PREAMBLE<br />
The Government <strong>of</strong> Maharashtra has authorized the Director <strong>of</strong><br />
<strong>Medical</strong> <strong>Education</strong> & <strong>Research</strong> to conduct <strong>Medical</strong> <strong>Education</strong><br />
Department Staff Selection - Common Written Test -<strong>2012</strong> (<strong>MEDSS</strong>-<br />
<strong>CWT</strong> <strong>2012</strong>) to fill up vacant class-III posts from technical cadre under<br />
this <strong>Directorate</strong>. As per Government Letter No.DMR-06110 /<br />
S.K.NO.1115 / CR-32 / vai seva - 4, dated 07.02.<strong>2012</strong>, the Government<br />
<strong>of</strong> Maharashtra has permitted this <strong>Directorate</strong> to fill the backlog <strong>of</strong><br />
reserved category posts through <strong>MEDSS</strong>-<strong>CWT</strong> <strong>2012</strong>. Subsequently the<br />
Government <strong>of</strong> Maharashtra has also permitted to conduct the <strong>MEDSS</strong>-<br />
<strong>CWT</strong> <strong>2012</strong> for the posts <strong>of</strong> Open Category. At present there are<br />
restrictions on the filling <strong>of</strong> vacant posts for class - III (Technical) cadre<br />
from Open Category. However, waiting list <strong>of</strong> open category c<strong>and</strong>idates<br />
will be prepared through this examination. If the restrictions are<br />
removed then the said waiting list will be operated to fill the posts from<br />
Open Category. If the restrictions are continued then the waiting list <strong>of</strong><br />
the Open Category c<strong>and</strong>idates will automatically be cancelled. All the<br />
c<strong>and</strong>idates <strong>and</strong> parents should note the above facts before applying for<br />
the <strong>MEDSS</strong>-<strong>CWT</strong> <strong>2012</strong> Examination.<br />

PROCEDURE FOR RECRUITMENT TO TECHNICAL & PARA-MEDICAL POSTS (CLASS-III)<br />
1. INTRODUCTION:<br />
The Government <strong>of</strong> Maharashtra has decided to recruit competent <strong>and</strong><br />
efficient c<strong>and</strong>idates with the help <strong>of</strong> competitive written examination. This<br />
examination for the selection to fill vacant Class III Technical cadre posts in<br />
various Government Institutions detailed in Annexure ‘A’ in this brochure under<br />
the jurisdiction <strong>of</strong> DMER shall be conducted by the Competent Authority<br />
appointed by Government <strong>of</strong> Maharashtra. Separate State Merit List shall be<br />
prepared for each type <strong>of</strong> post. The selection process shall be based on this<br />
State Merit List <strong>and</strong> shall be carried out at a later date by the Competent<br />
Authority. This procedure shall be governed by the rules, regulations <strong>and</strong><br />
directions specified by the Govt. <strong>of</strong> Maharashtra from time to time.<br />
Hon’ble High Court in W.P. No.70/2002, order dated 07.09.2006 has<br />
directed the State Govt. as follows:- " Until the backlog <strong>of</strong> reserved posts for<br />
h<strong>and</strong>icapped persons as on 30th June 2006 is filled up by the State Govt. in<br />
Toto, the State Govt. <strong>and</strong> its 27 departments are restrained from the<br />
recruitment on any post on which a disabled/h<strong>and</strong>icapped person may be<br />
appointed ". As per above order, backlog <strong>of</strong> the Physically H<strong>and</strong>icapped posts<br />
shall be filled first the on basis <strong>of</strong> State Merit List <strong>of</strong> <strong>MEDSS</strong>-<strong>CWT</strong> <strong>2012</strong><br />
examination,<br />
The Director <strong>of</strong> <strong>Medical</strong> <strong>Education</strong> & <strong>Research</strong>, Mumbai is permitted to<br />
conduct <strong>MEDSS</strong>-<strong>CWT</strong> <strong>2012</strong> examination by Government <strong>of</strong> Maharashtra vide<br />
letter No.DMER-06110/Ref.No.1115/CR-32/ vai seva-4, dated 07.02.<strong>2012</strong> <strong>and</strong> letter<br />
No. DMER - 0212 / CR-32 / vai seva-4, dated 26.03.<strong>2012</strong>. All the c<strong>and</strong>idates <strong>and</strong> parents<br />
from open category should read carefully the preamble before applying for these posts.<br />
2. DEFINITIONS<br />
2.1 "Application Form" means prescribed form filled up by the c<strong>and</strong>idate for<br />
appearing for <strong>MEDSS</strong>-<strong>CWT</strong> <strong>2012</strong>. (Annexure -I)<br />
2.2 “Appeal Committee” means the Committee setup as per rule 8.1 under the<br />
chairmanship <strong>of</strong> the Competent Authority. It shall deal with the<br />
representations submitted by the c<strong>and</strong>idates/parents relating to grievances<br />
<strong>of</strong> the c<strong>and</strong>idates with regard to <strong>MEDSS</strong>-<strong>CWT</strong> <strong>2012</strong> examination <strong>and</strong> the<br />
selection process<br />
2.3 “Competent Authority” means the Authority appointed by Govt. <strong>of</strong><br />
