The General Assembly convenes in regularsession annually on the second Monday in January. Withtwo exceptions, all bills may originate in either the Senate orthe House <strong>of</strong> Representatives, but all bills must be passed byboth branches <strong>and</strong> signed by the Governor before becominglaw. The exceptions are bills raising revenue <strong>and</strong> bills thatappropriate money, which can originate only in the House. Inthe event <strong>of</strong> the <strong>Governor's</strong> veto <strong>of</strong> any bill during a session,the bill can be overridden by two-thirds majority vote inboth houses.<strong>State</strong> <strong>of</strong> <strong>Georgia</strong>'s <strong>Budget</strong> Report FY 2010 35
