The evaluation included thefull range of distribution class surge arresters (i.e. 11 kV, 22 kV and 33 kV) for inland and coastalapplications as well as the neutral arrester. The detailed evaluation report is, IADREPO00606 Rev.1, andtechnical bulletin 07TB-030 was published to communicate the details of the accepted arresters.In 2008 Maclean Power Systems (MPS applied to make certain changes to the arresters listed on LAP(List of Accepted Products). CAP granted an ad-hoc evaluation to evaluate the modified submission. Thechanges requested by MPS were accepted. The detailed evaluation report is, IADREPO00606 Rev.2, andtechnical bulletin <strong>09TB</strong>-02 was published to communicate the details of the accepted arresters.In 2008 e-LEK Engineering applied for an ad-hoc evaluation, to be considered as an additional supplier ofthe Cooper surge arresters. The ad-hoc evaluation was authorized by CAP and e-LEK’s submission wasfound to be acceptable. The detailed evaluation report is, IADREPO00606 Rev.3, and the details of thesupplier are provided in this technical bulletin.On 12 March 2009 Cooper Industries notified CAP that the distribution agreement between Cooper andTswelopele Engineering was terminated. Tswelopele Engineering was therefore removed form LAP as anaccepted supplier.In 2009 <strong>Technology</strong> Integrated Solutions (TIS) applied for an ad-hoc evaluation. TIS took part in the initialevaluation process and offered the Bowthorpe arresters. They were however only accepted for Item 9.Bowthorpe subsequently addressed some of the noncompliant issues. The ad-hoc evaluation wasauthorized by CAP and the evaluation followed. Items 1 to 4 were found to be acceptable now. 95 Ground lead disconnectorsVarious problems were experienced in recent years with the ground lead disconnectors (GLDs) that are suppliedwith distribution class surge arresters. These problems were analyzed and significant changes were made to thetype test requirements that are specified in the <strong>Eskom</strong> specification. The accepted surge arresters comply fullywith the requirements of the new specification.5.1 Joslyn-MacLean’s GLDIn April 2003 it was communicated via technical bulletin 03TB-022 that a problem was identified with someof the Joslyn GLDs. The GLD was incorporated into the mounting bracket as indicated in Figure 1. Joslyntherefore stopped supplying the ‘built-in’ GLD and external, ‘screw-on’ GLDs as indicated in Figure 2 weresupplied.Subsequently Joslyn redesigned the ‘built-in’ GLD and the required type test reports were submitted asproof of compliance with <strong>Eskom</strong>’s latest type test requirements. The new ‘built-in’ GLD looks from theoutside exactly the same as the previous design. The only way to distinguish between the old and the newdesign GLD is to look at the markings on the arrester. Joslyn was indicated on the arresters with theprevious GLD and MPS (MacLean Power Systems) is indicated on the arresters with the latest design.Figure 1 – ‘Built-in’ GLDFigure 2 – External GLD5.2 Areva’s GLDIn January 2005 it was indicated in technical instruction 05TI-04 that a moratorium was placed on theAlstom/Areva arrester due to the maloperations of the GLD, this GLD is shown in Figure 3.The moratorium on the Areva arresters was lifted in September 2005 as communicated in technicalbulletin 05TB-020. Areva designed a new arrester and it was color coded in orange for easy distinctionbetween the old and the new GLD, see Figure 4.
