RULES FIS WORLD CUP <strong>SKI</strong> <strong>JUMPING</strong> MEN 2011-2012<br />

1. Calendar Planning, Entry and Appointment of the Competitions<br />
1.1 FIS World Cup Ski Jumping<br />
1.1.1 Each National Ski Association is entitled to apply to the Sub-Committee for<br />
Calendar Planning for WCJ competitions (individual and team competition) by<br />
the pre-established deadline.<br />
1.1.2 The application has to be made five years in advance and on the official FIS<br />
entry form. The application form must show the expiration date of the hill certificate.<br />
1.1.3 If the competitions are carried out at different sites, the dates must be fixed so<br />
that there is an interval of at least one day for training between the competition<br />
dates.<br />
1.1.4 The last WCJ event in this competition season is the WCJ final.<br />
In connection with the WCJ final the overall WCJ prize-giving ceremony will<br />
take place.<br />
1.2 Appointment of the WCJ-Events<br />
1.2.1 The Sub-Committee Calendar Planning examines:<br />
- the suitability of the hill in question for WCJ-competitions by means of the<br />
valid hill certificate<br />
- the suitability of the organisers in question for WCJ-competitions by means<br />
of a selection criteria which includes, among other things, the guaranteed<br />
availability of an international TV-signal – suitable for live transmissions - for<br />
the entire duration of the competition.<br />
1.2.2 According to the result of this evaluation and the proposed dates the Sub-<br />
Committee Calendar Planning establishes a provisional WCJ-competition<br />
schedule for the upcoming five years. The final WCJ-competition calendar for<br />
each season requires the approval of the FIS Council.<br />
1.3 Date Protection<br />
1.3.1 Only one WCJ-event can take place on the same date.<br />
1.3.2 The International Championships (OWG + WSC) and one other weekend provided<br />
in advance for are protected as to their dates, which mean that no WCJcompetitions<br />
can take place.
1.4 Cancellations<br />
In the events that the selected competition site cannot be used, the respective<br />
National Ski Association must cancel the event(s) and this must be done at the<br />
latest eight (8) days before the competition.<br />
1.5 Waxing Cabins<br />
The Organising Committee is obliged to put necessary waxing and preparation<br />
cabins at disposal without any additional costs for the user.<br />
2. Participation Right in WCJ Competitions<br />
2.1 Only competitors with a FIS-Code are allowed to be entered.<br />
2.2 Allowed to start are:<br />
a) Competitors, who are already 15 years old;<br />
b) Competitors, who have already gained GP or WCJ-points;<br />
c) Competitors, who have gained at least one COCJ-M point of the past or of<br />
the current season.<br />
3. WCJ Evaluation<br />
3.1 Individual Competitions<br />
1st place = 100 points 16th place = 15 points<br />
2nd place = 80 points 17th place = 14 points<br />
3rd place = 60 points 18th place = 13 points<br />
4th place = 50 points 19th place = 12 points<br />

3.1.1 In case of equality in points between competitors, each athlete receives the<br />
points corresponding to the rank (the following place is omitted).<br />
3.1.2 A minimum of eight National Ski Associations must participate if a WCJ competition<br />
is to count for the WCJ evaluation.<br />
3.1.3 World Cup Standing<br />
The WCJ points of all individual competitions of the current season will be<br />
counted for the WCJ overall winner.<br />
If two or more competitors have the same number of points at the final evaluation,<br />
the order will be determined according to the highest number of individual<br />
victories resp. according to the successive ranks in FIS World Cup events.<br />
If the competitors are still equal, the starting order will be drawn.<br />

3.1.4 The current leader of the WCJ overall evaluation receives the "WSC Leader<br />
bib", which he is allowed to keep. The "WSC Leader bib" has to be worn by the<br />
leader at the WCJ-event, at the official winner's ceremony and at all official<br />
training.<br />
3.2 Team and Mixed Team Competitions<br />
1 st place = 400 points 5 th place = 200 points<br />
2 nd place = 350 points 6 th place = 150 points<br />
3 rd place = 300 points 7 th place = 100 points<br />
4 th place = 250 points 8 th place = 50 points<br />
3.2.1 In case of equality of points of teams, each team obtains the points corresponding<br />
to the rank. The following place is omitted.<br />
3.2.2 At least eight National Ski Associations must participate if a WCJ team competition<br />
is to count for the WCJ Nations' Cup.<br />
3.2.3 Starting order in team competitions<br />
The starting order will be based on the reverse order of the actual World Cup<br />
Nations’ standings. Due to organizational reasons the result of an individual<br />
competition carried out on the same day may not be considered for the starting<br />
order.<br />
3.2.3.1 In the second round, only the leading eight (8) nations from the first round are<br />
entitled to start. Before the start of the last group in the final round, there will be<br />
an info break, where the start order for the last group will be sorted into reverse<br />
order of the current standing.<br />
3.2.4 WCJ Nation Cup<br />
The sum of the points of all competitors from one nation of all WCJ competitions<br />
(Men) of the current season – including the points of the team and share<br />
of Mixed team competitions – will be taken into consideration for the WCJ evaluation<br />
per nation.<br />
In case of an equality of points in the WCJ nations’ evaluation, the better ranking<br />
order of the different competitions (individual as well as team competitions)<br />
will decide.<br />
4. WCJ-Competitions<br />
4.1 Number of Participants for the National Ski Associations<br />
The number of participants will be calculated periodically according to:<br />
- the World Ranking List (see art.4.1.1)<br />
- the standings of the actual Continental Cup-Men period.<br />
The basis for the calculation is:<br />
- the top 55 competitors in the World Ranking List (with a maximum of 6 athletes<br />
per nation)<br />
- the top three (3) of the COCJ-M period.<br />

However, a nations' quota is limited to a maximum of 7 athletes per nation.<br />
- Apart from the nations’ quota (according to the ranking list), each nation which<br />
has gained at least one (1) individual- or team competition point during the past<br />
or the current competition season shall have a basic quota of one plus two<br />
(1+2) for at least 2 x 6 periods. This is therefore also valid for points obtained<br />
from the SGP.<br />
4.1.1 FIS World Ranking List<br />
The quota calculation as well as the payment of the travel expenses will be<br />
done according to the World Ranking List which is established according to the<br />
following criteria:<br />
- The points system is the same as for the World Cup ranking (1st rank 100<br />
points, 30th rank 1 point).<br />
- The competition results of the 5 periods of the past World Cup season will<br />
gradually be replaced by the competition results of the 5 periods of the current<br />
World Cup season.<br />
- This updating procedure is repeated after each of the periods, so that the 5<br />
most current periods are used to calculate the World Ranking List.<br />
- In addition, the competition results of the SGP will be considered for the calculation<br />
of the nations quota.<br />
- The top 55 competitors of this World Ranking List will be taken into consideration<br />
for the quota.<br />
- The nations' quota is valid for the entire period that follows and is not affected<br />
by actual competition results.<br />
4.1.2 Division into periods<br />
The FIS Grand Prix and FIS World Cup calendar 2011-2012 is divided into the<br />
following six (6) periods. Geographical and organisational aspects have been<br />
considered.<br />
1. Period: 16.07.2011 - 03.10.2011 (Wisla - Klingenthal)<br />
2. Period: 29.11.2011 - 18.12.2011 (Kuusamo - Engelberg)<br />
3. Period: 30.12.2011 - 06.01.2012 (Oberstdorf – Bischofshofen)<br />
4. Period: 14.01.2012 - 28.01.2012 (Tauplitz-Bad M. - Sapporo)<br />
5. Period: 04.02.2012 - 19.02.2012 (Val di Fiemme - Oberstdorf)<br />
6. Period: 03.03.2012 - 18.03.2012 (Lahti - Planica)<br />
4.1.3. Starting quota in the official training<br />
Each National Ski Association is allowed to enter the number of athletes according<br />
to their nations quota, but no more than seven (7) as a maximum.<br />
Nations with quota one and two are allowed to enter a number of two (2) athletes<br />
in addition. Nations with quota three are allowed to enter one (1) athlete in<br />
addition.<br />
Nations without a quota at all or with a basis quota (see art. 4.1) are allowed to<br />
enter up to two (2) athletes as a maximum.<br />

The National Ski Association of the organizing country has the right to enter an<br />
additional National Group (group I) up to a maximum of six (6) athletes for the<br />
official training and the qualification round.<br />
However, if an event program includes a team competition, the participating nations<br />
are allowed to enter up to a number of four (4) athletes as a maximum for<br />
the individual competition as well.<br />
The maximum starting quota of the National Ski Association of the organizing<br />
country is therefore 13 athletes for the official training and the qualification<br />
round, and all other participating nations may enter up to a maximum quota of<br />
seven (7) athletes.<br />
If more than two (2) WCJ-competitions are planned to be carried out in one<br />
country, the hosting National Ski Association is only entitled to enter a National<br />
Group in a maximum of 2 events (valid only for WCJ). For the SGP-series this<br />
right is reduced to one competition.<br />
4.1.4 Starting quota in the competition<br />
A qualification round reduces the number of competitors to 50, resp. to 40 at<br />
Ski Flying events.<br />
4.2 Competition Mode and Starting Order<br />
4.2.1 WCJ-competitions<br />
As a rule, a jumping competition consists of:<br />
- the official training<br />
- a qualification and/or<br />
- a trial round<br />
- two scored rounds.<br />
4.2.1.1 For the official training, the qualification and the first scored competition round<br />
the competitors will be divided into three groups.<br />
The number sequence of the groups is as follows:<br />
- Group I of the organising country<br />
- Group II (athletes without WCJ points)<br />
- Group III (athletes with WCJ points).<br />
4.2.1.2 The starting order within the group will be determined as follows:<br />
- Group I: draw or seeding through the organising country<br />
- Group II: draw<br />
- Group III: reverse order of the actual WCJ standings. For the first WCJ<br />
competition of the season, the final WCJ standings of the past<br />
season is decisive. For the first WC competition in Ski Flying<br />
the final standings of the Ski Flying World Cup standings of the<br />
past season is decisive. As soon as athletes appear in the<br />
World Cup Standings (at Ski Flying individual competitions according<br />
to the World Cup standings for Ski Flying), they are<br />
seeded in group III according to their ranking.<br />