Maharashtra to conduct <strong>MEDSS</strong>-<strong>CWT</strong> <strong>2012</strong>, to declare the results <strong>and</strong> to<br />
carry out further selection process. The Competent Authority will supervise<br />
<strong>and</strong> control all activates related to the examination <strong>and</strong> act as a chairperson<br />
<strong>of</strong> the Appeal Committee for representations submitted by the c<strong>and</strong>idates.<br />
The Competent Authority will issue necessary executive instructions for<br />
implementation <strong>and</strong> provide relevant information to be published or<br />
communicated.<br />
2.4 “Divisional Authority” means the Deans/Officer(s) <strong>of</strong> specified Govt.<br />
<strong>Medical</strong> Colleges who will be responsible to carryout the directions <strong>and</strong><br />
instructions <strong>of</strong> the Competent Authority. (Annexure -B)<br />
2.5 Grievance Redressal Committee: A Grievance Redressal Committee means<br />
committee appointed as per the rule 8.2 to deal with the representations<br />
submitted by the c<strong>and</strong>idate related to the conduct <strong>of</strong> examination
2.6 “<strong>MEDSS</strong>-<strong>CWT</strong>” – <strong>Medical</strong> <strong>Education</strong> Department Staff Selection Common<br />
Written Test.<br />
2.7 “Notified College” means the specified colleges/institutions responsible for<br />
distribution <strong>of</strong> information brochures <strong>and</strong> application forms for <strong>MEDSS</strong>-<strong>CWT</strong><br />
<strong>2012</strong> examination, receipt <strong>of</strong> the application forms from the c<strong>and</strong>idates,<br />
collection & distribution <strong>of</strong> admit cards <strong>and</strong> mark sheets <strong>of</strong> <strong>MEDSS</strong>-<strong>CWT</strong><br />
<strong>2012</strong> examination (Annexure ‘B’).<br />
2.8 "Nomadic Tribes (NT)” means Nomadic Tribes as specified <strong>and</strong> laid down by<br />
the Government <strong>of</strong> Maharashtra.<br />
2.9 “Other Backward Class (OBC)” means Other Backward Class as specified<br />
<strong>and</strong> laid down by the Government <strong>of</strong> Maharashtra.<br />
2.10 “Physically H<strong>and</strong>icapped (PH)” means physically h<strong>and</strong>icapped c<strong>and</strong>idates<br />
as per the directions <strong>of</strong> Govt. <strong>of</strong> Maharashtra as per G.R. MES-<br />
1202/(81)MES-1, Mantralaya, Mumbai-32 dated 19/08/2005 as may be<br />
amended from time to time.<br />
2.11 “Qualifying examination” means examination on the result <strong>of</strong> which a<br />
c<strong>and</strong>idate becomes eligible to appear at <strong>MEDSS</strong>-<strong>CWT</strong> <strong>2012</strong> selection<br />
examination as per Recruitment Rules given in Annexure ‘A’.<br />
2.12 “Scheduled Castes (SC)” means Scheduled Castes as specified <strong>and</strong> laid<br />
down by the Government <strong>of</strong> India <strong>and</strong> as recognized in the State <strong>of</strong><br />
Maharashtra.<br />
2.13 “Scheduled Tribes (ST)” means Scheduled Tribes as specified <strong>and</strong> laid<br />
down by the Government <strong>of</strong> India <strong>and</strong> as recognized in the State <strong>of</strong><br />
Maharashtra.<br />
2.14 “Special Backward Class (SBC)” means Special Backward Class as specified<br />
<strong>and</strong> laid down by the Government <strong>of</strong> Maharashtra.<br />
2.15 “Vimukta Jati (VJ)” means Vimukta Jati as specified <strong>and</strong> laid down by the<br />
Government <strong>of</strong> Maharashtra.<br />
3. SCHEME OF EXAMINATION<br />
3.1 Date <strong>of</strong> Examination: The examination will be conducted on Sunday,<br />
15/07/<strong>2012</strong>. On this date the c<strong>and</strong>idates who have filled up the application<br />
form <strong>and</strong> are eligible for the examination shall have to appear for the<br />
examination on their own cost.<br />
3.2 Schedule & Test Design: The <strong>MEDSS</strong>-<strong>CWT</strong> <strong>2012</strong> examination will be<br />
conducted for Class III posts in Govt. <strong>Medical</strong>/Dental Colleges <strong>and</strong> Hospitals<br />
on the establishment <strong>of</strong> <strong>Directorate</strong> <strong>of</strong> <strong>Medical</strong> <strong>Education</strong> <strong>and</strong> <strong>Research</strong>.<br />
These vacant posts are sub grouped into Group A <strong>and</strong> Group B. The<br />
Examination for Group A shall be conducted in the morning session <strong>and</strong> that<br />
for Group B shall be conducted in afternoon session. C<strong>and</strong>idate as per his<br />
eligibility should apply for the post for which he is eligible <strong>and</strong> should appear<br />
for the related examination session.<br />
Exam Morning Session:-Examination for Selection to the post/s (Group A)<br />
requiring basic qualification <strong>of</strong> having passed<br />
