PANELISTSas Project Officer for the Underage Drinking Prevention National Media Campaign and theUnderage Drinking Prevention Education Initiatives contracts. She is also the Task Leader forthe National Prevention Network Public Information and Media Committee, which includesoversight of the Prevention Works! publications and website and involves collaborationwith prevention professionals at the national and state level. Before joining SAMHSA, Ms.Novick was a Presidential Management Intern for the U.S. Department of Health and HumanServices (HHS), working at the Health Resources and Services Administration and the U.S.House of Representatives. She then worked as a Social Science Research Analyst for HHS’Office of the Assistant Secretary for Planning and Evaluation (ASPE) on the prevention of highrisk behavior among adolescents and as a Program Coordinator at the National Alliance onMental Illness (NAMI) of Montgomery County. She also co-founded a health communicationsand health policy consulting firm and created educational videos and PSAs for a communityaccess television station and non-profit organizations. Ms. Novick is the co-author of BuildingSupportive Communities for At-Risk Adolescents: It Takes More Than Services published bythe American Psychological Association Press in 1998. She has a B.A. from Barnard College,Columbia University and an M.P.P. from the Goldman Graduate School of Public Policy at theUniversity of California, Berkeley.Stephanie O’Brien is a graduate of Plymouth State College in Plymouth, New Hampshire andis the principal real estate broker and realtor for O’Brien Brothers Agency; she holds severalcertifications through the National Center for Housing Management. Stephanie oversees theday-to-day operations of O’Brien Brothers Agency, and takes great pride in working withinthe family business. Stephanie’s prior board experience includes serving on the executivecommittee of the Vermont Housing Managers Association and serving on the VermontHousing Council, the latter being an appointment by former Governor Howard Dean.Currently, Stephanie serves as a board member of the Lake Champlain Regional Chamberof Commerce, is an active member of the Homebuilders and Remodelers Association ofNorthern Vermont and serves as an ambassador to the annual fund raising effort for theUnited Way Campaign. Her latest accomplishment was the appointment by Governor JimDouglas to the State of Vermont’s Liquor Control Board. She is the first female in the history ofthe board to serve as a member. Stephanie is driven and able to take on any challenge. Sheis well respected by her staff and her smile and laughter fills the office. When she is not at theoffice you will find her out on the slopes, hiking or just out and about, be sure to say hello. Ifyou hear her singing, you’ll know that it’s Friday because she can’t wait to go home and spendtime with her daughter Grace and husband Roger.Sunil Pandya is the Chief of Administration for the Maryland: Montgomery CountyDepartment of Liquor Control. He is responsible for the oversight of the administration, financeand Information Technology functions of the Department. Previous County Governmentpositions held by Mr. Pandya include Budget Manager in the Office of Management andBudget, Administrative Services Coordinator in the Department of Technology Services andSenior Financial Specialist in the Division of Fleet Management, Department of Transportation.Mr. Pandya holds a MBA and MS. Finance from the University of Baltimore and is a CertifiedPublic Accountant CPA.Rick Perkins has served in his current role since 2008. He is responsible for the NSLC’sbusiness planning, customer research, corporate social responsibility strategy and initiatives,as well as the NSLC’s communications efforts. Rick joined the NSLC in 2003 as Vice President,Marketing & Communications where he created a new brand for the NSLC and its firstmarketing campaigns. Prior to joining the NSLC, Rick co-founded a very successful Torontobasedcapital markets counsel firm. He also served as Global Vice-President of CorporateCommunications with Newcourt Credit Group Inc., as well Senior Manager of CorporateCommunications and Public Affairs with the Canadian Imperial Bank of Commerce. He alsoworked at the beginning of his career for the Government of Canada in the departmentsof Finance and Privatization. Rick serves as Vice Chair of the Board of Directors of the NovaScotia Hearing and Speech Foundation; is a member of the Board of Directors of the BusinessDevelopment Bank of Canada; and sits on several Retail Council of Canada committees. Rickholds an MBA from Saint Mary’s University.Steve Pharo, Executive Director of the Oregon Liquor Control Commission, oversees the226-employee state agency’s day-to-day operations, including two major program areas –the public safety services and distilled spirits programs. This includes liquor licensing andlaw enforcement, distilled spirits sales, and protecting public health and safety. The 16-yearOLCC veteran has also worked as the distilled spirits program director, as well as directorof wholesale operations and distribution center manager. Previously, he held managementpositions in private business in Portland, OR and Vancouver, WA. Pharo has a B.A. degree fromthe University of Alabama and an MBA from George Fox University. He served 31 years in theU.S. Marine Corps Reserve, retiring as a colonel.Tonia Pryce joined the Purchasing Division of the Vermont Department of Liquor Control inMay 1995, as a Program Services Clerk. In July 1999 she moved to the Vermont Departmentof Liquor Control’s Education, Licensing and Enforcement Division, as the Executive OfficeManager. In May 2008 she returned to the Purchasing Division as the Liquor PurchasingCoordinator. Mrs. Pryce holds a Business Management degree from Champlain College inBurlington, Vermont. She resides in East Montpelier, Vermont with her husband, Derek, andtheir two daughters.Rick Przebieda holds the position of National Sales Manager for Luxco. In his role, Rick isresponsible for managing the LUXCO portfolio of brands across all of the United States, aswell as the Canadian provinces. A 30-year beverage alcohol veteran, Rick has spent the last 24years working directly with the Control States. Prior to joining LUXCO, Rick held the positionof Executive Vice-President Control States with Barton Brands, Ltd. Rick’s industry experienceincludes working in many different capacities in the distributor, broker and supplier channels.Rick continues Luxco’s tradition of active involvement in the NABCA, having previously servedas the Chairman of the Industry Steering Committee. In addition, Rick has been an activeparticipant on numerous presentations made at prior Administrators Conferences. Rick has aBachelors Degree in Business Administration from Regis University in Denver, Colorado. Rick,his wife Kelli and their two sons live in Columbus, Ohio.Ralph Pugliese is a 24 year veteran of the beverage alcohol industry. Ralph spent thirteenyears with Seagram in Arizona and California, working as Chain Manager with large Regional/National chains. He evolved to Southern California State Manager in both on and off-premisechannels. He was then promoted to Michigan State Manager. After the sale of Seagram,Ralph moved on to Allied Domecq Spirits USA as their Michigan/Iowa State Manager. Duringhis three year tenure at Allied Domecq he was promoted to Division Vice-President forMichigan/Ohio/Iowa. Subsequently, Beam Global acquired a significant portion of the AlliedDomecq portfolio and Ralph transitioned over to the Future Brands organization as DivisionVice-President Central Control. With the incorporation of Future Brands into the Beamorganization Ralph maintained his role as DVP encompassing seven states. Ralph resides inthe Detroit area and is based at Beam Global’s Divisional office there.PANELISTS
