I. BACKGROUNDI.1. About the NAAI.1.1. The structureAfter the first HIV was screened in mid 1991 at the <strong>National</strong> Blood TransfusionCenter and the first AIDS case was diagnosed in 1993 at Calmetre hospital inPhnom Penh, <strong>Cambodia</strong> has committed its first multi-sectoral response toHIV/AIDS in 1993 through the first establishment <strong>of</strong> the <strong>National</strong> AIDSCommittee (NAC) chaired by the Minster <strong>of</strong> Health with member fromdifferent Ministries, secretariats and provinces and Villes.To show it higher leadership commitment from the political figure the PrimeMinister accepted as the honorary chair <strong>of</strong> the <strong>National</strong> AIDS Committed in1995.In order to level the power <strong>of</strong> the multi-setoral response to HIV/AIDS, the<strong>National</strong> AIDS Committee was changed to the <strong>National</strong> AIDS Authority (NAA)in 1998, chaired by the Senior Minister with more members seated in the NAA.Moreover, the NAA is entitled as the sole government entity to be responsiblefor fighting against HIV/AIDS in <strong>Cambodia</strong>.After the Law to prevent and control the HIV/AIDS epidemic adopted in mid2002, the NAA is upgraded into one government institution formally created by<strong>Cambodia</strong>n law. As evidence <strong>of</strong> implementing the law, the Royal government<strong>of</strong> <strong>Cambodia</strong> issued a sub-decree on establishing and functioning <strong>of</strong> thenational AIDS authority which has 13 chapters and 34 articles. With this newsub-decree, the NAA has its 26 ministries, secretariats, and <strong>Cambodia</strong>n RedCross and 24 governors as the members <strong>of</strong> the NAA.The NAA has its structure down from the national level to the district levelthrough the creation <strong>of</strong> the NAA and HIV/AIDS committee at the ministriesand Secretariats at the national level, the provincial AIDS committee at theprovincial level, the district AIDS committee at the district level and thecommune council at the grassroots or community level.The NAA has its mandate to coordinate the national response to HIV/AIDSthrough developing the policy, the national strategic plan, the nationalmonitoring and evaluation plan and to ensure its smooth implementationthrough doing resource mobilization. In addition, NAA has also additional taskto ensure the implementation <strong>of</strong> the law to control and prevent HIV/AIDS in<strong>Cambodia</strong> that mainly focusing on the impact mitigation and reducingdiscrimination and stigmatization toward people living with HIV/AIDS.For functioning its mandate, the NAA has followed its principles such asuniversal access, people centred, human right, gender, empowering,community involvement, people living with HIV/AIDS involvement, linking topoverty and multi-sectoral and has its secretariat with four departments, thetechnical board and several technical working groups to have its directimplementation.6

The NAA secretariatAs stated in the sub-decree <strong>of</strong> the establishment and functioning <strong>of</strong> the NAA,the NAA secretariat has its role and responsibility to ensuring theimplementation <strong>of</strong> the NAA mandate as following:1. Ensuring that <strong>Cambodia</strong> has its national strategic plan which reflectscomprehensive and multi-sectoral response2. Ensuring the leadership and technical capacity to implement the nationalstrategic plan3. Ensuring that the national strategic plan is implemented successfullythrough sufficient technical and financial needs4. Ensuring the information production through monitoring and evaluationTo fulfil these tasks, the secretariat <strong>of</strong> the NAA, has its four departments andthe technical board to provide technical support to implement activities underthis task.7
