Proficiency testingThe laboratory shall be required to participate ininterlaboratory exercises organized by the EMB.The laboratory shall be required to participate ininterlaboratory exercises recommended by the EMB.The Secretariat shall prepare the report for theproficiency test. Said report shall be forwarded to theTAG-LRfor consolidation and review.d. Consolidation and review of data and informationThe Technical Advisory Group for LaboratoryRecognition (TAG-LR) shall be created by the DENRSecretary to consist of the following:Chairperson of the LIAT;Representative of professional chemical associations;Technical representative of environmental NGOs;Director, EMB; andUndersecretary for Environment, DENR.The TAG-LR shall consolidate and review thelaboratory inspection/assessment and proficiency testingreports. From the data and information available, the TAG-LRshall recommend to the DENR Secretary the issuance/non-247
issuance of the Certificatelaboratory.of Recognition to the applicantThe Secretariat shall assistdischarge of its functions.the TAG-LR in thee. Issuance of the Certificate of RecognitionThe Certificate of Recognition shall be issued, signedand approved by the Secretary of the DENR if the laboratoryhas complied with the documentation, analytical performance,and other requirements, upon recommendation of the TechnicalAdvisory Group.The Certificate of Recognition shall, among others,contain the following information: name and address of therecognized laboratory, laboratory code number, scope ofrecognition, persons recognized by the DENR as beingresponsible for the technical validity of test reports, effectivityand date of expiry of the Certificate of recognition, signature ofthe Secretary of the DENR, and dry seal of the DENR.f. Monitoring and reassessmentThe EMB, in coordination with the EMPAS, shallinstitute monitoring mechanisms within the period of effectivityof the Certificate of Recognition to ensure that the recognizedlaboratory continues to comply with the requirements. Theseinclude but are not limited to the following:(1) laboratory inspection; and(2) provision of quality control/intercomparison samples foranalysis by the recognized laboratory.248
