LIMITED COMPETITIVE EXAMINATION FORAPPOINTMENTS OF MINOR EMPLOYEES TOSEGMENT “ B ” IN CLASS II OF THE GENERALCLERICAL SERVICE AND TYPISTS’ SERVICE INPUBLIC SERVICE — 2002APPLICATIONS are invited for the Limited Competitive Examination2002 for Appointment of Minor Employees in Public Service to Segment“ B ” Class II of the General and other Departmental Clerical Services andTypists’ Service.Date of Examination.—A competitive examination to permanentminor employees in Public Service for recruitment to the above Serviceswill be held in centers at Colombo, Galle, Matara, Kandy, Anuradhapura,Badulla, Gampaha, Kalutara, Kegalle, Matale, Nuwara-Eliya, Kurunegala,Trincomalee, Hambantota, Puttalam, Monaragala, Ratnapura, Ampara,Batticaloa, Vavuniya and Jaffna. The date of examination will be notifiedby the Commissioner General of Examinations is due course. Any centerwhich does not have sufficient number of candidates will be referred tothe examination center indicated as the second choice in the order ofpreference.02. Medium in which candidate should sit the examination.:(i) Candidates who are deemed to be Old Entrants for purpose ofthe Official Language Policy must sit this examination in thelanguage medium in which they have studied. Those who havestudied in <strong>English</strong> medium may however opt to sit the(ii)examination in the medium of official language of their choice.Candidates who are deemed to be New Entrants for the purposeof the Official Language Policy must sit this examination in thelanguage medium in which they sat the competitive examinationto enter the Service. Where initial recruitment took placewithout a competitive examination the medium should be thelanguage in which the candidate qualified for entry into theService.Employees in both categories, may however, opt to sit the examinationin any of the official languages.03. Salary.—Candidates appointed to segment “ B ” of Class II of theGeneral Clerical Service and segment “ B ” of Class II if the Typists’Service will be placed on the salary scale of Rs. 47,880 — 14 x 1,320— 6 x 1,560—Rs. 75,720.Note.—They will be allowed incremental credit subject to theincremental credit rules prevailing at the time of period.04. Conditions of Service.—(i) Candidates who are successful in thisexamination will be appointed on acting basis for one year from the dateof the appointment. Their posts will be permanent and pensionable.(ii)(iii)(iv)(v)Candidates who receive appointments on the results of theexamination will be liable to transfer and may be posted to anystation in Sri Lanka.Successful candidates must accept the condition that they willbe conformity with the provisions of the Official LanguageAct, No. 33 of 1956 and Laws and Rules that now exist or maybe introduced in the future for implementation of the languagepolicy of the Government. Candidates who sit the examinationin any medium, other than Tamil or Sinhala will be requiredto pass the prescribed proficiency in one of the officiallanguages namely Grade I, II and III Proficiency Tests withinthree years from the date of appointment.Candidates appointed to the General Clerical Service on theresults of this examination will be required to pass a test intypewriting within a prescribed period and the failure to passthe test within such period will result in the increment of salarybeing differed.Successful candidates appointed to the Typists’ Service whoare not competent to type on the approved key board will berequired to undergo any course of training arranged byGovernment on the approved key board and to pass aprescribed test within a stipulated period of time.05. Selections for Appointments.—(i) Only the minor employees inCentral Government Service will be admitted for the CompetitiveExamination to compete for vacancies in Central Government. Theselections will be based on the marks scored at the examination.(ii)The number of persons recruited to the Combined Servicethrough this examination will be determined on the basis of thevacancies occur in the year 2002.Once the appointments are given transfer from one service to anotherservice will not be considered.06. Eligibility.—To be eligible to compete in this examination anapplicant should be—(i)(ii)(iii)(iv)A Public Servant as defined in Chapter I of the EstablishmentsCode. holding a post on a salary scale the initial of which is lessthan Rs. 47,879 per annum in terms of Public AdministrationCircular No. 2/97 (III) effective from 15.01.1997 (see Note 1below).Have been confirmed in his appointment and should havecompleted a continuous period of three years of satisfactoryservice in the permanent post immediately prior to 01.01.2002(see Note 2 below).Have passed the General Certificate of Education (OrdinaryLevel) Examination in six subjects including Language/Literature and Arithmetic / Pure Mathematics / ElementaryMathematics / Commercial Mathematics in not more than twosittings if less than 30 years of age as on 01.01.2002.Above educational qualifications will not be applicable tothose candidates who are above 30 years of age as on01.01.2002.All driver of motor vehicles in Public Service will be allowedto sit for this examination notwithstanding their salary scaleprovided that they possess other prescribed qualifications.Note (1).