Sessions will explore water management tools thatcan play a critical role in adapting to climate change such as waterreuse, aquifer storage <strong>and</strong> recovery, <strong>and</strong> treatment technologies.The format includes panel discussions as well as networking <strong>and</strong>roundtable discussion during the working committee meetings.Your participation in these meetings is vital to influencing waterresource management <strong>and</strong> policy issues at a local, regional, <strong>and</strong>national level.<strong>Registration</strong> includes a tram ride up S<strong>and</strong>ia Peak, on the world’slongest aerial tramway. The tramway, a breathtaking 2.7 miles,will take you above deep canyons <strong>and</strong> spectacular views to anobservation deck on the 10,378 foot S<strong>and</strong>ia Peak. <strong>WESTCAS</strong>: Who We AreProtecting the Area’sWater <strong>and</strong> EnvironmentThe Arid west has a unique ecosystem. Many months haveno rain, <strong>and</strong> annual precipitation often is less than 12 inches.Consequently, it is essential to protect both the quantity <strong>and</strong>quality of water supplies. To this end, in 1992 the area’s water<strong>and</strong> wastewater providers joined together to share their talents<strong>and</strong> resources, assuming the name Western Coalition of AridStates or <strong>WESTCAS</strong>. A grassroots organization, <strong>WESTCAS</strong> isdedicated to encouraging the development of water programs<strong>and</strong> regulations which assure adequate supplies of high qualitywater for those living in the arid regions while protecting theenvironment.What does <strong>WESTCAS</strong> have to offer?<strong>WESTCAS</strong> provides members with a powerful presence inWashington, DC <strong>and</strong> in regional <strong>and</strong> state regulatory <strong>and</strong>legislative decision-making; an effective vehicle for informationexchange through meetings <strong>and</strong> publications; the opportunityto help draft federal, regional, state legislation <strong>and</strong> regulationsabout water quality <strong>and</strong> supply.What has <strong>WESTCAS</strong> Accomplished?▶▶▶▶Settlement of a lawsuit against EPA that resulted in major changes toadminister the Whole Effluent Toxicity WET (WET) Test.Preparation for introduction in Congress, the Arid West WaterQuality Act <strong>and</strong> a st<strong>and</strong>-alone bill related to Constructed WaterConveyance Systems.Approval of a Regional Arid West Water Quality Research Projectto develop appropriate water quality criteria <strong>and</strong> st<strong>and</strong>ards forephemeral end effluent-dependent streams <strong>and</strong> to conduct otherresearch relating to arid areas.Submitted testimony to Congress regarding authorization <strong>and</strong>appropriation bills that resulted in positive legislative changes toimprove water supply <strong>and</strong> water quality in the Arid West.
