Introduction<strong>Saving</strong> <strong>the</strong> <strong>Planet</strong> project <strong>and</strong> film series<strong>Saving</strong> <strong>the</strong> <strong>Planet</strong> (STP) is a regional communications project of TVE Asia Pacificdedicated to <strong>the</strong> United Nations Decade on Education for Sustainable Development(UN-DESD), 2005 – 2014. In its initial 3-year phase, this project produced <strong>and</strong>distributed a regional TV series that showcases innovative ESD activities in <strong>the</strong> AsiaPacific region. It also built <strong>the</strong> communications capacity of six selected national<strong>and</strong> local institutions engaged in ESD, whose work was featured in <strong>the</strong> TV series.This project took place within <strong>the</strong> scope of a regional programme undertaken by<strong>the</strong> Asia/Pacific Cultural Centre for UNESCO (ACCU). The ACCU has been entrustedby UNESCO, lead agency for UN-DESD, to design <strong>and</strong> implement a programme titled“ACCU-UNESCO Asia-Pacific ESD Programme under <strong>the</strong> UNESCO/Japan Funds-in-Trust for <strong>the</strong> Promotion of Education for Sustainable Development”. Onecomponent of this programme is <strong>the</strong> 2006-2010 ACCU-UNESCO Asia-Pacific Centresof Excellence (COE) Programme for ESD. 1 Under this, five organisations have beendesignated to serve as good models with a non-formal education (NFE) approach topromoting ESD at national/sub-regional/regional levels in Asia <strong>and</strong> <strong>the</strong> Pacific. TVEAsia Pacific was selected as a COE along with four o<strong>the</strong>r Asia Pacific organisationsin October 2006.<strong>Saving</strong> <strong>the</strong> <strong>Planet</strong> current phase was conceived as a 3-year project, where <strong>the</strong>three years were demarcated as follows:• Year 1: Select winning projects through public nominations <strong>and</strong> build <strong>the</strong>communications capacity of organisations implementing <strong>the</strong>se projects througha regional workshop.• Year 2: Location film <strong>the</strong> winning stories in collaboration with partners <strong>and</strong> edita regional TV series called <strong>Saving</strong> <strong>the</strong> <strong>Planet</strong> (STP).• Year 3: Launch, distribute <strong>and</strong> promote <strong>the</strong> STP film series, <strong>and</strong> dedicatedwebsite, through educational, civil society <strong>and</strong> broadcast platforms, networks<strong>and</strong> users across <strong>the</strong> Asia Pacific region.1 http://www.accu.or.jp/esd/projects/coe/index.html4


This <strong>Monitoring</strong> <strong>and</strong> <strong>Impact</strong> <strong>Evaluation</strong> <strong>Report</strong> is one output of our Year 3 activities,<strong>and</strong> reflects <strong>the</strong> information <strong>and</strong> feedback ga<strong>the</strong>red from a diverse group whoviewed <strong>the</strong> STP films. Film Distribution, Outreach <strong>and</strong> Feedback:The ProcessMethodologyThe feedback collection process was designed to “piggy-back” on <strong>the</strong> distributionof <strong>the</strong> <strong>Saving</strong> <strong>the</strong> <strong>Planet</strong> videos, more specifically <strong>the</strong> DVD distribution. (TVbroadcast stations who received <strong>the</strong> videos were also encouraged to invite viewersto provide feedback.)A simple questionnaire was developed to elicit feedback from viewers. During itsdesign, expert advice was obtained from <strong>the</strong> Centre for Environment Education(CEE) India. The feedback questionnaire consisted of 3 sections:A: Viewing InformationB: Feedback on <strong>the</strong> FilmsC: Viewer’s Personal Information (optional)This questionnaire was adapted into 2 versions, viz:- Individual Feedback Form (Annex 1); <strong>and</strong>- Group Feedback Form (Annex 2).An individual film review form to be completed online by those watching <strong>the</strong> filmsonline was also developed (Annex 3).CoverageThe Individual <strong>and</strong> Group Feedback Questionnaire were distributed among a widerange of people, in 27 countries.The countries covered, listed alphabetically, are: Afghanistan, Australia,Bangladesh, Barbados, Bhutan, Cambodia, Canada, China, Fiji, India, Indonesia,Japan, Laos, Malaysia, Myanmar, Nepal, New Zeal<strong>and</strong>, Pakistan, Philippines,6


