Suchregularized lists drawn by the IsGP are to be combined and a common senioritylist is to be published by the Director General of <strong>Police</strong>. In the preparation of thelist, seniority is given based on date of regularization in the case of promotedSIs and date of PSC advice in the case of directly recruited SIs.02) The seniority list of Sub Inspectors of <strong>Police</strong> (GE) as on 31/12/2002 waspublished vide order read as 1 st paper above. Writ Petitions were filed againstthe seniority list by some among the Promotee Sub Inspectors before the HonHigh Court .The Hon High Court of <strong>Kerala</strong> vide a common judgement read as 2 nddirected the 2 nd Respondent (Director General of <strong>Police</strong>) to consider thefollowing aspects and to pass appropriate orders.i. What were the total number of vacancies in the post of SubInspectors (GE) available in January 2000 and up to December2002.ii. What were the number of vacancies that were available in the50% quota that had to be set apart for promotees.iii. Whether there were adequate number of vacancies in the quotaset apart for promotees to absorb the petitioners in service as SubInspectors of <strong>Police</strong> on a regular basis.03) As directed by the Hon High Court the matter has been examinedthoroughly by the DGP. On examination it is found that while assigningregularization to SIs appointed through promotion, the number of posts forpromotion were taken on the basis of 50% of arising vacancies in the Rangeinstead of taking 50% of the total posts in the General Executive. But at thesame time for appointing Direct Recruits through PSC, 50% of sanctionedstrength in General Executive is taken as the basis. Secondly appointment of SIsthrough direct recruitment was done against 50% of the posts the available inall units including special units. But for filling up and regularizing promotionquota only the strength of the General Executive in the ranges was taken in toaccount omitting special units. For instance the total strength of directly