—Where the initial step of a salary scale attached to apermanent post under the Government held by a candidate as onThe Gazette of the Democratic Socialist Republic of Sri LankaNo. 1,225 – FRIDAY, - FEBRUARY 22, 2002(Published by Authority)PART I : SECTION (IIA) – ADVERTISINGExaminations, Results of Examinations &c.31.12.1987 is more than Rs. 8,640 per annum a candidate will be eligibleto apply for this examination only if he/she held such post on a salary scalewhich had an initial of less than Rs. 3,000 per annum prior to 01.04.1975and now continues to hold the same post of which the salary scale has beenrevised subsequently by the L. B. De Silva Salaries Commission to carryan initial over Rs. 3,000 per annum.(2) The three years satisfactory service referred to in section (ii) aboveshould be determined on the following basis.Candidates who have fulfilled the following requirements will beconsidered as having a satisfactory service for the purpose of thisexamination.(a) He/She should have earned all the increments during the three(b)years immediately prior to 01.01.2002.He/She should not have suffered any disciplinary punishmentduring the three year period prior to 01.02.2002.(3) Those appointed to permanent posts prior to 24th September,1956 will be regarded as “ Old Entrants ” for the purpose of OfficialLanguage Policy.(4) The Head of Department should be prepared to release the officerif he/she is selected for an appointment.(5) Any grade of personnel engaged in semi-technical work, whohave been trained on the job or given special training by the Governmentwill not be eligible to sit this examination. For example, employees inEngineering and Industrial grades and midwives in the Department ofHealth will not be eligible to sit for this examination in case of any doubtas to whether a particular employee is eligible or not, the applicant shouldconsult his Department which in turn will consult the Ministry of PublicAdministration. When consulting the Ministry of Public Administrationregarding the eligibility of any employee to sit this examination, theDepartment concerned should submit full description of the job held bythe employee with the salary scale and state whether the applicant hadbeen given any training to equip himself to hold the nature and durationof such training.(6) Temporary and casual employees in Public Service, employeesof Boards and Corporations and similar bodies are not eligible to competein the examination.(7) The candidates before forwarding their applications should satisfythemselves that they have fulfilled all the requirements, prescribedherein. Candidates who presents themselves for the examination withoutfulfilling the prescribed requirements, even if they attain the requiredstandard in the examination will be disqualified for appointments.(8) Any other employees in Postal Department except the minoremployees in the Department belonging to Combined Service are noteligible to appear for this examination.7. Applications.—(i) A specimen form of application for admissionto this examination is appended to this notification. Application formsshould be prepared by the candidates using a paper of A4 size, the cages01 to 04 on the first page of the application form.(ii)(iii)(iv)A receipt to the value of Rs. 100 obtained from any Post Officeshould be affixed in the relevant cage of the application. Norefund will be made under any circumstances fees paid for thisexamination cannot be transferred to any other examination.Applications must be completed legibly in the candidates ownhand-writing and sent by registered post to reach theCommissioner General of Examination on or before 20.03.2002through the Heads of Departments in which the candidates areserving. Heads of Departments are required to furnish acertificate as indicated at the end of the form of applications.Any application received after the due date will be rejected. Thename of the examination should be clearly written on the lefthandcorner of the envelope enclosing the form. If anycandidate fails to comply with this procedure his application isliable to be rejected.Candidates are requested to forward their applications to theHeads of their Departments well in time with a request that theymay be transmitted to the Commissioner General ofExaminations to reach him on or before 20.03.2002.08. Admission to the Examination.—(i) The Commissioner Generalof Examinations will issue admission forms to all candidates whoseapplications have been accepted. A copy of the Time Table will be issuedtogether with the admission card. Candidates presenting themselves forthe examination must produce to the officer appointed to supervise theexamination their forms of admission. Candidates who fail to producesuch forms will be refused admission to the examination.(ii)Candidates must sit the examination at the examination hallassigned to them. A candidate presenting himself/herself at theexamination hall other than the one assigned to him/her will berefused admission to the examination.Rules for candidates are printed separately at the beginning ofthis Gazette. Candidates will be bound by these rules.