Solomon Isl<strong>and</strong>s, South Korea, Sri Lanka, Taiwan, Thail<strong>and</strong>, United Kingdom, UnitedStates of America <strong>and</strong> Vietnam.The Questionnaire was made available in different versions, viz:• Printable version: attached with each DVD. Viewers could fill this <strong>and</strong> post it to<strong>the</strong> given address (a local partner organisation’s address or TVEAP address)• Email version: sent to <strong>the</strong> viewers whose email address was known. Viewerscould fill <strong>the</strong> format <strong>and</strong> email it back to TVEAP electronically.• Online version: made available on website atwww.saving<strong>the</strong>planet.tv/feedback, where viewers could fill <strong>the</strong> format <strong>and</strong>submit online.A print version of <strong>the</strong> Individual Feedback form was included with each DVD, whilebroadcast viewers were encouraged to give <strong>the</strong>ir feedback online.DVD DistributionThe total number of DVDs distributed as at 15 March 2010 was 771 DVDs across 27countries. This segment includes both individuals <strong>and</strong> organisations.Each printed Questionnaire also gave <strong>the</strong> option of completing <strong>the</strong> Questionnaireonline, so as to make it simpler to give <strong>the</strong> feedback.The STP Project Partners in 6 Asian countries were also invited <strong>and</strong> encouraged toparticipate in this feedback collection exercise. Of <strong>the</strong>se, 3 partner organisationsactively participated in <strong>the</strong> process, while <strong>the</strong> o<strong>the</strong>rs showed some interest at <strong>the</strong>beginning but were unable to complete <strong>the</strong> feedback ga<strong>the</strong>ring in <strong>the</strong>ir countries intime for inclusion in this report.The partner organisations which participated in <strong>the</strong> feedback ga<strong>the</strong>ring were:• Paaralang Bayan ng Ayta sa Zambales (PBAZ), The Philippines• Participatory Development Training Centre (PADETC), Laos• Radio Sagarmatha, Nepal7


Each partner was informed about this final stage of <strong>the</strong> project, <strong>and</strong> how weplanned to include <strong>the</strong>m in <strong>the</strong> feedback ga<strong>the</strong>ring. Through several weeks of emailcommunications, we established what each partner organisation could do within<strong>the</strong> limitations of <strong>the</strong>ir own staff capacity <strong>and</strong> infrastructure constraints. We alsodiscussed ideas for new activities <strong>the</strong>y could consider, which had not been tried outbefore.The specific number of DVDs <strong>and</strong> promotional material <strong>the</strong>y could use werediscussed <strong>and</strong> decided. A minimum number of completed individual <strong>and</strong> groupfeedback questionnaires to be returned by <strong>the</strong>m were also agreed upon. A formatfor reporting to TVEAP, with <strong>the</strong> ga<strong>the</strong>red feedback from <strong>the</strong> groups wasdeveloped.The partners were encouraged <strong>and</strong> assisted in developing a few group screeningswhere <strong>the</strong>y could obtain group feedback following <strong>the</strong> screening of <strong>the</strong> STP films.Each partner decided on how <strong>the</strong>y would carry out <strong>the</strong> screening <strong>and</strong> whom <strong>the</strong>ywould invite to participate.Almost all partners translated <strong>the</strong> questionnaire into <strong>the</strong>ir local language. Theyused <strong>the</strong> local language version to ga<strong>the</strong>r <strong>the</strong> feedback, <strong>and</strong> <strong>the</strong>n translated <strong>the</strong>feedback into English before sharing with TVEAP. Collecting Feedback:The RespondersType of FeedbackThe total feedback questionnaires returned to TVEAP through print, email <strong>and</strong>online methods were 70, while <strong>the</strong>re were also 3 online film reviews – producing atotal of 73 feedback forms received. Feedback MethodAs noted earlier, we provided three feedback options to all viewers: print, email oronline. Individual RespondersThe Personal Information section in each of <strong>the</strong> Feedback Questionnaires wereclearly marked as optional, as we did not want <strong>the</strong> ga<strong>the</strong>ring of personalinformation to be a barrier to providing feedback. However, we found that 91.5% ofindividual responders had provided <strong>the</strong>ir personal information while all small groupresponders had provided information on <strong>the</strong>ir group composition as well as contactdetails.The information received from individuals provided a glimpse into <strong>the</strong> audiencewho had watched <strong>the</strong> STP films. The Individual responders were also asked how <strong>the</strong>y came to know <strong>the</strong> STP films,<strong>and</strong> all but one of <strong>the</strong> responders answered this question. Organizations promoting <strong>the</strong> ESD even though <strong>the</strong>ydo not well aware of such concept1Move to ActionIn an effort to move viewers towards action, we asked <strong>the</strong> Group Responders to tellus whe<strong>the</strong>r <strong>the</strong>ir group would take any initiatives to save <strong>the</strong> planet. Theoverwhelming response (93%) was “Yes”. Only 1 group responded in <strong>the</strong> negative,saying “Our role is not to show it to o<strong>the</strong>rs. But we can share our impressions witho<strong>the</strong>rs.”18


