LakePontchartrainThe purpose <strong>of</strong> this <strong>of</strong>ficial publication is to provideyou with information concerning the traffic <strong>and</strong>parking regulations on the UNO Main <strong>and</strong> EastCampuses. These rules are necessary to providefor orderly parking <strong>and</strong> traffic flow.Included in this brochure is the campus parkingmap. We suggest that you refer to this guideregularly to avoid receiving a parking or trafficticket. If you are unsure about a parking lot orparking space, do not risk getting a ticket; parksomewhere else. THE PARKING AND TRAFFICREGULATIONS FOR THEUNIVERSITY OF NEW ORLEANSARE IN EFFECT 24/7OPERATOR’S RESPONSIBILITYYou must familiarize yourself with <strong>and</strong> follow allparking <strong>and</strong> traffic regulations which are in effect 24hours a day/seven days a week.Pedestrians have the right <strong>of</strong> way; all vehicular traffic,motorcycles, motor scooters, <strong>and</strong> other wheeledtransportation must yield to foot traffic, especially inthe crosswalks.All other state <strong>and</strong> local traffic regulations, such ascoming to a complete stop at stop signs, apply oncampus.The maximum speed limit on campus is 20 mph.The speed limit in all parking lots is 10 mph.Lock your vehicle at all times <strong>and</strong> store yourvaluables out <strong>of</strong> sight. The university assumes noresponsibility for any vehicle or its contents at anytime while operating or parking on university-ownedor controlled property. Taking personal responsibilityfor your safety <strong>and</strong> your belongings will reduce thenumber <strong>of</strong> crimes on campus.Motor vehicle accidents must be reported to<strong>University</strong> Police immediately. When reporting anaccident, include the name(s) <strong>of</strong> the driver(s), <strong>and</strong>driver’s license number(s) <strong>of</strong> all parties involved. Ifthe other party is absent: 1) place your name, phonenumber, <strong>and</strong> driver’s license number securely on thevehicle; 2) make an immediate report to <strong>University</strong>Police to avoid being charged with a hit <strong>and</strong> runaccident. A few days after the report is taken, you canreceive a copy. You can use this report to file with yourinsurance company.The university is not responsible for damage to vehiclescaused by another in the process <strong>of</strong> driving <strong>and</strong>/orparking on campus. All vehicles are operated or parkedon campus at the owner’s risk.All vehicles operated on campus must be in safeworking condition.In case <strong>of</strong> emergency, call <strong>University</strong> Police at280-66661


APPROVED PARKING REGULATIONSTo help the UNO community underst<strong>and</strong> where <strong>and</strong>how to park, the following rules have been developed.Failure to follow these rules will result in a ticket.E All vehicles parked on campus must have a parkingdecal (excluding the Pay Lot <strong>and</strong> metered parkingspaces in front <strong>of</strong> the <strong>University</strong> Center).E The <strong>Traffic</strong> <strong>and</strong> <strong>Parking</strong> <strong>Regulations</strong> are in effect 24/7.E Red decal= student decals <strong>and</strong>White decal=faculty/staff decals.E To obtain a decal, pay for a decal at the Bursar’s Officeor online, then go to <strong>University</strong> Police to register yourvehicle. <strong>University</strong> Police will issue a decal for yourvehicle.E Remember that a parking decal does not guaranteeyou a parking space; it only allows you to park oncampus.E Vehicles with current UNO decals cannot park in designatedvisitor parking spaces or at metered parkingspaces.E All vehicles must park facing the centerline or curb(the rear <strong>of</strong> the vehicle must face outward) <strong>and</strong> mustbe within the boundaries <strong>of</strong> one parking space.E All rules are in effect 24 hours a day, seven daysa week, throughout campus, including the EastCampus <strong>and</strong> the Arena.Student <strong>Parking</strong>All WHITE lined spaces are for student parking. Inthe evenings (between 5:00 p.m. <strong>and</strong> 6:00 a.m.) <strong>and</strong> onweekends, students may park in the YELLOW spaces.Students may not park in any RED lined spaces orRESERVED spaces. Remember, on weekdays (Monday– Friday 6:00 a.m. to 5:00 p.m.) if you park in spacesother than ones painted WHITE, you will get a ticket.Dual enrolled students at either Delgado or NunezCommunity Colleges or SUNO who have a currentdecal from those institutions may park on the UNOcampus in spaces designated for students only.Students who are residents <strong>of</strong> student housing mustobtain a free residential decal to park in the residentiallot. To park outside <strong>of</strong> the residential lot, students mustobtain the regular student decal.2


