approval<strong>The</strong> approval process shifts into high gearFull speed aheadNew <strong>plant</strong>, new permit. That, in so many words, describes what it takesto relocate Ticona to Höchst Industrial Park. Because although Ticonahas already been operating the <strong>plant</strong> at Kelsterbach for more than 45years, the im<strong>plant</strong>ation and operation of the new production facility requiresregulatory approval. <strong>The</strong> government agency responsible for thisis the Darmstadt Regional Government Office, Frankfurt OccupationalHealth, Safety and Environment Protection Department.This permit application is an extensive onebecause the new Ticona <strong>plant</strong> is a project ofmajor proportions; after all, the facility thatwill find its new home to the west of Frankfurtwill be the world’s <strong>largest</strong> <strong>POM</strong> <strong>plant</strong>.<strong>The</strong> permit application that Ticona submittedto the responsible authorities andmore than 20 different specialist agencies onNovember 30, 2007 comprises 16 binders.Its 23 sections formally apply for permissionto erect and operate a <strong>POM</strong> production<strong>plant</strong> with a capacity of 170,000 metric tonsper year at Höchst Industrial Park accordingto § 4 (1) German Federal ImmissionControl Act (BImSchG). It describes theproduction process and <strong>plant</strong> environment,in particular, and provides details on the environmentalprotection and waste recyclingmeasures. <strong>The</strong> company began preparingpermit application documents already inthe spring of 2007, but site plans and otherspecific parts of the documentation couldnot be issued before the final siting decisionwas made. In compiling the documentationfor the permit application, Ticona obtainedsupport from Infraserv Höchst’s permitmanagement department. Proof of the twocompanies’ successful collaboration lies inthe result: <strong>The</strong> application was completedright on schedule.Public disclosureUnder the provisions of the German FederalImmission Control Act, the approvalprocess calls for the participation of thegeneral public. For this reason, certainmunicipalities designated by the DarmstadtRegional Government Office as particularlyconcerned were given public access to theapplication documents. This occurred inearly 2008 in Frankfurt, Höchst, Sindlingenand Kelsterbach. For four weeks, interestedcitizens had the opportunity to inspect thedocuments. Criticism – and also suggestions– from the “public” are incorporated intothe process here by means of “objections”,whereby the legislators’ intention is toensure a maximum of input from thoseaffected by the project under consideration.Presentation of the projectat an administrative hearingUpon conclusion of the public disclosure, atotal of only five objections were received.With the participation of more than a dozenexperts from associated specialist agencies,a few journalists and the few individualsraising objections, it took only four hoursfor the permit authorities, the DarmstadtRegional Government Office, to declare thatthe Ticona’s permit application had beenadequately discussed and reviewed in anopen forum. <strong>The</strong> presiding President of theRegional Council (Regierungspräsident),Gerold Dieke, explained how the reviewcould be concluded so rapidly: “Basically,we’ve already known the facility very wellfor 40 years.” So he’s not expecting anysurprises.Permit for the start of constructionEverything points toward approval – thiswas also borne out by the permit for thepreliminary start of construction grantedto Ticona by the Darmstadt RegionalGovernment Office in accordance with § 8aof the Federal Immission Control Act onMay 16, 2008. Immediately upon notificationof that approval, preparatory measuresstarted at the construction site in HöchstIndustrial Park.<strong>The</strong> final construction and operating permitis expected by autumn of 2008.Technical Head of the completerelocation project is Dr. MatthiasGöring (left). Foundation work for thenew <strong>plant</strong> is already under way but the foundationstone ceremony will officially mark thestart of building construction.When will customers receive a detailedtimetable for the relocation, which theycan use to plan around?<strong>The</strong> majority of our customers are probablynot interested in all the details of our constructionand planning, however, what is importantfor our customers to know is when we will beable to start production trials. This will happenin 2010, but we will only be able to providea schedule of the milestones when we haveTicona, Kemp knows the company likethe back of his hand. Seán Kemp is a manof action. „Of course, I relax sometimesafter a job has been completed, but I can’tstand to be idle for too long“, he admits.He will get the chance to prove this inthe coming months and years as he makeshimself available to Ticona customers roundthe clock to answer any questions they mayhave about the relocation.In the interview with inform, Seán Kemphas already answered some questions thatone person or another couldn’t wait to ask.If, however, you would like to know more,do not hesitate to contact Seán Kemp. We will take this time to adjust andoptimize the new <strong>plant</strong> before the Kelsterbach<strong>plant</strong> is shut down in mid 2011, a verygenerous transition period has therefore beenallowed. powertrain interviewA highly complex 3-D model simulatesall process flows prior to start-up.