After notice, service <strong>of</strong> chargesand an opportunity 1 to be heard at a publichearing, the Governor may remove any eueli<strong>of</strong>ficer whenever in his opinion the hearingdiscloses misfeasance or malfeasance in <strong>of</strong>fice.Upon application on behalf <strong>of</strong> the Governoror <strong>of</strong>ficer under investigation or subject tocharges, a Justice <strong>of</strong> the Superior Court mayissue subpoenas and, under penalty <strong>of</strong> contempt<strong>of</strong> tlie Superior Court, may compel thaattendance <strong>of</strong> witnesses, the giving <strong>of</strong> testimony,and the production <strong>of</strong> book* and papen,in the investigation or at thi hearing.pardoni in the executivebranch <strong>of</strong> the government,which shall consist <strong>of</strong> the Governor, or personadministering the government, and <strong>of</strong> fourother members who ihall be nominated andappointed by the Governor by and with theadvice and consent <strong>of</strong> the Senate for term* <strong>of</strong>four years and until their successors arequalified into <strong>of</strong>fice and who ihall receive suchannual salaries for their services as may beprovided by law.
