<strong>609</strong><strong>609</strong>.6.3<strong>Filing</strong> <strong>Indemnity</strong> <strong>Claims</strong> <strong>f<strong>or</strong></strong> <strong>Loss</strong> <strong>or</strong> <strong>Damage</strong>: Adjudication of <strong>Claims</strong>5.4 <strong>Loss</strong> <strong>or</strong> Total <strong>Damage</strong>If the insured, registered, <strong>or</strong> COD article is lost <strong>or</strong> the entire contents totallydamaged, the payment includes an additional amount <strong>f<strong>or</strong></strong> the postage (not fee) paidby the sender. Postage <strong>f<strong>or</strong></strong> Pri<strong>or</strong>ity Mail Express is refunded under 604.9.5.5.5 Dual ClaimIf the mailer and the addressee both claim insurance and cannot agree on whichone should receive the payment, any payment due is made to the mailer unless theclaim has already been paid to the addressee upon presentation of the <strong>or</strong>iginalmailing receipt.5.6 In<strong>com</strong>petent <strong>or</strong> DeceasedIf the payee is in<strong>com</strong>petent <strong>or</strong> deceased, payment is made to the legalrepresentative. If there is no legal representative, payment can be made at thediscretion of the <strong>USPS</strong>.5.7 Recovered ArticleIf a lost registered, insured, COD, <strong>or</strong> Pri<strong>or</strong>ity Mail Express article is recovered afterpayment of a claim, the payee may accept the article and reimburse the <strong>USPS</strong> <strong>f<strong>or</strong></strong>the full amount paid if the article is undamaged. If the article is damaged, hasdepreciated, <strong>or</strong> has missing contents, the payee may accept it and reimburse the<strong>USPS</strong> in an amount set by the Consumer Advocate, <strong>USPS</strong> Headquarters.6.0 Adjudication of <strong>Claims</strong>6.1 Initial Adjudication of <strong>Claims</strong>[3-3-14] <strong>USPS</strong> Accounting Services adjudicates and determines whether to upholda claim in full <strong>or</strong> in part, <strong>or</strong> deny a claim in full.6.2 Appealing a Claim Decision[1-26-14] A customer may appeal a claim decision within 30 days from the date ofthe <strong>or</strong>iginal decision at www.usps.<strong>com</strong>/insuranceclaims/online.htm. Customers whodid not file their claim online must send written appeals to Accounting Services (see608.8.0 <strong>f<strong>or</strong></strong> address).6.3 Final <strong>USPS</strong> Decision of <strong>Claims</strong>[1-26-14] If Accounting Services sustains the denial of a claim, the customer maysubmit an additional appeal within 30 days <strong>f<strong>or</strong></strong> final review and decision to theConsumer Advocate (see 608.8.0 <strong>f<strong>or</strong></strong> address).Domestic Mail Manual • Updated 9-7-14
