additional time to a person speaking on behalf <strong>of</strong> a group present in thechambers.d. Meeting Minutes. Draft Commission meeting minutes shall bedistributed to Commission members. Approved minutes shall beconsidered public information. Commission staff shall distributereference materials <strong>and</strong> other associated draft documents to eachCommission Member or their designated staff. Commission members, inturn, may distribute such materials to other interested parties at theirdiscretion. Executive sessions shall be noted <strong>and</strong> may include the subjectmatter <strong>of</strong> the executive session in the notation.e. Agenda. The Co-chairs will seek to distribute meeting agendas to themembers no later than one week in advance <strong>of</strong> the Commission.f. Time-Outs. A break for the purpose <strong>of</strong> consultation may be requested atany time by any Commission member. The person requesting the breakwill be asked for an estimate <strong>of</strong> the time needed for the consultation.g. Meeting Schedule. Meetings will be held regularly as determined by theCommission.4. Proceduresa. Rules <strong>of</strong> Order. The conduct <strong>of</strong> the meetings <strong>of</strong> the Commission shall begoverned by the Co-chairs according to Robert’s Rules <strong>of</strong> Order, 10 thEdition, except as otherwise provided by law or provided for in thisprotocol.b. Voting. The Commission will strive for consensus. However, theaffirmative vote <strong>of</strong> five (5) members <strong>of</strong> the Commission shall be sufficientto take any action except as otherwise provided by law <strong>and</strong> except in thefollowing instances, which require the affirmative vote <strong>of</strong> at least six (6)members:1. Limiting, extending, or closing debates2. Suspension <strong>of</strong> the rules3. Setting <strong>of</strong> or postponement <strong>of</strong> special orders4. Objection to consideration <strong>of</strong> question5. Motion for immediate vote (previous question)6. Rescindc. Reconsideration. Decisions reached by the Commission will not bereopened unless at least six (6) members <strong>of</strong> the Commission agree to doso.1. What May Be Reconsidered.
