PERFORMANCE-BASED-LOGISTICS PROCUREMENT OF INTEGRATED LOGISTICS SERVICES 859In <strong>the</strong> o<strong>the</strong>r case public <strong>in</strong>stitutions are contract<strong>in</strong>g out at least parts<strong>of</strong> a public task. This means that one or several private sector enterprisesperform a public task <strong>in</strong> direct contact with <strong>the</strong> citizen. One example is aprivate enterprise, which is responsible for <strong>the</strong> waste disposal <strong>of</strong> a localmunicipality by order and <strong>of</strong> account <strong>of</strong> <strong>the</strong> local government. Indeed acontract between a public <strong>in</strong>stitution and <strong>the</strong> enterprise does exists, no<strong>in</strong>teraction between a public demand carrier with its <strong>in</strong>ternal logisticsprocesses and an external supplier or o<strong>the</strong>r logistics providers takesplace. In this case, alternative 2, <strong>the</strong> challenge for public managers exists<strong>in</strong> plann<strong>in</strong>g, coord<strong>in</strong>at<strong>in</strong>g and controll<strong>in</strong>g an external supply cha<strong>in</strong> <strong>in</strong>order to create value for <strong>the</strong> citizens <strong>in</strong> form <strong>of</strong> a high and stableperformance level (See Figure 3).FIGURE 3Alternative 2: Framework for logistics <strong>in</strong> <strong>the</strong> case <strong>of</strong> contract<strong>in</strong>g outpublic services