(iii) If a candidate does not receive his/her admission form at leastseven days before the day of examination, he/she shouldcommunicate without delay with the Commissioner General ofExaminations, department of Examinations of Sri Lanka,Pelawatta, Battaramulla (Telegraphic Address : Exams,Colombo), informing him that he/she has not received theadmission form and giving the following information :(a) Name of the examination ;(b) Full name of Applicant ;(c) Full postal address ;(d) Examination center at which candidate applied toappear the examination ;(e) Post Office, Registration number and date of posting his/her application ;(f) Number and the date of the postal receipt ;(g) Post Office at which the fee was paid.(iv) Admission to the examination does not constitute acceptanceof eligibility. Such admission will be purely provisional and(v)subject to scruiting at a later stage. The candidature of anyapplicant who is subsequently found to have been ineligibleto compete at the examination is liable to cancellation at anystage prior to, during or after the examination.The Commissioner General of Examinations may also grantprovisional admission to the examination at his discretion.Such admission will be either conformed or cancelled.09. Release of Results of the Examination.—The results will bereleased to the Director General of Combined Services, by theCommissioner General of Examinations.10. Identification of Candidates.—Candidates will be required toprove their identity in the examination hall to the satisfaction of theSupervisor for each subject they offer. For this purpose any one of thefollowing documents will be accepted :(a) A valid Identity Card issued by the Department of registrationof Persons.(b) A valid Passport.11. Leave to Government Officers to attend the Examination.—Heads of Departments are required to grant employees of their departmentswhose applications have been accepted by the Commissioner Generalof Examinations leave to present themselves for the examination. Thisleave shall count as duty leave. Travelling expenses are not payable.12. Penalty for Furnishing False Particulars.—If any of the particularsfurnished by a candidate is found to be false within his/her knowledgeor if he/she willfully suppressed any material fact or if it is proved at anytime during the period of his/her service that he/she was ineligible to sitthis examination he/she will be liable to immediate dismissal from theservice.The candidature of those who do not strictly conform to therequirement laid down in this notification will be cancelled.13. Scheme of Examination.—The subject of the examination andthe marks assigned to each subject are given below under Section A andB. Marks will be deducted for bad writing and mistakes in spelling inthe all written paper. Candidates whose writing is illegible are liable tobe disqualified.Though the examination is competitive, candidates will be requiredto obtain a minimum of 40 percent of the marks assigned to each of thesubjects of Language and Compositions and, Arithmetic including Totsand a minimum of 50 percent of the marks assigned to the special subjectsviz Clerical Service Aptitude Test and Type writing.SECTION “ A ”For those who compete for vacancies in Segment “ B ” of Class IIof the Clerical Service the subjects of the examination are as follows:(i)(ii)SubjectMarksLanguage and Composition (Sinhala or Tamilor <strong>English</strong>) 1 1/2 hours duration 150General and Local Knowledge (Sinhala or Tamilor <strong>English</strong>) 1 hour duration 100(iii) Arithmetic including Tots (Sinhala or Tamilor <strong>English</strong>) 1 hour duration 100(iv) General Intelligence (Sinhala or Tamilor <strong>English</strong>) 30 minutes duration 100(v)Clerical Service Aptitude Test (Sinhala or Tamilor <strong>English</strong>) 1 hour duration 100Total 550===The subject No. (v) above is designed to test a candidate’s aptitudeand ability to undertake clerical duties and applied only to candidateswho wish to compete for vacancies in the Clerical Service. Syllabus forthis subject will be as follows :1. Drafting a letter according to a given letter.2. Preparing a schedule or a list from given statistics.3. Candidates will be tested on their ability to perform GeneralClerical work. e.g. a method of taking action on a letter forwhich action should be taken by several of clerks. Further thecandidates will be expected to have an understanding on thingssuch as call up diary, vouchers, moving cards, attendancerecords, day stamp, name stamp and tappal that are used in anoffice.SECTION “ B ”For those who complete for vacancies in Segment “ B ” of Class IIof the Typists’ Service, the subjects of the examination are as follows :(i)(ii)SubjectMarksLanguage and Composition (Sinhala or Tamilor <strong>English</strong>) 1 1/2 hours duration 150General and Local Knowledge (Sinhala or Tamilor <strong>English</strong>) 1 hour duration 100(iii) Typewriting (Sinhala or Tamil or <strong>English</strong>)(Sinhala or Tamil minimum speed 20 wordsper minute. <strong>English</strong> minimum speed 30 wordsper miniute) 20 minutes duration 100Total 350===Candidates competing for vacancies in more than one service shouldcomply with the following requirements.(i)(ii)Candidates competing for vacancies in the Clerical Servicewho wish to compete for vacancies in the Typists’ Service tooshould take all subjects in Section “ A ” and subject (iii) inSection “ B ” (I.e.