SSC or HSC examination <strong>and</strong> the course<br />
related to posts applied for (Annexure ‘A’).<br />

Exam Afternoon Session:-Examination for Selection to the post/s (Group<br />
B) requiring basic qualification <strong>of</strong> Graduation/<br />
postgraduation examination <strong>and</strong> the course<br />
related to posts applied for (Annexure ‘A’).<br />
C<strong>and</strong>idate may appear for both session (morning & afternoon) if he<br />
satisfies the eligibility criteria for both, provided that the c<strong>and</strong>idate has filled<br />
separate application form for post in each group. The question paper in each<br />
session has 50 Multiple Choice Questions (MCQs) <strong>of</strong> two marks each. All<br />
question are compulsory.<br />
The Question paper shall have two sections, Section I <strong>and</strong> Section II.<br />
Section I will contain 25 MCQs pertaining to the test <strong>of</strong> Aptitude <strong>and</strong> General<br />
Knowledge <strong>and</strong> Section II shall contain 10 MCQs <strong>of</strong> level <strong>of</strong> basic<br />
qualification (SSC/HSC/Graduation) <strong>and</strong> 15 MCQs <strong>of</strong> level <strong>of</strong> qualifying<br />
course for concerned post (Annexure ‘A’).<br />
C<strong>and</strong>idates during each session will be provided with OMR answer<br />
sheet. At the end <strong>of</strong> examination student shall h<strong>and</strong>over the OMR Answer<br />
sheet <strong>and</strong> Question booklet to the invigilator.<br />
Question will be <strong>of</strong> single best response type with four options<br />
including one key answer. The c<strong>and</strong>idate will be required to mark the correct<br />
answer by blackening the corresponding circle against the serial number <strong>of</strong><br />
the question, in the answer sheet with black ink ballpoint pen only. Out <strong>of</strong><br />
four circles provided for selection <strong>of</strong> answer against a question, the c<strong>and</strong>idate<br />
should fill up one circle only. Each correct answer will be given two marks.<br />
There shall be no negative marking for wrong answers. Scratching,<br />
overwriting, tick mark <strong>and</strong> multiple answers will be considered as wrong<br />
answers <strong>and</strong> no marks will be allotted to it.<br />
3.3 Syllabus <strong>of</strong> Examination:-Details <strong>of</strong> syllabus <strong>and</strong> distribution <strong>of</strong> marks for the<br />
examination to various posts shall be as given in the Annexure ‘A’.<br />
3.4 Time & duration <strong>of</strong> Examination: -<br />
Exam Morning Session:- For Group A Posts -<br />
Question paper (Section I & Section II) <strong>of</strong> one hour<br />
duration - from 10.00 a.m. to 11.00 a.m.<br />
Exam Afternoon Session:- For Group B Posts -<br />
Question paper (Section I & Section II) <strong>of</strong> one hour<br />
duration - from 2.00 p.m. to 3.00 p.m.<br />
A detail <strong>of</strong> schedule on the day <strong>of</strong> examination is given on inner side <strong>of</strong> cover page.<br />
3.5 Language <strong>of</strong> Examination Paper: The medium for examination shall be<br />
English except for the post <strong>of</strong> Driver (Annexure -A, Group B Sr.No - 20(A)).<br />
3.6 Examination Centres: The <strong>MEDSS</strong>-<strong>CWT</strong>-<strong>2012</strong> will be conducted at four centers<br />
i.e. Mumbai, Pune, Aurangabad <strong>and</strong> Nagpur. The allotment <strong>of</strong> examination center<br />
will depend on the place <strong>of</strong> submission <strong>of</strong> Application Form. Examination center<br />
will be the center as specified against each Divisional Authority in Annexure ‘B’.<br />
The center allotted by the Competent Authority shall not be changed under any<br />
circumstances.<br />
4. ELIGIBILITY FOR <strong>MEDSS</strong>-<strong>CWT</strong> <strong>2012</strong> AND SELECTION TO VARIOUS POSTS<br />
4.1 The c<strong>and</strong>idate must be an Indian National <strong>and</strong> Domicile <strong>of</strong> Maharashtra.<br />
4.2 Age:-The c<strong>and</strong>idate, on 1st May <strong>2012</strong>, should have completed 18 years <strong>of</strong> age<br />
<strong>and</strong> should not be more than 33 years <strong>of</strong> age for Open category c<strong>and</strong>idates,<br />
38 years for reserved category <strong>and</strong> 45 years for Physically H<strong>and</strong>icapped<br />
c<strong>and</strong>idates. The Secondary School Certificate i.e. SSC or equivalent<br />
examination certificate endorsing the date <strong>of</strong> birth will constitute a valid<br />
pro<strong>of</strong>.<br />

4.3 The c<strong>and</strong>idate must be medically fit <strong>and</strong> must submit a certificate <strong>of</strong> medical<br />
fitness at the time <strong>of</strong> verification. A c<strong>and</strong>idate must be medically fit to do the<br />
work required for the post which he/she has applied to, in the application<br />
