Challenges to Urban <strong>Hous<strong>in</strong>g</strong> Apart from huge hous<strong>in</strong>g deficit, <strong>the</strong> prices are well outof reach of <strong>the</strong> EWS/LIG. EWS Households are def<strong>in</strong>ed as hav<strong>in</strong>g <strong>in</strong>come up to Rs.1 Lakh per annum <strong>and</strong> LIG Households are those hav<strong>in</strong>gannual <strong>in</strong>come between RS.1-2 Lakh. State <strong>in</strong>tervention <strong>in</strong> <strong>the</strong> <strong>for</strong>m of l<strong>and</strong> / higher FSI etc.,thus becomes an imperative.5

Strategies to tackle <strong>the</strong> <strong>Hous<strong>in</strong>g</strong>Shortages – Dem<strong>and</strong> Side <strong>in</strong>terventions In order to mitigate high risk perception of <strong>the</strong>Banks/HFC wrt <strong>in</strong><strong>for</strong>mal sector hous<strong>in</strong>g loansCredit Mortgage Risk Guarantee Fund with acorpus of Rs.1,000Crs has been established. Urban <strong>Hous<strong>in</strong>g</strong> Fund is also be<strong>in</strong>g created <strong>for</strong><strong>in</strong>creased credit flow to <strong>the</strong> urban poor. Major <strong>in</strong>tervention by MoHUPA: Rajiv R<strong>in</strong>n Yojana (RRY) to replace <strong>the</strong> pilotscheme of Interest Subsidy Scheme <strong>for</strong> <strong>Hous<strong>in</strong>g</strong><strong>the</strong> Urban Poor. (ISHUP).8


Dem<strong>and</strong> side InterventionsRajiv R<strong>in</strong>n Yojana (RRY)Cont’dRajiv R<strong>in</strong>n Yojana is a successor to Interest Subsidy Scheme <strong>for</strong><strong>Hous<strong>in</strong>g</strong> <strong>the</strong> Urban Poor (ISHUP) undertaken on pilot basis dur<strong>in</strong>g11 th Plan.ISHUP under pilot phase had lukewarm response <strong>and</strong> marg<strong>in</strong>alprogress has been made <strong>in</strong> Maharashtra (398), Rajasthan (730),Chhattisgarh (944), MP (9) only.RRY <strong>in</strong>tends to provide hous<strong>in</strong>g loans up to Rs. 5 lakh <strong>for</strong> EWS <strong>and</strong>Rs. 8 lakh <strong>for</strong> LIG with an <strong>in</strong>terest subsidy of 5% restricted up to Rs. 5lakhs.Envisages creation of dem<strong>and</strong> led growth of af<strong>for</strong>dable hous<strong>in</strong>gstockRRY will be target driven scheme with targets assigned to banks /State Governments through an MoU.9


Dem<strong>and</strong> side InterventionsRajiv R<strong>in</strong>n Yojana (RRY)Cont’dRRY will apply to all cities <strong>and</strong> towns.Loan can be availed <strong>for</strong> construction/ purchase of a DU as wellas <strong>for</strong> expansions <strong>and</strong> additions to exist<strong>in</strong>g units.State Governments can dovetail <strong>the</strong>ir State <strong>Hous<strong>in</strong>g</strong> Schemeswith RRY.The annual <strong>in</strong>terest subsidy disbursed through <strong>the</strong> 2 CentralNodal Agencies (CNAs) viz., NHB <strong>and</strong> HUDCO.Subsidy will be passed on by <strong>the</strong> lender to <strong>the</strong> borrower <strong>in</strong> <strong>the</strong><strong>for</strong>m of reduced EMIs.To <strong>in</strong>centivize <strong>the</strong> facilitators - Rs. 100/- <strong>for</strong> every sanctionedapplication is proposed.To compensate <strong>the</strong> PLIs <strong>for</strong> <strong>the</strong> costs - a onetime compensationof Rs. 500/- per sanctioned loan under <strong>the</strong> scheme isproposed.10


Dem<strong>and</strong> side InterventionsRajiv R<strong>in</strong>n Yojana (RRY)Cont’d<strong>States</strong> <strong>and</strong> Banks/HFCs would be allocated specific targets <strong>for</strong>which necessary annual subsidy will be computed <strong>in</strong> advance<strong>and</strong> 25% of it will be provided to banks <strong>in</strong> advance <strong>for</strong>immediate transfer of benefits to <strong>the</strong> borrowersBeneficiaries will be identified by <strong>the</strong> State agencies <strong>in</strong>clud<strong>in</strong>gULBs who will also mobilize/coord<strong>in</strong>ate sufficient loanapplicationsPLIs to simplify <strong>the</strong> <strong>for</strong>ms, KYC norms etc.The <strong>States</strong> <strong>and</strong> Banks will monitor <strong>the</strong> implementation byregular meet<strong>in</strong>gs of <strong>the</strong> State Level Bankers Committees <strong>and</strong>District Level Bankers Committees.11