Faculty/Staff <strong>Parking</strong>Spaces in YELLOW <strong>and</strong> spaces with designated signsare approved for faculty/staff from 6:00 a.m. to 5:00 p.m.,Monday-Friday. After 5:00 p.m. <strong>and</strong> on weekends studentsmay also park in these spaces. RED lined spacesare reserved for faculty/staff 24 hours a day, seven days aweek.Faculty <strong>and</strong> staff members from Delgado CommunityCollege, Nunez Community College or SUNO who havea current decal from that institution may park on theUNO campus.Reserved <strong>Parking</strong>Special reserved spaces, designated with a sign or spaceswhich have “Reserved” painted on the pavement, arereserved 24 hours a day, seven days a week, for individualswith prior approval from the university administration.<strong>Parking</strong> for Persons with DisabilitiesSpaces have been identified throughout campus specificallyfor people with disabilities. To park in a disabilityparking space you must have a UNO DECAL <strong>and</strong> one<strong>of</strong> the following: a state-issued disability license plate ora state-issued disability hang tag displayed on the rearview mirror. Other parking accommodations can bemade under special circumstances. Please contact theOffice <strong>of</strong> Disability Services (280-6222) for information.Persons with disabilities, who have the proper decal <strong>and</strong>tag, will not be ticketed if parked on campus in areas thatdo not impede traffic. This parking exception excludesthe loading zones <strong>and</strong> service drives, which are necessarytraffic areas for delivery, service, <strong>and</strong> emergency vehicles,<strong>and</strong> areas not designated for parking (for example, on thegrass or traffic lanes).Residential <strong>Parking</strong>Campus residents have the privilege <strong>of</strong> parking vehiclesclose to their residence <strong>and</strong> must obtain a specialResidential <strong>Parking</strong> Decal from <strong>University</strong> Police ifparking in the designated residential lot. Residents <strong>of</strong>Pontchartrain Hall are allowed one Residential Decalper person; Lafitte Village residents can receive oneResidential Decal per apartment. These must be renewedeach semester (fall, spring, summer). Vehicles withresidential decals must park in white lines spaces only.There are yellow-lined spaces in the residential lots thatare reserved Monday-Friday 6:00 a.m. until 5:00 p.m. forstaff respective to the residential facilities.The Human Performance Center (HPC) gravel parkinglot is designated as overflow parking for residents <strong>of</strong>Pontchartrain Hall.3


Pontchartrain Hall residents are not allowed to park inthe parking lot by the Children’s Center.Pontchartrain Hall visitors can obtain a temporaryparking decal from the Pontchartrain Hall front desk.Privateer Place ResidentsResidents <strong>of</strong> Privateer Place must obtain a parking decalfrom the Privateer Place Management <strong>of</strong>fice. If PrivateerPlace residents wish to park on campus outside <strong>of</strong> theirdesignated residential lot, they must obtain a regularUNO parking decal.Vendor <strong>Parking</strong>During regular <strong>of</strong>fice hours, special decals for vendorsconducting business on campus can be purchased persemester. This decal is affixed to the front passenger side<strong>of</strong> the windshield.Jefferson CenterDecals are not required to park at the Jefferson Center.<strong>Parking</strong> on the UNO main campus requires a currentdecal.Recreation <strong>and</strong> Fitness CenterAll members (except UNO students, faculty/staff)must obtain a parking permit from the Recreation <strong>and</strong>Fitness Center. The permit allows parking only in the loteast <strong>of</strong> the Recreation <strong>and</strong> Fitness Center. The chargefor the permit varies depending on the length <strong>of</strong> yourmembership. UNO students <strong>and</strong> faculty/staff mustobtain a regular UNO parking decal from <strong>University</strong>Police <strong>and</strong> park in accordance with all rules <strong>and</strong>regulations.Ben Franklin <strong>Parking</strong> LotsBen Franklin High School is responsible for issuingparking decals to faculty, staff <strong>and</strong> students <strong>of</strong> BenFranklin High School. There are parking lots specificallydesignated for Ben Franklin. Any vehicles with an UNOdecal or unregistered vehicles parked in these lots will beticketed. Conversely, vehicles with Ben Franklin decalswill be ticketed if parked in UNO parking lots.Loading/Service DrivesVehicles making deliveries on campus may use theservice drives to load <strong>and</strong> unload heavy items. In specialsituations, <strong>University</strong> Police can provide authorizationfor UNO employees to use these areas with a 30-minutelimit. Remember that you must have special permissionfrom <strong>University</strong> Police prior to using these areas.4


