UNAFEI contributes to the enhancement of justicein the international communityUNAFEI provides various types of technical assistanceThe United Nations Asia and Far East Institute for thePrevention of Crime and the Treatment of Offenders (UNAFEI)is a United Nations regional institute, established in 1962 byagreement between the United Nations and the Government ofJapan. UNAFEI’s main activities are to hold international trainingcourses and seminars for criminal justice personnel from aroundthe world and to conduct studies and research in the field ofcrime prevention and offender treatment. Following the UnitedNations policies and efforts concerning criminal justice, UNAFEIcontributes to promoting the sound development of criminal justicesystems and mutual co-operation among UN member states,especially developing countries in the Asia and Pacific Region.UNAFEI’s activities, fully funded by the Government of Japan, arehighly valued as part of Japan’s contributions to the internationalcommunity.UNAFEI is operated under the joint auspices of the Governmentof Japan and the United Nations, based on the exchange of officialdocuments between these two governing bodies. The United NationsTraining Cooperation Department in the Research and TrainingInstitute of the Ministry of Justice, assuming full responsibility forfinancing and personnel, conducts training courses, surveys, andresearch in co-operation with the United Nations. The Director ofthe department serves as the Director of UNAFEI, in consultationwith the United Nations. Professors, who are selected from amongjudges, public prosecutors, and correctional and probation officers,and the secretariat undertake the programming and implementationof UNAFEI’s activities in co-operation with related organizations,such as the Japan International Cooperation Agency (JICA) and theAsia Crime Prevention Foundation(ACPF).UNAFEI is the oldest of the regional United Nations instituteslocated around the world (Africa, Latin America, Northern Europe,etc.). In every course andseminar, a different theme focusing on important issues in ourglobalizing society is selected and discussed. As of 31 March,2010, UNAFEI has conducted a total of 144 internationaltraining courses and senior seminars.The international training course held in spring mainly dealswith the treatment of offenders, while the one held in autumnconcentrates on crime prevention and countermeasures againstvarious crimes. In recent years, the duration of the internationaltraining courses has varied from five to six weeks. <strong>Participants</strong>should be criminal justice officials holding relatively senior orhigh-ranking positions in their respective countries. Usually,about fifteen overseas and five to ten Japanese participants takepart in each course or seminar.