form. The <strong>Medical</strong> fitness must be certified by a Registered <strong>Medical</strong><br />
Practitioner in the prescribed pr<strong>of</strong>orma as given in Annexure E.<br />
4.4 The c<strong>and</strong>idate must have passed the SSC or equivalent examination from an<br />
Institution situated in the state <strong>of</strong> Maharashtra.<br />
4.5 The c<strong>and</strong>idate must have passed the Higher Secondary Certificate<br />
(HSC/12th St<strong>and</strong>ard) or equivalent examination, from an Institution<br />
situated in the State <strong>of</strong> Maharashtra.<br />
4.6 All c<strong>and</strong>idates for all posts must have passed MS-CIT Exam on or before the<br />
date <strong>of</strong> examination.<br />
4.7 Valid registration certificate, if required, is specified against the posts in<br />
Annexure ‘A’.<br />
4.8 The details <strong>of</strong> vacant posts including name <strong>of</strong> the posts, number <strong>of</strong> category<br />
wise posts available, eligibility criteria <strong>and</strong> syllabus for the examination for<br />
the concerned posts are given in the Annexure-'A'.<br />
4.9 The c<strong>and</strong>idates must have acquired the minimum qualification <strong>and</strong><br />
minimum required experience on the last date <strong>of</strong> filling up <strong>of</strong> the<br />
Application Form. C<strong>and</strong>idates acquiring minimum qualification &<br />
experience after the last date <strong>of</strong> filling <strong>of</strong> application form should not apply<br />
for this <strong>MEDSS</strong>-<strong>CWT</strong> <strong>2012</strong>. If applied <strong>and</strong> appeared, then they will not be<br />
considered for selection irrespective <strong>of</strong> merit.<br />
4.10 The c<strong>and</strong>idates appearing for two different posts should submit to separate<br />
medical fitness certificate (As per Annexure-E) required for each post.<br />
4.11 The C<strong>and</strong>idate will be selected to a post on the basis <strong>of</strong> State Merit List for<br />
that post.<br />
4.12 Cut <strong>of</strong>f date for the eligibility:- The eligibility <strong>of</strong> the c<strong>and</strong>idate shall be<br />
determined <strong>and</strong>/or decided for all purposes including for applicability <strong>of</strong> all<br />
these Rules <strong>and</strong> Regulations by considering the last date <strong>of</strong> submissions <strong>of</strong><br />
Application Forms as the cut <strong>of</strong>f date. It is made abundantly clear that if a<br />
c<strong>and</strong>idate is found ineligible as on the last date <strong>of</strong> submission <strong>of</strong> Application<br />
form, in terms <strong>of</strong> these Rules <strong>and</strong> Regulations, <strong>and</strong> if such an ineligible<br />
c<strong>and</strong>idate acquires the requisite eligibility after the aforesaid cut <strong>of</strong>f date (i.e.<br />
the last date <strong>of</strong> submission <strong>of</strong> Application form), such subsequent<br />
acquisition <strong>of</strong> eligibility will not make an ineligible c<strong>and</strong>idate eligible for any<br />
purpose whatsoever, much less for the purpose <strong>of</strong> Selection.<br />
4.13 For Eligibility to Selection under Physically H<strong>and</strong>icapped specified<br />
reservation - Refer Annexure ‘D’. Physically h<strong>and</strong>icapped c<strong>and</strong>idates should<br />
have minimum 40% disability. However, such a c<strong>and</strong>idate will be required to<br />
undergo medical examination by a Special <strong>Medical</strong> Board constituted for this<br />
purpose by the Competent Authority. The <strong>Medical</strong> Board after ascertaining<br />
his/her disability must be satisfied that the c<strong>and</strong>idate has stipulated<br />
disability percentage acceptable as per the Government Resolution.<br />
4.14 C<strong>and</strong>idate is required to submit the pro<strong>of</strong> <strong>of</strong> his/her disability by way <strong>of</strong> a<br />
certificate in prescribed pr<strong>of</strong>orma from Civil Surgeon <strong>of</strong> a District<br />
Hospital/<strong>Medical</strong> Board/<strong>Medical</strong> Superintendent <strong>of</strong> a Government <strong>Medical</strong><br />
College/Hospital in Maharashtra; or from the Director <strong>of</strong> All India Institute <strong>of</strong><br />
Physical Medicine <strong>and</strong> Rehabilitation, Haji Ali, Mumbai; (as per Prescribed<br />
Pr<strong>of</strong>orma) at the time <strong>of</strong> verification <strong>of</strong> disability. Verification <strong>of</strong> the disability<br />
will be carried out by Special <strong>Medical</strong> Board constituted for this purpose by<br />
Competent Authority. The Special <strong>Medical</strong> Board will be conducted for<br />

Group A <strong>and</strong> for Group B posts, the dates <strong>of</strong> which will be declared later<br />
