Some say the violencewas due to the multiyear discrim<str<strong>on</strong>g>in</str<strong>on</strong>g>ati<strong>on</strong> and eventual efforts at ethniccleans<str<strong>on</strong>g>in</str<strong>on</strong>g>g <str<strong>on</strong>g>of</str<strong>on</strong>g> the Albanians by the Serbian government <str<strong>on</strong>g>of</str<strong>on</strong>g> Milosevic.Others have said that the violence started with the appearance and activities<str<strong>on</strong>g>of</str<strong>on</strong>g> the then shadow <str<strong>on</strong>g>Kosovo</str<strong>on</strong>g> Liberati<strong>on</strong> Army. In any case, the <str<strong>on</strong>g>in</str<strong>on</strong>g>ternati<strong>on</strong>alcommunity eventually got <str<strong>on</strong>g>in</str<strong>on</strong>g>volved and Serbia and M<strong>on</strong>tenegro(as well as Serbia’s southern prov<str<strong>on</strong>g>in</str<strong>on</strong>g>ce <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>Kosovo</str<strong>on</strong>g>) received more than am<strong>on</strong>th <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>in</str<strong>on</strong>g>tensive bomb<str<strong>on</strong>g>in</str<strong>on</strong>g>g by NATO forces aga<str<strong>on</strong>g>in</str<strong>on</strong>g>st military targets(with countless civilian casualties as well).A decade has passed s<str<strong>on</strong>g>in</str<strong>on</strong>g>ce those events and the reality <strong>on</strong> the ground looksdifferent. <str<strong>on</strong>g>Kosovo</str<strong>on</strong>g> has now been recognized by over 50 countries as a newstate and is try<str<strong>on</strong>g>in</str<strong>on</strong>g>g to enter the path <str<strong>on</strong>g>of</str<strong>on</strong>g> bel<strong>on</strong>g<str<strong>on</strong>g>in</str<strong>on</strong>g>g to the Euro-Atlanticstructures. However, there is still a serious <str<strong>on</strong>g>in</str<strong>on</strong>g>ternati<strong>on</strong>al presence <strong>on</strong> theground which is mostly meant to protect and encourage the Serbian communityto be part <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>Kosovo</str<strong>on</strong>g>’s life even if not recogniz<str<strong>on</strong>g>in</str<strong>on</strong>g>g its current status.Relati<strong>on</strong>s between Belgrade and Prist<str<strong>on</strong>g>in</str<strong>on</strong>g>a are at best frozen if notdownright hostile. <str<strong>on</strong>g>The</str<strong>on</strong>g> greatest challenge for all <str<strong>on</strong>g>in</str<strong>on</strong>g>side <str<strong>on</strong>g>Kosovo</str<strong>on</strong>g> as well asthe <str<strong>on</strong>g>in</str<strong>on</strong>g>ternati<strong>on</strong>al community is how to deal with the relati<strong>on</strong>s between<str<strong>on</strong>g>Kosovo</str<strong>on</strong>g> <str<strong>on</strong>g>in</str<strong>on</strong>g>stituti<strong>on</strong>s and the Serbian community.To resp<strong>on</strong>d to some <str<strong>on</strong>g>of</str<strong>on</strong>g> these challenges, the <str<strong>on</strong>g>Project</str<strong>on</strong>g> <strong>on</strong> <strong>Ethnic</strong> Relati<strong>on</strong>s(PER) has been work<str<strong>on</strong>g>in</str<strong>on</strong>g>g <str<strong>on</strong>g>in</str<strong>on</strong>g>tensively <strong>on</strong> the ground as a neutral brokerbetween the two ma<str<strong>on</strong>g>in</str<strong>on</strong>g> ethnic communities (as well as the Roma). PERhas been active <str<strong>on</strong>g>in</str<strong>on</strong>g> Southeastern Europe s<str<strong>on</strong>g>in</str<strong>on</strong>g>ce 1991 and has a l<strong>on</strong>g history<str<strong>on</strong>g>of</str<strong>on</strong>g> organiz<str<strong>on</strong>g>in</str<strong>on</strong>g>g dialogues am<strong>on</strong>g the ma<str<strong>on</strong>g>in</str<strong>on</strong>g> players <strong>on</strong> some <str<strong>on</strong>g>of</str<strong>on</strong>g> the mostsensitive issues. Although the situati<strong>on</strong> is still very complex <strong>on</strong> theground, there are some opportunities that have recently appeared whichmight make progress <str<strong>on</strong>g>in</str<strong>on</strong>g> the relati<strong>on</strong>s between the two communities moreproductive. PER will c<strong>on</strong>t<str<strong>on</strong>g>in</str<strong>on</strong>g>ue its work <str<strong>on</strong>g>in</str<strong>on</strong>g> <str<strong>on</strong>g>Kosovo</str<strong>on</strong>g> for the com<str<strong>on</strong>g>in</str<strong>on</strong>g>g periodand hopes to be am<strong>on</strong>g those forces that br<str<strong>on</strong>g>in</str<strong>on</strong>g>g prosperity and better<str<strong>on</strong>g>in</str<strong>on</strong>g>terethnic relati<strong>on</strong>s not <strong>on</strong>ly <str<strong>on</strong>g>in</str<strong>on</strong>g> <str<strong>on</strong>g>Kosovo</str<strong>on</strong>g> but <str<strong>on</strong>g>in</str<strong>on</strong>g> the entire Western Balkanregi<strong>on</strong>. <str<strong>on</strong>g>Kosovo</str<strong>on</strong>g> and the situati<strong>on</strong> there is very much <str<strong>on</strong>g>in</str<strong>on</strong>g>terwoven with allother countries <str<strong>on</strong>g>in</str<strong>on</strong>g> the regi<strong>on</strong> and no country can exist without the other.For the good <str<strong>on</strong>g>of</str<strong>on</strong>g> all, we hope that they will be work<str<strong>on</strong>g>in</str<strong>on</strong>g>g together towards acloser and more productive neighborhood.1
