At <strong>the</strong> same time,<strong>the</strong> development allowed under <strong>the</strong> Comprehensive Set <strong>of</strong> Policy Statements was morerestrictive than <strong>the</strong> Foodland Guidelines (1978) in two ways. First, it eliminated <strong>the</strong>creation <strong>of</strong> lots for farm help, and secondly, it very clearly defined <strong>the</strong> only types <strong>of</strong>development to be allowed. All municipal plans had to be consistent with <strong>the</strong>Comprehensive Set <strong>of</strong> Policy Statements. The Comprehensive Set <strong>of</strong> PolicyStatements remained in place from 1994 to 1996.Provincial Policy Statement (1996-present)In 1996, <strong>the</strong> NDP government that brought in <strong>the</strong> Comprehensive Set <strong>of</strong> PolicyStatements was replaced by <strong>the</strong> Conservative Government led by Mike Harris. Thenew Conservative Government replaced <strong>the</strong> Comprehensive Set <strong>of</strong> Policy Statementswith <strong>the</strong> current Provincial Policy Statement, which reflects <strong>the</strong> original FoodlandGuidelines and <strong>the</strong> Comprehensive Set <strong>of</strong> Policy Statements on planning for agriculture. It states “prime agricultural areas will be protected for agriculture” (MMAH, 1996, p.4). Itallows <strong>the</strong> same type <strong>of</strong> lots that were granted under <strong>the</strong> Comprehensive Set <strong>of</strong> PolicyStatements (agricultural-related uses).
