<strong>Terrorism</strong> <strong>in</strong> North <strong>Africa</strong> <strong>and</strong> the <strong>Sahel</strong> <strong>in</strong> 2013PrefaceTwo major security <strong>and</strong> stability challenges are fac<strong>in</strong>g contemporary societies <strong>in</strong> <strong>Africa</strong> <strong>and</strong>elsewhere. The first stems from natural disasters such as earthquakes, fam<strong>in</strong>e, drought, <strong>and</strong> wildfires.The second is man-made threats, <strong>in</strong>clud<strong>in</strong>g crime, piracy, terrorism, ethnic <strong>and</strong> religious strife, <strong>and</strong> war.Start<strong>in</strong>g <strong>in</strong> the late 1960’s <strong>and</strong> subsequent three decades, the Institute for Studies <strong>in</strong> International<strong>Terrorism</strong> (ISIT), <strong>in</strong>itially adm<strong>in</strong>istered by the State University of New York system, <strong>in</strong> collaborationwith educational bodies <strong>in</strong> the US <strong>and</strong> abroad, conducted academic work deal<strong>in</strong>g with <strong>Africa</strong>’s securityconcerns <strong>and</strong> their global implications. For <strong>in</strong>stance, <strong>in</strong> the early 1980’s ISIT, <strong>in</strong> cooperation with theCenter for Strategic <strong>and</strong> International Studies at Georgetown University, the Institute for Social <strong>and</strong>Behavioral Pathology at the University of Chicago, <strong>and</strong> the University of Abadan <strong>in</strong> Nigeria, wasawarded a Rockefeller Foundation grant to scholars from around the world to conduct a cooperativestudy on explor<strong>in</strong>g solutions to conflicts <strong>in</strong> <strong>Africa</strong> <strong>and</strong> elsewhere. This project resulted <strong>in</strong> a publicationof the book International Violence co-edited by Tunde Adeniran <strong>and</strong> Yonah Alex<strong>and</strong>er (Praeger 1983).S<strong>in</strong>ce that early academic effort, numerous sem<strong>in</strong>ars, conferences, <strong>and</strong> publications have beenundertaken by the Inter-University Center for <strong>Terrorism</strong> Studies (IUCTS), a consortium of universities<strong>and</strong> th<strong>in</strong>k tanks <strong>in</strong> more than 40 countries. This entity was subsequently adm<strong>in</strong>istered by the <strong>Terrorism</strong>Studies program at George Wash<strong>in</strong>gton University, <strong>and</strong> for the past 15 years by the International Centerfor <strong>Terrorism</strong> Studies (ICTS) at the Potomac Institute for Policy Studies <strong>in</strong> Arl<strong>in</strong>gton, Va. <strong>and</strong> the Inter-University Center for Legal Studies (IUCLS) at the International Law Institute (ILI) <strong>in</strong> Wash<strong>in</strong>gton, D.C.The current study, “<strong>Terrorism</strong> <strong>in</strong> North <strong>Africa</strong> <strong>and</strong> the <strong>Sahel</strong> <strong>in</strong> 2013,” published <strong>in</strong> January 2014 byIUCTS, represents the Fifth Annual Report focus<strong>in</strong>g on terrorist threats <strong>in</strong> the Maghreb—Algeria, Libya,Mauritania, Morocco, <strong>and</strong> Tunisia—as well as adjacent areas of the <strong>Sahel</strong>—Chad, Mali, Niger—<strong>and</strong>their strategic security implications regionally <strong>and</strong> globally. The first Special Report <strong>in</strong> this series “Whythe Maghreb Matters: Threats Opportunities & Options for Effective U.S. Engagement <strong>in</strong> North <strong>Africa</strong>”was published by the Potomac Institute for Policy Studies <strong>and</strong> Conflict Management Program at theJohns Hopk<strong>in</strong>s University School of Advanced International Studies on March 31, 2009. This <strong>in</strong>itial studywas guided by a bipartisan panel of experts, <strong>in</strong>clud<strong>in</strong>g former Secretary of State Madel<strong>in</strong>e Albright,General (ret.) Wesley Clark, Ambassador (ret.) Stuart Eizenstat, Professor William Zartman, <strong>and</strong> otherdist<strong>in</strong>guished former officials <strong>and</strong> academics. The panel recommended more effective engagement<strong>in</strong> the region to prevent the brew<strong>in</strong>g security crisis from erupt<strong>in</strong>g <strong>in</strong> the region <strong>and</strong> beyond.This fundamental recommendation was also underscored <strong>in</strong> subsequent annual reports published<strong>in</strong> 2010, 2011, <strong>and</strong> 2012, which conta<strong>in</strong>ed alarm<strong>in</strong>g statistics on the grow<strong>in</strong>g “arc of stability” <strong>in</strong> theregion. The 2013 study hopefully provides data <strong>and</strong> analysis required for policymakers to unilaterally<strong>and</strong> collectively develop coherent <strong>and</strong> realistic strategies to combat the global expansion of terrorism.Special appreciation is due to many colleagues <strong>in</strong> the United States, <strong>Africa</strong>, the Middle East, Europe,<strong>and</strong> elsewhere who provided valuable data <strong>and</strong> <strong>in</strong>sights for our study. <strong>Terrorism</strong> <strong>in</strong> North <strong>Africa</strong> <strong>and</strong> the <strong>Sahel</strong> <strong>in</strong> 2013<strong>Terrorism</strong> <strong>in</strong> North <strong>Africa</strong> & the <strong>Sahel</strong> <strong>in</strong> 2013By Yonah Alex<strong>and</strong>erRegional Threat AssessmentS<strong>in</strong>ce 9/11, a disturb<strong>in</strong>g trend of security challenges with global reach is emerg<strong>in</strong>g <strong>in</strong> theMaghreb, <strong>Sahel</strong>, <strong>and</strong> other territories <strong>in</strong> <strong>Africa</strong>. It is brutally demonstrated by the escalation <strong>in</strong>violent attacks mounted by a broad range of lawless subnational groups from Mali to Somalia<strong>and</strong> beyond. These perpetrators, motivated by ethnic, racial, religious, tribal, <strong>and</strong> nationalideologies, <strong>in</strong>clude an exp<strong>and</strong><strong>in</strong>g array of Al-Qaida-affiliated <strong>and</strong> like-m<strong>in</strong>ded extremist groups<strong>and</strong> their associates, such as Al-Qaida <strong>in</strong> the Islamic Maghreb (AQIM), Boko Haram, Ansaru,Ansar D<strong>in</strong>e, Ansar Al-Sharia, the Movement for Oneness <strong>and</strong> Jihad <strong>in</strong> West <strong>Africa</strong> (MUJAO), al-Mourabitoun, the National Movement for the Liberation of Azawad (MLNA), Al-Shabaab, <strong>and</strong>militant recruits from the Polisario-run refugee camps <strong>and</strong> other displaced persons.It is of particular om<strong>in</strong>ous concern to the region as well as to global <strong>in</strong>terests that thesepolitical <strong>and</strong> social entities constitute formally or <strong>in</strong>formally a “holy alliance” of “like-m<strong>in</strong>ded”movements as well as “strange bedfellows,” operat<strong>in</strong>g <strong>in</strong> an “arc of <strong>in</strong>stability” from theAtlantic to the Red Sea <strong>and</strong> elsewhere. The strategic map of the “new terrorism hot spots”<strong>in</strong>cluded <strong>in</strong> this study provides visual evidence of activities <strong>in</strong> North, Central, West, <strong>and</strong> East<strong>Africa</strong> as well as the spillover to <strong>and</strong> from other cont<strong>in</strong>ents.More specifically, the statistical record of 2013 <strong>in</strong>dicates that terrorist attacks <strong>in</strong> theMaghreb <strong>and</strong> <strong>Sahel</strong> <strong>in</strong>creased an alarm<strong>in</strong>g 60 percent from the previous year, total<strong>in</strong>g 230<strong>in</strong>cidents region wide, the highest annual total <strong>in</strong> the region over the past twelve years.225Terrorist Attacks <strong>in</strong> Maghreb & <strong>Sahel</strong> S<strong>in</strong>ce 9/1120017515012510075502502155Mauritania(27 attacks)31Morocco(9 attacks)44104Maghreb161153 152Algeria(1,285 attacks)S a h e lMali(70 attacks)N. <strong>Terrorism</strong> <strong>in</strong> North <strong>Africa</strong> <strong>and</strong> the <strong>Sahel</strong> <strong>in</strong> 2013Regional Threat AssessmentS<strong>in</strong>ce 9/11, terrorist attacks by AQIM <strong>and</strong> other extremists have <strong>in</strong>creased more than600 percent from their low po<strong>in</strong>t. Countries most affected by new attacks <strong>in</strong> 2013 wereLibya, Algeria, Tunisia, <strong>and</strong> Mali. These four countries are dealt with <strong>in</strong> a brief securitysurvey later <strong>in</strong> this report.It is <strong>in</strong> this context of <strong>in</strong>creas<strong>in</strong>g violence that the U.N. Security Council convened aspecial session <strong>in</strong> March 2013 <strong>and</strong> warned that an “arc of <strong>in</strong>stability” was stretch<strong>in</strong>g acrossthe Sahara <strong>and</strong> <strong>Sahel</strong> regions, <strong>and</strong>, “if left unchecked, it could transform the cont<strong>in</strong>ent <strong>in</strong>to abreed<strong>in</strong>g ground for extremists <strong>and</strong> a launch pad for larger-scale terrorist attacks around theworld.” And this spread of <strong>in</strong>stability is no more evident than <strong>in</strong> those countries border<strong>in</strong>g theSahara <strong>and</strong> <strong>Sahel</strong> regions that have come under <strong>in</strong>creas<strong>in</strong>g attacks <strong>and</strong> terrorist <strong>in</strong>cidents.Across the broader region, exist<strong>in</strong>g <strong>and</strong> emerg<strong>in</strong>g threats grew apace <strong>in</strong> 2013.On May 23, 2013, Mokhtar Belmokhtar, who directed the deadly January 16, 2013 attack atIn Amenas <strong>in</strong> Algeria, teamed up with the Mali-based MUJAO to conduct two attacks <strong>in</strong> Nigerthat killed 20 people at a military base <strong>and</strong> uranium-m<strong>in</strong>e site supply<strong>in</strong>g France’s nuclearpower plants.In Nigeria, the cont<strong>in</strong>ent’s most populous nation, Boko Haram (mean<strong>in</strong>g “Western educationis sacrilege” <strong>in</strong> the Hausa language), cont<strong>in</strong>ues to mount terrorist attacks <strong>and</strong> seeks to imposeits version of strict Islamic law <strong>in</strong> the country. Additionally, Boko Haram operatives have been<strong>in</strong>volved <strong>in</strong> hostilities <strong>in</strong> Mali <strong>and</strong> cooperate with AQIM <strong>and</strong> Al-Shabaab. Reportedly, l<strong>in</strong>ks alsohave been established with Hizballah, allow<strong>in</strong>g