APPROVED VISITOR PARKINGPay LotsThere are two pay lots on campus in which you can parkfor a small fee per day. One is located adjacent to the<strong>University</strong> Center (UC Pay Lot) <strong>and</strong> the other is locatedby the Science Building (Science Pay Lot).Metered <strong>Parking</strong>Visitors may also park in metered spaces located at the<strong>University</strong> Center Horseshoe. No vehicle with a currentdecal can park at these meters. Vehicles parked atexpired meters will be ticketed.Visitors whose vehicles have appropriate state issueddisability license plates or placards are exempt from feeswhile parked at pay meters for a period <strong>of</strong> two hours.Motorcycle/Motor Scooter <strong>Parking</strong>Motorcycles do not need a parking decal to park oncampus but must park only in spaces designated formotorcycles or in striped areas <strong>of</strong> parking lots that donot interfere with pedestrian <strong>and</strong>/or vehicular traffic <strong>and</strong>safety. Motorcycles that are parked in spaces designatedfor cars will be ticketed.Motorcycles <strong>and</strong> motor scooters are prohibited frombeing operated on campus sidewalks. Motorcycles <strong>and</strong>motor scooters must yield to the right <strong>of</strong> way <strong>of</strong> pedestrians.Bicycles, Skateboards, Other WheeledTransportationBicycles, skateboards, roller blades, etc., may be usedon campus as a form <strong>of</strong> transportation but like otherwheeled forms <strong>of</strong> transportation, must be used carefully.Tricks, stunt riding, <strong>and</strong> driving lessons are not allowedon campus. Bicycles, skateboards, rollerblades, etc., mustyield to the right <strong>of</strong> way <strong>of</strong> pedestrians.Special Guest <strong>Parking</strong>Occasionally special guests come to campus. <strong>University</strong>Police will either issue special guest passes to be placedon the visitors’ vehicles or physically block <strong>of</strong>f an area <strong>of</strong>parking spaces. Spaces reserved for special guests willbe clearly designated <strong>and</strong> no one else may park in thesespaces. To arrange for special guest parking, contact<strong>University</strong> Police 48 hours in advance <strong>of</strong> the event. Passesare for visitors to the campus on <strong>of</strong>ficial university businessonly, such as guest speakers, conference participants, orpersons attending a special meeting. Current faculty, staffor students cannot use these parking passes.5


Passenger Drop Off / Pick Up AreasThere are special cut away areas on Harwood Drivefor vehicles to pull <strong>of</strong>f the street <strong>and</strong> drop <strong>of</strong>f/pick uppassengers without interfering with traffic. These arenot parking spaces <strong>and</strong> any unattended vehicle will beticketed.PARKING DECALSAll UNO students, faculty <strong>and</strong> staff who park a vehicleon campus are required to purchase a parking decal. Adecal does not guarantee you a parking space; it onlyallows you to park on campus. When parking on campusthe <strong>Parking</strong> <strong>and</strong> <strong>Traffic</strong> <strong>Regulations</strong> must be adhered to<strong>and</strong> are in effect 24/7.Faculty <strong>and</strong> staff may pay for parking decals by payrolldeduction either online (WebSTAR self-service) orby filling out the payroll deduction form at <strong>University</strong>Police. <strong>Parking</strong> decals may also be paid for with cash orcheck at the Bursar’s Counter.Decal assessment for students can be done duringCentralized Enrollment Services, mail-in payment, orin person at the Bursar’s Counter. If a student receivesfinancial aid <strong>and</strong> would like the decal posted to theiraccount, a Title IV form must be on file with the Bursar’sOffice <strong>and</strong> the student must go to the Bursars Office tohave the charge posted. After the parking fee is paid, thevehicle must be registered with <strong>University</strong> Police, 221Computer Center, Monday through Friday between 8:00a.m. <strong>and</strong> 4:30 p.m. Once registered, <strong>University</strong> Policewill issue the decal. Decals are not sent to studentsthrough the mail. Bring the following information withyou to <strong>University</strong> Police to register your vehicle:E Receipt from completion <strong>of</strong> online applicationE Current driver’s licenseE Current motor vehicle registration (if a new vehicle,present your temporary license plate, which isattached to the back <strong>of</strong> your temporary registrationpapers)E Payment receipt from the Bursar’s Counter/pro<strong>of</strong> <strong>of</strong>payment for decalPlease note: until you affix your decal to your car, thevehicle is not considered registered <strong>and</strong> you may beticketed.<strong>Parking</strong> decals are valid from the date purchased untilAugust 15 for students <strong>and</strong> until July 31 for Faculty/Staff.6

