Sport Performanceand DevelopmentThe <strong>Australian</strong> <strong>Sports</strong> Commission’s (ASC’s)Sport Performance and Development groupsupports the ASC’s dual objective of buildingan effective national sports system andachieving excellence in sports performanceat the grass-roots and elite level.The <strong>Australian</strong> <strong>Sports</strong> <strong>Foundation</strong> is part of theSport Performance and Development group.By working towards the Federal Government’svision of a robust, self-sustaining sportssystem, Sport Performance and Developmentprograms and initiatives offer improvedparticipation in quality sport for all<strong>Australian</strong>s, while also ensuring that our eliteteams are resourced to excel in competitionon the world stage.The group produces national programs toredress inequities and create opportunities forpopulation groups that have becomemarginalised from mainstream sport. Programsdelivered by the group address issues affectingparticipation in junior sport, Indigenous sport,disability sport and women’s sport.Developing the key competencies of sportcoaches, officials and administrators is alsocritical in the development of the <strong>Australian</strong>sports system. Sport Performance andDevelopment helps maintain national coachand official accreditation standards and ensureits development programs, courses andresources are available throughout Australia toassist those participating in grass-roots andcommunity sport as well as elite sport.The delivery of funding support to sports ismonitored by Sport Performance andDevelopment. Tailored services encouragesports to broaden their membership horizons,establish sound governance structures andprocesses, manage financial matters effectivelyand other critical management functions.Sport Performance and Development alsoassists sports to keep their high-performanceprograms at the cutting edge of world sportand to ensure the long-term success ofAustralia’s national sporting teams.Sport Performance and Development drivesa national approach to community sportingactivity under the Ausport banner. <strong>Foundation</strong>for Ruraland RegionalRenewal (FRRR)Who is FRRR?Founded in early 2000 as a partnershipbetween the Sidney Myer Fund, a majorphilanthropic trust, and theCommonwealth of Australia via theDepartment of Transport and RegionalServices, FRRR is Australia’s only nationalfoundation dedicated to regional andrural Australia.FRRR is a unique organisation that hasthe leadership, structure and expertise toenter into many innovative andprofessionally managed partnerships forthe benefit of rural and regional Australia.Other funding partners include the Pratt<strong>Foundation</strong> and ANZ Bank.What does FRRR do?FRRR seeks to address the need to findnew ways of creating long-term viablerural and regional communities. This isdone by:• promoting partnership projects• developing specialised projects• small grants for Small RuralCommunities Program• encouraging community philanthropythrough community foundations.To date, FRRR has allocated$2.2 million to communities across thenation and has leveraged many millionsmore. If you are not able toachieve the target or the scope of the projectchanges, please contact us. Depending on thetime remaining according to the projectagreement, it may be possible to amend thescope of the project, as outlined in ScheduleA, or finalise the project subject to yourorganisation’s needs.What if our organisation decides not to goahead with the project after receiving approval?We would encourage you to contact us todiscuss your individual circumstances. Whileour strategy would be to try to provide you withoptions for dealing with the situation, yourorganisational needs are paramount. There isno problem in not going ahead with the project.We would place your project on hold for sixmonths in case your organisation decides toSporting clubs seeking to enhance theirfunding through philanthropy, incooperation with the <strong>Australian</strong> <strong>Sports</strong><strong>Foundation</strong>, often wonder just where andhow to start.A Melbourne-based managementconsultancy, Washington Services, hassuccessfully provided this sort ofassistance to a range of sporting clubs inrecent years. Clients have included:Golf Huntingdale Golf Club, MelbournePeninsular Golf Club, MelbourneRoyal Adelaide Golf ClubKooyonga Golf Club, AdelaideTennis Kooyong Lawn Tennis Club,MelbourneYachting Royal Brighton Yacht Club,MelbourneSandringham Yacht Club,MelbourneRowing Firbank Grammar SchoolThe financing-support facility offered by the<strong>Australian</strong> <strong>Sports</strong> <strong>Foundation</strong> for taxdeductible giving by sporting clubmembers has led to some innovativeapproaches from clubs around the country.resume. However, should it not proceed, theapplication fee remains non-refundable.I am not sure if the project that ourorganisation wishes to conduct will complywith <strong>ASF</strong> guidelines.Contact us. We canalso facilitate networking with ‘like’organisations or organisations with similarregistered projects to assist you in determiningyour strategy for proceeding.I don’t know what promotional materialour organisation will be using to promotetax deductibility.We have a number of examples andtemplates. As outlined in the projectagreement, we will assist you with yourpromotional