Dem<strong>and</strong> side InterventionsRajiv R<strong>in</strong>n Yojana (RRY)Cont’dSuggested <strong>Action</strong> Po<strong>in</strong>ts <strong>for</strong> <strong>the</strong> <strong>States</strong> Tentative targets under RRY <strong>for</strong><strong>the</strong> 12 th Plan Period: (20% ofshortage <strong>for</strong> <strong>the</strong> State) :Pondicherry – 0.14 LakhAndhra Pradesh – 2.54 Lakh Karnataka – 2.0 Lakh Kerala – 1.1 Lakh Tamil Nadu – 2.5 LakhMadhya Pradesh – 2.2 Lakh <strong>States</strong> are requested todistribute <strong>the</strong> targets to ULBs<strong>and</strong> identify <strong>the</strong> beneficiaries<strong>and</strong> also to undertakepreparatory work of <strong>in</strong>comecertification, plan approval etc.,with at least 20% of <strong>the</strong> abovenumbers <strong>for</strong> this year.Issue may be discussed with <strong>the</strong>SLBC convener banks to fur<strong>the</strong>rdistribute <strong>the</strong> targets amongstBanks <strong>for</strong> quick action when <strong>the</strong>scheme is rolled out.12

Equitable Mortgage can be ei<strong>the</strong>rproject property or any o<strong>the</strong>r property of <strong>the</strong> agency Equitable Mortgage of ‘l<strong>and</strong> <strong>and</strong> build<strong>in</strong>gs’, <strong>and</strong>/or hypo<strong>the</strong>cation ofmovable assets like buses, equipments/mach<strong>in</strong>ery, computers, furniture<strong>and</strong> fixtures, office equipments etc. (125% coverage). In case of direct borrow<strong>in</strong>g by <strong>the</strong> State Government, Government of<strong>India</strong> permission <strong>for</strong> borrow<strong>in</strong>g <strong>the</strong> loan Negative lien may be accepted <strong>in</strong> case of Government of <strong>India</strong>Maharatna/Navratna/M<strong>in</strong>iratna companies.15


Security Package <strong>for</strong> Govt./Public sectorAny one of <strong>the</strong> follow<strong>in</strong>g can be additional securityStructured repayment through budgetary provision(RBI/Treasury Account) Any o<strong>the</strong>r additional security depend<strong>in</strong>g on risk perceptionbased on project appraisal. Engage with <strong>the</strong> Private Developers <strong>for</strong>Af<strong>for</strong>dable <strong>Hous<strong>in</strong>g</strong> Projects.implement<strong>in</strong>gDef<strong>in</strong>ition of Af<strong>for</strong>dable <strong>Hous<strong>in</strong>g</strong> – Individual dwell<strong>in</strong>g unitswith a carpet area of not more than 60 Sq. mtrs. <strong>and</strong> preferablywith<strong>in</strong> <strong>the</strong> price range of 5 times <strong>the</strong> annual <strong>in</strong>come of <strong>the</strong>household as notified, ei<strong>the</strong>r as a s<strong>in</strong>gle unit or part of abuild<strong>in</strong>g complex with multiple dwell<strong>in</strong>g units.Af<strong>for</strong>dable <strong>Hous<strong>in</strong>g</strong> Projects – <strong>Hous<strong>in</strong>g</strong> projects where at least60% of <strong>the</strong> FAR / FSI is used <strong>for</strong> dwell<strong>in</strong>g units of carpet area ofnot more than 60 Sq. mtrs. The project shall also reserve 15% of<strong>the</strong> total FAR / FSI or 35% of <strong>the</strong> total number of dwell<strong>in</strong>g units<strong>for</strong> EWS category. 17

For Private sector players encouragement can begiven under Af<strong>for</strong>dable <strong>Hous<strong>in</strong>g</strong> Policy to be preparedby <strong>the</strong> State ECB <strong>and</strong> FDI are some of <strong>the</strong> cheaper sources ofproject f<strong>in</strong>anc<strong>in</strong>g especially <strong>for</strong> a private developer. HUDCO can also fund <strong>the</strong>se projects18