Placing the decalissued for one vehicle onto another vehicle is a violation<strong>of</strong> these rules.If an additional vehicle is used from the same household<strong>and</strong> the persons are related, an additional decal canbe purchased at a reduced price in accordance withthe rates in effect for that semester. The intent <strong>of</strong>this is to allow persons who register more than onevehicle a reduction in cost. Multiple registrations toreduce fees for anyone other than the applicant orregistering a vehicle in the wrong status is consideredfalse representation <strong>and</strong> are violations <strong>of</strong> these rules<strong>and</strong> subject to university action, including the loss <strong>of</strong> aparking decal.Decal Refund PolicyIf you purchased a parking decal but do not need one,you can receive a 100% refund if you request this by thedate for 100% refunds as published in the Class Bulletin.After you have obtained verification from <strong>University</strong>Police that you did not receive a decal, the Bursar’sOffice will refund your money or apply the amount toany unpaid balance on your account. After the 100%refund date has passed, no refunds for decals will beissued unless there are extenuating circumstances thatare approved through the appeal process. Contact theOffice <strong>of</strong> Student Accountability <strong>and</strong> Advocacy for moreinformation, 280-6222.Decal PlacementRegistration is not complete until you place the decalon your vehicle. You must permanently affix the entiredecal on the outside <strong>of</strong> the rear glass on the lower leftside (driver’s side rear window). If you have a vehiclesuch as a convertible or a jeep that would make thisdecal placement difficult to see, <strong>University</strong> Police willadvise as to where to affix the decal. No other locationis acceptable <strong>and</strong> you will be ticketed if the decal is notaffixed correctly. Do not place a new decal over the oldone. (To remove the old decal, a razor blade works best<strong>and</strong> does not scratch the glass.)7


The parking decal should be immediately removedwhen:E The decal date has expired.E The vehicle ownership has changed.E Your are no longer a part <strong>of</strong> the UNO community.E You change status at UNO (for example from studentto faculty/staff).E You violate these rules <strong>and</strong> your decal is revoked.Replacement Decals/<strong>New</strong> CarYou cannot transfer a decal from one vehicle to another.If you need a replacement decal, you can receive afree one by bringing in the valid decal from the vehicleyou are replacing. Otherwise, you must pay for a newdecal in accordance with the rates in effect for the particularsemester <strong>and</strong> permanently affix it in the properlocation. <strong>New</strong> cars that have a temporary license plateneed a current decal to park on campus. You must registeryour new vehicle with <strong>University</strong> Police. A decalcan be issued to a vehicle with a temporary licenseplate. You will need to advise <strong>University</strong> Police whenthe permanent plate information is received.Temporary <strong>Parking</strong> DecalsTemporary decals must be affixed to the inside <strong>of</strong> thefront passenger side <strong>of</strong> the windshield. If you have avalid decal <strong>and</strong> for some reason need to use a vehiclethat does not have a decal, a temporary parking decal,good for one day only, can be issued. The <strong>University</strong>Police dispatcher, on duty 24 hours a day, can issuethese temporary decals. If you have a valid decal <strong>and</strong>need a temporary parking decal for longer than oneday, you need to stop by <strong>University</strong> Police duringregular hours.VIOLATIONS AND FINESThe <strong>University</strong> will use a variety <strong>of</strong> methods, includingobtaining information from the Department MotorVehicle Registration, to track violators. To avoidhaving to worry about these violations <strong>and</strong> fines,purchase <strong>and</strong> affix a decal, park in the right space, <strong>and</strong>follow all the rules <strong>of</strong> the road.8