the Lebanese terrorist group to run a weaponsarmory <strong>in</strong> northern Nigeria.Other <strong>Africa</strong>n countries of concern border<strong>in</strong>g the Maghreb <strong>and</strong> <strong>Sahel</strong> <strong>in</strong> 2013 were Somalia,Kenya, the Central <strong>Africa</strong>n Republic, <strong>and</strong> South Sudan. Al-Shabaab terrorists attacked theWestgate Mall <strong>in</strong> Nairobi, Kenya <strong>in</strong> September, kill<strong>in</strong>g some 59 civilians <strong>and</strong> <strong>in</strong>jur<strong>in</strong>g 125 more.The casualties <strong>in</strong>cluded <strong>in</strong>dividuals from Kenya, Brita<strong>in</strong>, France, Ch<strong>in</strong>a, Ghana, <strong>and</strong> Canada.And <strong>in</strong> December, fight<strong>in</strong>g between rival ethnic groups <strong>in</strong> northern Kenya resulted <strong>in</strong> thous<strong>and</strong>sof people flee<strong>in</strong>g <strong>in</strong>to Ethiopia.Meanwhile <strong>in</strong> Somalia, Al-Shabaab escalated its nearly rout<strong>in</strong>e attacks <strong>in</strong> different parts ofthe country. It is noteworthy that members of the group <strong>in</strong>clude not only Somali nationals butalso citizens of Kenya, Syria, the United States, Canada, the United K<strong>in</strong>gdom, Russia, F<strong>in</strong>l<strong>and</strong>,<strong>and</strong> Sweden. The security situation <strong>in</strong> the country has apparently deteriorated to such anextent that the United States military secretly deployed advisors <strong>in</strong> Somalia last year for thefirst time s<strong>in</strong>ce 1993 when 18 soldiers were killed <strong>in</strong> the “Black Hawk Down” disaster.The anarchy <strong>and</strong> exp<strong>and</strong><strong>in</strong>g sectarian violence between Muslims <strong>and</strong> Christian militias <strong>in</strong> theCentral <strong>Africa</strong>n Republic has drawn attention from regional political leaders <strong>and</strong> the UN to quellgrow<strong>in</strong>g <strong>in</strong>stability. By the end of 2013, the U.N. Security Council approved a resolution for jo<strong>in</strong>tmilitary action by <strong>Africa</strong>n <strong>and</strong> French forces to <strong>in</strong>tervene <strong>in</strong> the country <strong>in</strong> order to restorestability <strong>and</strong> peace <strong>in</strong> the Republic, which is currently on the br<strong>in</strong>k of religious warfare.3


<strong>Terrorism</strong> <strong>in</strong> North <strong>Africa</strong> <strong>and</strong> the <strong>Sahel</strong> <strong>in</strong> 2013Regional Threat AssessmentAnother security challenge is the escalation of long-st<strong>and</strong><strong>in</strong>g conflicts <strong>in</strong>volv<strong>in</strong>g terrorism<strong>and</strong> other forms of violence <strong>in</strong> the Republic of South Sudan that have tribal overtones. Thegovernment of democratically elected President Salva Kiir is battl<strong>in</strong>g aga<strong>in</strong>st an alleged coup<strong>in</strong>itiated by a rival leader Riek Machar, a former Vice President.This mut<strong>in</strong>y threatens to plunge the newest country <strong>in</strong> <strong>Africa</strong> <strong>in</strong>to a costly civil warultimately affect<strong>in</strong>g the <strong>in</strong>terests of other regional nations (e.g., Ug<strong>and</strong>a) <strong>and</strong> the<strong>in</strong>ternational community at large (e.g., United Nations Peacekeep<strong>in</strong>g Forces <strong>in</strong> <strong>Africa</strong>).To be sure, the “arc of <strong>in</strong>stability,” <strong>in</strong>volv<strong>in</strong>g terrorists, <strong>in</strong>surgents, <strong>and</strong> militant forces hasalso affected quite dramatically the North <strong>Africa</strong>n nation of Egypt. After the ouster ofPresident Mohamed Morsi <strong>in</strong> July 2013 by General Abdel Fatah El Sisi, extremist groups<strong>in</strong>itiated terrorist attacks with<strong>in</strong> the country, <strong>in</strong>clud<strong>in</strong>g <strong>in</strong> the S<strong>in</strong>ai Pen<strong>in</strong>sula.For <strong>in</strong>stance, on December 23, a car bomb destroyed the police headquarters <strong>in</strong> Mansura,kill<strong>in</strong>g 16 people <strong>and</strong> <strong>in</strong>jur<strong>in</strong>g 140. Two days later the military-backed <strong>in</strong>terim governmentlabeled the Muslim Brotherhood a “terrorist movement.” It is expected that this designationwill encourage members of exist<strong>in</strong>g affiliated groups such as Ansar Jerusalem (also known asAnsar Bayt al-Maqdis) to escalate their operations aga<strong>in</strong>st Egypt at home <strong>and</strong> abroad.The “long-arm” of Jihadist terror is <strong>in</strong>creas<strong>in</strong>gly evident beyond the <strong>Africa</strong>n cont<strong>in</strong>ent.Most notable were the operations <strong>in</strong> 2013 planned <strong>and</strong> executed by Al-Qaida <strong>in</strong> the ArabianPen<strong>in</strong>sula (AQAP) based <strong>in</strong> Yemen <strong>and</strong> Saudi Arabia. Moreover, an exp<strong>and</strong>ed <strong>in</strong>volvement ofAl-Qaida affiliated fighters, citizens of dozens of nations, are operat<strong>in</strong>g <strong>in</strong> Syria, Iraq,Afghanistan, Pakistan, <strong>and</strong> elsewhere <strong>in</strong> Asia <strong>and</strong> the Pacific.Thus, the develop<strong>in</strong>g vulnerable “underbelly” of these vast territories <strong>in</strong> 2013 <strong>and</strong> the firstmonth of 2014 poses a significant threat to the <strong>in</strong>terests of the United States, Europe, <strong>and</strong>their friends <strong>and</strong> allies everywhere.While the statistical analysis <strong>in</strong> this report focuses on the Maghreb <strong>and</strong> <strong>Sahel</strong> states, thecont<strong>in</strong>u<strong>in</strong>g challenges to stability <strong>in</strong> the broader reaches of <strong>Africa</strong>, driven by many terrorist<strong>and</strong> extremist groups, must be taken <strong>in</strong>to account. Arms flow<strong>in</strong>g from Gaddafi’s storehousescan be found <strong>in</strong> many areas of <strong>Africa</strong> <strong>and</strong> the Middle East.Jihadis <strong>and</strong> Salafis across <strong>Africa</strong> through the Middle East to Malaysia <strong>and</strong> Indonesiaexchange <strong>in</strong>formation, tactics, <strong>and</strong> operational priorities via the Internet. Humanitarian crisesare exploited by militant groups to stock their gangs, exp<strong>and</strong> crim<strong>in</strong>al networks, <strong>and</strong> raisesignificant obstacles to reconciliation among warr<strong>in</strong>g groups <strong>and</strong> factions.In many ways, 2013 is a milestone <strong>in</strong> the proliferation of the negative consequences of thebreakdown <strong>in</strong> post-Cold War authoritarian regimes <strong>and</strong> conflict mismanagement by external<strong>and</strong> <strong>in</strong>ternal forces.4


<strong>Terrorism</strong> <strong>in</strong> North <strong>Africa</strong> <strong>and</strong> the <strong>Sahel</strong> <strong>in</strong> 2013<strong>Terrorism</strong>’s Grow<strong>in</strong>g Regional Profile:Case StudiesExam<strong>in</strong>ation of terrorist threats <strong>in</strong> the Maghreb <strong>and</strong> <strong>Sahel</strong> <strong>in</strong> 2013 reveals a shift<strong>in</strong>ggeopolitical security threat environment. Dur<strong>in</strong>g 2012, jihadist <strong>and</strong> salafist attacks <strong>in</strong> Mali,Algeria, <strong>and</strong> Nigeria represented the gravest strategic challenges with<strong>in</strong> the broaderregional “arc of <strong>in</strong>stability.”Mali took its <strong>in</strong>itial steps toward normalization, but grow<strong>in</strong>g security challenges due tothe unf<strong>in</strong>ished transitions borne <strong>in</strong> the Arab Spr<strong>in</strong>g saw Mali, Libya, Algeria, <strong>and</strong> Tunisia asthe countries with the largest number of terrorist attacks <strong>in</strong> 2013.Although these profiles represent the most troubl<strong>in</strong>g security challenges <strong>in</strong> the region, itwould be foolish to ignore <strong>in</strong>dicators of <strong>in</strong>stability <strong>and</strong> conflict <strong>in</strong> the other countries of theregion that had fewer or no reported <strong>in</strong>cidents of terrorism <strong>in</strong> 2013—Chad, Mauritania,Morocco, <strong>and</strong> Niger.In Chad, the security situation has steadily improved <strong>in</strong> the past few years, but thecountry has a long history of <strong>in</strong>stability <strong>and</strong> is located <strong>in</strong> an <strong>in</strong>creas<strong>in</strong>gly dangerousneighborhood.Mauritania cont<strong>in</strong>ues to be threatened by AQIM <strong>and</strong> other terrorist groups operat<strong>in</strong>g <strong>in</strong>the region, who take advantage of porous borders to carry out attacks. The kidnapp<strong>in</strong>gthreat likewise rema<strong>in</strong>s high.While Morocco has been successful <strong>in</strong> combat<strong>in</strong>g terrorism – tak<strong>in</strong>g down a number ofterrorist cells <strong>in</strong> 2013 – there is evidence of fighters from across the Maghreb areparticipat<strong>in</strong>g <strong>in</strong> jihadi activities <strong>in</strong> Syria.As for Niger, it experienced one of the deadliest attacks of the year, when MUJAOdetonated two car bombs simultaneously <strong>in</strong> a military camp <strong>and</strong> at a French-operateduranium m<strong>in</strong>e.The data tells an important story, but it is not the only story. Terrorist <strong>in</strong>cidents aretak<strong>in</strong>g place <strong>in</strong> a broader environment of <strong>in</strong>security across the Maghreb <strong>and</strong> <strong>Sahel</strong> – <strong>and</strong> allcountries of the region face vary<strong>in</strong>g, albeit serious threats.The follow<strong>in</strong>g brief assessments of the four countries with the highest <strong>in</strong>cidents ofterrorism nevertheless provide an important overview of the complex security challenges <strong>in</strong>these countries <strong>and</strong> might lead to better underst<strong>and</strong><strong>in</strong>g of the regional <strong>and</strong> globalimplications <strong>in</strong> 2013 <strong>and</strong> beyond.5