After the formation of the Seeded Group I and II, the Jury can make the draw<br />
before the official training. The team captains must confirm the draw at the next<br />
team captains’ meeting.<br />
In case of only one official training for two competitions carried out on the same<br />
hill (individual and team competitions or two individual competitions), only the<br />
single quota is allowed to start.<br />
The competition schedule has to be published together with the invitation for the<br />
competition. Changes can be made by the Jury in case of „force majeure“.<br />
4.2.1.3 Qualification round<br />
4.2.1.3.1 Qualification Ski Jumping<br />
The qualification round reduces the number of participants to 50.<br />
All jumpers, except the present top 10 in the current WCJ standings, must participate<br />
in the qualification round. The total score counts for the result.<br />
A jumper, who has reached 95 % of the maximum length of the longest jump by<br />
the jumpers who have to qualify but has a fall, has the right to participate in the<br />
competition in addition to the 50.<br />
4.2.1.3.2 Qualification Ski Flying<br />
The qualification round reduces the number of participants to 40. All jumpers,<br />
except the present top 10 in the current WCJ standings, must participate in the<br />
qualification round. The total score counts for the result.<br />
If the host nation has not at least four athletes or more within these 40, it is entitled<br />
to enter up to four in addition for the first competition round.<br />
A jumper, who has reached 95 % of the maximum length of the longest jump by<br />
the jumpers who have to qualify but has a fall, has the right to participate in the<br />
competition in addition to the 40.<br />
4.2.1.4 In extreme cases (for example limited training jumps, change of the in-run, lack<br />
of time, difficult weather conditions) the Jury can decide on a qualification round<br />
or a trial round.<br />
4.2.1.5 In the qualification round, the Jury is entitled to change the starting gate for the<br />
pre-qualified jumpers (present top 10 jumpers of the current WCJ-standings), in<br />
order to get the optimal in-run speed for the first competition round or to break<br />
off.<br />
4.2.1.6 Trial round<br />
If the qualification round is not held at all or not held on the competition day, a<br />
trial round must be carried out before the first scored round (exception see ICR<br />
art. 452.2.2)<br />
4.2.1.7 For the first competitive round, only 50 [resp. 40 in Ski Flying] jumpers (the present<br />
top 10 in the current WCJ standings and the top 40 [resp. 30 in Ski Flying]<br />
of the qualification round) are admitted. In case of a tie at the last qualified<br />
place in the qualification round, the total number of participants will increase<br />
accordingly. The total number of participants will be filled up to 50 [resp. 40 in<br />
Ski Flying], (plus tied jumpers at the last qualified place or/and jumpers who<br />
have reached 95 % of the maximum length but had a fall, according to art.<br />
4.2.1.3)<br />

4.2.1.8 For the second competitive round (final), only the top 30 of the first competition<br />
round are qualified (plus jumpers tied at the last qualified place). They start with<br />
the same start number but in reverse order of the collective points score from<br />
the first competitive round.<br />
4.2.1.9 A jumper, who has reached 95 % of the maximum length of the longest jump by<br />
the jumpers who have to qualify but has a fall, has the right to participate in the<br />
competition in addition to the 30.<br />
4.2.1.10 The final round must start 15 minutes after the end of the first competition<br />
round. The jumpers who are not at the start on time are disqualified.<br />
4.2.1.11 After the qualification round of jumps is completed, the Jury is authorized to allow<br />
competitors who are not qualified to serve as fore jumpers for the competition,<br />
if necessary.<br />
4.2.2 KO System<br />
The Jumping Committee is entitled to modify the above mentioned rules for the<br />
qualification and competition rounds.<br />
Based on a decision of the FIS Jumping Committee and with the approval of<br />
the FIS Council with the new modus, the number of participants in the first<br />
competition round will be reduced to the half (25 participants) for the final round<br />
by a comparison of performance in pairs (KO system) and filled up to a total of<br />
30 participants with the five athletes (best loser) who have reached the best total<br />
score points.<br />
4.2.2.1 The qualification round will be carried out in the same way as up to now, with<br />
one exception that the score (the total score points achieved) is not only decisive<br />
for the participation in the first competitive round but also for the starting<br />
order. The qualification round must in any case be carried out the day before. If<br />
this is not guaranteed, the KO modus cannot be used.<br />
4.2.2.2 The first competition round is contested by 25 pairs of jumpers so that<br />
exactly 50 athletes have to be selected in the qualification round. It is therefore<br />
not possible to increase this number in case of several competitors in equal last<br />
places or maximum distance with a too low total score because of a fall. In order<br />
to respect fairness and to ensure a clear decision, the following rules are to<br />
be observed:<br />
4.2.2.2.1 In the qualification round all jumps should be executed with same length of the<br />
in-run. In exceptional cases the Jury is entitled to change the in-run gate or to<br />
break off for the qualified jumpers.<br />
4.2.2.2.2 The results of the fixed qualified jumpers must be integrated in the results of the<br />
qualification round.<br />
4.2.2.2.3 In case of a very bad jump (i.e. fall) and therefore a ranking which would be below<br />
the qualification limit, a fixed qualified jumper will be listed in the last position<br />
(see also 4.2.2.3).<br />
4.2.2.2.4 If two or more jumpers obtain the same total score in the Qualification round,<br />
the athlete with the higher start number will be ranked in the better position (see<br />
ICR art. 433.4).<br />

4.2.2.3 Based on these rules, the following system is in place for the ranking of the<br />
qualification round:<br />
Based on the total scores achieved, firstly a normal ranking from positions 1 to<br />
50 is to be established. Those fixed qualified jumpers who did not participate in<br />
the qualification round will be ranked in the last places until 50th position in the<br />
order of their start numbers (see ICR art. 433.4).<br />
If in addition fixed qualified jumpers have obtained a position below the qualification<br />
limit, those jumpers will be ranked in the places directly before them within<br />
the limit. Therefore those jumpers are to be eliminated, who had to qualify<br />
but only achieved these last positions with their total score.<br />
4.2.2.4 For the fist competition round the pairs of jumpers are to be established as follows:<br />

4.2.2.6 As a result of the comparison in pairs the jumper with the better total scoring<br />
reaches the final round. If the two jumpers competing against each other<br />
achieve the same total score, the jumper with the lower start number will advance.<br />

4.2.2.7 Those 25 athletes will participate in the final round who have qualified for the<br />
final in the KO elimination. In addition there are the five losing jumpers which<br />
have the best total scores. In exceptional cases of a lower number of winners,<br />
the number of losing jumpers will be increased. The number of participants for<br />
the second round can also be increased through tied jumpers on the last qualified<br />
place or/and jumpers who have reached 95 % of the longest jump (art.<br />
4.2.1.3) but had a fall.<br />
4.2.2.8 The starting order in the final round results from the reverse ranking order of<br />
the total scores in the first scoring round.<br />
In case of equal total scores the jumper with the higher starting number will<br />
jump first.<br />
The overall score of the competition is determined by the total scores from both<br />
competitive rounds, i.e. the sum of both total scores.<br />
4.2.3 Ski Flying competitions<br />
The WCJ-events in Ski Flying have to be carried out according to the World<br />
Cup rules for Ski Jumping as well as according to ICR art. 454.<br />
4.2.4 If the final of the World Cup is carried out as a Ski Flying event, only the present<br />
top 30 ranked competitors of the current World Cup standings may start at<br />
the last individual competition day. If the host nation has less than four athletes<br />
within these 30, it is entitled to enter up to four in addition.<br />
4.3 In order to guarantee that actual and appropriate information on the Jury's decisions<br />
regarding the competition is given to the media- and TV representatives<br />
as well as to spectators at the jumping hill, the Jury has the duty to forward corresponding<br />
information to the media representatives and the announcer. The<br />
Race Director of the FIS is commissioned with this task.<br />
4.4 For all WCJ competitions, the use of video-distance-measuring according to the<br />
special regulations established by the FIS Jumping Committee is mandatory.<br />

5. WCJ Prizes<br />
5.1 Prize-Money<br />
The Organising Committee must provide prize-money of at least the following<br />
amount in Swiss Francs (CHF) per competition:<br />
Single competition: CHF 71'800.—, divided between the top 30 athletes as follows:<br />
CHF 100.— per World Cup point achieved:<br />
1. CHF 10'000.— 10. CHF 2'600.—<br />
2. CHF 8'000.— 20. CHF 1'100.—<br />
3. CHF 6'000.— 30. CHF 100.—<br />
Team and Mixed Team competition: CHF 70'000.—, divided between the top 3<br />
teams:<br />
1. CHF 30'000.—<br />
2. CHF 22'000.—<br />
3. CHF 18'000.—<br />
The prize-money shall be paid electronically by bank transfer.<br />
5.2 FIS World Cup Trophy<br />
- The winner of the Overall FIS World Cup (including all individual Ski Flying<br />
respectively all individual Ski Jumping World Cups) receives the big World<br />
Cup trophy, which will be provided by the FIS.<br />
- The winner of the Overall FIS World Cup Ski Flying (including all Individual Ski<br />
Flying events) receives the small World Cup trophy, which will be provided by<br />
the FIS.<br />
5.3 FIS World Cup Medals<br />
- The first three competitors of the FIS World Cup Ski Jumping receive a FIS<br />
World Cup medal.<br />
- The first three competitors of the FIS World Cup Ski Flying receive a FIS<br />
World Cup medal.<br />
5.4 FIS-Nations’ Cup-Trophy<br />
The winner of the FIS-Nations’ Cup receives the FIS-Nations’ trophy.<br />
5.5 Provision of Awards<br />
The trophies and medals will be provided by the FIS.<br />
5.6 Presentation<br />
The awarding ceremony for the overall winners will take place in connection<br />
with the World Cup Men´s final.<br />
6. Reimbursement of Expenses<br />
6.1 Nations' Quota for the Reimbursement of Expenses<br />
The national quota for the participating nations will be determined as follows:<br />