material and make suggestions ondocumentation relevant to your fund-raisingstrategy. The <strong>ASF</strong> must approve all promotionalmaterial prior to printing and distribution. Wecan assist with networking with other similarprojects and refer you to case studies andstrategies used by other projects.Assistance with sportsdevelopment projectsProjects have included clubhouserenewal and refurbishment, golf courseimprovement and beautification,provision of sporting and emergencymedical equipment, and juniordevelopment programs. The listing ofprojects makes interesting reading andit is clear that it is limited only by theimagination of club administrations.Clubs are quick to concede that theavailability of tax deductibility is asignificant selling feature when seekingto obtain donations and/or pledgesfrom members.Washington Services assists clubsthrough the project identification phase,helps them achieve registration with the<strong>Australian</strong> <strong>Sports</strong> <strong>Foundation</strong> and,importantly, helps them introduce thenotion of philanthropy to the clubsetting. Projects in briefKardinia Park <strong>Foundation</strong>The Kardinia Park <strong>Foundation</strong> is an excitinginitiative of the Geelong Football Club. The<strong>Foundation</strong> has been established to promoteand support the development of a number ofsports in the Kardinia Park precinct.Shentons ClubShentons Club represents a great example ofpooling resources to achieve a commonobjective. The Westside Wolves, SuburbanNedlands, Riverside Lions and YMCA hockeyclubs in Perth have formed a unitedincorporated body to develop a synthetictraining and playing field. The project drawson membership and business associates ofall clubs involved to develop the facility.Brisbane LionsIn addition to being premiers for the last twoseasons, the Brisbane Lions are also effectivelyutilising the services of the <strong>Australian</strong> <strong>Sports</strong><strong>Foundation</strong> (<strong>ASF</strong>). With a facility-developmentproject and an equipment project, the Lionshave a third proposal almost ready to go. Infact, the AFL has been a major contributor tothe <strong>ASF</strong> in the past year, with 10 of the currentAFL teams having current fund-raising projects.Aquatic centresLocal government continues to be a majorparticipant in the <strong>ASF</strong> program with numerousshires and councils working on facilitydevelopment. South Gippsland andMornington Peninsula are just two of manythat have registered their aquatic centredevelopments in the past 12 months.SMARTbodiesThese sports and sporting bodies are SMARTbecause they work each year with the<strong>Australian</strong> <strong>Sports</strong> <strong>Foundation</strong> to obtain fundsto improve facilities for participation and fortheir communities. From the ManagerThe last 18 months have seen quite a change forthe <strong>Australian</strong> <strong>Sports</strong> <strong>Foundation</strong> (<strong>ASF</strong>), with a moveto the grounds of the <strong>Australian</strong> <strong>Sports</strong> Commissionin Canberra, a new team to work with you, and arenewed commitment to focus on providing aservice to <strong>Australian</strong> sport. My intent has been tomake this as seamless as possible for existingclients and a positive experience for new projects.We have been able to get to all states in the pastyear and have enjoyed catching up with many ofyou. One of the many impressions that the <strong>ASF</strong>team has gained from our meetings is theenthusiasm and commitment that exists withinsporting and community organisations to follow thedream and achieve the objective. We arecommitted to being part of that challenge with you.A few more tipsThe <strong>ASF</strong> is trying to cut back on the red tape andmake the project-management process as simpleas possible for all parties, while ensuring that allgovernance requirements are met. The followingtips may be of assistance:Grant expenditure reportsWe will ask projects who have received grants tocomplete grant expenditure reports twice a year. Thisacquittal process is necessary for us to ensure fundsare being spent in line with agreed project objectivesand to satisfy audit and taxation requirements. Theprocess is straightforward and the impact issignificant. We are unable to issue additional grants toprojects until outstanding reports are received (this isin keeping with the intent of the project agreement).Audited financial statements/annualreportsWe would like you to send us a copy of youraudited financial statements at the conclusion ofthe financial year. They may be forwarded with acoinciding grant expenditure report.Please contact us if there are matters relating toyour project (or additional project) that you wouldlike to discuss. We will make every reasonableeffort to assist you. This process isparticularly stringent for obvious reasons around30 June. Look after your supporters and donors byprocessing forms in time for the end of thefinancial year.Organisational history andnewslettersWe are very interested in the nature and heritageof the organisations that we are allied withthrough the Community Benefits Program. If youhave a book outlining your organisation’s history,material celebrating milestones or a regularnewsletter, we would be grateful to be included onyour mailing list.