<strong>Terrorism</strong> <strong>in</strong> North <strong>Africa</strong> <strong>and</strong> the <strong>Sahel</strong> <strong>in</strong> 2013Case StudiesLibyaIn 2012, numerous political, religious, <strong>and</strong> tribal militias emerged <strong>in</strong> the power vacuumcontest<strong>in</strong>g the new Libyan government. These militias are be<strong>in</strong>g enabled by small arms aswell as sophisticated weapons such as portable surface to air anti-aircraft missiles lootedfrom Gaddafi’s armories dur<strong>in</strong>g <strong>and</strong> after the revolution.Clearly one of the most devastat<strong>in</strong>g terrorist attacks mounted by Al-Qaida affiliatesaga<strong>in</strong>st U.S. <strong>in</strong>terests took place on September 11, 2012 when the American AmbassadorChristopher Stevens <strong>and</strong> three other State Department officials were brutally murdered <strong>in</strong>Benghazi at the U.S. diplomatic mission.This s<strong>in</strong>gle act of violence is emblematic of the lawlessness <strong>and</strong> fragmentation of thecountry. In 2013, a total of 145 major terrorist attacks were recorded, <strong>in</strong>clud<strong>in</strong>gkidnapp<strong>in</strong>gs, assass<strong>in</strong>ations, bomb<strong>in</strong>gs, <strong>and</strong> direct assaults on government facilities <strong>and</strong>personnel.Clashes also were reported among different armed groups. In addition, governmentofficials, police, security officers, <strong>and</strong> the military were frequently targeted. Ord<strong>in</strong>arycitizens were also victimized as well as foreign workers <strong>and</strong> diplomats.The violence will cont<strong>in</strong>ue <strong>in</strong> 2014 as the battle over the country’ governance, balanceof power among compet<strong>in</strong>g groups, <strong>and</strong> control of Libya’s oil fields <strong>in</strong>tensifies. Forexample, The Council of Cyrenaica has already mapped out an autonomy plan for theeastern region, thereby threaten<strong>in</strong>g further destabilization.Meanwhile, militant groups such as Ansar Al-Sharia are cont<strong>in</strong>u<strong>in</strong>g to <strong>in</strong>filtrate,destabilize, <strong>and</strong> organize, wait<strong>in</strong>g <strong>in</strong> the w<strong>in</strong>gs to turn Libya <strong>in</strong>to the “L<strong>and</strong> of Jihad” withdire consequences for neighbor<strong>in</strong>g countries.6


<strong>Terrorism</strong> <strong>in</strong> North <strong>Africa</strong> <strong>and</strong> the <strong>Sahel</strong> <strong>in</strong> 2013Case StudiesAlgeriaThe number of terrorist <strong>in</strong>cidents <strong>in</strong> Algeria fell to 51 <strong>in</strong> 2013 after reach<strong>in</strong>g 132 attacks <strong>in</strong>2012. This significant statistical shift can be accounted primarily to the lessons learned by thegovernment from the most spectacular terrorist operation <strong>in</strong> the country’s decades-longhistory of bloodshed, namely, the January 16, 2013 assault on the gas field of Tiguentour<strong>in</strong>e,near In Amenas, a region close to the Libyan border, located some 1,300 km from Algiers.The Islamic Katiba militia (Al-Mouthalim<strong>in</strong>) led by Mokhtar Belmokhtar, who split fromAQIM <strong>in</strong> 2012, <strong>and</strong> consist<strong>in</strong>g of some 32 assailants of different nationalities (e.g. Algerian,Tunisian, Malian, Nigerian, Egyptian, <strong>and</strong> Canadian), took over areas of the large facilityoperated by companies from Algeria, France, Japan, Norway, <strong>and</strong> the U.K. The terrorists,who reportedly tra<strong>in</strong>ed for two months <strong>in</strong> Mali <strong>and</strong> were heavily armed, held some 700Algerians <strong>and</strong> 134 foreign nationals hostage. The attackers dem<strong>and</strong>ed, <strong>in</strong>ter alia, thewithdrawal of French forces from Mali <strong>and</strong> offered to free US captives <strong>in</strong> exchange for therelease of the Egyptian leader Omar Abdel-Rahman <strong>and</strong> Pakistan’s top scientist Aafia Siddiqui.Algeria ruled out negotiat<strong>in</strong>g with the terrorists <strong>and</strong> launched a military rescue missi onon the day follow<strong>in</strong>g the start of the siege. After some 50 hours of fierce fight<strong>in</strong>g, Algeriaannounced that 685 Algerians <strong>and</strong> 101 foreigners had been freed by the operation, but thedeath toll was costly—11 Algerians <strong>and</strong> 37 foreign nationals (<strong>in</strong>clud<strong>in</strong>g three Americans, threeBritons, <strong>and</strong> ten Japanese). Clearly, the strategic <strong>and</strong> tactical implications of the extraord<strong>in</strong>ary<strong>in</strong>ternational hostage crisis were fully assessed by Algeria. Its government has developed aseries of security upgrades to improve its counterterrorism strategies. For <strong>in</strong>stance, it hasstationed 6,000 soldiers on the border with Tunisia to prevent terrorists from cross<strong>in</strong>g theborder, <strong>and</strong> is work<strong>in</strong>g with the International Oil Companies (IOCs) to tra<strong>in</strong> security forcesfor the energy <strong>in</strong>stallations that may comb<strong>in</strong>e government <strong>and</strong> private personnel.Algeria nevertheless faces ongo<strong>in</strong>g challenges <strong>in</strong> guard<strong>in</strong>g its borders, particularly <strong>in</strong> thesouthwest, where AQIM <strong>and</strong> other crim<strong>in</strong>al groups engage <strong>in</strong> cross-border terrorism <strong>and</strong>traffick<strong>in</strong>g. AQIM <strong>and</strong> others have similarly sought to exploit the situation <strong>in</strong> the refugeecamps run by the Polisario Front near T<strong>in</strong>douf by actively recruit<strong>in</strong>g there. There is thusgrow<strong>in</strong>g danger of radicalization <strong>in</strong> the refugee camps run by the Polisario Front nearT<strong>in</strong>douf, which a report from UN Secretary General Ban Ki-Moon <strong>in</strong> April warned were a“tick<strong>in</strong>g time bomb.”Despite the distractions of the upcom<strong>in</strong>g presidential election, the Algerian military <strong>and</strong>security services are focus<strong>in</strong>g a great deal of energy on secur<strong>in</strong>g its borders with Morocco,Libya, Mali, <strong>and</strong> Tunisia to reduce <strong>in</strong>filtration, the flow of arms <strong>and</strong> smuggled goods, <strong>and</strong>block access to the country.7


<strong>Terrorism</strong> <strong>in</strong> North <strong>Africa</strong> <strong>and</strong> the <strong>Sahel</strong> <strong>in</strong> 2013Case StudiesTunisiaThree years after the “Jasm<strong>in</strong>e Revolution” overthrew the autocratic regime ofPresident Z<strong>in</strong>e El Abid<strong>in</strong>e Ben Ali <strong>and</strong> <strong>in</strong>spired other countries to rise up <strong>in</strong> the Arab Spr<strong>in</strong>g,Tunisia is still vulnerable to both domestic <strong>and</strong> foreign terrorist threats.Although the security situation <strong>in</strong> the country has been marked by the absence of thelarge-scale violence seen <strong>in</strong> Libya <strong>and</strong> Syria, the widespread dissatisfaction with social <strong>and</strong>economic opportunities <strong>and</strong> the government’s <strong>in</strong>ability to respond effectively is potentiallyexplosive.In 2013, the total number of terrorist <strong>in</strong>cidents reached 17, <strong>in</strong>dicat<strong>in</strong>g a worrisome trendof <strong>in</strong>security <strong>in</strong> the country. Most of the attacks seem to have a political coloration ratherthan large-scale public disruptions.For <strong>in</strong>stance, on February 6 an “unknown” gunman killed a government critic <strong>and</strong> leaderof the opposition Democratic Patriots Party, Chikri Belaid. In June, the Defense M<strong>in</strong>istrywarned of major terrorist operations.The Prime M<strong>in</strong>ister <strong>in</strong> late August declared that the terrorist organization Ansar Al-Shariawas plann<strong>in</strong>g a series of assass<strong>in</strong>ations to establish an Islamic emirate.In the face of these potential terrorist threats the government’s state of emergency wasextended until June 2014. And <strong>in</strong> November, both Tunisia <strong>and</strong> Algeria called for establish<strong>in</strong>gjo<strong>in</strong>t-mechanisms to combat terrorism <strong>and</strong> the proliferation of arms traffick<strong>in</strong>g <strong>in</strong> theregion.8


<strong>Terrorism</strong> <strong>in</strong> North <strong>Africa</strong> <strong>and</strong> the <strong>Sahel</strong> <strong>in</strong> 2013Case StudiesMaliIn the exposed <strong>Sahel</strong>, a new failed state the size of Texas, with om<strong>in</strong>ous strategicimplications, emerged <strong>in</strong> Mali <strong>in</strong> 2012. This strategic threat was created <strong>in</strong>itially when thesecular Tuareg rebels, who fought alongside Gaddafi <strong>in</strong> Libya, returned home <strong>and</strong> jo<strong>in</strong>ed<strong>in</strong>digenous forces to establish the MNLA.Exploit<strong>in</strong>g a March 2012 political coup <strong>in</strong> the capital of Bamako <strong>and</strong> captur<strong>in</strong>g importanttowns <strong>in</strong> the north, <strong>in</strong>clud<strong>in</strong>g the historic city of Timbuktu, the Tuareg fighters, togetherwith Islamic fundamentalist groups such as Ansar D<strong>in</strong>e, declared their <strong>in</strong>dependent Azawadstate. This development sparked security concerns <strong>and</strong> outrage from neighbor<strong>in</strong>g countries,particularly Algeria <strong>and</strong> Niger, <strong>and</strong> <strong>in</strong>ternational bodies <strong>in</strong>clud<strong>in</strong>g the <strong>Africa</strong>n Union (AU), theEconomic Community of West <strong>Africa</strong>n States (ECOWAS), <strong>and</strong> the United Nations.By summer 2012, northern Mali had fallen under the control of various Salafi jihadistorganizations <strong>in</strong>clud<strong>in</strong>g AQIM, MUJAO, Ansar D<strong>in</strong>e, Al-Qaida’s El Moulethem<strong>in</strong>e Brigade, <strong>and</strong>the Libyan extremists of Ansar Al-Sharia. It was reported that AQIM was provided tra<strong>in</strong><strong>in</strong>g,f<strong>in</strong>ancial assistance, <strong>and</strong> weapons to its affiliates <strong>and</strong> had attracted an <strong>in</strong>flux of recruits fromthe region <strong>in</strong>clud<strong>in</strong>g militants from the Polisario camps <strong>in</strong> Algeria, displaced refugees, <strong>and</strong>radicals from Western countries.In January 2013, an <strong>in</strong>ternational donor conference on Mali pledged over $450 million tohelp cover expenses of the <strong>Africa</strong>-led International Support Mission to Mali (AFISMA) <strong>and</strong> tobeg<strong>in</strong> development