Annexure–IIDEPARTMENTAL INSTRUCTIONS(1) The evaluation of all entries including entries in regional languagewill be done at the Circle level by the examiners selected by the CircleHeads from amongst the officers of the Department.(2) In case, a circle is receiving entries in regional languages other thanthe regional language of the circle and it is not a position to get themevaluated /translated such entries may be sent to the appropriate Circlewith the request that the same may be got evaluated/ translated, underintimation to the Directorate.(3) After evaluation, best three (3) entries from each circle may be<strong>for</strong>warded to the Directorate. In case there are any regional entriesamongst the best three (3) entries, such entries may be got translatedinto English and such regional entries along with its Englishtranslation may be sent to the Directorate. Rest of the entries may bekept in the circle.(4) The examiners may be instructed to give weightage whileevaluating the entries to:a) Correctness of languageb) Coherence –logical developmentc) Originality of the ideasd) Style of writinge) Theme; andf) Format of the letter(5) It is to be specifically ensured that no invigilator is posted at a Centrewhere his /her son/ daughter near relative etc., is appearing. This isvery important.(6) The duration of the competition will be one hour and the maximummarks allotted are 100 (One hundred).(7) To give publicity to the <strong>Letter</strong> <strong>Writing</strong> <strong>Competition</strong>, an advertisementon All <strong>India</strong> level is being issued from Directorate. The Circles mayalso release advertisements in local newspapers through DAVP. The
Circles may also print suitable posters and take other publicitymeasurers in the light of their experience in the past. The copies of theadvertisements can also be sent to the local State level educationalinstitutions <strong>for</strong> better response.8. The 40 th <strong>UPU</strong> <strong>Letter</strong> <strong>Writing</strong> <strong>Competition</strong>, 2011 will be held strictlyin accordance with the following time schedule:1 Date by which the participants shoulddeclare their intention to participate in thecompetition (Last date) to CPMG /PMGSchool Principal2 Date and time of the ‘on the spotcompetition’.3 Date by which evaluation work is to becompleted by the Circle and three (3) bestentries required to be sent to theDirectorate.4 Date by which the Selection Committeeshould meet to select the prize-winningentries <strong>for</strong> 40 th <strong>UPU</strong> <strong>Letter</strong> <strong>Writing</strong><strong>Competition</strong>.Immediately but notlater than by20.12.201002.01.201110.00 to 11.00 hoursAs soon as possiblebut not later than by15.02.201126.03.20119. All the candidates shall be required to apply in person to the Chief<strong>Post</strong>master General/ <strong>Post</strong>master General/ School Principal induplicate. While one copy of the application <strong>for</strong>m may be retained <strong>for</strong>office records, the second copy duly receipted shall function as theHall permit. Both copies must have a passport size photograph of thecandidate affixed on them.All the applications and hall permits received from the participants are to bepreserved in the offices of CPMG / PMG School Principal till the process ofselection of the prize-winning entries and distribution of awards iscompleted.
