An employee willbe required to perform from time to time other duties as required to fulfil the objective of the position.RESPONSIBILITY/ACCOUNTABILITY STATEMENTThe Operations Controller:• is accountable to the Shift Manager;• Liaises directly with a range of internal and external customers and stakeholders, includingthe Railcar Maintenance Provider, Infrastructure Services, Other Rail Network Managers /Operators and members of the public.The Operations Controller is responsible for maintaining the delivery of an effective andsafe train service through the regulation, control and monitoring of all train movements inaccordance with service agreements, working timetables and operational plans. Inaddition the Operations Controller will be responsible for the management of thePassenger Information and Database Management System (DBMS) though the use ofSigView and Netspire systems to ensure business and customer expectations areachieved.The position is also responsible for managing day-to-day access to infrastructure in the railcorridor for construction and maintenance activities, minimising the impact of theseactivities in accordance with current Safe working rules, instructions and procedures.KEY RESULT AREAS Network Operations Leadership Training and Education Continuous improvement Customer Service Risk and Quality ManagementPage 1 of 3


KEY RESULT AREAKRA1NETWORK OPERATIONSEnsure the effective safe and efficient delivery of train services operatingon the train network, , by:a) Managing and controlling the movement of all trains and trackvehicles over the rail system in accordance with safe working rules,procedures, instructions and interface agreements.b) Managing network resources through the operation of signals, pointsand other equipment in a safe an efficient manner.c) Applying train management strategies so as to minimise the flow onimpact of any delays through the effective use of the computerisedcontrol computer.d) ensuring accurate and appropriate reports are completed andsubmitted, which includes; ensuring all reports concerning train delays and failures relatedto mechanical problems or staff error are recorded, andappropriate action is taken in accordance with companyprocedures; ensuring reports of any track and signal irregularity, which mayaffect safety and train running performance are acted upon in atimely manner; ensuring railcar datalogs and video evidence are preserved inrelation to any incidents that may require investigation inaccordance with company procedures; providing detailed reports on issues of a safe working or of acustomer service nature and recommend appropriateimprovement strategies as necessary;e) attending to enquiries pertaining to incidents and irregularities. whichincludes; ensuring that Operational staff are supported out of hours duringand after incidents; ensuring that the Shift Manager is fully informed of all incidentsand irregularitiesf) providing expert advice on safe working matters to all areas of TheRail Commissioner and specifically in Network Access and Control.g) Ensuring that operational supervisors are promptly informed of delaysto enable replacement crew and rollingstock to be arranged in atimely mannerh) keeping constantly and closely informed as to the location andprogress of trains, obtaining reports in relation to delays.i) Providing prompt and accurate information, instructions and any otherparticulars that impact / potentially impact safe operations to traincrews, track workers, other operations controllers and othermaintenance staff.j) Monitoring the opening and closing of outer depots and worksites inaccordance with agreed procedures.k) Developing and implementing achievable train platform and pathingdiagramsl) managing day-to-day and long term data requirements for timetableselection and allocation for the computerized control system.


m) Updating and maintaining daily changes to train running informationfor operational needs and special eventsn) Ensuring that any accident, incident or abnormality is dealt with inaccordance with emergency management procedureso) Ensuring that incident sites are protected against further incidentsoccurring as a result of train movements or damaged infrastructure,this will include ensuring infrastructure is isolated where appropriatep) Advising emergency services of protection arrangements and anyknown risks at an incident siteq) Ensuring that all relevant procedures, rules and instructions arestrictly complied with in relation to granting track access formaintenance or construction activitiesr) Identifying and recommending service improvement opportunities tothe service and planning group in relation to timetable developmentand improvements) Managing the train notice data base, including the production anddistribution of daily and special train noticest) Ensuring that other control centers are informed of any incident orirregularity that may impact rail movements or track workers on theirnetwork.u) Managing trains and track maintenance vehicles to ensure that routesuitability and safety integrity is maintained on areas of track whererollingstock type restrictions / limitations are imposed on short or longterm basisv) Coordinating activities with other work groups to ensure that worksitesare not compromised through inappropriate rollingstock pathingw) Ensuring electronic protection arrangements are applied as requiredto protect workers on or near the trackKey PerformanceIndicator/s (KPI)KEY RESULT AREAKRA2• All Operations Controller operational responsibilities undertaken.• Service performance records accurately maintained in the Transitperformance system, including service disruption information, vehicle/ equipment / infrastructure defects, additional rail movements andenvironmental issues• Delays to customer minimised• Safeworking rules, procedures and instructions are compliedwith at all timesLEADERSHIPProvide leadership and guidance to the Operations maintenance,construction and project managing staff by:a) ensuring tasks are delivered to appropriate employees,communicating sufficient information and allocating resources toenable tasks to be completed successfully which includes; managing all reporting activities to ensure they are accurate andcontain all relevant information to enable effective analysis andbusiness decisions to be made;b) maintaining cooperative and productive relationships with individualsand teams;c) identifying and recommending opportunities for improvement to