The small group screenings <strong>and</strong> information ga<strong>the</strong>ring was done in Laos, <strong>the</strong>Philippines <strong>and</strong> Nepal. In each of <strong>the</strong> group responses, we asked how <strong>the</strong> groupthought <strong>the</strong>y could take action to save <strong>the</strong> planet. Here is what <strong>the</strong>y said:Country How we can save <strong>the</strong> planet: ideas emerging from group discussionsLaos • Prepare children to become responsible adults, to love <strong>the</strong>irculture, preserve nature with social responsibility.• Doing meditation aiming at all living beings.• Have special lecture/ study tour related to any environmental topic(for students).• Planting trees.• Using recycled paper.ThePhilippines• Using Organic Farming.• Continuing Planting trees <strong>and</strong> vegetables.• Recycling of garbage waste.• Networking <strong>and</strong> advocacy through mass media.• Giving leadership to all sectors <strong>and</strong> it will have an application.• Start our initiatives to conserve <strong>and</strong> save <strong>the</strong> planet. For that weneed leadership, cultural <strong>and</strong> environmental training. Then we willact it out afterwards.Nepal • Communicate <strong>the</strong> message with people <strong>and</strong> o<strong>the</strong>r organisations.• Taking part in tree plantation <strong>and</strong> conserving water resources.• We should begin it from home.• Local resources can be best utilized <strong>and</strong> <strong>the</strong> planet can be saved.Based on <strong>the</strong>se ideas, <strong>the</strong> groups were also asked to identify specific steps <strong>the</strong>y cantake to act now, to save <strong>the</strong> planet. Laos • Spirituality, Keeping our attention on <strong>the</strong> present moment.• Taking students to <strong>the</strong> forest to be exposed to real nature.19


No Country How we can save <strong>the</strong> planet: action3. Nepal • Start at least at personal level by recycling/making compostbefore disposing <strong>the</strong> waste.• Educate people to reuse waste water from kitchen <strong>and</strong>bathrooms.• Prioritize on local resource mobilization, I am using this CD asa tool for media research discussions entitled "Radio <strong>Impact</strong>".• Revisit <strong>and</strong> re think on <strong>the</strong> syllabus of mass communication<strong>and</strong> journalism.20


