from our divisional leaders
Dear Pendel Family,
We are delighted to welcome you to the Pendel Division’s
Family Camp 2012! Our guests are Spirit-filled dynamic
servants of God who will lead us in studying God’s Word as we
worship Him together.
Most of us don’t think much about covenants. We sing
“Standing on the promises of God” and we all love to see a
rainbow which was a visible sign of God’s promise. The world
tells us promises are made to be broken. But God wants to
have a relationship with you based on His covenant love and
grace, not on any promises the world offers. His promise is an
everlasting covenant for everyone and He offers you eternal
life! Our prayer for you this weekend is that the Holy Spirit will
minister to your soul, that you will experience the joy of Christ
living in you and that you will receive His promises for your life.
In His Name,
Commissioners Gaither retired as active Salva-
tion Army Officers, November 1, 2010.
Commissioner Israel Gaither, born and raised
in New Castle, Pennsylvania grew up under the
influence of godly parents. The eldest of five
children, he describes his childhood as ‘rooted
in the Word of God’. The Commissioner first
met The Salvation Army as a teenager following
the forging of a friendship with a boy, who with
his family, moved into the neighborhood. That
friendship resulted in his attending Salvation
Army youth activities.
Commissioner Eva Gaither claims Sidney, Ohio
as her hometown. She too was nurtured in a
home with deep faith. The Commissioner, unlike
her husband, was ‘born into the Army’ as a fifth
generation Salvationist.
During the time of their active service the
Commissioners were privileged to address
thousands of Salvationists, and Christians of
other denominations, worldwide. In retirement,
they continue to undertake invitations to serve
as guests for various Army events and other
ministry opportunities.
Israel and Eva were ordained and commis-
sioned as Officers from the Army’s School for
Officer Training in June, 1964 in New York City.
They each have served more than 47 years as
Salvation Army Officers, which has included
senior leadership positions at both the USA
National Headquarters in Alexandria, Virginia
and International Headquarters, London, United
Kingdom where Commissioner Israel served as
the first African-American Chief of the Staff since
the founding of the Army in 1865. He is also
the first African-American to serve as the USA
National Commander. Among her key senior
executive leadership appointments, Commis-
sioner Eva also served the international position
of World Secretary for Women’s Ministries.
The Gaithers were married July, 1967 during
the midst of America’s turbulent civil rights era.
They are the Army’s first interracial marriage of-
ficer couple to serve in America.
The Commissioners have also served as the
Territorial Leaders for both the Southern Africa
and USA Eastern territories. But their first love
has always been corps ministry having served
(each) as single officers-in-charge prior to corps
commanding officer appointments as a married
couple.
FEATURED SPEAKERS
Commissioners
Israel L. & Eva D.
Gaither
They are proud of their two adult children, Mi-
chele Gaither Sparks of Wilmore, Kentucky and
Mark Gaither of Pittsburgh, Pennsylvania.
Commissioners Gaither now enjoy renewed life
in retirement in the beautiful city of Pittsburgh,
Pennsylvania, pursuing many opportunities to
serve God and the Army while also preserving
time to spoil their four grandchildren – Isaiah
(Sparks); Matthew, Virginia and Andrew (Gaither).

Santiago
Majors José and Hilda Santiago came to know
their Lord in 1975 at the Guayama Corps in
Puerto Rico.
The Santiago’s began working with The Salva-
tion Army, Arecibo, Puerto Rico Corps, in 1979.
Their service eventually carried them to York,
Pennsylvania as Sergeants in charge of the His-
panic work and in 1984, they were privileged to
open a children’s home on Santa Cruz Island.
Upon hearing the call of God to serve as Of-
ficers in The Salvation Army, José and Hilda
attended the School for Officers’ Training and
were ordained and commissioned in 1987.
Upon Commissioning they served as Corps
Officers in Bayamon, Puerto Rico for 5 years,
then in San Juan and Elizabeth, New Jersey
as well. After years of faithful Corps ministry,
they received staff appointments to New Jersey
Divisional Headquarters as Divisional Secretary
and Divisional Secretary for Women’s Ministries
respectively. In 2009, they were challenged to
travel to the Latin America North Territory where
they served as the Divisional Commander and
the Director of Women’s Ministries. Currently
they are appointed to the Pastoral Care Depart-
ment at Territorial Headquarters.
Majors Santiago have been spiritually blessed in
their service to the Lord. They thank God and
the leaders of The Salvation Army for entrusting
them with exciting and varied ministry opportu-
nities throughout their lives.

Doctrines of The Salvation Army
1. We believe that the Scriptures of the Old and New Testaments were given by inspiration
of God, and that they only constitute the Divine rule of Christian faith and practice.
2. We believe that there is only one God, who is infinitely perfect, the Creator, Preserver,
and Governor of all things, and who is the only proper object of religious worship.
3. We believe that there are three persons in the Godhead – the Father, the Son and the
Holy Ghost, undivided in essence and co-equal in power and glory.
4. We believe that in the person of Jesus Christ the Divine and human natures are united,
so that He is truly and properly God and truly and properly man.
5. We believe that our first parents were created in a state of innocency, but by their
disobedience they lost their purity and happiness, and that in consequence of their fall
all men have become sinners, totally depraved, and as such are justly exposed to the
wrath of God.
6. We believe that the Lord Jesus Christ has by His suffering and death made an atonement
for the whole world so that whosoever will may be saved.
7. We believe that repentance towards God, faith in our Lord Jesus Christ, and regeneration
by the Holy Spirit, are necessary to salvation.
8. We believe that we are justified by grace through faith in our Lord Jesus Christ and that
he that believeth hath the witness in himself.
9. We believe that continuance in the state of salvation depends upon continued obedient
faith in Christ.
10. We believe that it is the privilege of all believers to be wholly sanctified, and that their
whole spirit and soul and body may be preserved blameless unto the coming of our Lord
Jesus Christ.
11. We believe in the immortality of the soul, the resurrection of the body, in the general
judgement at the end of the world, in the eternal happiness of the righteous, and in the
endless punishment of the wicked.