after the declaration <strong>of</strong> the result. The c<strong>and</strong>idates who have claimed<br />
reservation under Physically H<strong>and</strong>icapped Quota in the Application form <strong>and</strong><br />
have appeared for the <strong>MEDSS</strong>-<strong>CWT</strong> <strong>2012</strong>, should remain present on the<br />
dates mentioned for Special <strong>Medical</strong> Board on the address mentioned in the<br />
notification.<br />
No separate individual intimation shall be sent about the Special <strong>Medical</strong><br />
Board. Those c<strong>and</strong>idates who remain absent either for Examination or for<br />
the Special <strong>Medical</strong> Board shall not be considered for selection to above said<br />
posts reserved for Physically H<strong>and</strong>icapped c<strong>and</strong>idates.<br />
5. APPLICATION FORM & INFORMATION BROCHURE:<br />
5.1 Mode <strong>of</strong> Sale:-<br />
The Application form <strong>and</strong> information Brochure for <strong>MEDSS</strong>-<strong>CWT</strong> <strong>2012</strong><br />
examination are available at the notified centers as given in Annexure ‘B’.<br />
The cost <strong>of</strong> Application Form along with the Information Brochure <strong>of</strong><br />
<strong>MEDSS</strong>-<strong>CWT</strong> <strong>2012</strong> including Examination fee is Rs.500/- for open category,<br />
<strong>and</strong> Rs.400/- for reserve category (after showing Caste Certificate). This<br />
amount is not refundable. The c<strong>and</strong>idate should submit a dem<strong>and</strong> draft/pay<br />
order <strong>of</strong> above amount drawn in favor <strong>of</strong> “Director, <strong>Medical</strong> <strong>Education</strong> <strong>and</strong><br />
<strong>Research</strong>, Mumbai,” drawn on any scheduled commercial Bank <strong>and</strong> payable<br />
at Mumbai, to the Notified Center. Application form will not be sent by post,<br />
nor any request in this regards shall be entertained.<br />
Duly filled application forms should be submitted by the c<strong>and</strong>idate at the<br />
Notified Centers on or before 18/06/<strong>2012</strong>. If c<strong>and</strong>idate is eligible to apply<br />
for examination to a post either in Group A or Group B, he may apply by<br />
filling two separate Application Forms. However, the c<strong>and</strong>idate is eligible to<br />
submit application form for only one ‘Group-code’ within Group A or Group<br />
B. A c<strong>and</strong>idate can apply to separate post (Group Code) within Group A &<br />
Group B.<br />
5.2 Instructions for filling <strong>and</strong> submission <strong>of</strong> Application Form (Annexure “H”):<br />
The application form must be filled by the c<strong>and</strong>idate in his/her own<br />
h<strong>and</strong>writing using black ink ball point pen. The application should be<br />
submitted by the c<strong>and</strong>idate on or before the 18/06/<strong>2012</strong>, at the notified<br />
center. It will be the responsibility <strong>of</strong> the notified center to verify that the<br />
Application Form is completely <strong>and</strong> correctly filled by the c<strong>and</strong>idate. An<br />
incomplete application form will be rejected.<br />
‘Application form sent by post/courier will not be accepted.’<br />
5.3 The c<strong>and</strong>idates desirous <strong>of</strong> claiming the constitutional <strong>and</strong> / or<br />
specified reservations must have claimed the same in the original<br />
application form, failing which the claim will not be entertained<br />
subsequently. A c<strong>and</strong>idate belonging to backward class from Maharashtra<br />
state only, is eligible for claiming seat under reserved category. A c<strong>and</strong>idate<br />
belonging to backward class from other than Maharashtra State is not<br />
eligible for claiming the seat under reserve category.<br />
5.4 Admit Card & Receipt-cum-Identity Card.<br />
The Notified Center where the application form is submitted shall issue<br />
Receipt-cum-Identity card after verifying identity <strong>of</strong> the c<strong>and</strong>idate appearing<br />
for examination with the help <strong>of</strong> valid photo identity (Driving license, Bank<br />
Account Passbook, Passport, College Identity Card etc). The Notified Center<br />
should attest the photograph <strong>of</strong> the c<strong>and</strong>idate on the Receipt-cum-Identity<br />
card with his signature <strong>and</strong> stamp. The c<strong>and</strong>idate must preserve the<br />
Receipt-cum-Identity-card <strong>and</strong> must bring it at the time <strong>of</strong> <strong>MEDSS</strong>-<strong>CWT</strong><br />

<strong>2012</strong> examination as well as at the time <strong>of</strong> verification <strong>of</strong> documents for<br />
selection <strong>and</strong> if selected, at the time <strong>of</strong> joining the institute.<br />
5.5 The examination Admit Cards will be issued by the Notified Center where<br />
the Application form was submitted. In case the c<strong>and</strong>idate has lost his admit<br />
