Newrnan CADear Senator Boxer,In 1995 and 1998, the <strong>City</strong> <strong>of</strong> <strong>Newman</strong> flooded when heavy rains lead to Orestimba Creek overflowing itsbanks. Flood waters contaminated with agricultural residues and raw sewage engulfed our <strong>City</strong>. <strong>City</strong>staff and residents were called to action to evacuate the San Luis Convalescent Hospital in the middle <strong>of</strong>the night as flood waters threatened the residents. Our Historic Downtown and its businesses sustainedmillions <strong>of</strong> dollars in damage as water depths reach nearly two feet. The physical conditions thatcontributed to these disasters still exist today.Following those events, the <strong>City</strong> and <strong>Stanislaus</strong> <strong>County</strong> began working with the U.S. Army Corp <strong>of</strong>Engineers to study the project and develop solutions. A project which originated as a flood controlproject has evolved into a multi-level project that includes flood control, stream bed renovation andwildlife habitat and corridor rejuvenation. Overall, this project will enhance agricultural productionaround the creek, restore natural habitat for wildlife and provide the <strong>City</strong> <strong>of</strong> <strong>Newman</strong> a measure <strong>of</strong>protection against future disaster due to flood waters.This project became increasingly necessary with the first fatality as a result <strong>of</strong> Orestimba Creek. OnDecember 31, 2005, heavy rainfall pushed Orestimba Creek to flood Eastin Road (<strong>County</strong> road) withnearly four feet <strong>of</strong> water. The solo vehicle struck the water and the driver lost control <strong>of</strong> the vehicle. Apassenger succumbed to a non-collision injury as a result <strong>of</strong> entering the water following the collision(source: CHP accident report).In closing, floods waters caused by heavy rainfall in the Orestimba Creek watershed have resulted inmillions <strong>of</strong> dollars in damage to Newrnan businesses and played a contributing factor in the death <strong>of</strong> oneperson. The <strong>City</strong> <strong>of</strong> <strong>Newman</strong> requests your support by voting to continue funding <strong>of</strong> the US Army Corp<strong>of</strong> Engineers Orestimba Creek project in <strong>Stanislaus</strong> <strong>County</strong>, CA.
