KNOWLEDGE, SKILLS AND ABILITIESKnowledge of: Principles and practices of public administration, including budgeting and fiscal accounting, grants writing, human resourcemanagement and program/services evaluation. State of Arizona laws, regulations, and guidelines governing all aspects of <strong>County</strong> operations. <strong>County</strong> ethics, government, codes, ordinances, regulations, policies and guidelines regarding county government operationsand enforcement functions. The functions/activities of all <strong>County</strong> departments. Contemporary principles of management and supervision. Principles of effective office and public communication, both orally and in writing. Management information systems and processes. Public speaking and report writing. <strong>Mohave</strong> <strong>County</strong> Merit Rules, Administrative Procedures and Department Regulations.Skill in:Utilizing computer systems and applications, in the performance of work assignments, such as electronic spreadsheets, wordprocessing and graphics.Ability to: Lead a large and complex organization. Direct and coordinate varied administrative governmental functions. Provide responsive assistance and advice to the Board of Supervisors on a variety of matters affecting the <strong>County</strong>. Establish and maintain effective working relationships with State, Federal and other local officials, elected officials,business/industry officials, subordinate staff, and the general public. Meet with, persuade and enlist the cooperation of others. Present ideas clearly and effectively, orally and in writing. Analyze fiscal, administrative and program problems and develop and implement solutions. Understand and interpret complex laws, rules, regulations, policies and guidelines. Plan, organize, and direct, through subordinate staff, the efficient, effective delivery of comprehensive <strong>County</strong> programs,services and functions. Develop operating policies and procedures. Determine, evaluate, and prioritize the <strong>County</strong>’s needs for <strong>County</strong> programs, services and functions. Analyze and resolve problems arising regarding <strong>County</strong> programs, services and functions. Provide leadership to appointed Department Heads and coordinate the activities, services and functions of the <strong>County</strong>. Comply with <strong>Mohave</strong> <strong>County</strong> Merit Rules, Administrative Procedures and Department Regulations.WORK CONTACTSFrequent contact with the Board of Supervisors, appointed department heads, elected officials, commissions, other governmentalofficials and representatives and the general public to provide and obtain information, negotiate solutions to major issues involvingpolicy changes, and defend, justify, negotiate and settle highly significant/sensitive issues requiring considerable skill in exercisingdiplomacy, persuasion, and negotiation.WORKING CONDITIONS/ PHYSICAL REQUIREMENTSWork is subject to varying post or job site assignments and may be subject to call-back or on-call status and irregular schedules toinclude completion of work assignments on weekends and holidays. Work is also subject to traveling and irregular hours in order toperform work assignments. Work also includes the frequent use of video display terminals (VDT). May involve occasional moderatelifting up to 25 pounds.


REQUIRED MINIMUM EDUCATION, EXPERIENCE AND TRAINING Bachelor’s degree in Public Administration, Business Administration, Financial Management or related field. Seven (7) or more years of progressively responsible experience in a complex organization or governmental management ofadministration preferably at a local or state level with at least five (5) years at a management level. OR Any equivalent combination of education, experience, and training which provides the required knowledge, skills and abilities willbe considered in meeting the minimum qualifications.SPECIAL JOB REQUIREMENT Must possess a valid State of Arizona Driver’s License at the start of employment and maintain said license while employed in thisposition. Must provide acceptable driving history at no cost to the <strong>County</strong>.PREFERRED QUALIFICATIONS Master’s degree in Public Administration, Business Administration, Financial Management or related field.All employees of <strong>Mohave</strong> <strong>County</strong> are subject to immediate callout when an emergency, disaster or breach of homeland security occurs.All employees are considered to be available for these types of events and will immediately respond, in accordance with <strong>County</strong>Emergency Operations Plan, when directed by the Chairman of the <strong>Mohave</strong> <strong>County</strong> Board of Supervisors, <strong>County</strong> Manager, theHomeland Security/Emergency Management Coordinator, or when directed by their department director/elected official and/orimmediate supervisor. Such call to respond and assist may involve those activities assigned to their regular job responsibilities andincorporate other non job related duties as necessary and required of an employee to respond to the emergent matter at hand. Anemployee’s response to these matters may require the working of unusual, long hours over a possibility of an extended period of timewith infrequent breaks or rest periods.