card, he/she should approach the Divisional Authority with the original<br />
Receipt cum Identity Card for getting Duplicate Admit Card. Please note that<br />
the issue <strong>of</strong> Admit Card is just an enabling provision for appearing at<br />
<strong>MEDSS</strong>-<strong>CWT</strong> <strong>2012</strong> <strong>and</strong> does not imply that the c<strong>and</strong>idate is eligible for<br />
selection.<br />
6. CERTIFICATES: Following certificates in original should be shown at the <strong>of</strong>fice<br />
<strong>of</strong> the Notified Center at the time <strong>of</strong> filling the Application form. No original<br />
certificates or their attested photocopies are required to be submitted along with<br />
the application form.<br />
6.1 Nationality Certificate issued by District Magistrate/Addl. District<br />
Magistrate or Metropolitan Magistrate (Competent Authority for issue <strong>of</strong><br />
such certificate) or valid Indian Passport.<br />
6.2 Domicile Certificate (Tahasildar/District Magistrate/Addl. District<br />
Magistrate or Metropolitan Magistrate) <strong>of</strong> State <strong>of</strong> Maharashtra.<br />
6.3 SSC i.e. 10th St<strong>and</strong>ard or equivalent examination passing certificate <strong>and</strong><br />
SSC Statement <strong>of</strong> Marks <strong>of</strong> State <strong>of</strong> Maharashtra.<br />
6.4 HSC i.e. 12th St<strong>and</strong>ard or equivalent examination passing certificate <strong>and</strong><br />
HSC Statement <strong>of</strong> Marks <strong>of</strong> State <strong>of</strong> Maharashtra.<br />
6.5 <strong>Medical</strong> fitness certificate (Annexure-E)<br />
6.6 MS-CIT Passing Certifiacte<br />
6.7 Constitutional reservation claim. (Annexure-C) (If Applicable)<br />
a) Caste Certificate<br />
b) Caste Validity Certificate (CVC)<br />

6.9 Claims pertaining Additional Experience/Qualifications<br />
The attested photocopies <strong>of</strong> certificates for additional<br />
Experience/Qualification must be shown to the Office <strong>of</strong> Notified Center at<br />
the time <strong>of</strong> filling Application form failing which the claim will not be<br />
granted.<br />
6.10 Bonafide Certificate:- This is for those c<strong>and</strong>idates who are presently<br />
employed/studying in a course/institution. These c<strong>and</strong>idates should<br />
produce Bonafide certificate at the time <strong>of</strong> submission <strong>of</strong> application form<br />
stating the list <strong>of</strong> original certificates in their custody.<br />
7. DECLARATION OF RESULT & PREPARATION OF MERIT LIST<br />
The Competent Authority will conduct the examination <strong>and</strong> evaluate the<br />
answer sheets. Provisional State Merit List shall be prepared for each type <strong>of</strong> post<br />
on the basis <strong>of</strong> marks scored by the c<strong>and</strong>idate in descending order.<br />
7.1 Tie-breakers<br />
In case <strong>of</strong> equal marks at the <strong>MEDSS</strong>-<strong>CWT</strong> <strong>2012</strong>, the following procedure<br />
shall be adopted for deciding inter-se merit-<br />

First level (Wherever applicable): A c<strong>and</strong>idate holding preferential<br />
qualification/experience as per the recruitment rules.<br />
Second level: A c<strong>and</strong>idate with higher marks in Section II <strong>of</strong> the <strong>MEDSS</strong>-<br />
<strong>CWT</strong> <strong>2012</strong> examination shall be preferred, if the tie still persists then:.<br />
Third level: A c<strong>and</strong>idate with higher marks at HSC (or equivalent)<br />
Examination shall be preferred, if the tie still persists then:<br />
Fourth Level: A c<strong>and</strong>idate with higher percentage <strong>of</strong> aggregate marks at the<br />
SSC (or equivalent) Examination shall be preferred, if the tie still persists,<br />
then:<br />
Fifth Level: An older c<strong>and</strong>idate shall be preferred over a younger c<strong>and</strong>idate.<br />
7.2 The Date <strong>of</strong> Declaration <strong>of</strong> Result<br />
The result will be declared on <strong>of</strong>ficial websites <strong>of</strong> DMER i.e. www.dmer.org.<br />
The date <strong>of</strong> declaration <strong>of</strong> result is 30th July <strong>2012</strong>.<br />
7.3 All the c<strong>and</strong>idates who have appeared for <strong>MEDSS</strong>-<strong>CWT</strong> <strong>2012</strong> will receive their<br />
mark sheet from notified center where they had submitted their application<br />
form.<br />
7.4 In case <strong>of</strong> loss <strong>of</strong> original <strong>MEDSS</strong>-<strong>CWT</strong> <strong>2012</strong> mark sheet, a duplicate mark<br />
sheet can be obtained with a application addressed to the Competent<br />
Authority along with a dem<strong>and</strong> draft/pay order drawn on any scheduled<br />
commercial bank <strong>of</strong> Rs.300/-, in favour <strong>of</strong> ‘DMER, Mumbai’ payable at<br />
