About the Author: Richard A. Mendel is an independentwriter and researcher specializing in poverty-relatedissues in youth, employment, and community economicdevelopment. He has written extensively aboutyouth crime prevention and juvenile justice issues,including five major publications for the Annie E.Casey Foundation and three nationally disseminatedreports published by the American Youth PolicyForum.The Annie E. Casey Foundation is a private charitableorganization dedicated to helping build better futuresfor disadvantaged children in the United States.
