International IDEA - <strong>The</strong> <strong>Constituent</strong> <strong>Assembly</strong> <strong>of</strong> <strong>Nepal</strong>: <strong>An</strong> <strong>Agenda</strong> <strong>for</strong> <strong>Women</strong>How-if at all-were women involvedin making the past constitutions<strong>of</strong> <strong>Nepal</strong>?Very few people were involved in making the previous constitutions <strong>of</strong> <strong>Nepal</strong>,and public participation (including <strong>of</strong> women) was limited or non-existent.Not only have women not been involved in constitution making in <strong>Nepal</strong>-most men have been excluded. <strong>The</strong>rewas no public participation at all until the making <strong>of</strong> the 1990 Constitution. Even then, there was no systematicprogramme <strong>of</strong> public consultation, though the commission preparing a draft did travel around the country to someextent. <strong>An</strong>d a considerable number <strong>of</strong> submissions were made by various bodies. <strong>The</strong>re were two committees thatprepared drafts--one appointed by the government and the other by the king. Neither <strong>of</strong> them included anywomen members.When it came to making an Interim Constitution in 2006, a committee was initially appointed by the government,which consisted solely <strong>of</strong> 5 males (all Brahmins). <strong>The</strong>re was something <strong>of</strong> an outcry and the committee wasexpanded to include a wider range <strong>of</strong> people, representing political parties. But there were 3 women.20
