22 countries
and is available in 18 languages. The target groups
are project managers, natural scientists or engineers
without a business degree. The TLA developed a
blended-learning-course with online-training,
book and CD-ROM (see www.ebcl-online.de)
In co-operation with the vocational “Maritime
Competence Centre of the Hamburg Port” (ma-co)
we develop Computer-Based-Trainings covering
topics within the range of port and general
logistics, i.e. Dangerous Goods or Ship Security
Officer in accordance with the ISPS Code. These

e-learning programms are used for support as
well as for the prearrangement and reinforcement
of classroom-based courses. The Container
Bridge Simulator in the Hamburg port is used in
combination with our Computer-Based-Training
and the container truckers are supported by
our mobile information and learning platform.
Our Bachelor of Media Engineering is the most
comprehensive blended-learning-course ever
developed in vocational training world-wide.
Within 18 months we prepare professionals
working in the media industry to take their
bachelor examination at the German Chamber
of Commerce. Over 200 people already attended
this program. It is certified by the central inspection
authority for distance learning. The pro-
gramme was awarded the innovation prize of
the German Printing Industry and the Comenius-Seal
of the Society for Pedagogics und

Our E-Moderating course helps trainers and
teachers to become successful e-moderators in
online learning environments or online knowledge
management. The TLA holds the exclusive
licence to offer this course, developed by Gilly
Salmon, in Germany and Switzerland. We are
arranging courses in English and Spanish with
our partners (see www.e-moderating.net).
For our online trainings we use efficient up-todate
commercial learning systems such as Blackboard
CE 6 and Adobe Connect Enterprise.