A World Ranking List will be established using the results from the Summer<br />
Grand-Prix and WCJ competitions (art. 4.1).<br />
From this World Ranking List will be included at the end of each of the 6 periods:<br />
- the top 55 competitors in the World Ranking List (with a maximum of 6 athletes<br />
per nation)<br />
- the top three (3) athletes of the current COCJ-M period,<br />
- as well as a basic quota.<br />
- Each National Ski Association has the right to be reimbursed for a maximum<br />
of seven (7) athletes.<br />
- The number of officials that have to be taken over will be determined according<br />
to the following standards:<br />
Key for the quota of officials:<br />
1 – 3 athletes 2 officials<br />
4 – 5 athletes 3 officials<br />
6 – 7 athletes 4 officials<br />
6.2 The following must be paid to the teams according to the quotas determined in<br />
art. 6.1 for the reimbursement of expenses of the National Ski Associations.<br />
6.2.1 Accommodation<br />
Room and full pension in a good hotel in the competition resort for the duration<br />
of the event, beginning one night before the first official training resp. the following<br />
night after the last competition. An invitation and information packet must be<br />
sent by the organiser to each National Ski Association. Participating teams<br />
must enter their competitors prior to the published entry deadline. By doing so,<br />
the team secures their required number of booked room reservations.<br />
For booked room reservation not used, the organiser has the right to demand a<br />
cancellation fee from the National Ski Associations.<br />
In case reimbursement of travel expenses for the nations concerned occur, the<br />
organiser has the right to deduct the cancellation fee directly from the reimbursement<br />
of the travel expenses.<br />
By no means is the organiser or the hotel manager allowed, without agreement<br />
of the team captain, to demand the vacating of the rooms on the day of the<br />
competition. For nations with starting quota 4 or more two single rooms have to<br />
be provided.<br />
For competitors and officials not included in the quota, the Organising Committee<br />
has to provide competitors and officials accommodation and meals at least<br />
25% below the normal price at the place in question, whereby CHF 125.— is the<br />
maximum price.<br />
6.2.2 Pocket-Money<br />
WCS Ski Jumping:<br />
For a single event the equivalent of CHF 45.— per person.<br />
For a double event the equivalent of CHF 75.— per person.<br />
For a triple event the equivalent of CHF 105.— per person.<br />

WCS Ski Flying:<br />
For a single event the equivalent of CHF 90.— per person.<br />
For a double event the equivalent of CHF 150.— per person.<br />
For a triple event the equivalent of CHF 210.— per person.<br />
6.2.3 Travel Expenses<br />
The WCJ-organiser has to pay the following minimum travel reimbursement per<br />
person, according to the travel regions established by FIS for travel costs,<br />
based on Swiss Francs (CHF):<br />
1. Organisers of group A have to pay:<br />
- for quota from a country in group A CHF 250.—<br />
- for quota from a country in group B CHF 400.—<br />
- for quota from a country in group C CHF 400.—<br />
- for quota from a country in group D CHF 600.—<br />
- for quota from a country in group E CHF 700.—<br />
2. Organisers of group B have to pay:<br />
- for quota from a country in group A CHF 400.—<br />
- for quota from a country in group B CHF 250.—<br />
- for quota from a country in group C CHF 400.—<br />
- for quota from a country in group D CHF 600.—<br />
- for quota from a country in group E CHF 700.—<br />
3. Organisers of group C have to pay:<br />
- for quota from a country in group A CHF 400.—<br />
- for quota from a country in group B CHF 400.—<br />
- for quota from a country in group C CHF 250.—<br />
- for quota from a country in group D CHF 600.—<br />
- for quota from a country in group E CHF 700.—<br />
4. Organisers of group D have to pay:<br />
- for quota from a country in group A CHF 600.—<br />
- for quota from a country in group B CHF 600.—<br />
- for quota from a country in group C CHF 600.—<br />

6.2.3.1 The FIS members are divided into five travel- resp. organiser-regions as follows:<br />

4) Overseas I Group D<br />
ALG, CAN, EGY, IRA, ISR, LIB, MAR, MEX, RSA, SEN, SUD, SWZ, USA,<br />

(ARG, AUS, BRA, CHI, CHN, FIJ, GUA, HON, KAZ, JPN, KOR, PRK,<br />
MGL, NZE, PHI, PUR, URU, ISV)<br />
6.2.3.2 Charter arrangements (flight, train, bus, ship) may be organized and charged<br />
for by the OC or between several OC’s (coordinated arrangements); this offer<br />
must be made in writing and be included in the program or invitation. The teams<br />
must confirm their acceptance or refusal to the organisers within the official entry<br />
deadline.<br />
Bus journeys should be limited to 400 km.<br />
6.2.3.3 The transfer from and to the airport will be organized and covered by the organiser,<br />
as long as the resp. National Ski Association has informed the OC of the<br />
members of the team, arrival day, arrival time and the flight number.<br />
6.2.4 The designated Technical Delegates (TD), the Assistant RD, the Assistant TD<br />
and the Jumping Judges have to be paid according to ICR art. 405.4.<br />
7. FIS WCJ Title Sponsor / Advertising / Media Service<br />
7.1 The FIS signs an agreement with the official FIS World Cup title or presenting<br />
sponsor or with an agency.<br />
7.2 The "FIS World Cup Organiser contract", concluded between FIS and the<br />
NSA/OC respectively club, contains all advertising matters to be strictly observed<br />
by the parties involved.<br />
7.3 The OC's Chief of Press will be supported by the FIS World Cup press coordinator,<br />
nominated by the FIS, for general services regarding PR information,<br />
press service, winners press conference etc. The OC has to pay for his travel,<br />
accommodation and board. Prior to his travel the press coordinator must contact<br />
the organiser regarding the arrangements.<br />
7.4 The press-/media service has to be organised and performed according to the<br />
recommendations and guidelines of the International Ski Federation as well as<br />
the International Association of Ski Journalists (AIPS).<br />
8. Rescue Service – Medical Support Requirements<br />
The Organizer is responsible for setting up and operating during all competition<br />
times (training and competitions) an appropriate rescue service. The Medical<br />
Support Requirements for FIS Event Organizers are set forth in the ICR, 221.6<br />
as well as chapter 1 of the FIS Medical Guide (containing Medical Rules and<br />
Guidelines).<br />

9. WCJ Report<br />
The FIS TD is responsible for the report on the WCJ competition. The writing<br />
and the prompt dispatch of the report to the FIS Office, together with the WCJ<br />
result list, must be completed at the competition site!<br />
10. FIS Grand Prix Ski Jumping<br />
The WCJ rules will be analogue applied for the Grand-Prix series with exception<br />
of 6.2.2 (no pocket money) and<br />

Single competition: CHF 12'000.—, divided between the top 6 athletes.<br />
Team competition: CHF 12'000.—, divided between the top 3 teams.<br />

RULES FIS WORLD CUP <strong>SKI</strong> <strong>JUMPING</strong> Ladies 2011-2012<br />

1. Calendar Planning, Entry and Appointment of the Competitions<br />
1.1 FIS World Cup Ski Jumping Ladies<br />
1.1.1 Each National Ski Association is entitled to apply to the Sub-Committee for<br />
Calendar Planning for WCJ-L competitions (individual and team competition) by<br />
the pre-established deadline.<br />
1.1.2 The application has to be made one and a half year in advance and on the official<br />
FIS entry form. The application form must show the expiration date of the<br />
hill certificate.<br />
1.1.3 If the competitions are carried out at different sites, the dates must be fixed so<br />
that there is an interval of at least one day for training between the competition<br />
dates.<br />
1.1.4 The last WCJ-L event in this competition season is the WCJ-L final.<br />
In connection with the WCJ-L final the overall WCJ-L prize-giving ceremony will<br />
take place.<br />
1.2 Appointment of the WCJ-L-Events<br />
1.2.1 The Sub-Committee Calendar Planning examines:<br />
- the suitability of the hill in question for WCJ-L-competitions by means of the<br />
valid hill certificate;<br />
- the accommodation capacity and the spectator appeal of the competition<br />
site;<br />
- the suitability of the organisers in question for WCJ-L-competitions by means<br />
of a selection criteria which includes, among other things, the guaranteed<br />
availability of an international TV-signal – suitable for live transmissions - for<br />
the entire duration of the competition.<br />
- maximum hill size being used for WCJ-L competitions is Normal Hill size.<br />
1.2.2 According to the result of this evaluation and the proposed dates the Sub-<br />
Committee Calendar Planning establishes a provisional WCJ-L-competition<br />
schedule for the upcoming years. The final WCJ-L-competition calendar for<br />
each season requires the approval of the FIS Council.<br />
1.3 Date Protection<br />
1.3.1 Only one WCJ-L-event can take place on the same date.<br />
1.3.2 The International Championships (OWG + WSC) and one other weekend provided<br />
in advance for are protected as to their dates, which mean that no WCJ-<br />
L-competitions can take place.
1.4 Cancellations<br />
In the events that the selected competition site cannot be used, the respective<br />
National Ski Association must cancel the event(s) and this must be done at the<br />
latest eight (8) days before the competition.<br />
1.5 Waxing Cabins<br />
The Organising Committee is obliged to put necessary waxing and preparation<br />
cabins at disposal without any additional costs for the user.<br />
2. Participation Right in WCJ-L Competitions<br />
2.1 Only competitors with a FIS-Code are allowed to be entered.<br />
2.2 Allowed to start are:<br />
a) Competitors, who are already 15 years old;<br />
b) Competitors, who have already gained GP-L or WCJ-L-points;<br />
c) Competitors, who have gained at least one COCJ-L point of the past or of<br />
the current season.<br />
2.3 Each National Ski Association can enter, for a WCJ-L event, a maximum of 6<br />
(six) jumpers.<br />
2.4 Each National Ski Association has full responsibility for the qualification of its<br />
competitors for WCJ-L competitions and for their ability to handle the jumping<br />
hill being used.<br />
2.5 The host nation has the right to enter an additional National Group of 6 (six)<br />
athletes (group I).<br />
2.6 If more than two (2) WCJ-L-competitions are planned to be carried out in one<br />
country, the host nation is only entitled to enter a National Group in a maximum<br />
of two (2) events per series (GP-L, WCJ-L), however, all in all not more than<br />
four (4) times.<br />
3. WCJ-L Evaluation<br />
3.1 Individual Competitions<br />