Mumbai.<br />
7.5 Verification <strong>of</strong> Marks Obtained in <strong>MEDSS</strong>-<strong>CWT</strong> <strong>2012</strong><br />
If the c<strong>and</strong>idate desires to get his/her Answer sheet evaluation verified, an<br />
application in prescribed pr<strong>of</strong>arma (Annexure ‘G’), along with self addressed<br />
unstamped envelope (9”X4.5”) should be submitted to the respective Divisional<br />
Authority, within 4 days <strong>of</strong> declaration <strong>of</strong> the result <strong>of</strong> <strong>MEDSS</strong>-<strong>CWT</strong> <strong>2012</strong>,<br />
along with Dem<strong>and</strong> Draft/Pay Order <strong>of</strong> Rs.500/- (Rs. Five hundred only) drawn<br />
on any scheduled commercial bank in favour <strong>of</strong> “DMER, Mumbai”, payable at<br />
Mumbai.<br />
The c<strong>and</strong>idate will be sent photocopy <strong>of</strong> the Answer sheet <strong>and</strong> model answer<br />
key, after due verification by the Competent Authority through registered post.<br />
Representations received after the 4 days will not be entertained. The change if<br />
any, in the result shall be communicated to the c<strong>and</strong>idate. The decision <strong>of</strong> the<br />
Competent Authority in this matter shall be final <strong>and</strong> binding.<br />
7.6 Merit List:- The provisional Merit List will be prepared on the basis <strong>of</strong> marks<br />
scored in the <strong>MEDSS</strong>-<strong>CWT</strong> <strong>2012</strong> Examination <strong>and</strong> information given by the<br />
c<strong>and</strong>idate in application form. Final State Merit List Number will be given only<br />
to the limited number <strong>of</strong> c<strong>and</strong>idates in the proportion <strong>of</strong> available seats, in 1:5<br />
ratio. This final Merit List will be prepared only after scrutiny <strong>of</strong> the documents<br />
& verification <strong>of</strong> claims made by the c<strong>and</strong>idate in the application form. If the<br />
available c<strong>and</strong>idates as per the above ratio from the Final State Merit List are<br />
exhausted then further c<strong>and</strong>idates from the provisional Merit List will be called<br />
for scrutiny & verification <strong>of</strong> claims to prepare subsequent Merit List.<br />
7.7 Legal jurisdiction: All disputes pertaining to the conduct <strong>of</strong> examination <strong>and</strong><br />
selection shall fall within the jurisdiction <strong>of</strong> Courts, at Mumbai only. The<br />
Competent Authority shall be the legal person in whose name the Government<br />
<strong>of</strong> Maharashtra may sue or may be sued.<br />

7.8 If any c<strong>and</strong>idate has any objection against any question in the question paper<br />
<strong>of</strong> this examination, the same may be raised through a written application<br />
addressed to the Competent Authority within 3 days after examination.<br />
Representation received after this period shall not be considered.<br />
8. CONDUCT AND DISCIPLINE<br />
8.1 Appeal Committee:- “Appeal Committee” means the Committee setup<br />
under the chairmanship <strong>of</strong> the Competent Authority. It shall deal with the<br />
representations submitted by the c<strong>and</strong>idates/parents relating to grievances<br />
<strong>of</strong> the c<strong>and</strong>idates with regard to <strong>MEDSS</strong>-<strong>CWT</strong> <strong>2012</strong> examination <strong>and</strong> the<br />
selection process<br />
i) Chairman - Competent Authority<br />
ii) Member - Joint Director<br />
iii) Member - Dean, Grant Government<br />
<strong>Medical</strong> College, Mumbai<br />
8.2 Grievance Redressal Committee:- A Grievance Redressal Committee will be<br />
constituted at each sub-centre comprising following member:<br />
i) Sub-centre Incharge - Chairperson<br />
ii) A Supervisor - Member Secretary<br />
iii) An Invigilator - Member<br />
The committee will function from 8.00 am to the end <strong>of</strong> the examination on the<br />
day <strong>of</strong> examination. If there is any grievance during this period (regarding loss<br />
<strong>of</strong> time due to administrative error or any other examination related important<br />
matter), the c<strong>and</strong>idate will report it to the invigilator <strong>of</strong> his/her examination<br />
block. It will be communicated to the Sub-centre Incharge through Supervisor.<br />
The Committee will examine the Grievance on the spot <strong>and</strong> take necessary<br />
decision regarding the Grievance/s<br />
8.3 Failure <strong>of</strong> the c<strong>and</strong>idate in making full <strong>and</strong> correct statements in the<br />
application form <strong>and</strong>/or suppression <strong>of</strong> any information would lead to<br />
disqualification <strong>of</strong> the c<strong>and</strong>idate for <strong>MEDSS</strong>-<strong>CWT</strong> <strong>2012</strong> or even at later date.<br />
