Pakistan classified as middle-income countrysuffers from high level of poverty and vulnerabilitywith a wide gap in income distribution between therich and the poor. Access to education and qualityeducation remains a challenge for the poorestquintile groups particularly amongst girls inPakistan. In rural areas 71% children are enrolledin government schools (ASER 2010) usually fromthe poorest families. The number, location ofschools and teachers needed is far less than whatis required at all levels of the system. In partnership with Dubai Cares, Idara-e-Taleem-o-Aaghai is implementing in flood affected areas aholistic program to improve primary education ofgirls and disadvantaged children titled as;“CHILDREN, ESPECIALLY GIRLS AGED 2-12HAVE ACCESS TO QUALITY EDUCATION WITHIMPROVED INFRASTRUCTURE AND SAFELEARNING ENVIRONMENT”. It covers threedistricts of southern Punjab and one district ofSindh. The project aims to improve access of girls andextremely disadvantaged children to qualityprimary education. Community and educationdepartment is also engaged in the implementationof this project. The relevance of this project isenhanced due to the emergency response needsin the wake of the flood that hit Pakistan in July2010. Its aftermath has led to major educationdislocation and destruction particularly affectingthe poorest children in Punjab and Sindh. Informedby the evidence from ASER (2010) low performingdistricts of Pakistan were selected for the project. The three linked components being proposed forsupport focus on sustained access, quality andgender equity through processes of localgovernance, alignments to government sectorplans, underpinned by the urgency for life skills inDisaster Risk Reduction (DRR) and Public PrivatePartnerships (PPP) in Pakistan. The project ismade up of high impact educational inputs in boththe immediate and longer term for an intensive andstrategic initiative to lead the policy and sectorreforms.BeneficiariesChildren75000 (60% Girls)(6 months – 12 years)Head1500-1800Teachers/Teachers/Para teachers/LHWsMothers 3000-4500School Council (SC)/ 300School ManagementCommittee (SMC)SC/SMC members 3000Training of SC/SMC 600-900membersCommunity members 335,000 - 500,000Number of Schools CoveredMultan 20Muzzafargarh 105Rahim Yar Khan 70Shikarpur 105Total 300Number of ECD Day Care CentersMuzzafargarh 7Rahim Yar Khan 4Shikarpur 4Total 15ProjectComponentsPunjab - Multan, Muzzafargarh & Rahim Yar KhanSindh - ShikarpurComponent IComponent IIComponent IIISchool RehabilitationBack to School KitsSanjha Vehra/(ECD Centre)Project DetailsOutputsAccess to improvedinfrastructure & safe learningenvironment of 64,000-70,000children through Physicalrehabilitation of 50 schoolsand minor repair of 20 schoolsTraining of 600 teachers onquality inputs for learning,ECE, DRR, hygiene, life skills& environmental educationTraining of 600 SMCmembers on DRR & schoolmanagementEnrollment in catch-upprogram of 1600 drop-out/out-of-school childrenCapacity building of 40Volunteers & Tehsil/ Cluster/Village CoordinatorsDistribution of school kits to3000 children inprimary/elementary schools(Kits include; uniforms, shoes, bags & stationary kits)Enrollment in Sanjha Vehra 1(Our Courtyard)/ ECD centerof 3000-4000 children (6months-5 years old) & 1500mothersProvision of jobs/trainings to100 ECD district coordinators& staff1 'Sanjha Verha' is the title of ECD Day Care Centrecoined by local mothers and teachers.OutcomesImprovement ininfrastructure& provision ofsafe learningenvironmentto studentsImprovementin quality ofeducation &learningoutcomesOut-of-schoolchildrenmainstreamedSustainedenrollment &qualitylearning madepossible forstudents inflood affectedschoolsBetter health &growth ofchildren &mothersHolistic earlydevelopmentof children(6months-5years old)Enrollment&persistence ofchildren (3-5years old) inschools
