Fortunately, there were <strong>B<strong>as</strong>que</strong>companies, even dur<strong>in</strong>g the most difficulttime of the years of terrorism, who <strong>in</strong> spiteof the threats ma<strong>in</strong>ta<strong>in</strong>ed their commitmentto stay here. What this meant w<strong>as</strong>that despite the violence, the <strong>B<strong>as</strong>que</strong> economygrew. This very committed bus<strong>in</strong>esscl<strong>as</strong>s <strong>as</strong>sumed the risk, and because ofthat, foreign <strong>in</strong>vestment w<strong>as</strong> still possible.<strong>The</strong>re is no comparison between the currentsituation and the unfortunate situationwe lived through <strong>in</strong> the p<strong>as</strong>t. Thistime of peace h<strong>as</strong> to be an opportunityfor the evolution of the <strong>B<strong>as</strong>que</strong> economy.If we were able to grow dur<strong>in</strong>g a time ofviolence, now we are at peace we must beable to grow even more, especially once weget over the economic crisis. On top of ourown <strong>in</strong>dustrial and economic culture, wenow offer to all types of <strong>in</strong>vestors a guaranteeof peace and calm and absolutelynormal bus<strong>in</strong>ess conditions.What w<strong>as</strong> your reaction to the “no” resultof the Scottish <strong>in</strong>dependence referendum?I would express my favourable op<strong>in</strong>ion onthe fact that the process w<strong>as</strong> legitimate andit w<strong>as</strong> possible for Scotland to freely decideits political future. We should value thatat a time of voter apathy we have witnessedan act of political legitimisation. <strong>The</strong>rew<strong>as</strong> m<strong>as</strong>sive, unprecedented voter participation.For the first time <strong>in</strong> the history ofthe European Union a stateless nation h<strong>as</strong>been able to decide if it will participate <strong>in</strong>the European Union with<strong>in</strong> a state or byitself with the same conditions <strong>as</strong> the restof the states. <strong>The</strong> right to consult and to<strong>The</strong> <strong>B<strong>as</strong>que</strong> <strong>Country</strong>:a global brandbe consulted and to decide the future is nota political idea. It is a democratic pr<strong>in</strong>ciplethat citizens can choose.What is your outlook for the <strong>B<strong>as</strong>que</strong>economy?Our estimates <strong>in</strong>dicate that this year the<strong>B<strong>as</strong>que</strong> economy will grow by one percentand <strong>in</strong> 2015 it will grow 1.7 percent. This isdue <strong>in</strong> great part to the great effort that our<strong>in</strong>dustry is mak<strong>in</strong>g <strong>in</strong> <strong>in</strong>novat<strong>in</strong>g and <strong>in</strong> go<strong>in</strong>gout and f<strong>in</strong>d<strong>in</strong>g new markets. We have adiversified and <strong>in</strong>ternationalised <strong>in</strong>dustrialsector that spans are<strong>as</strong> such <strong>as</strong> energy, aeronautics,mach<strong>in</strong>e tools and automotive. Wewant to consolidate the size of <strong>in</strong>dustry to25 percent of our GDP. We are plac<strong>in</strong>g priorityon <strong>in</strong>novation and knowledge: by 2020we want to <strong>in</strong>vest €<strong>10</strong> billion <strong>in</strong> R&D.What is your government’s economicstrategy?S<strong>in</strong>ce the beg<strong>in</strong>n<strong>in</strong>g of our adm<strong>in</strong>istrationour <strong>in</strong>tention h<strong>as</strong> been to preserve socialwelfare, education, health and social policybecause our model of society is b<strong>as</strong>ed onIn a bid to raise the region’s profile on the<strong>in</strong>ternational stage, the <strong>B<strong>as</strong>que</strong> governmenth<strong>as</strong> earmarked €<strong>10</strong>5 million overthe next three years for the launch of its‘<strong>B<strong>as</strong>que</strong> <strong>Country</strong>’ brand. His remitis to promote and protect Britishbus<strong>in</strong>ess <strong>in</strong>terests while alsobe<strong>in</strong>g alert to new opportunitieswith respect to <strong>in</strong>ward <strong>in</strong>vestment.