projects <strong>in</strong> the country. Interim President Traore ruled out anynegotiations with the Islamists, although he did <strong>in</strong>dicate a will<strong>in</strong>gness to hold talks withsecular Tuareg rebels.Meanwhile <strong>in</strong> 2013 a total of 16 terrorist <strong>in</strong>cidents were counted. They <strong>in</strong>cludedkidnapp<strong>in</strong>gs, suicide bomb<strong>in</strong>gs, car-bomb blasts, rocket attacks, <strong>and</strong> direct assaults onpolice <strong>and</strong> military forces, <strong>in</strong>clud<strong>in</strong>g U.N. peacekeepers.It is noteworthy that as an element of a counterterrorism strategy both Mali <strong>and</strong>Morocco agreed <strong>in</strong> November 2013 to create religious projects to help prevent the spread ofextremism.Similarly, <strong>in</strong> 2013 France agreed to tra<strong>in</strong> the Malian police force <strong>and</strong> supply it with theneeded equipment to combat terrorism <strong>in</strong> the country. Moreover, Germany, along with theother European Union members, offered to tra<strong>in</strong> the Malian army to support their militarymission <strong>in</strong> fight<strong>in</strong>g terrorism.9


<strong>Terrorism</strong> <strong>in</strong> North <strong>Africa</strong> <strong>and</strong> the <strong>Sahel</strong> <strong>in</strong> 2013ConclusionTo say anyth<strong>in</strong>g with certa<strong>in</strong>ty about prospects for reduc<strong>in</strong>g terrorism <strong>in</strong> North <strong>Africa</strong>,the <strong>Sahel</strong>, <strong>and</strong> adjo<strong>in</strong><strong>in</strong>g regions <strong>in</strong> <strong>Africa</strong> is purely speculative <strong>and</strong> beyond the <strong>in</strong>tention ofthis report.Watch<strong>in</strong>g the trends leads one to be quite pessimistic about the short-term future. Weare def<strong>in</strong>itely engaged <strong>in</strong> a generational <strong>and</strong> socio-cultural conflict that is afflict<strong>in</strong>g theglobal community <strong>and</strong> has consequences beyond any country’s borders.It is hope that this report, with its emphasis on North <strong>Africa</strong> <strong>and</strong> the <strong>Sahel</strong>, willencourage greater strategic attention <strong>and</strong> focused policy <strong>in</strong>itiatives on the region to enablethe seeds of conflict resolution, political accommodation, economic <strong>and</strong> socialdevelopment, <strong>and</strong> national reconciliation to emerge <strong>and</strong> reduce the forces of <strong>in</strong>stability <strong>and</strong>chaos.These solutions, to be susta<strong>in</strong>able <strong>and</strong> effective, require an <strong>in</strong>tegration of <strong>in</strong>ternational<strong>and</strong> local resolve <strong>and</strong> resources.Without an effective menu of responses to the challenges of terrorism <strong>and</strong> <strong>in</strong>stabilityhighlighted <strong>in</strong> this report, the impact will only cont<strong>in</strong>ue to grow as a threat to the globalcommunity.10


<strong>Terrorism</strong> <strong>in</strong> North <strong>Africa</strong> <strong>and</strong> the <strong>Sahel</strong> <strong>in</strong> 2013Selected RecommendationsDue to the grow<strong>in</strong>g political uncerta<strong>in</strong>ty <strong>and</strong> <strong>in</strong>stability <strong>in</strong> the Maghreb, <strong>Sahel</strong>, <strong>and</strong>border<strong>in</strong>g areas dur<strong>in</strong>g 2013, many of the recommendations made <strong>in</strong> the previous four reportsare still relevant. The <strong>Sahel</strong> <strong>and</strong> border<strong>in</strong>g countries cont<strong>in</strong>ue to have large areas ofungoverned space where terrorists <strong>and</strong> other radicals move with alacrity along well-traveledsmuggl<strong>in</strong>g <strong>and</strong> supply routes that defy ongo<strong>in</strong>g <strong>in</strong>terdiction efforts.The manifold security threats emanat<strong>in</strong>g from the Maghreb <strong>and</strong> <strong>Sahel</strong> have now beenre<strong>in</strong>forced by unrest <strong>in</strong> Egypt, Somalia, the Central <strong>Africa</strong>n Republic, <strong>and</strong> South Sudan, <strong>in</strong>addition to the spillover of jihadists return<strong>in</strong>g from the fight<strong>in</strong>g <strong>in</strong> Syria <strong>and</strong> Iraq.With so much uncerta<strong>in</strong>ty <strong>and</strong> such diverse challenges, it is imperative that the<strong>in</strong>ternational community, particularly the West, work diligently with regional authorities toimplement <strong>and</strong> exp<strong>and</strong> security capabilities, as well as political, social, <strong>and</strong> economicdevelopment programs to generate antidotes to the poisons that are a grow<strong>in</strong>g threat to thestability, peace, <strong>and</strong> prosperity of the region.Indeed, the stakes are too high for America to disengage from the Maghreb <strong>and</strong> the <strong>Sahel</strong>.The more than 600 percent rise <strong>in</strong> regional terrorism s<strong>in</strong>ce 9/11 is be<strong>in</strong>g fed by the <strong>in</strong>creas<strong>in</strong>g<strong>in</strong>stability <strong>in</strong> weak <strong>and</strong> transition<strong>in</strong>g states. This report