INTRODUCTIONTitle I, reauthorized in 1994, has provided the framework foroverall school reform.It established the principal that title I students should betaught using the same high standards as other students,eliminated federal testing requirements, provided expandedflexibility in local schools in exchange for heightenedaccountability, emphasized pr<strong>of</strong>essional development andfocused on serving the highest-poverty schools.Good News has been created to publicize <strong>North</strong> <strong>Carolina</strong>’sTitle I success stories. In this twelfth edition, the winnersfor the Distinguished <strong>Schools</strong> award are recognized.1


2009 TITLE I DISTINGUISHED SCHOOL WINNERSNominees were pre-selected at the state level. One candidatewas selected from each region for each category. For category I,the composite scores for 2005, 2006, 2007, 2008; having metAYP and a poverty percentage <strong>of</strong> 40 in the school were considered.For Category II, an absolute standard was the criteria. Theschool with the most subgroups where all subgroups made AYPwas the standard. The school identified in each region showedthe Most Progress in Significantly Closing the Achievement Gapbased on this standard.Sixteen schools were nominated for the Distinguished <strong>Schools</strong>Recognition Program for 2009. These schools were from thefollowing counties: Dare, Cleveland, Craven, Cumberland,Madison, Rockingham, Watauga, Wake, Wayne, and Wilson County.