<strong>The</strong> club’s orig<strong>in</strong>s can still be heard onmatch days when fans chant “Aliron”,a word that derives from “all iron”,which w<strong>as</strong> shouted by m<strong>in</strong>ers whenthey discovered a seam of good ore.Beyond the jokes about shared wet weather and thefootball connection with <strong>B<strong>as</strong>que</strong> teams such <strong>as</strong> AthleticBilbao hav<strong>in</strong>g British orig<strong>in</strong>s, there is a long and deeprootedcommercial relationship between the UK andthe <strong>B<strong>as</strong>que</strong> <strong>Country</strong>.Formal commercial l<strong>in</strong>ks go back to <strong>14</strong>74, when a tradecharter w<strong>as</strong> signed by K<strong>in</strong>g Edward IV and reciprocated<strong>in</strong> Guernica whereby <strong>B<strong>as</strong>que</strong> merchants could freelytrade with the protection of the Crown <strong>in</strong> England,and English merchants could do likewise <strong>in</strong> the <strong>B<strong>as</strong>que</strong><strong>Country</strong>. But the explosion <strong>in</strong> UK-<strong>B<strong>as</strong>que</strong> connectionscame after the <strong>in</strong>dustrial revolution. British steel companieswere <strong>in</strong>terested <strong>in</strong> the region’s iron ore reserves,build<strong>in</strong>g railways to aid exports from <strong>B<strong>as</strong>que</strong> ports. <strong>The</strong>nlocal bus<strong>in</strong>essmen realised that by import<strong>in</strong>g Britishcok<strong>in</strong>g coal they could develop a <strong>B<strong>as</strong>que</strong> steel <strong>in</strong>dustryand jo<strong>in</strong>t ventures flourished.<strong>The</strong> conflicts of the 20th century made the connectioneven deeper. “A <strong>B<strong>as</strong>que</strong> ship owner by the name of SirRamon de la Sota put his merchant fleet at the disposalof the British Crown dur<strong>in</strong>g the First World War, andw<strong>as</strong> knighted <strong>in</strong> return for his services, and that l<strong>in</strong>kcont<strong>in</strong>ues,” says Derek Doyle, the UK consul <strong>in</strong> Bilbao.Follow<strong>in</strong>g the bomb<strong>in</strong>g of Guernica dur<strong>in</strong>g the SpanishCivil War, 4,000 children from the <strong>B<strong>as</strong>que</strong> <strong>Country</strong> wereevacuated to the UK.“B<strong>as</strong>ically, everyth<strong>in</strong>g that triumphed <strong>in</strong> Brita<strong>in</strong> <strong>in</strong> theearly 20th century triumphed over here around 30 yearslater. A steel and iron <strong>in</strong>dustry developed, <strong>as</strong> did shipbuild<strong>in</strong>g.Our first steel ships were British,” says Jose AngelCorres, chairman of Bilbao’s chamber of commerce.Now cooperation is focussed on more technological sectors,such <strong>as</strong> aeronautics. A partnership between Brita<strong>in</strong>’sRolls Royce and <strong>B<strong>as</strong>que</strong> eng<strong>in</strong>eer<strong>in</strong>g firm SENER createdITP, whose CEO Ignacio Mataix is confident of the futurethanks to this “special relationship”. He says that “50 percentof future eng<strong>in</strong>es built to fly will have an ITP turb<strong>in</strong>e<strong>in</strong>side,” ow<strong>in</strong>g to Rolls Royce’s 50 percent market share.Energy is also a key sector <strong>in</strong> the