Such a c<strong>and</strong>idate will be debarred from the examination / entire selection<br />
process.<br />
8.4 Adopting a unfair means or engaging in malpractice in the examination shall<br />
render a c<strong>and</strong>idate liable for punishment under, “Maharashtra Prevention <strong>of</strong><br />
Malpractices Act, Universities, Board <strong>and</strong> Other Specified Examination Act,<br />
1982” <strong>and</strong> disqualify him/her for <strong>MEDSS</strong>-<strong>CWT</strong> <strong>2012</strong> examination.<br />
8.5 If any person(s) or <strong>of</strong>ficer(s) dealing with the conduct <strong>of</strong> the <strong>MEDSS</strong>-<strong>CWT</strong> <strong>2012</strong><br />
are found engaged in act(s) that would result in the leakage <strong>of</strong> question paper<br />
or attempt to use or help in the use <strong>of</strong> unfair means in this examination he/she<br />
shall be liable to prosecution under Indian Penal Code.<br />
8.6 Any issue not dealt here-in above will be dealt with, when arising, fully <strong>and</strong><br />
finally by the Competent Authority.<br />

CONSTITUTIONAL RESERVATIONS<br />
1) The c<strong>and</strong>idates recognized by the State <strong>of</strong> Maharashtra as belonging to the following Backward<br />
Classes, shall alone be eligible to claim admissions as against the seats reserved for such<br />

Instructions to C<strong>and</strong>idates<br />
1. This question booklet contains 50 Objective type question.<br />
2. The question paper <strong>and</strong> OMR (Optical Mark Reader) Answer Sheet is issued separately at the<br />
start <strong>of</strong> the examination.<br />
3. Section ‘I’ contains 25 questions, Section ‘II’ contains 25 questions.<br />
4. Choice <strong>and</strong> sequence for attempting questions will be as per the convenience <strong>of</strong> the c<strong>and</strong>idate.<br />
5. C<strong>and</strong>idate should carefully read the instructions printed on the Question Booklet <strong>and</strong> Answer<br />
Sheet <strong>and</strong> make the correct entries on the Answer Sheet. As Answer Sheets are designed to suit<br />
the OPTICAL MARK READER (OMR) SYSTEM, special care should be taken to mark the<br />
entries correctly. Special care should be taken to fill QUESTION BOOKLET VERSION,<br />
SERIAL No. <strong>and</strong> MHN-<strong>CWT</strong> Roll No. accurately. The correctness <strong>of</strong> entries has to be crosschecked<br />
by the invigilators. The c<strong>and</strong>idate must sign on the Answer Sheet <strong>and</strong> Question Booklet.<br />
6. Read each question carefully.<br />
7. Determine the correct answer from out <strong>of</strong> the four available options given for each question.<br />
8. Fill the appropriate circle completely like this • , for answering a particular question. Mark with<br />
Black ink ball point pen only.<br />
9. Each answer with correct response shall be awarded two (2) mark. There is no Negative<br />
Marking. No mark shall be awarded for marking two or more answers <strong>of</strong> same question,<br />
scratching or overwriting.<br />
10. Use <strong>of</strong> whitener or any other material to erase/hide the circle once filled is not permitted.<br />
11. Avoid overwriting <strong>and</strong>/or striking <strong>of</strong> answers once marked.<br />
12. Rough work should be done only on the blank space provided on the Question Booklet. Rough<br />
work should not be done on the Answer Sheet.<br />
13. Immediately after the prescribed examination time is over, the Question Booklet <strong>and</strong> Answer<br />

Important Instructions - How to Mark In The ‘OMR Answersheet’<br />
1. Use only BLACK ink ball point pen to darken/mark the appropriate circle.<br />
2. Mark should be dark <strong>and</strong> should completely fill the circle.<br />
3. Mark/darken only one circle for each entry. The answer once marked is final, any change<br />
in the option once marked, done by any method, will amount to a invalid/incorrect<br />
response.<br />
4. A lightly/faintly marked/darkened circle may also be treated as a incorrect/wrong<br />
method <strong>of</strong> marking <strong>and</strong> may not be read by the Optical Scanner.<br />
5. Marking should only be done in the space provided.<br />
6. Please do not fold the answer sheet <strong>and</strong> do not make any stray marks on it.<br />
Marking <strong>of</strong> Responses:-<br />
There will be four answer options for each question. The c<strong>and</strong>idate will indicate his/her response<br />
to the question by darkening the appropriate circle completely with BLACK ink ball point pen.<br />

01. C<strong>and</strong>idate must preserve the Receipt-Cum-Identity Card<br />
<strong>and</strong> Admit Card <strong>and</strong> bring to the examination hall <strong>and</strong><br />
produce the same on dem<strong>and</strong> by invigilator / supervisor.<br />
02. C<strong>and</strong>idate should occupy the seat in the examination hall at<br />
least Fourty Five (45) minutes before the commencement <strong>of</strong><br />
