111Francesca, Tommy, Veronica, <strong>and</strong> KlarissaFrancesca is a 36-year-old Latina, the mother <strong>of</strong> Tommy, Veronica, <strong>and</strong> Klarissa(ages 10, 8, <strong>and</strong> 2, respectively). After graduating from high school <strong>and</strong> spending 6months at a local community college, she quit school <strong>and</strong> went to work in a warehouse.There, she spent approximately one year on the assembly line <strong>and</strong> then began working atthe local post <strong>of</strong>fice. Although she was using crack cocaine Francesca stated that herdrug use, while working for the warehouse, was recreational. At the post <strong>of</strong>fice, agirlfriend introduced her to heroin <strong>and</strong> that's when, she said, her addiction took hold <strong>and</strong>she "began to lose everything …. I lost my job - it was because <strong>of</strong> going in late. Missingdays because <strong>of</strong> drugs…”.After being fired from her job at the post <strong>of</strong>fice, Francesca began prostituting tosupport herself. From age 20 to 25, she continued to use heroin, while alternately livingat her father's house, <strong>with</strong> one <strong>of</strong> her siblings, <strong>and</strong> frequently on the street.In 1988 her son Tommy was born <strong>and</strong> in 1990 she had a daughter, Veronica, eachchild <strong>with</strong> a different father. Shortly after Veronica's birth, Francesca was arrested <strong>and</strong>spent approximately two weeks in jail. Both <strong>of</strong> her children were placed in foster careduring her incarceration. Once Francesca was released, she regained custody <strong>of</strong> herdaughter, but her son was placed by the child welfare agency <strong>with</strong> his maternalgr<strong>and</strong>mother, who receives a foster care payment for his care to this day. According toFrancesca, her son is doing very well <strong>with</strong> his gr<strong>and</strong>mother; "he's really smart <strong>and</strong> quiet<strong>and</strong> logical…it's like talking to a little man." Tommy’s positive development in the care<strong>of</strong> his gr<strong>and</strong>mother is the major reason, Francesca says, that she has not attempted toreunify <strong>with</strong> her son.Francesca <strong>and</strong> Veronica were homeless for much <strong>of</strong> the 1990s, along <strong>with</strong>Veronica's father, who was also addicted to illegal drugs <strong>and</strong> was employed verysporadically. He did not provide consistent monetary support for his family <strong>and</strong> <strong>of</strong>tentook his daughter panh<strong>and</strong>ling. Francesca was receiving AFDC <strong>and</strong> food stamps during
