Approved minutes shall beconsidered public information. Commission staff shall distributereference materials and other associated draft documents to eachCommission Member or their designated staff. Commission members, inturn, may distribute such materials to other interested parties at theirdiscretion. Executive sessions shall be noted and may include the subjectmatter of the executive session in the notation.e. Agenda. The Co-chairs will seek to distribute meeting agendas to themembers no later than one week in advance of the Commission.f. Time-Outs. A break for the purpose of consultation may be requested atany time by any Commission member. The person requesting the breakwill be asked for an estimate of the time needed for the consultation.g. Meeting Schedule. Meetings will be held regularly as determined by theCommission.4. Proceduresa. Rules of Order. The conduct of the meetings of the Commission shall begoverned by the Co-chairs according to Robert’s Rules of Order, 10 thEdition, except as otherwise provided by law or provided for in thisprotocol.b. Voting. The Commission will strive for consensus. However, theaffirmative vote of five (5) members of the Commission shall be sufficientto take any action except as otherwise provided by law and except in thefollowing instances, which require the affirmative vote of at least six (6)members:1. Limiting, extending, or closing debates2. Suspension of the rules3. Setting of or postponement of special orders4. Objection to consideration of question5. Motion for immediate vote (previous question)6. Rescindc. Reconsideration. Decisions reached by the Commission will not bereopened unless at least six (6) members of the Commission agree to doso.1. What May Be Reconsidered. Main motions, amendments to mainmotions, privileged motions involving substantive questions, andAlaska Rural Justice and Law Enforcement Commission - Page 34
appeals are subject to reconsideration. Procedural motions may not bereconsidered.2. Who May Reconsider. Any member, whether or not that membervoted on the prevailing side, may give notice of or move forreconsideration.3. Effect of Notice. The effect of giving notice of reconsideration is tosuspend all action on the subject of the notice until a motion forreconsideration is made and acted upon or until the time within whichthe motion for reconsideration may be made and acted upon hasexpired.4. Time in Which Notice Must Be Taken Up. A notice of reconsiderationexpires unless a motion for reconsideration is made and acted uponprior to adjournment of the next regular meeting succeeding themeeting at which the action to be reconsidered occurred.5. Successive Reconsideration. There may be only one reconsiderationeven though the action of the Commission after reconsideration isopposite from the action of the Commission before reconsideration.6. Precedence. A motion for reconsideration has precedence over everymain motion and may be taken up at any time during the meetingwhen there is no other motion on the floor.7. Effect. A motion for reconsideration completely cancels the previousvote on the question to be reconsidered as though the previous votehad never been taken and effectively returns discussion back to thedebate of the question so reconsidered.d. Telephonic participation. A member may participate via telephone orother electronic means in a Commission meeting, or a Work Groupmeeting if the member declares that circumstances prevent physicalattendance at the meeting. The member shall notify the staff and thepresiding officer, if reasonably practicable, at least one day in advance of ameeting which the member proposes to attend from a remote site. Amember participating remotely shall be counted as present for purposes ofquorum, discussion, and voting.5. Commission Membersa. Good Faith. All Members agree to act in a good faith effort to reachconsensus in all aspects of the Commission’s work by encouraging thefree and open exchange of ideas, views, and information.
