3.3.3. There is a lack of sufficient detail to determine if the proposal has value to<strong>DNSSAB</strong>;3.3.4. It is not deemed by the Director to be of sufficient value to <strong>DNSSAB</strong>.4. Evaluation ProcessIf none of the conditions listed above apply to the <strong>Unsolicited</strong> Quotation or Proposal <strong>and</strong>the Director is willing to consider it, the following minimum information must besubmitted to the Director as part of the <strong>Unsolicited</strong> Quotation or Proposal, as applicable:a. Vendor profile (sales volume, years in business, head office location, staffcompliment, key clients, etc);b. Proposal or Quotation overview;c. Objectives <strong>and</strong> outcomes;d. Project scope or specifications <strong>and</strong> time frames;e. Deliverables <strong>and</strong> work plan;f. Project controls <strong>and</strong> constraints;g. Reporting <strong>and</strong> project management;h. Supplier <strong>and</strong> <strong>DNSSAB</strong> respective responsibilities;i. Pricing <strong>and</strong> benefit/risk sharing.4.1. If the Director feels the <strong>Unsolicited</strong> Quotation or Proposal has merit, thePurchasing Manager will assemble an Evaluation Team with sufficient expertiseto evaluate the <strong>Unsolicited</strong> Quotation or Proposal.4.2. The Evaluation Team will determine if <strong>Unsolicited</strong> Quotation or Proposal meetsthe criteria of <strong>and</strong> should follow:a. The Competitive Procurement Process as defined in the Purchasing policyFIN/ADM 08, or;b. The Non-Competitive Procurement Process as defined in the Purchasingpolicy FIN/ADM 08..5. DefinitionsThe words <strong>and</strong> phrases listed below when used in this policy shall have the followingmeanings ascribed to them:“BOARD” means the Board of Directors of the Nipissing District Social ServicesAdministration Board;”CONTRACT” means any agreement, regardless of form or title, for the lease purchaseor disposal of Goods, Services or Construction authorized in accordance with thispolicy;
