BID EVALUATION REPORTIntroductionUniversity Grants Commission <strong>of</strong> Bangladesh has undertaken a project named as "HigherEducation Quality Enhancement Project" with the objective to improve the quality andrelevance <strong>of</strong> the teaching and research environment in higher education institutions <strong>of</strong>Bangladesh, through encouraging the iffiovation and accountability within such institutions,and by enhancing the technical and institutional capacity within the higher education sector<strong>of</strong> Bangladesh. Under this project Department <strong>of</strong> Electrical & Electronic Engineering, <strong>Khulna</strong>University <strong>of</strong> Engineering & Technology is conducting a subproject titled "Establishment <strong>of</strong>High Voltage Lab in <strong>KUET</strong>". This particular procurement intends to contribute partly to theimplementation <strong>of</strong> the subproject.Scope <strong>of</strong> ContractSupplying, Installing, testing and Commissioning <strong>of</strong> High Voltage Laboratory Equipments.Estimated CostThe estimated cost <strong>of</strong> the package is BDT 2,55,00,000 (Taka two crore and fifty five lakh) asreflected in the Procurement Plan approved by the World Bank.<strong>Bid</strong>ding Documents and <strong>Bid</strong> Invitation ProcessThe package against this <strong>Bid</strong>ding document consists <strong>of</strong> single lot'Single LotSupplying, installingo testing and commissioning <strong>of</strong> HighVoltage Laboratory equipmentsThe bidding documents were cleared by the World Bank on July 28, 2011 with certainobservations which was subsequently complied with in the final version <strong>of</strong> the biddingdocuments.The bids were advertised in the daily newspapers and were published as follows:The Daily Provat September 27,2012The Financial Express September 27,2012The last date <strong>of</strong> bid submission was as October 15,2012,12:00 PMThe Invitation for <strong>Bid</strong>s was also forwarded to HEQEP for arranging its publication inHEQEP website. It is also forwarded to CPTU website.The bidding documents were made available for sale up to the day prior to the deadline forsubmission <strong>of</strong> bids in compliance with the Rules 94(7) <strong>of</strong> the PPR 2008.A total <strong>of</strong> five (5) firms purchased the bidding documents.