<strong>The</strong> relocation was justified by concernsabout safety because of the airport locationnear the Kelsterbach site – will thenew <strong>plant</strong> be far enough away?Yes, air traffic is not an issue for the locationof the new <strong>plant</strong> at the Höchst Industrial Park.Although the Industrial Park is in the vicinityof the Ticona Kelsterbach site, there is a flightdistance of seven kilometers between the twosites. That is sufficient to ensure that FrankfurtAirport has no worrying implications for thenew site at Höchst.Are all Ticona products affected by therelocation?No, only Hostaform ® <strong>POM</strong> and Celstran ®LFRT are currently produced at the Kelsterbachsite and are affected by the relocation,both products will be manufactured at the newHöchst site from mid 2011.Does that also apply to the medical technologyproducts?Yes, the new <strong>plant</strong> will produce the entireHostaform ® Medical Technology (MT ® ) graderange currently made at Kelsterbach. Ticona isunique in the extent of the products it offers tothe medical market and will remain so for thelong term.Are there products, previously manufacturedat Kelsterbach that will no longer beproduced at the new Höchst site?<strong>The</strong>re is no intention to rationalize the graderange in conjunction with the relocation. Wedo of course review our product offerings on aregular basis to ensure they meet with customerand manufacturing requirements, it is howeverrare that we have to discontinue grades.In other words, will all the usual productscontinue to be manufactured in the Ticonaproduction <strong>plant</strong> or will there be importsfrom other production sites?<strong>The</strong> new <strong>plant</strong> in the Höchst Industrial Parkwill be able to produce all the products, to thesame high specifications, in the Ticona productportfolio as the <strong>plant</strong> at Kelsterbach produces.It will therefore not be necessary to supplyour customers with materials from productionsites in the USA or from our Asian alliancepartners. It should be noted that Ticona doeshave global grades that are produced to thesame exacting standards from alternative locationsaround the globe.How will you ensure that the productsmanufactured in Höchst are of the samehigh quality as those produced at Kelsterbach?In our business, quality is the result of the productionprocess. <strong>The</strong> same proven technology,and the same quality processes will be used inthe Höchst site, our quality release data will becompared to ensure the materials are equivalentand within specification.Will the quality agreements be revised?No, as we have stated, the specifications willnot change and so the quality agreementsshould not need to be revised. <strong>The</strong> entireproduction process will remain the same triedand trusted operation – in future it will simplybe carried out in a new <strong>plant</strong>.Will the technology of the <strong>plant</strong> at thenew site be changed or improved as comparedwith the Kelsterbach <strong>plant</strong>?Process management in our <strong>plant</strong> at Kelsterbachis state-of-the-art because it representsthe culmination of over 40 years continualprocess optimization. Chemistry is a continuum,as it were, and not static. <strong>The</strong> technologyof the new <strong>plant</strong> takes forward this processof optimization begun over 40 years ago. <strong>The</strong>new <strong>plant</strong> will therefore produce the samehigh quality products that our customers havecome to expect.One last question: Why isthe <strong>plant</strong> being built inGermany, a productionlocation with such highlabor costs?We produce engineeringthermoplastics and are thereforereliant on a manufacturinglocation that has a highlydeveloped infrastructure ofknowledge carriers and qualifiedemployees. elocationA forward-looking decisionTicona goes HöchstTicona’s Kelsterbach works are just a few kilometers from the FrankfurtAirport. In 2000, the airport’s operating company, Fraport, decided toadd a new runway that would lie directly adjacent to the grounds ofthe Ticona works. <strong>The</strong> management of Celanese and Ticona knew rightaway that a runway and a chemical <strong>plant</strong> could not coexist in such closeproximity. Because the first rule of Ticona’s safety philosophy is toprevent risks.So Ticona filed an objection. <strong>The</strong> ensuingdispute between Ticona, the airport operatorFraport and government authoritieslasted several years. Ticona’s position wasclear and ultimately accepted by all parties:<strong>The</strong> risk associated with the constructionof the runway was unacceptable for the safeoperation of the <strong>plant</strong>. Either plans for therunway would have to be reconsidered andFraport would have to choose another locationfor the runway, or else Ticona wouldhave to be relocated.Through the mediation of the State ofHessen, Celanese/Ticona and Fraportagreed on a cost-neutral relocation ofTicona Kelsterbach. With the decision togive up the site and resolve the legal dispute.In the beginning there was the question ofwhere to put the <strong>plant</strong> now…An international and cross-functionalCelanese/Ticona team set the process ofthe site search in motion. <strong>The</strong> decision toselect a new location in Germany was madequickly. That left about fifty locations fromwhich to choose. <strong>The</strong> key criteria in thedecision were: Availability of raw materials,reliability of energy supply and the processreliability of the overall project.In the summer of 2007, the generalmanagement of Celanese/Ticona ultimately chose HöchstIndustrial Park, which lies justseven kilometers – as the crowflies – from the works’ original location.