3.1.1 In case of equality in points between competitors, each athlete receives the<br />
points corresponding to the rank (the following place is omitted).<br />
3.1.2 A minimum of eight National Ski Associations must participate if a WCJ-L competition<br />
is to count for the WCJ-L evaluation.<br />
3.1.3 World Cup Standing<br />
The WCJ-L points of all individual competitions of the current season will be<br />
counted for the WCJ-L overall winner.<br />
If two or more competitors have the same number of points at the final evaluation,<br />
the order will be determined according to the highest number of individual<br />
victories resp. according to the successive ranks in FIS World Cup events.<br />
If the competitors are still equal, the starting order will be drawn.<br />
3.1.4 The current leader of the WCJ-L overall evaluation receives the "WSC Leader<br />
bib", which he is allowed to keep. The "WSC Leader bib" has to be worn by the<br />
leader at the WCJ-L-event, at the official winner's ceremony and at all official<br />
training.<br />
3.2 Team and Mixed Team Competitions<br />
1 st place = 400 points 5 th place = 200 points<br />
2 nd place = 350 points 6 th place = 150 points<br />
3 rd place = 300 points 7 th place = 100 points<br />
4 th place = 250 points 8 th place = 50 points<br />
3.2.1 In case of equality of points of teams, each team obtains the points corresponding<br />
to the rank. The following place is omitted.<br />
3.2.2 At least eight National Ski Associations must participate if a WCJ team competition<br />
is to count for the WCJ Nations' Cup.<br />
3.2.3 Starting order in team competitions<br />
The starting order will be based on the reverse order of the actual World Cup<br />
Nations’ standings. Due to organizational reasons the result of an individual<br />
competition carried out on the same day may not be considered for the starting<br />
order.<br />
3.2.3.1 In the second round, only the leading eight (8) nations from the first round are<br />
entitled to start. Before the start of the last group in the final round, there will be<br />
an info break, where the start order for the last group will be sorted into reverse<br />
order of the current standing.<br />
3.2.4 WCJ Nation Cup<br />
The sum of the points of all competitors from one nation of all WCJ competitions<br />
(Ladies) of the current season – including the points of the team and<br />
share of Mixed team competitions – will be taken into consideration for the<br />
WCJ evaluation per nation.<br />
In case of an equality of points in the WCJ nations’ evaluation, the better ranking<br />
order of the different competitions (individual as well as team competitions)<br />
will decide.<br />

4. Competition Mode and Starting Order<br />
4.1 WCJ-L-competitions<br />
As a rule, a jumping competition consists of:<br />
- the official training<br />
- a qualification and/or<br />
- a trial round<br />
- two scored rounds.<br />
4.1.1 For the official training, the qualification and the first scored competition round<br />
the competitors will be divided into three groups.<br />
The number sequence of the groups is as follows:<br />
- Group I of the organising country<br />
- Group II (athletes without WCJ points)<br />
- Group III (athletes with WCJ points).<br />
4.1.2 The starting order within the group will be determined as follows:<br />
- Group I: draw or seeding through the organising country<br />
- Group II: draw<br />
- Group III: reverse order of the actual WCJ standings. For the first WCJ<br />
competition of the season 2011-12, the current standings of the<br />
COC-L is decisive. As soon as athletes appear in the World<br />
Cup Standings, they are seeded in group III according to their<br />
ranking.<br />
After the formation of the Seeded Group I and II, the Jury can make the draw<br />
before the official training. The team captains must confirm the draw at the next<br />
team captains’ meeting.<br />
In case of only one official training for two competitions carried out on the same<br />
hill (individual and team competitions or two individual competitions), only the<br />
single quota is allowed to start.<br />
The competition schedule has to be published together with the invitation for the<br />
competition. Changes can be made by the Jury in case of „force majeure“.<br />
4.2 Qualification round<br />
The qualification round reduces the number of participants to 50.<br />
All jumpers, except the present top 10 in the current WCJ-L standings, must<br />
participate in the qualification round. The total score counts for the result.<br />
A jumper, who has reached 95 % of the maximum length of the longest jump by<br />
the jumpers who have to qualify but has a fall, has the right to participate in the<br />
competition in addition to the 50.<br />

4.2.1 In extreme cases (for example limited training jumps, change of the in-run, lack<br />
of time, difficult weather conditions) the Jury can decide on a qualification round<br />
or a trial round.<br />
4.2.2 In the qualification round, the Jury is entitled to change the starting gate for the<br />
pre-qualified jumpers (present top 10 jumpers of the current WCJ-standings), in<br />
order to get the optimal in-run speed for the first competition round or to break<br />
off.<br />
4.2.3 Trial round<br />
If the qualification round is not held at all or not held on the competition day, a<br />
trial round must be carried out before the first scored round (exception see ICR<br />
art. 452.2.2)<br />
4.2.4 For the first competitive round, only 50 jumpers (the present top 10 in the current<br />
WCJ-L standings and the top 40 of the qualification round) are admitted. In<br />
case of a tie at the last qualified place in the qualification round, the total number<br />
of participants will increase accordingly. The total number of participants will<br />
be filled up to 50, (plus tied jumpers at the last qualified place or/and jumpers<br />
who have reached 95 % of the maximum length but had a fall, according to art.<br />
4.2.)<br />
4.2.5 For the second competitive round (final), only the top 30 of the first competition<br />
round are qualified (plus jumpers tied at the last qualified place). They start with<br />
the same start number but in reverse order of the collective points score from<br />
the first competitive round.<br />
4.2.6 A jumper, who has reached 95 % of the maximum length of the longest jump by<br />
the jumpers who have to qualify but has a fall, has the right to participate in the<br />
competition in addition to the 30.<br />
4.2.7 The final round must start 15 minutes after the end of the first competition<br />
round. The jumpers who are not at the start on time are disqualified.<br />
4.2.8 After the qualification round of jumps is completed, the Jury is authorized to allow<br />
competitors who are not qualified to serve as fore jumpers for the competition,<br />
if necessary.<br />
4.3 In order to guarantee that actual and appropriate information on the Jury's decisions<br />
regarding the competition is given to the media- and TV representatives<br />
as well as to spectators at the jumping hill, the Jury has the duty to forward corresponding<br />
information to the media representatives and the announcer. The<br />
Race Director of the FIS is commissioned with this task.<br />
4.4 For all WCJ-L competitions, the use of video-distance-measuring according to<br />
the special regulations established by the FIS Jumping Committee is mandatory.<br />

5. WCJ Prizes<br />
5.1 Prize-Money<br />
The Organising Committee must provide prize-money of at least the following<br />
amount in Swiss Francs (CHF) per competition:<br />
Single competition: CHF 17.940.—, divided between the top 15 athletes as follows:<br />
CHF 30.— per World Cup point achieved:<br />
1. CHF 3'000.— 10. CHF 780.—<br />
2. CHF 2'400.— 15. CHF 480.—<br />
3. CHF 1'800.—<br />
Team competition Ladies: CHF 10’000.—, divided between the top 3 teams:<br />
1. CHF 6'000.—<br />
2. CHF 3'000.—<br />
3. CHF 1'000.—<br />
(Mixed team competition see World Cup Rules Men, art. 5.1)<br />
The prize-money shall be paid electronically by bank transfer.<br />
5.2 FIS World Cup Trophy<br />
- The winner of the Overall FIS World Cup Ski Jumping-Ladies receives the<br />
big World Cup trophy, which will be provided by the FIS.<br />
5.3 FIS World Cup Medals<br />
- The first three competitors of the FIS World Cup Ski Jumping-Ladies receive<br />
a FIS World Cup medal.<br />
5.4 FIS-Nations’ Cup-Trophy<br />
The winner of the FIS-Nations’ Cup receives the FIS-Nations’ trophy.<br />
5.5 Provision of Awards<br />
The trophies and medals will be provided by the FIS.<br />
5.6 Presentation<br />
The awarding ceremony for the overall winners will take place in connection<br />
with the World Cup-Ladies final.<br />
6. Reimbursement of Expenses<br />
6.1 Nations' Quota for the Reimbursement of Expenses<br />
The national quota for the participating nations will be determined as follows:<br />
Each National Ski Association has the right to be reimbursed for a maximum of<br />
four (4) athletes.<br />
The number of officials that have to be taken over will be determined according<br />
to the following standards:<br />

6.2 The following must be paid to the teams according to the quotas determined in<br />
art. 6.1 for the reimbursement of expenses of the National Ski Associations.<br />
6.2.1 Accommodation<br />
Room and full pension in a good hotel in the competition resort for the duration<br />
of the event, beginning one night before the first official training resp. the following<br />
night after the last competition. An invitation and information packet must be<br />
sent by the organiser to each National Ski Association. Participating teams<br />
must enter their competitors prior to the published entry deadline. By doing so,<br />
the team secures their required number of booked room reservations.<br />
For booked room reservation not used, the organiser has the right to demand a<br />
cancellation fee from the National Ski Associations.<br />
In case reimbursement of travel expenses for the nations concerned occur, the<br />
organiser has the right to deduct the cancellation fee directly from the reimbursement<br />
of the travel expenses.<br />
By no means is the organiser or the hotel manager allowed, without agreement<br />
of the team captain, to demand the vacating of the rooms on the day of the<br />
competition. For nations with starting quota 4 or more two single rooms have to<br />
be provided.<br />
For competitors and officials not included in the quota, the Organising Committee<br />
has to provide competitors and officials accommodation and meals at least<br />
25% below the normal price at the place in question, whereby CHF 125.— is the<br />
maximum prize.<br />
6.2.2 Travel Expenses<br />
The WCJ-Organiser has to pay the following minimum travel reimbursement<br />
per person, according to the travel regions established by FIS for travel costs,<br />
based on Swiss Francs (CHF):<br />
1. Organisers of group A have to pay:<br />
- for quota from a country in group A CHF 80.—<br />
- for quota from a country in group B CHF 100.—<br />
- for quota from a country in group C CHF 100.—<br />
- for quota from a country in group D CHF 150.—<br />
- for quota from a country in group E CHF 175.—<br />
2. Organisers of group B have to pay:<br />
- for quota from a country in group A CHF 100.—<br />
- for quota from a country in group B CHF 80.—<br />
- for quota from a country in group C CHF 100.—<br />
- for quota from a country in group D CHF 150.—<br />
- for quota from a country in group E CHF 175.—<br />
3. Organisers of group C have to pay:<br />
- for quota from a country in group A CHF 100.—<br />
- for quota from a country in group B CHF 100.—<br />
- for quota from a country in group C CHF 80.—<br />
- for quota from a country in group D CHF 150.—<br />
- for quota from a country in group E CHF 175.—<br />

