BID EVALUATION REPORTIntroductionUniversity Grants Commission of Bangladesh has undertaken a project named as "HigherEducation Quality Enhancement Project" with the objective to improve the quality andrelevance of the teaching and research environment in higher education institutions ofBangladesh, through encouraging the iffiovation and accountability within such institutions,and by enhancing the technical and institutional capacity within the higher education sectorof Bangladesh. Under this project Department of Electrical & Electronic Engineering, KhulnaUniversity of Engineering & Technology is conducting a subproject titled "Establishment ofHigh Voltage Lab in KUET". This particular procurement intends to contribute partly to theimplementation of the subproject.Scope of ContractSupplying, Installing, testing and Commissioning of High Voltage Laboratory Equipments.Estimated CostThe estimated cost of the package is BDT 2,55,00,000 (Taka two crore and fifty five lakh) asreflected in the Procurement Plan approved by the World Bank.Bidding Documents and Bid Invitation ProcessThe package against this Bidding document consists of single lot'Single LotSupplying, installingo testing and commissioning of HighVoltage Laboratory equipmentsThe bidding documents were cleared by the World Bank on July 28, 2011 with certainobservations which was subsequently complied with in the final version of the biddingdocuments.The bids were advertised in the daily newspapers and were published as follows:The Daily Provat September 27,2012The Financial Express September 27,2012The last date of bid submission was as October 15,2012,12:00 PMThe Invitation for Bids was also forwarded to HEQEP for arranging its publication inHEQEP website. It is also forwarded to CPTU website.The bidding documents were made available for sale up to the day prior to the deadline forsubmission of bids in compliance with the Rules 94(7) of the PPR 2008.A total of five (5) firms purchased the bidding documents.