<strong>The</strong> industrial park is already home to threeCelanese businesses: Celanese ChemicalsEurope <strong>GmbH</strong>, Celanese Emulsions <strong>GmbH</strong>and Nutrinova <strong>GmbH</strong>.“Höchst Industrial Park presents the bestoverall package: It completely met all ofour essential criteria. When we comparedsites, Höchst Industrial Park was thus ableto prevail against the competitors, giving usimplicit confidence in our decision,” saysGeneral Manager and Head of Ticona’sKelsterbach site, Dr. Joachim Gersdorf.“<strong>The</strong> extraordinary advantage of this optionis that it allows us to retain the know-howof our workforce.”Ticona is also receiving full support forits siting decision from the political side:“Höchst Industrial Park offers the best conditionsfor Ticona,” explained Frankfurt’smayor, Petra Roth, and planning departmenthead, Edwin Schwarz.Construction work began at the new locationat the end of May 2008. From here on,everything will fall into place very rapidly:Part of the new <strong>plant</strong> will go into operationalready in 2009. In 2010, the two <strong>plant</strong>s willbe operated in parallel. And then startingfrom 2011, the new Höchst productionfacilities will finally go into full operation,completely replacing the production of theKelsterbach <strong>plant</strong>.Production employee Jürgen Rothhas been working at the Kelsterbachsite for 35 years: “When you’veseen the <strong>plant</strong> grow little by littleover the years like I have, it’s hardto leave it all behind,” he says. “Itreally seems a little like home somehow.”Roth no doubt mirrors thesentiments of many of his colleagueshere, especially the older ones.Nevertheless, there are also otheropinions. Kai Horst is since fiveyears in Kesterbach and he is lookingforward to working at HöchstIndustrial Park in the future: “I thinkit’s a good thing that we’re movingto the industrial park and will beworking closer to the other Celanesecompanies there in the future.”Salvatore Cravotta has also beenpart of the team for the past 5 yearsnow. He, too, is happy about movingto the industrial park: „Being partof a brand new production <strong>plant</strong>right from the start is a uniqueopportunity.inform 09.2008


SiteHöchst Industrial Park – the new Ticona site<strong>The</strong> Höchst district lies 10 kilometers west of downtown Frankfurt/Germany, there where the Niddameets the Main. Originally a municipality of its own, Höchst was incorporated as part of Frankfurt in1928. Today about half of the land registry sub-district Höchst is occupied by Industrial Park Höchst.View in 1866View in 2006New site in quadrant G3/G4Höchst Industrial Park<strong>The</strong> history of Höchst Industrial Park datesback to 1863. To the west of Höchst’s citywall five workers established a chemicalfactory, which developed over the courseof many decades into the major global corporation,Hoechst AG.Today, 145 years later, the grounds ofHöchst Industrial Park span more than460 hectares (1140 acres) and its 800 buildingsare home to over 90 companies andsome 22,000 employees. It is one of theworld’s <strong>largest</strong> locations for research andproduction in the areas of chemistry, pharmaceuticalsand biotechnology.In its present form, the industrial parkoriginated out of what was once the main<strong>plant</strong> of Hoechst AG. <strong>The</strong> latter was splitup into separate entities beginning from1997, control of which was then transferredto various companies.Infraserv <strong>GmbH</strong> & Co. Höchst KG hasbeen the site operator since 1998. In thatcapacity, Infraserv Höchst is responsiblefor the complete infrastructure at the site.In addition, Infraserv provides a widerange of services such as facilities management,IT services, logistics or emergencymanagement.Ticona will also take advantage of this“full service” package. In the future, allinfrastructure not considered part of thecore process of Ticona production – such assteam, electricity, logistics, waste disposal orsite security, for example – will be suppliedand/or supported by Infraserv.Celanese Chemicals Europe <strong>GmbH</strong>,Celanese Emulsions <strong>GmbH</strong> and Nutrinova<strong>GmbH</strong> already operate at the site on thisbasis today. Since the industrial park wasestablished, Celanese has been a limitedpartner with a share of about 30%, withsimilar shares also being held by Sanofi-Aventis and Clariant.Ticona site<strong>The</strong> new Ticona site is very centrally locatedin the southwestern part of the industrialpark (in quadrant G3/G4, to be precise) andcomprises an area of about 10 hectares(25 