does not recommend that the USreconfigure itself as the arbiter of regional security issues. Rather, it is a rem<strong>in</strong>der thatAmerica’s vital <strong>in</strong>terests <strong>in</strong> the region <strong>and</strong> those of our friends <strong>and</strong> allies are under assault byextremists <strong>and</strong> radicals who are do<strong>in</strong>g us harm <strong>and</strong> want to <strong>in</strong>flict more damage <strong>in</strong> their wake.As outl<strong>in</strong>ed <strong>in</strong> previous reports, there are no “silver bullets” <strong>in</strong> combat<strong>in</strong>g terrorism,<strong>in</strong>stability, <strong>and</strong> <strong>in</strong>security. The scope of what must be done is quite broad, <strong>and</strong> theserecommendations cover both hard <strong>and</strong> soft solutions, <strong>in</strong>clud<strong>in</strong>g a range of tactical <strong>and</strong>strategic steps that need to be taken to br<strong>in</strong>g more security <strong>and</strong> stability to the region byreduc<strong>in</strong>g the presence <strong>and</strong> impact of terrorism <strong>and</strong> other forms of violence while enlarg<strong>in</strong>gcapacity for transparent, effective local leadership. The follow<strong>in</strong>g recommendations are notfully <strong>in</strong>clusive but hopefully provide a useful framework for cont<strong>in</strong>ued discussion <strong>and</strong> action.I. Take proactive steps with regional <strong>and</strong> global leaders to prevent further<strong>in</strong>stability.1. US <strong>and</strong> NATO <strong>in</strong>telligence assets must be strengthened by broaden<strong>in</strong>g cooperationthrough AFRICOM, Partnerships for Peace, <strong>and</strong> other modalities that supply <strong>and</strong>support tra<strong>in</strong><strong>in</strong>g, equipment, <strong>and</strong> monitor<strong>in</strong>g resources throughout the region.2. Work towards the diplomatic resolution of the Western Sahara conflict <strong>and</strong> otheroutst<strong>and</strong><strong>in</strong>g disputes that <strong>in</strong>hibit both security <strong>and</strong> economic cooperation <strong>in</strong> theMaghreb <strong>and</strong> <strong>Sahel</strong>.3. Cooperate with <strong>in</strong>ternational monitors to conduct a census <strong>in</strong> the Polisario-controlledcamps near T<strong>in</strong>douf, Algeria, which pose a threat to regional security as a recruit<strong>in</strong>gground for terrorists <strong>and</strong> traffickers. The current Polisario military units should bedisb<strong>and</strong>ed <strong>and</strong> the refugees who have lived <strong>in</strong> those camps should be given anopportunity to migrate elsewhere <strong>in</strong> the region.11

Host programs to provide assistance over the longer term <strong>in</strong> support of <strong>in</strong>clusivepolitical dialogue <strong>and</strong> the robust empowerment of civil society to advance consensusbuild<strong>in</strong>g <strong>and</strong> development of conflict resolution mechanisms.3. Cont<strong>in</strong>ue to support regional <strong>and</strong> country-specific reforms that promote human rights,economic development, <strong>in</strong>dependent judiciaries, transparency, <strong>and</strong> the rule of law.III. Invest <strong>in</strong> human <strong>and</strong> economic development to enhance regional <strong>and</strong>national security1. Support critical <strong>in</strong>frastructure programs such as Power <strong>Africa</strong> <strong>and</strong> the Trans-<strong>Africa</strong>Highway through foreign assistance <strong>and</strong> <strong>in</strong>vestments from the US private sector <strong>in</strong>public private partnerships.2. Promote regional trade <strong>and</strong> <strong>in</strong>vestment by exp<strong>and</strong><strong>in</strong>g the US-Morocco Free TradeAgreement provisions to <strong>in</strong>clude products from North, West, <strong>and</strong> Central <strong>Africa</strong>.4. Exp<strong>and</strong> foreign assistance programs through U.S. Agency for InternationalDevelopment (USAID), Millennium Challenge Corporation (MCC), <strong>and</strong> the Middle EastPartnership Initiative (MEPI) to build platforms for develop<strong>in</strong>g young leaders <strong>in</strong> thepublic <strong>and</strong> private sectors.Big stakes, big risks can be managed by small significant stepsIn sum, these recommendations <strong>in</strong>dicate that the security requirements <strong>in</strong> the region willonly be fulfilled by accept<strong>in</strong>g the need for consistent <strong>and</strong> well-def<strong>in</strong>ed steps. To be sure, thisapproach is not solely the responsibility of the US. America’s mission will be accomplishedprovided it can partner with its friends <strong>and</strong> allies <strong>in</strong> Europe <strong>and</strong> elsewhere to work on thesemeasures that, over time <strong>and</strong> with strong local participation, will greatly reduce securitythreats emanat<strong>in</strong>g from the regions <strong>in</strong> turmoil stretch<strong>in</strong>g across <strong>Africa</strong> <strong>and</strong> beyond.The war the <strong>in</strong>ternational community <strong>and</strong> particularly the West is wag<strong>in</strong>g is generational,<strong>in</strong>stitutional, <strong>and</strong> unavoidable.
