DESIGN OF BUILDINGS OVER OR NEAR RAILWAYS, Revision C5.3 Design ReportA design report on the measures adoptedfor collision protection is to be included inthe drawings and documentation to besubmitted to Queensland Rail as required bySection 3.1.6.0 SUPERSTRUCTURE6.1 GeneralBuilding superstructures over existing tracksare to be designed to minimise the timeneeded for erection, e.g. precast /prefabricated components. The aim is tominimise any delays to train services duringconstruction from speed restrictions, trackclosures and / or isolations of the overheadtraction wiring equipment.The connection between the deck and piersis to be designed to minimise the risk ofcollapse in the event of an earthquake orcollision from railway traffic.6.2 Building DrainageBuilding drainage is to discharge in amanner which does not adversely affectrailway tracks, associated railway facilitiesor property occupied by Queensland Rail.Building drainage discharge via scuppers isnot permitted from spans over existing andfuture railway tracks. Building drainagepipes are to comply with the requirementsfor services in Section 9.7.0 TRAFFIC BARRIERSIn areas of the building accessible byvehicles, traffic barriers are to be providedacross the railway corridors to preventvehicles from accessing Queensland Railtracks and property.Queensland Rail on the barrier performancelevel.8.0 PROTECTION SCREENSProtection screens are to be designed toprotect the railway by preventing:• public access to overhead tractionwiring equipment and the track, and /or• the throwing of objects at trains,stations and staff / public on therailway corridor.The minimum requirements for protectionscreens are provided in Queensland RailTechnical Requirement MCE-SR-008.9.0 SERVICESBuildings are not to disturb existingQueensland Rail services (signal,telecommunications and OHLE) and otherexternally-owned services. Existingunderground services that are to remain inplace are to be protected from loads duringconstruction and operation of the building.Design details are to be submitted toQueensland Rail for review.The building’s services, including pipes fordeck drainage, are not to be attached to thesides or undersides of buildings over oradjacent to the railway.Services and their attachment to the buildingare to have a 100 year design life and are tobe designed for replacement withouteffecting Queensland Rail operations.Design and material selection is to besubject to review by Queensland Rail.Drainage systems are to be designed toprevent leakage onto the railway corridor.Traffic barriers are to be designed inaccordance with AS 5100 Bridge Designand Queensland Rail TechnicalRequirement MCE-SR-007. Buildingdesigners are to reach agreement withPage 6 of 11
DESIGN OF BUILDINGS OVER OR NEAR RAILWAYS, Revision C10.0 WATERPROOFINGBuilding enclosures over railways are to bewaterproofed to prevent water leakingthrough to the railway.11.0 ANTI-GRAFFITI COATINGAny parts of the building vulnerable to graffitiand visible from trains and railway platformsare to be protected by an approved nonsacrificialcoating.12.0 ADVERTISING SIGNSAdvertising signs and other hoardings arenot to be placed on buildings over or havinga common boundary with the railway, unlessapproved by Queensland Rail.If existing advertising signs on QueenslandRail property will require removal orrelocation because of the proposed works,Queensland Rail must be advised as earlyas possible. Failure to do so, may causedelays to the start of work. All costsassociated with the removal and relocationof these signs are to be borne by the ownerof the building.13.0 TRANSPORT OF DANGEROUSGOODS13.1 BackgroundThe railway tracks under or beside thebuilding may be used for transportingvarious dangerous goods (DG) and theeffects of this are to be considered in thedesign of the building.The feasibility of the development ofbuildings over the railway could beinfluenced by the cost of the risk controlmeasures.This section provides information aboutsome of the hazards and some controlmeasures that may be adopted for abuilding.Page 7 of 11It is the responsibility of the building’s owneror its agent to:• assess the information,• consider all aspects relating to theconsequences of a dangerous goodsaccident,• determine the appropriate controlmeasures to be used in each particularcase, and• incorporate control features into thebuilding to minimise negative impacts onthe railway.The potential risks from the escape of DGfrom their containment as the result of arailway accident, are fires, explosions andtoxic emissions, either directly fromchemical spills or as products of combustion/ reactions.The designer of the building is to considerthe following aspects of the risks posed bytransporting DG:• safety of people occupying the building,• safety of people on platforms or in trainsunder or near the building,• structural damage to the building and / oradjacent structures,• business interruptions and financial lossto building occupants in the event ofincidents affecting the building,• commercial risks to Queensland Rail inthe potential loss of freight andpassenger business in the event ofincidents,• increasing risks as a result oftransporting DG by train through areas ofincreasing population and infrastructuredensity, and• adverse public perceptions of thedangers of transporting DG throughenclosed platforms, especially securityrelated issues.The following control measures have beenidentified by quantitative risk assessmentand are to be considered in the design ofthe building:• minimise or control the outbreak offire,• control the smoke / gas release froma fire,
