• Adopt Job Quality Standards – via an ordinance covering all developmentsubsidies. Wage standards could be pegged to <strong>the</strong> city's existing living wagelaw; however, market-based standards (i.e., average city wages or averageindustry wages) with a poverty floor would be more consistent with <strong>the</strong>intent of economic development. A mandate for healthcare insurance wouldavoid <strong>the</strong> hidden taxpayer costs of employees at subsidized companiesrelying on Medicaid.• Adopt Clawbacks – or recapture requirements that call for pro-rated refunds ifa company misses job creation or wage requirements after two years.• Cap TIF and PILOT Property-Tax Costs – by limiting <strong>the</strong> share of <strong>the</strong> city’sproperty tax base that can be captured by ei<strong>the</strong>r program to one or twopercent. This would shield education and ensure that <strong>the</strong> city balances itsgoals of economic growth and quality service provision.viii
