Ms. Meredith advises space clients on a variety of transactional matters, including,e.g., space hardware and service procurements, space asset acquisitions, and space joint venturesand alliances. She drafts and negotiates launch services agreements, satellite procurementcontracts, and transponder lease agreements, among other space contracts. Ms. Meredith also hasprovided expert testimony.Dispute Resolution and Arbitration. Ms. Meredith represents and advises clients in internationalcommercial space contract dispute resolution and arbitration.Insurance. Ms. Meredith advises clients on space project risk management and insurance. Shedrafts policy language and provides coverage opinions. She advises on space insurance lawissues and coverage defense.U.S. Government <strong>Co</strong>nsultation. Ms. Meredith represents U.S. and European clients inconsultations with the U.S. government, including the White House, <strong>Co</strong>ngress, Department ofState, Department of Defense, and NASA, on space-related legislation and policy matters. Shealso has obtained bilateral space cooperation agreements for foreign governments.Export. Ms. Meredith advises clients on U.S. government export controls – “ITAR” – includinglicensing and compliance. She obtains, e.g., DSP-5 licenses and technical assistance agreement(TAA), manufacturing licensing agreement (MLA), and retransfer approvals.FAA Licensing. Ms. Meredith obtains launch licenses from the Federal Aviation Administration(FAA) and advises on FAA regulatory matters, including rulemakings and compliance. Shemonitors related <strong>Co</strong>ngressional legislative developments. She also has advised the FAA on RLVregulatory approaches. She testified before a <strong>Co</strong>ngressional subcommittee on human space flightlegislation.


Pamela L. Meredith <strong>Co</strong>ntinuedFCC Licensing. Ms. Meredith has assisted or advised on some aspect of most of the majorFCC rulemaking and licensing proceedings for communications satellites in the 1980s and1990s, including fixed satellite service (C-, Ku-, Ka- and V-bands), mobile satellite service(geostationary, “Big LEO” and “Little LEO”), and position-location service. She has alsotestified as an expert witness in litigation concerning the interpretation of FCC regulations.MembershipsMs. Meredith chairs the American Institute of Aeronautics and Astronautics’ (AIAA) LegalAspects <strong>Co</strong>mmittee.