5. Organisers of group E have to pay:<br />

- for quota from a country in group D CHF 175.—<br />
- for quota from a country in group E CHF 80.—<br />
6.2.2.1 The FIS members are divided into five travel- resp. organiser-regions as follows:<br />
1) Northern Europe Group A<br />
(DAN, EST, FIN, ISL, NOR, SWE)<br />
2) East Europe Group B<br />
(BLR, BUL, GEO, LAT, LTU, RUM, RUS, UKR, UZB)<br />
3) Middle and South Europe Group C<br />
(AND, AUT, BEL, BIH, CRO, CZE, FRA, GER, GBR, GRE, HUN, IRE,<br />
ITA, LIE, LUX, MON, NED, POL, RSM, SPA, SVK, SLO, SUI, TUR)<br />
4) Overseas I Group D<br />
ALG, CAN, EGY, IRA, ISR, LIB, MAR, MEX, RSA, SEN, SUD, SWZ, USA,<br />
ZIM)<br />
5) Overseas II Group E<br />
(ARG, AUS, BRA, CHI, CHN, FIJ, GUA, HON, KAZ, JPN, KOR, PRK,<br />
MGL, NZE, PHI, PUR, URU, ISV)<br />
6.2.2.2 Charter arrangements (flight, train, bus, ship) may be organized and charged<br />
for by the OC or between several OC’s (coordinated arrangements); this offer<br />
must be made in writing and be included in the program or invitation. The teams<br />
must confirm their acceptance or refusal to the organisers within the official entry<br />
deadline.<br />
Bus journeys should be limited to 400 km.<br />
6.2.2.3 The transfer from and to the airport will be organized and covered by the organiser,<br />
as long as the resp. National Ski Association has informed the OC of the<br />
members of the team, arrival day, arrival time and the flight number.<br />
6.2.3 The designated Technical Delegates (TD), the Assistant TD, the WCJ-L-<br />
Coordinator and the Jumping Judges have to be paid according to ICR art.<br />
405.4.<br />

7. FIS WCJ-L Title Sponsor / Advertising / Media Service<br />
7.1 The FIS signs an agreement with the official FIS World Cup title or presenting<br />
sponsor or with an agency.<br />
7.2 The "FIS World Cup Organiser agreement", concluded between FIS and the<br />
NSA/OC respectively club, contains all advertising matters to be strictly observed<br />
by the parties involved.<br />
7.3 The OC's Chief of Press will be supported by the FIS World Cup press coordinator,<br />
nominated by the FIS, for general services regarding PR information,<br />
press service, winners press conference etc. The OC has to pay for his travel,<br />
accommodation and board. Prior to his travel the press coordinator must contact<br />
the organiser regarding the arrangements.<br />
7.4 The press-/media service has to be organised and performed according to the<br />
recommendations and guidelines of the International Ski Federation as well as<br />
the International Association of Ski Journalists (AIPS).<br />
8. Rescue Service – Medical Support Requirements<br />
The Organizer is responsible for setting up and operating during all competition<br />
times (training and competitions) an appropriate rescue service. The Medical<br />
Support Requirements for FIS Event Organizers are set forth in the ICR, 221.6<br />
as well as chapter 1 of the FIS Medical Guide (containing Medical Rules and<br />
Guidelines).<br />
9. WCJ-L Report<br />
10. Control<br />
The FIS TD is responsible for the report on the WCJ competition. The writing<br />
and the prompt dispatch of the report to the FIS Office, together with the WCJ<br />
result list, must be completed at the competition site.<br />
The FIS nominates a WCJ-L Coordinator who must possess a TD-license for<br />
Ski Jumping (see ICR art. 403.2.2).<br />
The WCJ-L Coordinator reports to the Race Director Ski Jumping. The respective<br />
organiser has to pay for accommodation, board and travel expenses of the<br />
WCJ-L Coordinator (see ICR art. 405.4.3)<br />
11. FIS Grand Prix Ski Jumping<br />
The WCJ-L rules will be analogue applied for the Grand-Prix series.<br />
11.1 Prize-Money<br />
Single competition: CHF 6'000.—, divided between the top 6 athletes.<br />
Team competition: CHF 6'000.—, divided between the top 3 teams.<br />
Mixed Team competition<br />
(Ladies/Men): CHF 10'000.—, divided between the top 3 teams.<br />

RULES FIS CONTINENTAL CUP <strong>SKI</strong> <strong>JUMPING</strong> (MEN) 2011-2012<br />

1. Calendar Planning as well as Entry and Appointment of the Competitions<br />
1.1 Continental Cup Ski Jumping<br />
1.1.1 Each National Ski Association is entitled to apply to the Sub-Committee for<br />
Calendar Planning for COCJ-M competitions (individual competition) by the preestablished<br />
deadline.<br />
1.1.2 The application has to be made two years in advance and on the official FIS<br />
entry form.<br />
1.1.3 Only one COCJ-M competitions can be carried out on the same date.<br />
1.1.4 The last COCJ-M event in a competition season is carried out as the COCJ-Mfinal.<br />
In connection with the COCJ-M final the overall COCJ-M prize-giving<br />
ceremony will take place.<br />
1.2 Appointment of the COCJ-M-events<br />
1.2.1 The Sub-Committee for Calendar Planning examines the:<br />
- suitability of the hill in question for COCJ-M-competitions by means of the<br />
valid hill certificate;<br />
- accomodation capacity and the spectator appeal of the competition site;<br />
- standard of the race organisation.<br />
1.2.2 According to the result of this evaluation and the proposed dates the Sub-<br />
Committee for Calendar Planning establishes a provisional COCJ-Mcompetition<br />
schedule for the upcoming two years. The final COCJ-Mcompetition<br />
calendar for the current season requires the approval of the FIS<br />
Council.<br />
2. Participation Right for COCJ-M Competitions<br />
2.1 Only competitors with a FIS-Code are allowed to be entered.<br />
Each National Ski Association has full responsibility for the qualification of its<br />
competitors for COCJ-M competitions and for their ability to handle the jumping<br />
hills being used.<br />
2.2 Allowed to start are:<br />
a) Competitors, who have already gained WC-, GP- or COCJ-M-points;<br />
b) Competitors, who have gained at least one FIS Cup point of the past or of<br />
the current season.
2.3 Number of Participants for the National Ski Associations<br />
The number of participants will be calculated periodically according to the<br />
Continental Ranking List (CRL), see art. 2.3<br />
The basis for the calculation is:<br />
- the top 50 competitors of the CRL;<br />
- each nation with less than four athletes in the nations quota or without<br />
nations quota is entitled to enter up to four athletes as a maximum;<br />
- the host nation has the right to enter an additional National Group of eight (8)<br />
athletes (group I);<br />
- the maximum starting quota of the host nation can therefore be 16, however,<br />
all other participating nations up to a maximum quota of eight (8) athletes.<br />
- If more than two (2) COCJ-M-competitions are planned to be carried out in<br />
one country, the host nation is only entitled to enter a National Group in a<br />
maximum of 2 events per serie (summer or winter COCJ-M-serie), however,<br />
all in all not more than four (4) times.<br />
2.4 Continental Ranking List<br />
The quota calculation will be done according to the Continental Ranking List<br />
which is established according to the following criteria:<br />
- The points system is the same as for the COCJ-M Standing (1st rank 100<br />
points, 30th rank 1 point).<br />
- The competition results of the 6 periods (5 winter periods, 1 summer period)<br />
of the past COCJ-M season will gradually be replaced by the competition<br />
results of the 6 periods of the current COCJ-M season.<br />
- This updating procedure is repeated after each of the periods;<br />
- The top 50 competitors of this CRL will be taken into consideration for the<br />
quota calculation.<br />
- The nations quota is valid for the entire period that follows and is not affected<br />
by actual competition results.<br />
3. COCJ-M Evaluation<br />
3.1 Individual competitions<br />
1st place = 100 points 16th place = 15 points<br />
2nd place = 80 points 17th place = 14 points<br />
3rd place = 60 points 18th place = 13 points<br />
4th place = 50 points 19th place = 12 points<br />

3.1.1 In case of equality in points between competitors each jumper receives the<br />
points corresponding to the rank (the following place is omitted).<br />
3.1.2 A minimum of eight (8) National Ski Associations must participate if a COCJ-M<br />
competition is to count for the COCJ-M evaluation.<br />
3.1.3 Continental Cup Standings<br />
The COCJ-M points of all individual competitions of the current season,<br />
separated in summer COCJ-M and COCJ-M will be counted for the COCJ-M<br />
overall winner.<br />
In case of an equality of points in the COCJ-M standings the better ranking<br />
order of the different competitions will be used to decide the ranking.<br />
If the competitors are still equal, the starting order will be drawn.<br />
4. Competition Mode and Starting Order<br />
The COCJ-M competitions have to be carried out according to ICR art. 452<br />
(individual- and team competitions) with the following supplements:<br />
4.1 For individual competitions the competitors will be divided into three groups.<br />
The number sequence of the groups is as follows:<br />
- Group I of the organising country<br />
- Group II (athletes without COCJ-M points)<br />
- Group III (athletes with COCJ-M points)<br />
The starting order within the group will be determined as follows:<br />
- Group I: draw or seeding<br />
- Group II: draw<br />
- Group III: reverse order of the actual COCJ-M standings. As soon as<br />
athletes appear in the COCJ-M standings they are seeded in<br />
group III according to their ranking. For the first COCJ-M<br />
competition of the season, the final COCJ-M standings of the<br />
past season is decisive.<br />
4.2 For the second competitive round (final), only the top 30 of the first competition<br />
round are qualified (plus jumpers tied at the last qualified place).<br />
They start with the same start number but in reverse order of the collective<br />
points score from the first competitive round.<br />
A jumper, who has reached 95 % of the maximum length of the longest jump by<br />
the jumpers who have to qualify but has a fall, has the right to participate in the<br />
competition in addition to the top 30.<br />
4.3 The final round must start 20 minutes after the end of the first competition<br />
round. The jumpers who are not at the start on time are disqualified.<br />
5. COCJ-M-Prizes<br />
5.1 The COCJ-M overall winner, separated in summer COCJ-M and COCJ-M,<br />
receives the Continentalcup trophy.<br />

