(Rowarth <strong>and</strong> Morris,2007).• For the <strong>seed</strong> <strong>in</strong>dustry, this is a challenge which can best bemet collectively by ISF, the regional <strong>seed</strong> associations, <strong>and</strong>national <strong>seed</strong> organisations.• The private sector must add <strong>in</strong>vestment <strong>in</strong> people to the<strong>in</strong>vestments already made for <strong>in</strong>frastructure <strong>and</strong> R & D.