Conclusion:Our Challenges <strong>and</strong> LearningsTop 20 most common/popular observations from responders were as follows:No Observations (listed in order of popularity)1. Its about environment, different issues <strong>and</strong> solutions by differentcountries.7. The role of media/radio in changing people ra<strong>the</strong>r than just reporting.8. Even a small action from individual / small group can make big changer inprotecting environment.9. Films are too short. Therefore could not get detailed information aboutprojects.10. The concept <strong>and</strong> idea of films is very good (e.g. Throwing <strong>the</strong> globe h<strong>and</strong>to h<strong>and</strong> in every film).11. Grassroots level is very important in <strong>the</strong>se kinds of initiatives.12. Different people can do different things to save <strong>the</strong> planet.13. It is wonderful to see people live in water surrounded by <strong>the</strong>m.14. Importance of youth <strong>and</strong> children in protecting <strong>the</strong> environment15. Films are simple <strong>and</strong> easy to underst<strong>and</strong>.16. Some films are not directly related to <strong>the</strong> <strong>the</strong>me “<strong>Saving</strong> <strong>the</strong> <strong>Planet</strong>”(Voice of a valley, <strong>and</strong> Its alive).17. These films should be shown to big business people <strong>and</strong> to people in power.18. Why any initiatives from powerful countries (USA, Europe) are not featuredhere.19. Should invite powerful <strong>and</strong> popular people to throw <strong>the</strong> globe. Because <strong>the</strong>people who throw <strong>the</strong> globe in <strong>the</strong> films are not <strong>the</strong> ones who destroyed it.20. Nice camera work editing <strong>and</strong> packaging of DVDs21


Finally, we also encouraged viewers to tell us how <strong>the</strong> STP films could be donebetter <strong>the</strong> next time around. Here are <strong>the</strong> Top 10 suggestions for improvements orchanges <strong>the</strong>y would like to see:No Dislikes1. Language (English) a problem.2. Format <strong>and</strong> style of <strong>the</strong> film of Nepal.3. More information on projects should be provided.4. Time duration is too short: good to have more time; should be at least 15minutes or longer.5. Difficult to identify title of <strong>the</strong> film <strong>and</strong> <strong>the</strong> country of <strong>the</strong> film while watching<strong>the</strong> film.6. The translation seems to be too brief. People were speaking for a fair lengthof time but not much were displayed in subtitles.7. In films <strong>the</strong>y didn’t interview more youth.8. It is better if <strong>the</strong> presenter could be in background when explanations <strong>and</strong>practise are shown.9. Stories captured only include <strong>the</strong> activities of small countries, Should haveinvolve powerful countries too.10. Presentation of <strong>the</strong> stories.Collecting <strong>and</strong> analysing feedback to <strong>the</strong> STP films was a challenging but veryuseful learning experience for us at TVEAP. We are typically not able to carry outsuch systematic feedback collection owing to limitations of funds <strong>and</strong>/or time. Weare grateful to ACCU <strong>and</strong> UNESCO for enabling this exercise as part of <strong>the</strong> Year 3COE support.Ga<strong>the</strong>ring, analysing <strong>and</strong> syn<strong>the</strong>sizing feedback was especially challenging due to anumber of factors:• Because <strong>the</strong> STP production involved 6 countries in South <strong>and</strong> Sou<strong>the</strong>ast Asia,<strong>and</strong> <strong>the</strong> distribution has involved even more countries, coordinating feedbackfrom <strong>the</strong>se multiple locations was a logistical challenge.• Audiences in different cultures react very differently to video films. Somecultures are more inclined to discuss <strong>and</strong> debate than o<strong>the</strong>rs on contents of avideo film.• For eliciting feedback, we had to rely on <strong>the</strong> STP partners in 6 countries (only 3of which actively participated by deadline), <strong>and</strong> <strong>the</strong> web for o<strong>the</strong>r countries.The feedback numbers were <strong>the</strong>refore far less than <strong>the</strong> number of people whoviewed <strong>the</strong> STP films on DVD, on air during TV broadcasts <strong>and</strong> online.Notwithst<strong>and</strong>ing <strong>the</strong> above constraints, we are impressed by <strong>the</strong> enthusiasm ofthose who did provide (or facilitate) feedback, which indicates a continuingdem<strong>and</strong> for such communications materials on ESD to be produced <strong>and</strong>disseminated.Finally, <strong>the</strong> online feedback <strong>and</strong> review options will remain on <strong>the</strong> STP websitewhich hopefully will inspire more viewers to provide us feedback in <strong>the</strong> comingweeks <strong>and</strong> months.22