The first three competitors receive a FIS medal.<br />
The trophy and the medals will be provided by the FIS.<br />
The Continentalcup trophy and the medals shall only be awarded at the final.<br />
6. Payment of COCJ-M Expenses<br />
6.1 Every COCJ-M-organiser must take over the following costs for each<br />
participating National Association according to the following key:<br />
- all entered athletes (except National Group)<br />
- two (2) officials per nation<br />
6.1.1 Accomodation<br />
Room and full pension in a good hotel in the competition resort for the duration<br />
of the event, beginning one night before the first official training resp. the<br />
following night after the last competition. An invitation and information packet<br />
must be sent by the organiser to each National Ski Association. Participating<br />
teams must enter their competitors prior to the published entry deadline. By<br />
doing so, secure their required number of booked reservation.<br />
For booked room reservation not used, the organiser has the right to demand a<br />
cancellation fee from the resp. National Ski Association.<br />
By no means is the organiser or the hotel manager allowed, without agreement<br />
of the team captain, to demand the vacanting of the rooms on the day of the<br />
competition.<br />
6.1.2 Transportation<br />
The organiser has to provide and take over a shuttle service between the<br />
accommodation and the competition site.<br />
6.2 COCJ-M periods<br />
1. Period: 02.07.2011 – 25.09.2011 Kranj - Klingenthal<br />
2. Period: 19.11.2011 – 18.12.2011 Rovaniemi - Erzurum<br />
3. Period: 27.12.2011 – 28.12.2011 Engelberg<br />
4. Period: 07.01.2012 – 29.01.2012 Kranj - Bischofshofen<br />
5. Period: 04.02.2012 – 26.02.2012 Brotterode - Wisla<br />
6. Period: 03.03.2012 – 11.03.2012 Val di Fiemme - Kuopio<br />
6.3 The reimbursement of expenses for travel and accommodation for the TD, the<br />
TD Assistant and the foreign Jumping Judge have to be paid according to ICR<br />
art. 405.4.<br />
7. COCJ-M Sponsor<br />
7.1 The FIS can sign an agreement between FIS and the sponsor company/agency<br />
for sponsorship as Continentalcup sponsor.<br />
7.2 The corresponding advertising points that must be considered and observed by<br />
all involved persons are mentioned in the "Organiser Agreement" which is<br />
made between FIS, the National Ski Association and OC/Skiclub.<br />

8. COCJ-M Control and Reports<br />
8.1 Each COCJ-M organiser must get in touch with his national "press agency"<br />
before the competition season and make sure that, immediately after the<br />
COCJ-M competition, the COCJ-M result list or at least the COCJ-M ranks will<br />
be distributed by this agency.<br />
8.2 The press-/media service has to be organised and performed according to the<br />
recommendations and guidelines of the International Ski Federation as well as<br />
the International Association of Ski Journalists (AIPS).<br />
8.3 The TD is responsible for the control and the report on the COCJ-M event. The<br />
writing and the prompt dispatch of the report to the FIS Office, together with the<br />
COCJ-M result list must be completed from the competition site<br />
8.5 After each COCJ-M competition the COCJ-M coordinator is responsible for the<br />
calculation of the new standing of the COCJ-M overall evaluation and must<br />
send it immediately after the competition, to the next COCJ-M organiser and to<br />
the FIS Office.<br />
8.6 Control<br />
The FIS nominates a COCJ-M Coordinator who must possess a TD-license for<br />
Ski Jumping (see ICR Art. 403.5).<br />
The COCJ-M Coordinator reports to the Race Director Ski Jumping.<br />
The respective organiser has to pay for accomodation, board and travel<br />
expenses of the COCJ-M Coordinator.<br />
Prize-money: CHF 1'500.— divided by the first 6 athletes<br />

RULES FIS CONTINENTAL CUP <strong>SKI</strong> <strong>JUMPING</strong> (LADIES) 2011-2012<br />

1. Calendar Planning as well as Entry and Appointment of the Competitions<br />
1.1 Continental Cup Ski Jumping (Ladies)<br />
1.1.1 Each National Ski Association is entitled to apply to the Sub-Committee for<br />
Calendar Planning for COCJ-L competitions (individual competition) by the preestablished<br />
deadline.<br />
1.1.2 The application has to be made two years in advance and on the official FIS<br />
entry form.<br />
1.1.3 Only one COCJ-L competitions can be carried out on the same date.<br />
1.1.4 The last COCJ-L event in a competition season is carried out as the COCJ-L<br />
final. In connection with the COCJ-L final the overall COCJ-L prize-giving<br />
ceremony will take place.<br />
1.2 Appointment of the COCJ-L-events<br />
1.2.1 The Sub-Committee for Calendar Planning examines:<br />
- the suitability of the hill in question for COCJ-L-competitions by means of the<br />
valid hill certificate;<br />
- the accommodation capacity and the spectator appeal of the competition<br />
site;<br />
- the standard of the race organization.<br />
- maximum hill size being used for COC-L competitions is Normal Hill size.<br />
1.2.2 According to the result of this evaluation and the proposed dates the Sub-<br />
Committee for Calendar Planning establishes a provisional COCJ-L-competition<br />
schedule for the upcoming two years. The final COCJ-L-competition calendar<br />
for the current season requires the approval of the FIS Council.<br />
2. Participation Right for COCJ-L Competitions<br />
2.1 Only competitors with a FIS-Code are allowed to be entered.<br />
2.2 Each National Ski Association can enter, for a COCJ event, a maximum of 10<br />
jumpers.
2.3 Each National Ski Association has full responsibility for the qualification of its<br />
competitors for COCJ competitions and for their ability to handle the jumping<br />
hills being used.<br />
2.4 The host nation has the right to enter an additional National Group of ten (10)<br />
athletes (group I).<br />
2.5 If more than two (2) COCJ-L-competitions are planned to be carried out in one<br />
country, the host nation is only entitled to enter a National Group in a maximum<br />
of two (2) events per series (summer or winter COC-J-L-L series), however, all<br />
in all not more than four (4) times.<br />
3. COCJ-L Evaluation<br />
3.1 Individual competitions<br />
1st place = 100 points 16th place = 15 points<br />
2nd place = 80 points 17th place = 14 points<br />
3rd place = 60 points 18th place = 13 points<br />
4th place = 50 points 19th place = 12 points<br />
5th place = 45 points 20th place = 11 points<br />

3.1.1 In case of equality in points between competitors each jumper receives the<br />
points corresponding to the rank (the following place is omitted).<br />
3.1.2 A minimum of five (5) National Ski Associations must participate if a COCJ-L<br />
competition is to count for the COCJ-L evaluation.<br />
3.1.3 Continental Cup Standing<br />
The COCJ-L points of all individual competitions of the current season,<br />
separated in summer COCJ-L and COCJ-L will be counted for the COCJ-L<br />
overall winner.<br />
In case of an equality of points in the COCJ-L standing the better ranking order<br />
of the different competitions will be used to decide the ranking.<br />
If the competitors are still equal, the starting order will be drawn.<br />
4. Competition Mode and Starting Order<br />
The COCJ-L competitions have to be carried out according to ICR art. 452<br />
(individual- and team competitions) with the following supplements:<br />
4.1 For individual competitions the competitors will be divided into three groups.<br />
The number sequence of the groups is as follows:<br />

- Group I of the organising country<br />
- Group II (athletes without COCJ-L points)<br />
- Group III (athletes with COCJ-L points)<br />
The starting order within the group will be determined as follows:<br />
- Group I: draw or seeding<br />
- Group II: draw<br />
- Group III: reverse order of the actual COCJ-L standings. As soon as<br />
athletes appear in the COCJ-L standings they are seeded in<br />
the group III according to their ranking. For the first COCJ-L<br />
competition of the season, the final COCJ-L standings of the<br />
past season is decisive.<br />
4.2 For the second competitive round (final), only the top 30 of the first competition<br />
round are qualified (plus jumpers tied at the last qualified place). They start with<br />
the same start number but in reverse order of the collective points score from<br />
the first competitive round. A jumper, who has reached 95 % of the maximum<br />
length of the longest jump by the jumpers who have to qualify but has a fall, has<br />
the right to participate in the competition in addition to the top 30.<br />
4.3 The final round must start 20 minutes after the end of the first competition<br />
round. The jumpers who are not at the start on time are disqualified.<br />
5. COCJ-L-Prizes<br />
5.1 The COCJ-L overall winner receives the Continental Cup trophy.<br />
The first three competitors receive a FIS medal.<br />
The trophy and the medals will be provided by the FIS.<br />
The Continental Cup trophy and the medals shall only be awarded at the final.<br />
6. Payment of COCJ-L Expenses<br />
6.1 Every COCJ-L organiser must take over at least the costs for the accommodation<br />
for a maximum of five persons (4+1) from each participating National<br />
Association.<br />
6.1.1 Accommodation<br />
Room and full pension in a good hotel in the competition resort for the duration<br />
of the event, beginning one night before the first official training resp. the<br />
following night after the last competition. The organiser must send an invitation<br />
and information packet to each National Ski Association. Participating teams<br />
must enter their competitors prior to the published entry deadline. By doing so,<br />
they secure their required number of booked room reservation.<br />
For booked room reservations not used, the organiser has the right to demand<br />
a cancellation fee from the resp. National Ski Association.<br />
By no means is the organiser or the hotel manager allowed, without agreement<br />
of the team captain, to demand the vacating of the rooms on the day of the<br />
competition.<br />
6.1.2 Transportation<br />
The organiser has to provide and take over a shuttle service between the<br />
accommodation and the competition site.<br />

