YOUR STRATEGIC PROJECTS TEAMIntroductionNHS Midlands and East has been leading the waynationally in developing a <strong>co</strong>mmercial and <strong>co</strong>mpetitiveenvironment for the healthcare sector.Directed by Dr Stephen Dunn and led by Andrew MacPherson, NHS Midlandsand East’s <strong>Strategic</strong> <strong>Projects</strong> <strong>Team</strong> has designed and delivered groundbreaking transactions and <strong>co</strong>mpetitions at Hinchingbrooke Health Care NHSTrust and Bedfordshire and Luton Mental Health and Social Care PartnershipNHS Trust (BLPT). The team has driven <strong>co</strong>mmercial engagement through itsCommercial Advisory Board and Cooperation and Competition Panel, theonly examples of their kind nationally.The <strong>Strategic</strong> <strong>Projects</strong> <strong>Team</strong> supports, designs and delivers innovationthrough strategic change, merger, divestment, acquisition and franchise.The team works alongside clients, stakeholders and the market place todevelop <strong>co</strong>mpetitive transactions that drive the quality of patient experience,clinical excellence, value for money, safety and care, public service, quality,innovation and productivity.3


YOUR STRATEGIC PROJECTS TEAMBespoke and turn-keysupportThe NHS has yet to fully capture the benefits of bringingin new providers to deliver improvements in services forpatients and the public, and to drive up value for thetaxpayer. It has sometimes been slow to mobilise resourcesand bring in the relevant skilled personnel to ensure thatpotential benefits are realised.In February 2009, Stephen created the <strong>Strategic</strong> <strong>Projects</strong> <strong>Team</strong> (SPT), bringingin Andrew with an experienced team from the public, private and voluntarysectors to drive <strong>co</strong>mmercial transactions in the region. The SPT providesbespoke, end to end ‘turn-key’ solutions to the NHS, supporting anddelivering <strong>co</strong>mplex transactions.We offer a specialist team with a range of dedicated skills, experienceand support around project management, deal delivery, <strong>co</strong>mmunications,mobilisation, approvals and implementation.Some of our solutionsThe SPT has grown from a standing start in February 2009 to deliver severalground breaking transactions which, in just three years, had a <strong>co</strong>mbinedvalue of nearly £2bn. Activity includes the following:• Designing and delivering the first national NHS <strong>co</strong>mpetitions at BLPT toaddress service failings and deliver Foundation Trust status• Designing and delivering the first NHS operating franchise, atHinchingbrooke Health Care NHS Trust, to provide a sustainable solutionto its £40m debt and improve productivity and value for money in excessof £200m to meet Quality, Innovation, Productivity and Prevention (QIPP)requirements• Supporting NHS Bedfordshire, NHS Luton, NHS Suffolk and NHS SouthEast Essex in finding new homes for their <strong>co</strong>mmunity services, by runningmanaged NHS <strong>co</strong>mpetitions, delivered within Operating Frameworktimelines.• Supporting Cambridgeshire and Peterborough Mental Health PartnershipNHS Trust on the outsourcing of Anglia Support PartnershipWe startedas we meant to go on...“I wanted to <strong>co</strong>mmend you,Stephen Dunn and your teamfor one of the most professionalprocurement exercises that I haveever taken part in, in over 20 yearsof providing service into the publicsector. These include an OutlineBusiness Case, Department of Health and Monitor updates, supportin developing a workforce strategy, online information development,market sounding reports, an invitation to participate and pre-qualificationdocuments. The support extends all the way through to the Full BusinessCase and beyond, as can be seen in a fuller list of essential ‘ingredients’detailed on page 9.A model for the futureThe team’s leadership on Hinchingbrooke and BLPT has been re<strong>co</strong>gnisednationally. Following these two initiatives, the national Managing Directorfor Provider Development, along with <strong>Strategic</strong> Health Authorities acrossthe UK, requested we develop a national suite of interventions – includingmanagement franchising, operating franchising and mergers andacquisitions – to support the delivery of Foundation Trust status acrossEngland and promote entry to new providers.