region and power giantIberdrola is a good example of how <strong>B<strong>as</strong>que</strong> bus<strong>in</strong>ess h<strong>as</strong><strong>in</strong>ternationalised <strong>in</strong> recent years. CEO Ignacio Galanrecently said that Iberdrola is now “more British, moreAmerican and more Mexican than it is Spanish”, whileannounc<strong>in</strong>g that 41 percent of the company’s planned €9billion <strong>in</strong>vestment <strong>in</strong> 2015 will be <strong>in</strong> the UK.For Jorge Unda, manag<strong>in</strong>g director of eng<strong>in</strong>eer<strong>in</strong>g firmSENER, open<strong>in</strong>g a UK branch could serve <strong>as</strong> a stepp<strong>in</strong>gstone before cross<strong>in</strong>g the Atlantic. “If you want to get <strong>in</strong>tothe US market from Spa<strong>in</strong>, it’s very difficult. Our historicrelationship with British companies will allow us to arrive<strong>in</strong> the US already be<strong>in</strong>g ‘British’.”Chart<strong>in</strong>g trade and <strong>in</strong>dustrial relationsbetween the UK and the regionthat go back 500 years, Doylebelieves British companies shouldseize on positive <strong>B<strong>as</strong>que</strong> perceptions:“I th<strong>in</strong>k we have a privilegedposition with respect to our relationshipbecause we have all thattradition, all that historic connection,and at the end of the day weare liked and we are admired so weneed to take advantage of that.”Doyle believes that the <strong>B<strong>as</strong>que</strong><strong>Country</strong>’s bus<strong>in</strong>ess culture and thesolid support the private sectorreceives from the region’s governmenthave brought about a realsuccess story. He cites the percapitaGDP of around €30,000, thehighest standard of liv<strong>in</strong>g <strong>in</strong> Spa<strong>in</strong>.Now that the terrorist violence ofPower<strong>in</strong>g BritishdevelopmentBilbao-b<strong>as</strong>ed energycompany Iberdrola isteam<strong>in</strong>g up with ScottishPower <strong>in</strong> a majoroffshore w<strong>in</strong>d powerproject <strong>in</strong> the NorthSea. Plann<strong>in</strong>g permissionw<strong>as</strong> granted <strong>in</strong>June to allow work tocommence on E<strong>as</strong>tAnglia One, a projectwhich will generatecapacity of 1,200megawatts (MW). Itwill create up to 2,700jobs dur<strong>in</strong>g constructionand could power820,000 UK homes.This is the first of sixplanned 1,200MWph<strong>as</strong>es with<strong>in</strong> theoverall E<strong>as</strong>t Anglia UKRound 3 offshore w<strong>in</strong>dzone, which couldeventually compriseup to 7,200MW.For Iberdrola, itsannual <strong>in</strong>vestment <strong>in</strong>the UK h<strong>as</strong> more thandoubled s<strong>in</strong>ce the<strong>in</strong>tegration of ScottishPower<strong>in</strong>to the firm<strong>in</strong> 2007, up from £600million <strong>in</strong> 2006 to £1.2billion <strong>in</strong> 2013.Iberdrola CEO IgnacioGalan told UK energyand climate changesecretary Ed Davey<strong>in</strong> June that “the verylarge <strong>in</strong>vestments thatIberdrola is mak<strong>in</strong>g <strong>in</strong>the UK are important <strong>in</strong>secur<strong>in</strong>g energy suppliesfor the country <strong>in</strong>the future”.Iberdrola’sUK <strong>in</strong>vestmentsarehelp<strong>in</strong>g tosecure thecountry’s futureenergysupply“Brita<strong>in</strong> is admiredhere, so we need to takeadvantage of that”Eta h<strong>as</strong> ended, the British diplomatbelieves that the region is ready toreally take off. “<strong>The</strong> violence distortedthe picture; there were a lotof important th<strong>in</strong>gs go<strong>in</strong>g on thatwere missed.”read the full q&athe-report.net/b<strong>as</strong>que-country