6.2 The reimbursement of expenses for travel and accommodation for the TD, the<br />
TD-Assistant and the foreign Jumping Judge have to be paid according to ICR<br />
art. 405.4.<br />
7. COCJ-L Sponsor<br />
7.1 The FIS can sign an agreement between FIS and the sponsor company/agency<br />
for sponsorship as Continental Cup sponsor.<br />
8. COCJ-L Control and Reports<br />
8.1 Each COCJ-L organiser must get in touch with his national "press agency"<br />
before the competition season and make sure that, immediately after the<br />
COCJ-L competition, the COCJ-L result list or at least the COCJ-L ranks will be<br />
distributed by this agency.<br />
8.2 The press-/media service has to be organised and performed according to the<br />
recommendations and guidelines of the International Ski Federation as well as<br />
the International Association of Ski Journalists (AIPS).<br />
8.3 The TD is responsible for the control and the report on the COCJ-L event. The<br />
writing and the prompt dispatch of the report to the FIS Office, together with the<br />
COCJ-L result list must be completed from the competition site.<br />
8.5 After each COCJ-L competition the COCJ-L Coordinator is responsible for the<br />
calculation of the new standing of the COCJ-L overall evaluation and must send<br />
it immediately after the competition, to the next COCJ-L organiser and to the<br />
FIS Office.<br />
8.6 Control<br />
The FIS nominates a COCJ-L Coordinator who must possess a TD-license for<br />
Ski Jumping (see ICR Art. 403.5).<br />
The COCJ-L Coordinator reports to the Race Director Ski Jumping.<br />
The respective organiser has to pay for accommodation, board and travel<br />
expenses of the COCJ-L Coordinator.<br />
Prize-money: CHF 1.500 – divided by the first 6 athletes<br />

1.1 FIS Youth Ski Jumping<br />
Each National Ski Association is entitled to apply to the Sub-Committee for<br />
Calendar Planning for FIS Youth competitions (individual competitions, up to<br />
two separate categories for Girls and Boys) by the pre-established deadline.<br />
2. Participation Right for YOS Competitions<br />
2.1 Age limits<br />
Category Youth I<br />
Girls and boys born in 1999, 1998 and 1997 can start in season 2011-2012.<br />
Category Youth II<br />
Girls and boys born in 1996, 1995 and 1994 can start in season 2011-2012.<br />
2.2 Only competitors with a FIS-Code are allowed to be entered.<br />
Each National Ski Association has full responsibility for the qualification of its<br />
competitors for YOS competitions and for their ability to handle the jumping hills<br />
being used.<br />
2.3 Number of Participants for the National Ski Associations<br />
- Each National Ski Association may enter, for each category of a YOS event,<br />
a maximum of four (4) athletes.<br />
- the host nation has the right to enter per categories an additional National<br />
Group of five (5) athletes (group I);<br />
- the maximum starting quota of the host nation can therefore be nine (9) per<br />
category, however, all other participating nations up to a maximum quota of<br />
four (4) athletes per gender.<br />
3. Competition Mode and Starting Order<br />
The YOS competitions have to be carried out according to ICR art. 452 (individual<br />
competitions) with the following supplements:
3.1 For individual competitions the competitors will be divided into two groups. The<br />
number sequence of the groups is as follows:<br />
- Group I of the organizing country<br />
- Group II (all other athletes)<br />
The starting order within the group will be determined as follows:<br />
- Group I: draw or seeding<br />
- Group II: draw<br />
4. Exceptions for the Competition Equipment for Category Youth I<br />
4.1 Skis: ski length max. 140% of the body height and no BMI rule.<br />
4.2 Suits: number of parts is not limited; the design (cut) of the suit is not limited.<br />
5. Payment of Expenses<br />
5.1 Every YOS competition organiser must take over the following costs for each<br />
participating National Ski Association according to the following key:<br />
- all entered athletes (except National Group)<br />
- two (2) officials per nation<br />
5.2 Accommodation<br />
Room and full pension in the competition resort for the duration of the event,<br />
beginning one night before the first official training resp. the following night after<br />
the last competition.<br />
An invitation and information packet must be sent by the organiser to each National<br />
Ski Association. Participating teams must enter their competitors prior to<br />
the published entry deadline. By doing so, secure their required number of<br />
booked reservation.<br />
For booked room reservation not used, the organiser has the right to demand a<br />
cancellation fee from the resp. National Ski Association.<br />
By no means are the organiser or the hotel manager allowed, without agreement<br />
of the team captain, to demand the vacating of the rooms on the day of<br />
the competition.<br />

1 st Section<br />
203 Change of Licence to participate in FIS Races<br />
203.3 A National Ski Association may only issue a FIS licence to participate in<br />
FIS races when the competitor has proven his/her nationality and therefore<br />
eligibility by submitting a copy of his/her passport and signed the Athletes<br />
Declaration in the form approved by the FIS Council and returned it to his<br />
National Ski Association. All forms from under-age applicants must be<br />
counter signed by their legal guardians. Both the copy of the passport and<br />
signed Athletes Declaration must be made available to FIS on request.<br />
203.4 During the FIS licence year, a competitor may only participate in<br />
International FIS competitions with a FIS licence to participate in FIS races<br />
issued by one National Ski Association.<br />
203.5 Application for a change of FIS Licence Registration<br />
All applications to change licence registration from one member National<br />
Ski Association to another are subject to consideration by the FIS Council<br />
at its Meetings in the spring. In principle an application to change licence<br />
registration will not be granted unless the competitor demonstrates his/her<br />
personal association with the new nation.<br />
Prior to submitting an application to change licence registration aA<br />
competitor must possess the citizenship and passport of the country for<br />
which he/she wishes to compete. In addition, the competitor must have<br />
had his/her principal legal and effective place of residence in the new<br />
country for a minimum of two (2) years immediately prior to the date of the<br />
request to change registration to the new country/National Ski Association.<br />
, eAn exception to the two year residency rule may be waived where if the<br />
athlete wais born in the territory of the new country, or whose mother or<br />
father is a national of the new country. Furthermore the competitor is<br />
required to submit a detailed explanation with the application about his/her<br />
personal circumstances and the reason for requesting a change of licence<br />
registration.<br />
203.5.1 If a competitor has already participated in FIS calendar events for a<br />
National Ski Association, he/she must have the written agreement to be<br />
released from the former National Ski Association in addition to the<br />
citizenship, passport and residency requirements in art. 203.5 before the<br />
new National Ski Association may submit a request to FIS for a change of<br />
registration.<br />
If such a written agreement is not given, the competitor may not participate<br />
in any FIS calendar events for a period of twelve months from the end of<br />
the last season in which he competed for his present National Ski
Association, nor may he/she be issued with a licence to participate in FIS<br />
races by the new National Ski Association.<br />
These rules are also valid when a competitor has more than one<br />
nationality and would like to change National Ski Association licence<br />
registration.<br />
203.5.2 The FIS Council reserves the right in its absolute discretion, to grant or to<br />
decline to grant, a change of licence notwithstanding the fulfilment of the<br />
aforementioned conditions where it deems there to be truly exceptional<br />
circumstances and it is contrary to the spirit of the rule and in the best<br />
interests of snow sportthe International Ski Federation to do so (e.g. to<br />
decline to grant a change of licence if a member National Ski Association<br />
tries to “import” a competitor).<br />
203.5.3 In the event that a competitor does not fulfill all the criteria required to<br />
apply for a change of National Ski Association licence registration, Tthe<br />
onus shall be on the athlete competitor to demonstrate in writing to the<br />
satisfaction of the FIS Council that such exceptional circumstances exist<br />
and it is in the best interests of the International Ski Federation to grant the<br />
change.<br />
203.5.4 Every A competitor automatically loseswill retain his old FIS points if he<br />
changes his National Ski Association. The FIS Council may grant<br />
exceptions for justifiable cases under the condition that the former National<br />
Ski Association granted the release of the competitor.<br />
203.5.5 In the event that any of the documents for an application to change licence<br />
registration submitted by the National Ski Association (letter of release<br />
from the former National Ski Association, passport, residency papers) are<br />
found to be false, the FIS Council will sanction the competitor and the new<br />
National Ski Association.<br />
Jury Notification<br />
205 Competitors Obligations and Rights<br />
205.1 The competitors are obliged to make themselves familiar with the<br />
appropriate FIS rules and must comply with the additional instructions of<br />
the Jury. Competitors must also follow the FIS rules regulations. and<br />
instructions of the Jury.<br />
205.3 Competitors must follow the FIS rules regulations and instructions of the<br />
Jury. As stated in the Athletes Declaration, competitors have the right to<br />
inform the Jury of safety concerns they may have regarding the training<br />
and competition courses. More details given in the corresponding<br />
discipline rules.<br />
225 Appeals Commission<br />
225.1.2 The Chairman shall appoint 3 members, which may include himself, to the<br />
Appeals Commission from the Discipline Rules Sub-Committee (or<br />
Discipline Committee if there is no Rules Sub-committee) for each case<br />
appealed or submitted to be heard, whose decisions shall be by majority<br />
vote.<br />