acres). Site<strong>The</strong> Behrens Building atHöchst Industrial ParkDesigned by architect Peter Behrens, the world-renowned“Behrens-Bau” or “Behrens Building” was erected from1920 to 1924. <strong>The</strong> building was the hallmark of HoechstAG – its bridge and tower were depicted on the company’slogo from 1947 through 1997. projekt XXLCreation between Höchst and HaarlemProjekt XXL: <strong>The</strong> world’s <strong>largest</strong> <strong>POM</strong> <strong>plant</strong><strong>The</strong> construction of the new Ticona <strong>plant</strong> in Höchst Industrial Park is no small task – it’s been tenyears since the chemical industry launched a project of this magnitude in Europe – and it representsan extraordinary challenge for Ticona.Model of the <strong>plant</strong><strong>The</strong> new <strong>plant</strong>’s technologywill be improved in certainrespects, but basically it will bethe same as the one in Kelsterbach– but somewhat larger,however, in order to achievegreater capacity.<strong>The</strong> <strong>plant</strong> at Ticona’s Kelsterbach site grewover the course of 45 years, developingstep by step to eventually reach its currentsize. With the construction of a new facilityat Höchst Industrial Park, the situation iscompletely different, however: Within 18months, the world’s <strong>largest</strong> <strong>POM</strong> <strong>plant</strong>will be created here – erected according totoday’s highest technological standards,but without leaving the proven productiontechnology of the previous <strong>plant</strong> behind.Ensuring the smooth execution of this processdemands top performance from eachof the partners involved. <strong>The</strong> Celanese/Ticona relocation team obtained such acommitment from its partner in the project,the undisputed benchmark company in thearea of <strong>plant</strong> design and construction: FluorCorporation, an American company withEuropean headquarters in the Netherlands.In Fluor’s building in the Dutch city ofHaarlem, about halfway between Amsterdam’sSchiphol Airport and the North Seacoast, about 100 people are working on thedesign of the new Ticona <strong>plant</strong>. In order tohandle the complexity of the productionfacilities right from the outset during theplanning phase, a cross-functional teamof experts from Celanese/Ticona andFluor was formed. It consists primarily of10inform 09.2008


projekt XXLengineers – but also lawyers and businessmanagers – who participate in process,engineering and contract management activitiesas well as in the procurement of <strong>plant</strong>equipment.<strong>The</strong> team gathers expert input from theentire Celanese network, orders componentsfrom all over the world, and placesdetail orders with specialists from countriesnear and far. In doing so, this emphasizesthe importance of the high quality of eachindividual part to be installed in the new<strong>plant</strong>. This represents a particularly challenginggoal at the present time, becauseobtaining the best quality at the right priceis especially difficult whenever the <strong>plant</strong>construction sector experiences a period ofstrong economic expansion.In May 2008, the first phase of planning, the“basic engineering phase”, was completedand the second phase, the “detail engineeringphase”, began.In order to meet the project’s tight schedule,the individual planning steps that make upthe designers’ day-to-day operations mustrun in parallel, seamlessly intertwined foroptimal efficiency. To this end, the resultsgenerated by the various technical groupsare combined into a highly complex 3-Dmodel of the <strong>plant</strong>. This computer modelmakes it possible to simulate process flows– a virtual precursor of the actual <strong>plant</strong>.Based on this digital construction roadmap,the entire design of the new <strong>plant</strong> will bemonitored and all steps will be simulatedhere in advance.Preparations underwayfor the foundationLead roles in the project of the century<strong>The</strong> Celanese/Ticona team in Haarlemwould not be able to function without excellentcooperation on the part of all involved.Think of the design of the new<strong>plant</strong> as a practical example of globalization:<strong>The</strong> core team based in the Dutch cityof Haarlem has access to the experienceand know-how of the experts at all of theCelanese/Ticona sites. That’s because thecore team is the group that initiates, guides,evaluates, documents – and, of course, isalso ultimately responsible for – the entireprocess of creating the new <strong>plant</strong>.Three American Celanese employees haverelocated to Haarlem for the duration of theplanning phase. <strong>The</strong>re they work with sixcolleagues from Kelsterbach, one of whomis Dr. Jens Schiebisch. <strong>The</strong> new constructionof the <strong>plant</strong> is “the biggest project evercarried out by Celanese/Ticona,” explainsSchiebisch. In so doing, he and his teamhave an extraordinary mission to fulfill:<strong>The</strong>y must take the knowledge acquiredthrough continuous process optimizationin Kelsterbach over the course of 40 yearsand transfer it into the layout of the new<strong>plant</strong>. So this unique production know-howmust now be adapted for the new productionfacility.
