A further reason why industrial society cannot be reformed infavor of freedom is that modern technology is a unified system inwhich all parts are dependent on one another. You can't get rid of the"bad" parts of technology and retain only the "good" parts. Takemodern medicine, for example. Progress in medical science dependson progress in chemistry, physics, biology, computer science andother fields. Advanced medical treatments require expensive, hightechequipment that can be made available only by a technologicallyprogressive, economically rich society. Clearly you can't have muchprogress in medicine without the whole technological system andeverything that goes with it.122. Even if medical progress could be maintained without the rest ofthe technological system, it would by itself bring certain evils.Suppose for example that a cure for diabetes is discovered. Peoplewith a genetic tendency to diabetes will then be able to survive andreproduce as well as anyone else. Natural selection against genesfor diabetes will cease and such genes will spread throughout thepopulation. (This may be occurring to some extent already, sincediabetes, while not curable, can be controlled through the use ofinsulin.) The same thing will happen with many other diseasessusceptibility to which is affected by genetic degradation of thepopulation. The only solution will be some sort of eugenics programor extensive genetic engineering of human beings, so that man in thefuture will no longer be a creation of nature, or of chance, or of God(depending on your religious or philosophical opinions), but amanufactured product.123. If you think that big government interferes in your life too muchnow, just wait till the government starts regulating the geneticconstitution of your children. Such regulation will inevitably follow theintroduction of genetic engineering of human beings, because theconsequences of unregulated genetic engineering would bedisastrous.[19]124. The usual response to such concerns is to talk about "medicalethics." But a code of ethics would not serve to protect freedom in theface of medical progress; it would only make matters worse. A codeof ethics applicable to genetic engineering would be in effect ameans of regulating the genetic constitution of human beings.Somebody (probably the upper-middle class, mostly) would decidethat such and such applications of genetic engineering were "ethical"interpreted to include any method of child-rearing that producesbehavior inconvenient for the system. Thus, when they go beyondthe prevention of obvious, senseless cruelty, programs for preventing"child abuse" are directed toward the control of human behavior ofthe system.149. Presumably, research will continue to increase the effectivenessof psychological techniques for controlling human behavior. But wethink it is unlikely that psychological techniques alone will besufficient to adjust human beings to the kind of society thattechnology is creating. Biological methods probably will have to beused. We have already mentioned the use of drugs in thisconnection. Neurology may provide other avenues of modifying thehuman mind. Genetic engineering of human beings is alreadybeginning to occur in the form of "gene therapy," and there is noreason to assume the such methods will not eventually be used tomodify those aspects of the body that affect mental functioning.150. As we mentioned in paragraph 134, industrial society seemslikely to be entering a period of severe stress, due in part to problemsof human behavior and in part to economic and environmentalproblems. And a considerable proportion of the system's economicand environmental problems result from the way human beingsbehave. Alienation, low self-esteem, depression, hostility, rebellion;children who won't study, youth gangs, illegal drug use, rape, childabuse, other crimes, unsafe sex, teen pregnancy, population growth,political corruption, race hatred, ethnic rivalry, bitter ideologicalconflict (e.g., pro-choice vs. pro-life), political extremism, terrorism,sabotage, anti-government groups, hate groups. All these threatenthe very survival of the system. The system will be forced to useevery practical means of controlling human behavior.151. The social disruption that we see today is certainly not the resultof mere chance. It can only be a result of the conditions of life thatthe system imposes on people. (We have argued that the mostimportant of these conditions is disruption of the power process.) Ifthe system succeeds in imposing sufficient control over humanbehavior to assure its own survival, a new watershed in humanhistory will have passed. Whereas formerly the limits of humanendurance have imposed limits on the development of societies (aswe explained in paragraphs 143, 144), industrial-technologicalsociety will be able to pass those limits by modifying human beings,whether by psychological methods or biological methods or both. Inthe future, social systems will not be adjusted to suit the needs ofhuman beings. Instead, human beings will be adjusted to suit theneeds of the system.[27]152. Generally speaking, technological control over human behaviorwill probably not be introduced with a totalitarian intention or eventhrough a conscious desire to restrict human freedom.[28] Each new