401.2.4 The Chief of Forerunners<br />
has the responsibility, …will be used.<br />
The organiser is responsible for the arrangement of eight (8) qualified forejumpers<br />
on each day. These jumpers may not be part of the official<br />
competition but must be entered by their National Ski Association<br />
according to ICR art. 215.<br />
402.2 The Competition Management<br />
402.2.1.1 At WCJ-L and GPJ-L competitions the Competition Management consists<br />
of the following members:<br />
- the WCJ-L-Coordinator FIS<br />
- the Technical Delegate (TD)<br />
- the Chief of Competition<br />
- the Assistant of the TD<br />
403.2.2 FIS WCJ-L-Coordinator<br />
This official is nominated by the FIS for WCJ-L-competitions (see<br />
402.2.1.1) The WCJ-L-Coordinator must possess a TD-license for Ski<br />
Jumping.<br />
403.2.2.1 The Duties of the WCJ-L-Coordinator include:<br />
- Represents the interests of the International Ski Federation.<br />
- Supervises that all aspects of the organiser agreement are correctly<br />
fulfilled.<br />
- Monitors the proper operation of the event according to the regulations<br />
and guidelines of FIS and reports to the resp. Technical Committees.<br />
- Responsibilities for the coordination of all persons and parties<br />
involved.<br />
- Coordination of equipment control and report to the Jury<br />
- Coordination in cooperation with the Race Director Ski Jumping<br />
concerning postponements and replacements of an event after<br />
cancellations.<br />
The WCJ-L-Coordinator has the authority to ask the organising committee<br />
for any support deemed necessary to the fulfilling of these tasks.<br />
405.4 The reimbursement of expenses mentioned above will apply to the<br />
competitions and officials listed below:<br />
405.4.3 WCJ- and GPJ-Competitions<br />
- WCJ-L-Coordinator<br />
- the TD<br />
- the TD-Assistant<br />
- the RD-Assistant<br />
- the four foreign Jumping Judges<br />
Free accommodation must be provided fort he two video distance<br />

404.1.5 Further Qualification and Revocation<br />
All licensed Jumping Judges …<br />
Once Jumping Judges reach the age of 60, they are automatically<br />
removed retired as Jumping Judges. However, they may continue to<br />
function as a Jumping Judge for competitions at “Continental Cup”, “FIS<br />
Cup” and “International competition”-level until 65 and in their own Ski<br />
Associations at national-level competitions.<br />
404.1.6.2 The Jumping Judge must judge each jump independently from the other<br />
Jumping Judges and other persons according to the regulations of the ICR<br />
(art. 430). He must not use or have on his person any means of<br />
communication to other persons. The Jumping Judge must enter their<br />
given points deduction personally and without assistance into the data<br />
system and/or on the style note card. In the case of all discrepancies the<br />
deduction (score) entered by the Judge into the data system is decisive.<br />
Within the entire length of an interval of the respective athlete discrepancies<br />
of the entries (scores) can be announced and corrected.<br />
404.2.1 Distance Measurers<br />
At OWG, SWC, WSFC, JWSC and World Cup, Grand Prix, COC and FIS<br />
Cup events video distance measuring will be used, so that the distance<br />
measurers who are positioned in the landing segment of the video<br />
distance measuring will only then go into action if there is a technical<br />
failure of the video measuring.<br />
For this reason the measuring distance, which these distance measurers<br />
are assigned to, can be up to 10 m long, and the distance measurers have<br />
to stand higher off to the side. In addition, there must be cross-lines<br />
marked every 5 m on the landing hill.<br />
At OWG, SWC, WSFC, WC, SGP the measuring can be done without<br />
distance measurers as long as the recording of all jumps is secured<br />
405 The Nomination, Reimbursement, and Insurance of Competition<br />
Officials<br />
405.1.1 Olympic Winter Games (OWG), World Ski Championships (WSC), World<br />
Ski Flying Championships (WSFC) and Junior World Ski Championships<br />
(JWSC)<br />
For OWG, WSC, and WSFC:<br />
− the TD<br />
− the RD<br />
− the TD-Assistant<br />
− the RD-Assistant<br />
− the Equipment Control<br />
− the Chief Distance Measurer<br />
− two Video Distance Measurers<br />
− six Jumping Judges.<br />

Five at a time, the nominated Jumping Judges will officiate at the<br />
respective Ski Jumping competitions at OWG and SWC, or at the<br />
respective competition days at WSFC, taking turns based on a draw<br />
decision.<br />
The 6th Jumping Judge of the respective competition or competition day<br />
will act as start or fall referee (Jury decision).<br />
411.5 Construction Requirements for the Jumping Hill that Serve the<br />
Elements of Competition and Safety<br />
411.5.1 The Inrun<br />
The inrun for the jumping hill is to be designed to provide the necessary<br />
speed vo at which a maximum jumping distance for the hill can be<br />
reached. The layout of the starting gates shall be equal in their distance<br />
apart and with a maximum height difference between each starting place<br />
not exceeding 0.40 m. In addition, the starting places shall be numbered<br />
so that the lowest starting place is designated as start gate number 1.<br />
The prepared snow surface of the inrun must equal the designed snow<br />
depth of the profile boards. To the outside of the profile boards, a guard rail<br />
of minimum 0.5 m in height is to be constructed. The minimal placement of<br />
the guardrails shall be from the start till 1m from the edge of takeoff. The<br />
distance between the guardrails and the prepared b1 width should not<br />
exceed an additional 25 cm in overall width.<br />
It is essential that the inrun area within the guardrails is free and clear of<br />
all obstructions that could endanger a fallen jumper. At the upper most<br />
placement, the upper edge of the guardrail shall be tapered and rounded<br />
downwards to ensure additional safety at the beginning of the guardrail.<br />
411.5.2 The Landing Area<br />
From the bottom of the take off, the entire designed width of the landing<br />
slope must be prepared with snow. No obstacles are allowed in the<br />
prepared area and movable devices must be removed when the hill is in<br />
use.<br />
The placement of guardrails on both sides of the landing hill is required for<br />
the safety of a fallen jumper or stopping of a runaway ski. The guardrail<br />
shall be of a height of minimum 70 cm above the prepared snow profile of<br />
the landing hill. The placement of the guardrails on the landing hill shall be<br />
from 0.1 w to the end of the transition curve. From the end of the transition<br />
curve to the exit gate and around the entire outrun area the height of the<br />
guardrail shall be 1 meter above the prepared snow profile. The snow<br />
profile height as well as the distance markers (paddles) should be marked<br />
on the guardrails. In addition, the guardrails must be parallel to the landing<br />
hill profile.<br />

413 Ski Flying Hills<br />
Particular rules apply to Ski Flying hills. The new building or reconstruction<br />
of any current Ski Flying hill may be started only after plans have been<br />
approved by the FIS. The following restrictions and requirements must<br />
also be met:<br />
- h:n must be at least 0.60<br />
- The maximum value of VO is 29 30 m/s.<br />
- The height difference between the edge of the takeoff platform and the<br />
lowest point of the transition curve to the outrun flat shall be ≤ 130135 m.<br />
- The width of the landing slope at K (bk) must be bk ≥ 0,18 w<br />
- The width at the end of the r2 radius and the start of the outrun at Upoint<br />
bu must be ≥ 0,20 w<br />
In addition on the edge of the takeoff platform, on both sides and outside<br />
of the landing area guardrails, the exact snow profile height of the K-point,<br />
the HS distance and the U-point, have to be marked on concrete material.<br />
These marks have to correspond and reflect the given marks on the hill<br />
certificate.<br />
414 The Approval of Jumping Hills<br />
Jumping competitions listed in the FIS Calendar may be carried out only<br />
on jumping hills with current FIS approval and an official hill certificate.<br />
The Sub-Committee for Jumping Hills provides certificates for normal,<br />
large, and Ski Flying hills.<br />
Small and medium jumping hills must be homologated by National Ski<br />
Associations if no international competitions are to be arranged. Standards<br />
of National Ski Associations for small and medium size hills can deviate<br />
from FIS standards.<br />
414.1 New or Reconstructed Jumping Hills<br />
414.1.1 Before the start of hill construction, the owners of the jumping hill must<br />
submit their plans to the hosting National Ski Association. The plans are<br />
then submitted for approval to the chairman of the Sub-Committee of<br />
Jumping Hills as well as to the Jumping Committee for confirmation of<br />
logistical and organisational aspects. This process shall be done for both<br />
new and reconstructed jumping hills. It is a submission requirement to<br />
submit 3 copies of the plans, 1:500 scale, including both profile and aerial<br />
view of the proposed jumping hill.<br />
414.2.1.1 Homologation for Jumping Hills which are intended to be used for<br />
international competitions can only be granted if all requirements and<br />
measures demanded by the Jumping Committee, given under Art. 414.1.4,<br />
are kept.<br />
422 The Competition<br />
422.1 The Jury shall decide the length of in-run (starting place) to be used. Once<br />
a majority decision has been reached on the start to be used, its length<br />
must remain the same for the entire round of jumps unless the round is<br />
stopped and restarted. No jumper is permitted to use a greater length of<br />
in-run (higher start) than that determined by the Jury.<br />

At WCJ, WSC, SFWC and OWG the Jury is allowed to change the in-run<br />
gate within the same competition round. Such a decision must be based<br />
on a unanimous decision and only if the so called “wind- and gate compensation<br />
system” is used.<br />
422.2 The jumper is not allowed to use ski poles or any other kind of assistance.<br />
Nor is the jumper allowed to obtain outside assistance.<br />
It is mandatory for the competitor to wear his start number during all<br />
rounds (training, qualification and competition).<br />
Competitors who violate this ruling will be disqualified.<br />
454.3 Forejumpers<br />
The organiser is responsible for the arrangement of twelve (12) qualified<br />
forejumpers on each day. These jumpers may not be part of the official<br />
competition but must be entered by their National Ski Association. All of<br />
them must be capable to start from the starting point established by the<br />
Jury for the competition round. All forejumpers have to be at least 18 years<br />
old.<br />
454.4.2.2 Each nation may enter up to six competitors, all of who may jump in the<br />
train- ing session. At the qualification round, only the maximum number of<br />
four ath- letes per nation is allowed to be entered. The qualification round<br />
reduces the number of participants to 40 for the first competition round.<br />
The starting order for training, qualification, trial and competition rounds as<br />
well as the modus as such is the same as for individual competitions at<br />
OWG and WSC World Cups in Ski Flying with the following modification<br />
for the second competition day of the individual event: at the trial and<br />
competition rounds only the best 30 of the previous day are allowed to<br />
take part (see art. 451.4 and 451.5)<br />
