Part-VIII INITIATIVES Initiatives at SCRB AT SCRBMOTOR VEHICLE VERIFICATION(NOC) COUNTER:- As per section 48(5) of MotorVehicle Act 1988, it is mandatory on the part of Transport Authority to seek the Police clearancebefore issuing a No Objection Certificate (NOC) in case of interstate transfer of vehicle.OBJECTIVES:-Auto thefts are on the rise and it has become a lucrative for the auto lifters andthose engaged in the trade. In order to curb their activity, stolen/recovered Motor VehiclesVerification Counter has been opened at State CID SCRB, Computer Cell. The counter isopened for the public w.e.f. 29/10/2003 and provide the following facilities:-I. Information whether a stolen vehicles has been recovered in any part of Country.II. Information to potential buyers of a Second Hand vehicle whether it is a stolen oneor involved in any crime.This facility is availed by remitting fee of Rs.20/- per NOC and the printed report isgiven to the applicant, instantly. The collection fee is deposited in the Accounts Head of Central& State Govt. at the ratio of 50:50.At this Counter, Motor Vehicle Co-ordination Software is operational and thecomputer of NOC Counter is connected on internet with the NCRB, New Delhi from whereonline National Database of stolen and recovered motor vehicles. is downloaded to update theNational database on daily basis. As per National level databank 583535 records of stolen andrecovered Motor Vehicles are available on the NOC Counter at CID,SCRB Computer Centre.Achievement:- Since its installation (29-10-2003), the M.V. Verification (NOC) Counter atCID, SCRB, Computer Centre is fully operational and upto March, 2008, total 21783 requestsfrom the owners of vehicles have been received for issue of ‘NOC’ from whom an amount ofRs.4,35,660/-een obtained as fees and deposited in the Govt. treasury. During verification, 37different types of vehicles have been perfectly matched/linked which are either stolen orinvolved elsewhere in crime. Consequently the buyers have not only been dissuaded from buyingthese vehicles which were either stolen or involved elsewhere in crime but also protected fromun-necessary harassment and cheating.Criminal Intelligence Gazette 88 Jan-March,2008.

This involves buildingup of a facial likeness of a person (suspected criminal) based on the description given by eyewitness.This was being done earlier by expert artists in some very special cases.In this system. Hundreds of the facial features have been scanned, digitised andstored as the database on Computer. Each of these photo-strips can be called randomly on to thescreen of the computer. The strips selected by the witness can then be synthesised to give a‘likely face’ of the criminal. The system caters for major changes to be done on the synthesisedface based on prompts from the eye witness through editing facilities. The facilities to allow thesame face to be checked under different disguise such as with/without turban, moustaches, beardor spectacles is incorporated. The final synthesised portrait can be printed/photographed andcirculated among of police forces and the media.Since the operationalisation of Portrait Building System at SCRB about 56 requests from IOsfrom various Distt. SsP for building up of Portrait have been received and accordingly portraitshave been built as per the facial likeness of suspect selected by the eye witness. Initiatives at SCRBC.C.I.S.:- The Software of Crime and Criminal Information System project is functioningin the State under the aegis of National Crime Records Bureau, MHA, New Delhi andoperational at SCRB and at DCRB from the year 1996. The database of all registered crime isbeing captured and computerized in CCIS. It includes the entry forms of FIR, Crime Details,Arrest Memo, Property Seizure, Final Report, Court Disposal, Result of Appeal etc. PresentlyCCIS-MLe (multilingual version) in operational use in the State from December,2005. Atpresent there is database of 2,20,938 records at SCRB level and the same is sent to the NCRBNew Delhi for updating the National database of crime and criminal records from time to time.With a view to reduce manual records/register maintenance and to facilitatemaintenance of criminal details at Police Stations, Common Integrated Investigated PoliceApplication (CIPA) is being implemented in the state in a phased manner. In the 1 st and 2 ndphases 40 (11+29) Police Stations have been covered. The modules of ‘FIR Registration’ and‘GD Entries’ are functioning successfully in all the 40 PSs and work under the other modules ofthe CIPA is also under progress. All these 40 Police Stations are made online accessible forlodging online complaints/suggestions through HP Police Web Portal which is an initiativetowards application of I.T. and E-Governance for delivery of services to public. The CIPAhardware at 25 more Police Station’s has been received under implementation of CIPA phase 3 rdPart-I.
