Ms. Fisher, Mr. Roldan, and Mr. Bell appeared before <strong>the</strong> Committee and testified about<strong>the</strong>ir departments’ approach to <strong>sexual</strong> crimes against <strong>children</strong> <strong>over</strong> <strong>the</strong> Internet.On May 3, 2006, <strong>the</strong> Subcommittee held a third day <strong>of</strong> hearings dedicated to lawenforcement’s approach to online child pornography crimes, specifically, <strong>the</strong> efforts <strong>of</strong><strong>the</strong> FBI and Department <strong>of</strong> Justice. As mentioned previously, testifying on behalf <strong>of</strong> <strong>the</strong>Justice Department was Ms. Fisher and, on behalf <strong>of</strong> <strong>the</strong> FBI, Mr. Roldan and Mr. Bell.The witnesses described recent initiatives by <strong>the</strong> Justice Department to combat Internetcrimes against <strong>children</strong>, including Project Safe Childhood, prosecutions by <strong>the</strong> ChildExploitation and Obscenity Section (“CEOS”) <strong>of</strong> DOJ, and FBI investigations. Inaddition, Ms. Fisher, Mr. Roldan, and Mr. Bell were asked to address <strong>the</strong>ir departments’action with respect to charges made and information provided by Justin Berry. In largepart, <strong>the</strong> witnesses testified that <strong>the</strong>y were not able to respond to questions about Mr.Berry’s allegations due to ongoing investigations related to his case.In addition, <strong>the</strong> Subcommittee also heard testimony from Ms. Masha Allen, a 13 yearoldgirl, who was adopted from Russia when she was five-years-old by a divorced manfrom Pittsburgh, Pennsylvania, named Mat<strong>the</strong>w Mancuso. Masha was accompanied at<strong>the</strong> hearing by her attorney, James Marsh; her advisor, Maureen Flatley; and, at herrequest, television news reporter Nancy Grace. From <strong>the</strong> time she arrived in <strong>the</strong> U.S.with Mancuso, she was repeatedly <strong>sexual</strong>ly assaulted by him and images <strong>of</strong> her abusewere posted on <strong>the</strong> Internet by Mancuso. After approximately five years <strong>of</strong> <strong>sexual</strong> abuse,Masha was rescued as <strong>the</strong> result <strong>of</strong> an underc<strong>over</strong> Internet investigation by <strong>the</strong> ChicagoPolice Department. Mancuso is currently serving a 30 year federal sentence and will <strong>the</strong>nserve a consecutive state sentence on charges related to his abuse <strong>of</strong> Masha. In additionto describing her harrowing ordeal at <strong>the</strong> hands <strong>of</strong> Mancuso, Masha also raised questionsabout <strong>the</strong> conduct <strong>of</strong> <strong>the</strong> U.S. adoption agencies that worked with Mancuso to place afive-year-old girl with him. The Subcommittee held a hearing on September 27, 2006 t<strong>of</strong>ollow-up on Masha’s questions and concerns.The April and May hearings revealed important information about <strong>the</strong> scope <strong>of</strong> <strong>the</strong>problem, law enforcement’s efforts to fight it, and <strong>the</strong> efforts to educate parents and<strong>children</strong> about <strong>the</strong> dangers that exist online. In short, <strong>the</strong> <strong>sexual</strong> <strong>exploitation</strong> <strong>of</strong> <strong>children</strong><strong>over</strong> <strong>the</strong> Internet is a problem <strong>of</strong> great urgency. As Mr. Ernie Allen, President and C.E.O.<strong>of</strong> NCMEC, testified, <strong>sexual</strong> abuse images <strong>of</strong> younger <strong>children</strong> and even toddlers arebecoming more prevalent <strong>over</strong> <strong>the</strong> Internet. For example, on March 15, 2006, <strong>the</strong>Department <strong>of</strong> Justice and ICE announced a bust <strong>of</strong> an Internet child pornography ring in<strong>the</strong> United States, Canada, <strong>the</strong> United Kingdom, and Australia in which <strong>the</strong> images seizedincluded a live, streaming video <strong>of</strong> an infant who was less than 18 months old beingraped by an adult male.It is also clear that while both federal and state law enforcement agents are activelypursuing investigations <strong>of</strong> online child pornography, law enforcement ei<strong>the</strong>r needsadditional resources or better prioritization and organization within <strong>the</strong>ir agencies, orboth, to allow additional funding for personnel, forensic assistance, and training for stateagents. In addition, law enforcement agents explained that <strong>the</strong> data retention policies <strong>of</strong>18
